The Intelligence Bureau and the special cell of the Delhi Police have busted a Jaish-e-Mohammed (JeM) terror module active in the national capital Delhi, Times of India reports on May 4. The Police have detained 12 suspects from Delhi, NCR region and Deoband in Uttar Pradesh. Sources said eight of the 12 suspects were nabbed from Delhi, while four of them were picked up from Deoband. Bomb-making material and improvised explosive devices (IEDs) were recovered from the suspects who are being interrogated at special cell's headquarters at Lodhi Colony. The identity and nationality of the suspects have not been disclosed.

Minister of State for External Affairs VK Singh told the Lok Sabha (Lower House of Indian Parliament) that India has also told China that there cannot be a selective approach when it comes to terrorism, NDTV reports May 4. With China blocking India's bid at the United Nations to ban JaisheMohammed (JeM) ‘chief’ Masood Azhar, the government said it is exerting diplomatic pressure to remove the "technical hold" and get a ban imposed on him. Singh said the move to ban Azhar is on "technical hold" at the UN. "Hum zor dal rahe hai (we are putting pressure)" through diplomatic channels to ensure that it is done away with, he noted.

Minister of State for Home Affairs Haribhai Parathibhai Chaudhary told the Rajya Sabha that there is, currently, no intelligence input to indicate that terrorists are making efforts to set up terrorist training camps in the hinterland of the country. However, during investigation of certain earlier bomb blast cases, it was noticed that Improvised Explosive Device (IED)related training was imparted by leaders of some of the organisations to their cadres at various places in the country. In order to counter terror activities, there exists close and effective coordination between intelligence and security agencies at the Centre and the State levels. The Multi Agency Centre has been strengthened and reorganized to enable it to function on 24x7 basis for real time collation, analysing and sharing of intelligence with other intelligence agencies and States, which ensures seamless flow of information between the State and the Central agencies. This has resulted in busting of many terror modules in the country.

On May 4, Minister of State for Home Kiren Rijiju told Rajya Sabha (Upper House of Indian Parliament) there were activities in India perpetrated by Islamic State (IS) but the situation is “not alarming as some people are trying to project,” since the Indian security and intelligence agencies are alert both at the centre and state levels, according to Hindustan Times.Moreover, Union Home Minister (UHM) Rajnath Singh expressed confidence that there would be no increase in the terror outfit’s activities in India in future. He said the Muslim community is well entrenched in Indian traditions and cultures. Rijiju said there were activities in India perpetrated by IS but the situation is “not alarming as some people are trying to project,” since the Indian security and intelligence agencies are alert both at the centre and state levels. Rijiju Added, “As of now, six cases have been registered. In these cases, many people have been arrested. Investigation is going on and it is not possible to provide all details. We cannot fix the time limit for completing these investigations.” He said the situation is a dynamic one and that the government is seriously pursuing it.

Three suspected JaisheMohammed (JeM) militants, identified as Mohammad Sajid, Shakir and Sameer arrested for allegedly planning an attack in the national capital, were on May 4 remanded to 10day Police custody by a court as the investigators said their custodial interrogation was needed to crack their Delhi module, reports NDTV.During the proceedings, Police told the judge that Mohammad Sajid was arrested and Improvised Explosive Device (IED) was recovered from him, adding that his hand was also burned while making explosives. The agency while seeking 15day custody told the court that the two other accused Shakir and Sameer were later arrested and some literature related to the terror organisation were recovered from them. Their movement was being continuously monitored by the central intelligence agencies and special cell of the Delhi Police for last one year, sources said, adding the trio had got indoctrinated through the internet. While Sajid and Sameer hail from Delhi, Ansari is a resident of Deoband in Uttar Pradesh (UP). They were produced before a court which remanded them in 10 days' Police custody.The three JeM suspects, who are remanded are among 12 suspects detained from Delhi and UP, as reported on May 4.

