Niranjan Hojai, ‘commander-in-chief’ of the Black Widow (BW), was arrested by the National Investigation Agency (NIA) from a place near Nepal capital Kathmandu on July 2 and brought to New Delhi on July 3, Assam Tribune. He was wanted in connection with the case relating to diversion of the funds of the North Cachar Hills Autonomous Council for procurement of weapons by the militant group. He will be brought to Guwahati within a day or two for production before the court. NIA will seek further custody of the arrested militant leader for detailed questioning regarding militant-politician nexus in North Cachar Hills District. Sources pointed out that Hojai was one of the main accused in the case relating to militant-politician nexus in North Cachar Hills. tThe BW has given a call for a day-long Dima Hasao District bandh (general shut down) on July 4 in protest against the arrest of Niranjan Hojai.

In a fresh terror input, intelligence agencies have alerted the State Anti-Terrorism Squad (ATS) and various security agencies about the possible penetration of 31 operatives of Bangladesh-based outfits — Harkat-ul-Jihad-al-Islami (HuJI) and Jamaat-e-Islami (JeI) — into India for carrying out terror strikes, reported Times of india. The one-page alert, marked "secret", contains specific information about 31 HuJI terrorists who are ready to infiltrate into India. "The members of HuJI are planning to come to India through the Bangladesh border. They will reach Kolkata in small groups. A person called Yusuf Saloni, a resident of Munshidanga (there is an area in Kolkata that is called Munshibazar), will receive them and make arrangements for their accommodation in different lodges," the alert reads. The security agencies are tracking Saloni who is suspected to be linked to several banned outfits. Mumbai Police has been asked to keep personnel on high alert but the prime targets of the group have been stated to be New Delhi and Kolkata. "However, the group may move to other cities as well," the alert states. "The American consulate is the prime target. The group will stay in Kolkata for 10 days and then move out for its operation. It has to execute its operation before August 15 and will return to Bangladesh," the alert further states. It also said some railway stations could be on its target list. Alerts have been issued by intelligence agencies in the last few months but none has contained such specific information. Mumbai Police last year had received around 140 such threat alerts but all of them were non-actionable. "Policemen are visiting lodges, hotels and rented flats to make inquiries. We cannot take any alert lightly. Mumbai has always been on priority list of the terror outfits," a Police officer said. Security at foreign consulates in Mumbai and railway stations has been stepped up.

The Delhi Police on July 14 claimed before a court that the Indian Mujahideen (IM) had allegedly carried out September 13, 2008 serial blasts in Delhi at the instance of its founder, now Pakistan-based Amir Raza Khan, according to PTI. "Amir wanted to avenge the death of his brother Asif Raza Khan in a Police encounter in 2001. This fact was revealed in a letter written by Aftab Ansari, facing death penalty in 2002 Kolkata's American Centre attack case, to the widow of Asif," public prosecutor Rajeev Mohan said. Mohan was putting forth the arguments before Additional Sessions Judge (ASJ) Santosh Snehi Mann on charges to be framed against 14 suspected IM terrorists arrested so far in connection with the case. The prosecutor claimed the Police had in its possession emails records, disclosure statements of accused, besides intelligence inputs, to establish links between Pakistan-based Lashkar-e-Toiba (LeT) and Harkat-ul-Jihad-al-Islami (HuJI) with Students Islamic Movements of India (SIMI) and IM.

Sources said that the Punjab Police had been duly informed, and asked to keep a strict vigil on activities of all those who were directly or indirectly linked to all the former militants who had not only been living in Germany but also in USA, Canada and UK.

