Sources said the Government formalised a peace formula to break the deadlock with Naga insurgents. According to Times Now, the Government is proposing the setting up of a Naga body without territorial jurisdiction but one that would have Constitutional sanction. The Government proposal would be in exchange for the NSCN-IM withdrawing its demand for sovereignty. The NSCN-IM leader who has been invited for talks to India by the Prime Minister has made his stand clear more than once that there will be no compromise on the issue of sovereignty.

The National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) held the first round of talks with the Union Government’s newly appointed interlocutor R. S. Pandey in New Delhi on March 2 and the group submitted a list of 30 demands including sovereignty for Nagaland, according to Nagaland Post. During the meeting held at undisclosed location a NSCN-IM delegation led by its ‘general secretary’ Thuingaleng Muivah submitted their 30-point demands. Government’s interlocutor, however, conveyed to them that there was no possibility of sovereignty for Nagaland and the talks could be held around granting more autonomy. The Centre offered more autonomy for Nagaland under Article 371 (A) of Indian Constitution but won’t integrate Naga-inhabited parts of Arunachal to Nagaland. The Centre prepared a 29-point counter proposal for the discussions, which included financial sops and greater autonomy. Also, the NSCN-IM leaders met Prime Minister Manmohan Singh and Union Home Minister P. Chidambaram in New Delhi. Muivah during his meet with Prime Minister conveyed the seriousness of his outfit to find a lasting solution to the Naga issue. Muivah later met Union Home Minister during which the two sides had a comprehensive discussion on finding a lasting solution to the six-decade old vexed issue which includes boundary dispute with neighbouring Manipur and Assam. “The government hasn’t given us any counter proposal, we have had comprehensive discussion, we will continue with the talks,” Muivah said. “If the Centre is serious then we will talk,” he said. While the Centre said there would be no discussion on sovereignty Muivah said the NSCN-IM would not compromise on sovereignty.

The Union Government and the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) continued talks for the second day on March 3 when its demand for sovereignty for Nagaland and its territorial claims over portions of neighbouring States were categorically rejected, according to Nagaland Page. The talks revolved around a list of 30 demands submitted by NSCN-IM which included sovereignty for Nagaland. "We talked on all issues… There is seriousness on both sides to continue dialogue on sustained basis,“ Government’s interlocutor R.S. Pandey said after the meeting in New Delhi. Sources said NSCN-IM was conveyed that while sovereignty was not the issue for discussion but if need be, more autonomy could be considered. Among other issues in the charter demand, the NSCN-IM pointed out certain taxation matters and preservation of cultural heritage, the sources said.

The Centre on March 4 clarified that it had not received any formal request for peace dialogues so far at the organizational level from the United Liberation Front of Asom (ULFA), reports Assam Tribune. The Union Minister of State for Home Affairs said that the Government of India has always shown its willingness to enter into dialogue with any group, which is willing to abjure the path of violence and place its demand within the framework of the Constitution of India. Sources added that at least one round of meeting between top officials and the ULFA leaders were held in the jail premises. The ULFA leaders were advised to draft its charter of demands.

A Bangladeshi national and his Kashmiri associate, both belonging to the Harkat-ul-Jihad-al-Islami (HuJI) outfit, were on March 10 sentenced to life imprisonment by a trial court for possessing explosives and waging war against country, reports Times of India. Additional Sessions Judge Nivedita Anil Sharma sentenced Mohammad Amin Wani, a resident of Jammu and Kashmir, and Lutfur Rahman, the Bangladeshi national who was reportedly to have received training at the instance of Pakistan-based Jama'at-ud-Da'awa (JuD) chief Hafiz Saeed, to life imprisonment. Awarding the sentence, the judge said they did not deserve capital punishment as the case was not the rarest of rare. Wani (29) was arrested on January 4, 2007, from Seeshganj Gurdwara in the old city area by Delhi Police's special cell for possessing INR 450000 hawala (informal money laundering system) money. Rahman (30) was arrested from Hazrat Nizamuddin Railway station with 1.5 kilograms explosives and a timer. According to the Police, the duo was in the capital to disrupt the January 26 Republic Day function.

Times of India reports that the border guarding agencies of India and Bangladesh - Border Security Force (BSF) and Bangladesh Rifles (BDR) - on March 11 agreed to increase mutual cooperation in restricting cross-border movement of criminals/insurgents and help in identifying `suitable patches' even within 150 yards of the border for erecting fences. The contentious issue of border fencing was discussed during the BSF-BDR parleys in New Delhi within the framework of the in-principle decisions taken in this regard during the home secretary-level talks in November 2008. Bangladesh also promised action against Indian insurgents who may be operating from its soil -- a list of whom was handed over to it by BSF Director-General Raman Srivastava. "BDR is trying to ascertain the presence of these insurgents on their side of the border," Srivastava said after signing a joint record of discussions with BDR Director-General Major General Mainul Islam, who is on a four-day visit in New Delhi.

The Centre has expressed concern over violation of conditions of the cease-fire with the Achik National Volunteer Council (ANVC), according to Shillong Times. Meghalaya Chief Minister D.D. Lapang, who called on Union Home Minister P. Chidambaram in New Delhi on March 17, apprised him of the outcome of March 16 talks between the ANVC and Centre's interlocutor P C Haldar. Chidambaram told the Chief Minister that there had been instances of violation of conditions of the suspension of operation (SoO). But at the same time the Centre would like to continue the SoO with the outfit, he said. Chidambaram assured that all necessary steps would be taken by the Centre to maintain peace and tranquillity in Meghalaya. The Home Minister asked Lapang to assess the ground realities and suggest suitable measures for the successful culmination of the peace process.

A joint Police team of the Punjab and Delhi Police neutralised a module of the Babbar Khalsa International (BKI), an outfit backed by Pakistan's Inter-Services Intelligence (ISI), by arresting three militants from Punjab and Delhi, reports Times of India. Two suspected BKI militants, identified as Daljit Kumar alias Deepak of Baltana from Mohali District and Purshotam Singh alias Bunty from Rajoura in Patiala District, were arrested at the Zirakpur-Patiala road near Zirakpur in an operation conducted by the Mohali Police and the Special Cell of Delhi Police in the night of March 18. The third militant of the outfit, identified as Karwinder Singh, a native of Ropar, was arrested in Delhi on March 19. The arrests indicate that BKI is being pressured, just like Indian Mujahideen (IM) terrorists hosted by Pakistan, by its ISI handlers to revive terrorist activities. Senior Superintendent of Police, Mohali, Gurpreet Singh Bhullar said that two France-based terrorists identified as Purshotam Singh of Matheri and Goldy of Ghel, both from Ambala District, were funding the terrorists activities. INR 100000 recovered from the two militants was sent by them. Police also recovered a .455 bore revolver with three cartridges from the two militants. Purshottam Singh, a proclaimed offender, is reportedly one of the accused involved in the assassination of former Punjab Chief Minister Beant Singh, but could not be arrested. He had also tried to eliminate former Haryana Chief Minister Bhajan Lal before Benat Singh's assassination. Preliminary interrogation of the accused revealed that they were planning to carry out blasts in the region to create terror, the cops said, adding that more revelations are expected in the coming days. A case against them was registered at the Zirakpur Police Station and they were produced in the Derabassi court from where they were sent to Police remand till March 21.