On May 5, Police said, three arrested Jaish-e-Mohammed (JeM) suspects had planned huge attacks across the country to avenge the atrocities inflicted on their community in India and abroad, reports Asian Age. “Angered by the atrocities that they claimed were against their community in India, especially in Kashmir, the terrorists said they got motivated and radicalised to take revenge,” a source said. The three men roped in many others to form a terror cell to plan multiple attacks in India and abroad. “On interrogation the terrorists said that they had pent up anger as their people were tortured and atrocities were committed against their community all over the world,” said the source.Investigators added that the three were initially inspired by Islamic State (IS), but later shifted their ideological leaning to JeM. Special Commissioner of Police (special cell) Arvind Deep said that Sajid Ahmed, believed to be mastermind of the terror ring, was self-radicalised and propagated ideology which was in line with that of IS until he came in touch with a cyber-entity “Talha,” who the investigators believe is close to Jaish 'chief' Masood Azhar. Officials privy to the investigation said Sajid Ahmed came in touch with the other two accused, Sameer and Shakir Ansari, through a social networking site. They later communicated via secured communication systems like chat rooms. They had a Whatsapp group that included the nine other suspects detained for questioning by the Police, said the Police.Apart from data shared through Internet and an 8 GB pen drive recovered from the possession of the accused, the investigators are also scrutinising books that the three arrested men possessed.

Delhi Police's Special Cell released six people, detained for being linked with Jaish-e-Mohammed (JeM) May 8, reports The Times of India. A day before four others were also released. After questioning them for three days, Police said they found no evidence to show that the 10 were involved in plotting a terror strike. The youths, however, admitted to attending indoctrination sessions conducted by the prime accused, Sajid, sources claimed.Meanwhile, Police said evidence against three other youths arrested in the case became stronger after the Special Cell received a preliminary forensic report of the trio's mobile phones and Facebook accounts, which now confirms their links with Jaish functionaries. Sources said, according to the report, Sajid had uploaded a photo of Masood Azhar on Facebook and was also in touch with two Pakistan nationals, Rashid Aman and Sajjad Gori, who are known JeM operatives. Sajid had messaged Masood's brother Talha that he and another accused, Shaqir, wished to undergo arms training and wanted a visa to come to Pakistan. Talha did not reply, the sources said.However, sources added that two of the 10 youths are still under the scanner for calls and messages they exchanged with Sajid. All 10 are being counseled. The law of the land is being explained to them and they are being told how they were being fed a `doctored' version of the Quran and jihad (holy war) sources said. Police would keep them under surveillance, tracking their movements through manual and electronic means for the next one year, cops said. The 10 were picked up on May 4 and 5.

Finance Ministry data presented in the Lok Sabha (Lower House of Indian Parliament) show that INR 6,30,000 Fake Indian Currency Note (FICN) were detected in financial year 201516, up from INR 5,90,000 in 201415 and 4,90,000 in the year before that, The Hindu reports on May 9. In value terms, INR 29.6 crore worth of FICN were found in 201516, a rise from INR 28.7 crore in the previous year. The data indicated that the banks, and the central bank, could have become better at catching counterfeit currency, or the incidence of counterfeiting had increased, or both. Of the FICN detected in 201516, 41 per cent was of INR 500 denomination and 35 per cent, INR 100. Interestingly, the absolute number of fake fivehundred rupee notes dipped in 201516 to 2.6 lakh from 2.7 lakh in the previous year. There was a rise, however, in counterfeit hundred and thousandrupee notes – by 22 per cent and 9 per cent – respectively, over the same period.