A Delhi court on July 21 issued non-bailable warrants (NBW) against five Pakistanis in a case filed by the National Investigation Agency (NIA), charging them with facilitating terrorist attacks in India, but rejected its application for NBWs against Lashkar-e-Toiba (LeT) chief Hafiz Mohammed Saeed and Zaki-ur-Rehman Lakhvi, the first and second accused, reports The Hindu. While agreeing with the prosecution’s charges against the seven, Special Judge (NIA) S. P. Garg said no purpose would be served by issuing NBWs against Saeed and Lakhvi. For, a Mumbai trial court had issued NBWs against them and subsequently Interpol also issued Red Corner Notices. The NIA counsel had on July 20 said that Saeed and Lakhvi could be issued the “Special Notice” as the Security Council had imposed sanctions on them for their ties to the al-Qaeda and the Taliban. The five persons against whom NBWs have been issued are Karachi residents Sajid Mir alias Wasi and Abdur Rehman Hashim, Pakistani army officers Major Iqbal and Major Sameer Ali, and Pakistan-occupied Kashmir (PoK) resident Illyas Kashmiri. All the accused have been charged under various sections of the Indian Penal Code, the Unlawful Activities (Prevention) Act and the South Asian Association For Regional Cooperation (SAARC) Convention (Suppression of Terrorism) Act for “facilitating terrorist acts and acts preparatory to terror attacks between 2005 and October 2009 in India including Delhi”.

While upholding the conviction and life sentence to Mohammad Ayub Dar for the murder, the SC said Dar's confession was clear about the training in use of firearms he and his accomplices received in Pakistan during his visit there in 1989. "Dar has given details of the whole outfit including the names of the leader and other companions and the confession also refers to the firearms brought by the group of terrorists from Pakistan and the training which was for bringing into effect the terrorist activity in the Kashmir valley," the SC said. "It has also come in the confession that Dar had visited Pakistan, Lahore and Muzaffarabad to meet other members of the group namely Hyder, Hanif Hyder, Nasir Khan and Yusuf Bangroo on fake passport. The said confession also gives details that the said passport was issued in Sikar, Rajasthan, with visa of Pakistan," the Bench noted. It said: "We are thoroughly convinced that this confession is not only a good, voluntary and truthful confession but a reliable one also and the trial court has committed no mistake whatsoever in relying upon the said confession."

India and the US on July 23 signed a Counter Terrorism Cooperation Initiative (CCI) that includes steps to check financing of terror activities, joint probe in cases of bomb blasts besides cooperation in mega-city policing, transportation including rail security, development of investigative skills, cyber and border security, reports Times of India. "Today, with the formal signing of the initiative, we take several significant steps forward against terrorism," said the US ambassador to India, Timothy. J. Roemer, who signed the agreement along with Union Home Secretary G.K. Pillai in the presence of Foreign Secretary Nirupama Rao in New Delhi. Terming the pact as symbolic of the "indispensable partnership" against terrorism, Roemer said both the countries will work closely in matters like intelligence sharing and probe into bomb blasts. "In the coming days and months, there will be even closer information sharing and collaborative efforts on issues ranging from bomb blast probe and major event security to mega-city policing, cyber and border security," he said.

Nafees had reportedly helped a ISI agent set up base in Lucknow (Uttar Pradesh) and also helped the latter procure an Indian passport on the basis of forged documents. A team of special cell, led by Assistant Commissioner of Police L.N. Rao, arrested Nafees a resident of Lucknow and recovered incriminating documents that were used to acquire the Indian passport for the Pakistani national who was arrested in November 2009. Nafees had been on the run for the last eight months. A reward of INR 25,000 had also been declared for any information on him. On July 19, 2010, Inspector A.K. Singh received a tip-off that Nafees would come to Patiala House Court to meet a lawyer to consult him in one of his cases. A trap was laid and Nafees was arrested. "During interrogation, Nafees said that he was a school dropout, and initially started a building material business. During this period he came in contact with one Aman Waris and a few other travel agents operating from Lucknow and Gorakhpur in UP. With help from the travel agents Nafees cheated several persons by promising to arrange fake visas,'' said a Police officer Singh. According to Shibesh Singh, additional DCP (special cell), on November 12, 2009 ISI agent Abdul Jabbar, a resident of Mustafabad near Lahore in Pakistan, was arrested during emigration clearance of Air India Flight No IC 813. "Jabbar was carrying an Indian passport with the number F-3776115 issued in the name of one Saiyyad Aamir Ali of Lucknow. Jabbar was nabbed at the IGI Airport, Delhi, while he was trying to board a plane to Dammam (UAE),'' said Additional DCP Shibesh Singh.