The Lok Sabha (Lower House of Indian Parliament) cleared the Anti-Hijacking Bill on May 9, reports The Times of India. It had been cleared by the Rajya Sabha (Upper House of Indian Parliament) earlier. The Bill provides for death penalty to offenders in case hostages or security personnel die, as well as life imprisonment as punishment for the offence. It also provides for the confiscation of movable and immovable property of the accused.The bill was introduced in the Rajya Sabha by Aviation Minister Ashok Gajapathi Raju in December 2014. Raju said the bill widens the definition of 'hijack' and enhances penalties. "We will continue to ensure safety of Indian skies," he added. The Bill amends the 1982 Act which provided for death penalty for hijackers only in the event of the death of hostages. While the Anti-Hijacking Act of 1982 was tweaked in 1994, successive governments felt the need for a stronger law following the hijacking of Indian Airlines flight IC-814 in December, 1999, and the September 11, 2001 (9/11) attacks on the US.Under the new law, the central government may confer the powers of investigation, arrest and prosecution on any officer of the central government or the National Investigation Agency (NIA). It also says an accused cannot be released on bail or bond unless, among other things, the designated court is satisfied that there is reason to believe they are innocent and unlikely to commit any offence while out of jail. The accused in the hijacking cases have to be tried by a sessions court notified as a designated court by the state government concerned. "In case the investigation is carried out by the NIA, the designated court shall be a court set up under the NIA Act, 2008," the new Bill reads.

Revealing this, Kiren Rijiju said in a Rajya Sabha (upper house of Parliament) reply that the highest number of 24,364 disappeared in 2011, while 6,761 was deported the same year. Last year (2015), only 116 Bangladeshi nationals disappeared, while 474 were deported. The illegal immigrants fall into two categories foreign nationals who have entered India on valid travel documents and found to be overstaying, and foreign nationals who have entered the country without any valid travel documents. A number of Bangladeshi nationals who came to India on valid travel documents have been found to be overstaying after expiry of their visas, he said. “There are also reports of Bangladeshi nationals having entered the country without any valid travel documents. As entry of such Bangladeshi nationals into the country is clandestine and surreptitious, it is not possible to have accurate data of such Bangladeshi nationals living in various parts of the country, he said.

The Special Cell, the anti-terror unit of Delhi Police - wrote to the Diplomatic Police Force, on April 22, asking further details and authentication of the intelligence input had the name and passport details of the suspect.Sources say the request was forwarded to the Canadian authorities. The Delhi Police has requested for a confirmation on whether passport number QB8***** belongs to the woman. "If the above mentioned passport number does not belong to the said woman, then details regarding above passport number with documents submitted by the applicant during applying of passport may please be provided. If passport number is not genuine then any other details may be provided," the Delhi Police communication says.It is now suspected that the woman could have links with a Khalistani militant now based in Germany but with no concrete leads agencies are in a tizzy. Nearly 23 years after a series of bomb blast in various Rajdhani Express trains, the Supreme Court has upheld the conviction and life term of as many as 10 accused in the cases while setting free four others, Times of India reports on May 14. A bench of justices FMI Kalifulla and UU Lalit said the prosecution has been successful in establishing its case against 10 accused for their varying roles in the 1993 serial blasts in trains. The verdict came on appeals filed by 14 of the total 16 convicts under the now-repealed Terrorist and Disruptive Activities (Prevention) Act, against the judgement passed by designated TADA court at Ajmer in 2004. The trial court had held 14 people guilty under various provisions of the TADA and the IPC. One of the 16 accused Irfan Ahmad had escaped from custody during the trial while another claimed juvenelity which led to separation of his trial.

According to Deputy Superintendent of Police (ATS) KK Patel, Jaat is one of the four accused who had come from Delhi to execute the kidnapping of two businessmen Bhaskar Parekh and Paresh Shah in December 2000 in Rajkot. “The kidnapping was conspired by Mohammad Omar Shaikh, a resident of London, and a 'senior commandant' of Jaish-e-Mohammed (JeM). He wanted the ransom money to spread terrorist activities in India. Shaikh paid USD 100,000 to Ansari alias Mohammad Farhan Malik, a resident of Uttar Pradesh,” said Patel. He added that Ansari had brought explosives and other weapons for Khan alias Rajan. Patel said Jaat will be handed over to the Rajkot Detection of Crime Branch which is investigating the case.