The fears were conveyed by the Indian Army leadership to Admiral Mike Mullen, Chairman of the US Joint Chiefs of Staff, who was in New Delhi on July 24 and 25, The Sunday Times said in a dispatch from Islamabad. After his arrival in Pakistan, Mullen had on July 24 said that the LeT has expanded its operations to Afghanistan and the West and has become more active throughout the region. The paper said the LeT has joined forces with the Taliban in a new alliance to kill western soldiers in Afghanistan. In the past few weeks NATO commanders are convinced that LeT are behind a string of attacks and influx of fighters into eastern Afghanistan, the newspaper said. The issue was raised by Admiral Mullen after he arrived in Islamabad for meetings with Pakistan's Army chief General Ashfaq Kayani, the report said. Outlawed under US pressure in 2002, the outfit has continued to operate under different names. The LeT's camps have long been used by al Qaeda for training.

India on July 27 reacted strongly to the secret documents leaked by Wikileaks that suggested that Pakistan's tribal areas were being used by its spy agency to stoke insurgency in Afghanistan, reports The Hindu. “The utilisation of territory under Pakistan's control to provide sanctuaries for recruiting and sustaining terrorist groups, and to direct terrorist activity against neighbours, must stop if our region is to attain its full potential for peaceful development,” a statement by the Ministry of External Affairs (MEA) said in New Delhi on July 27. “Sponsorship of terrorism, as an instrument of policy, is wholly condemnable and must cease forthwith,” it added. The MEA said it was basing its observations on media reports about classified information “supposedly from U.S. Government sources.” These reports were posted in the public domain on whistleblower website WikiLeaks and alleged support to terrorism by the Inter-Services Intelligence (ISI), Pakistan's military intelligence agency. Sources who had perused the documents “released” so far said they seemed to show that despite being an ally of the U.S. in the ‘war on terror,' the ISI held secret strategy sessions with the Taliban leadership and arranged manpower to mount attacks on foreign forces and eliminate Afghan leadership. The reports also indicate that Pakistan's frontier areas, especially the seven tribal agencies, were used as sanctuaries for the Taliban to recoup and recruit fighters for launching attacks in southern Afghanistan. The “documents” also suggest that an intelligence agency had an inkling of the attack on the Indian Embassy in Kabul which killed 58 people.

With no breakthrough in the over three year old Samjhauta Express blast case which was being investigated by the Haryana Police, the Union Government has finally handed over the probe to the National Investigation Agency (NIA), reports Times of India. "The Samjhauta blast case has been handed over to the NIA," special secretary (internal security) in the Union Ministry of Home Affairs U.K. Bansal told reporters on the sidelines of a function in New Delhi on July 29. The case will be the third one to be probed by NIA after Goa's Margao town and Gujarat's Modasa bomb blast cases in which Hindu extremist groups are suspected to be involved.

They were identified as self-styled fighting commander Mohammed Abbas alias Fazur Rahman alias Roshan alias Anil from Thoubal Moijing and Mohammed Rajauddin of Lilong Haoreibi. A police source disclosed that, among others, both are accused in the rape and murder of two girls, P.S. Snowy Anal alias Julie (27) and L.H. Easter Anal (30) of Chakpikarong, on March 21, 2008. Police records indicate involvement of the two cadres in over 10 criminal cases including the killing of a gram panchayat pradhan (chief of local self Government institution) in a Thoubal District area.