NIA officials said that Abdul Wahid was arrested from the IGI airport in Delhi upon his deportation from UAE. Abdul Wahid Siddibapa, a resident of Maqdoom Colony in Bhatkal, Karnataka is also said to be a distant relative of arrested IM 'chief' in India Yasin Bhatkal. Abdul was wanted in the conspiracy by IM to attack various places in India. He was based in Dubai and had been involved in recruitment for IM in India and also funded their activities from Dubai. An Interpol warrant of arrest and a Red Corner Notice had been issued against him on the basis of which he was arrested.The Red Corner Notice issued against Wahid says he is wanted for his alleged involvement in the July 2006 Mumbai serial blasts, the 2008 Delhi blasts and the 2010 Chinnaswamy Stadium blasts in Bangalore. According to the dossier on Wahid with Indian agencies, the 32-year-old terror suspect Wahid is alleged to have routed money sent by Riyaz and Iqbal Bhatkal using banking channels and Western Union Money Transfer ahead of blasts in India.

A botched terror test run in New Delhi has set alarm bells ringing for the security agencies about a new Inter-Services Intelligence (ISI)-backed module whose operatives were able to infiltrate Delhi by posing as Afghan medical tourists, intelligence sources have disclosed, India Today reports on May 26. The mastermind of the failed terror bid in December, 2015, was Maulana Abdul Rehman, better known as MAR in jihadi circles, the highly-placed sources have revealed. He is believed to be a plotter of the 1999 hijacking of the Indian Airlines' IC 814 flight. He heads an organization called Al Barkat Trust and has an office in Peshawar, security officials said. His trust has established the new group called Jaish-ul-Haq. Rehman's second-in-command has been identified as Dr Zubair. MAR has a syndicate of terrorists who are recruiting and training for anti-India operations, intelligence sources added.Backed by Pakistan's ISI and the Haqqani network, Rehman launched his first terror attempt on India in November, 2015 when he sent two of his men to target five locations in Delhi with chemical bombs, intelligence officials said. The two infiltrators - identified as Pakistani Ahmed Khan Durrani and Afghan national Abdul Qadri used the medical-tourism method to enter into New Delhi. Durrani posed as an Afghan patient and Qadri his attendant, the officials explained. They chose a Lajpat Nagar neighbourhood, popular with Afghan medical tourists, to rent a room with the help of a local Afghan contact. Their Delhi address - M-3, Kasturba Niketan Complex, Lajpat Nagar-II - passed Police verification in the last week of November.The duo remained in contact with their handler, identified as Abid, who had set up a control-room in the Khyber Pakhtunkhwa of Pakistan. They recced locations across Delhi. On their hit-list was the Iskcon temple and a plush mall and three other targets, security officials revealed. The two bought bomb-making materials, such as fireworks for gunpowder, wires, bottles and watches, from Old Delhi markets. They were able to make six chemical bombs which they planned to use in serial attacks in second week of December, 2015 sources added.But a trial run went awry forcing them to abandon their sinister plan. The two men panicked after a bomb they tried to detonate in the bathroom of their room sent huge smoke out of their building. Scared, they flushed all their devices and fled to Afghanistan on the next flight available, intelligence officials said. After investigators unearthed the terror plan, intelligence agencies alerted the Police in Kabul who then arrested Durrani and Qadri. Explosives and secret documents were recovered from their possession.

Intelligence agencies, state Police departments and National Investigation Agency (NIA) are on their toes and constantly tracking the activities of Indian youth who showed interest towards IS. Many of them hail the ‘achievements’ of the IS on social media and interact on web regularly to make efforts to get in touch with someone from the terror organisation so that they can travel to Iraq and Syria.These Indians, mostly youngsters, are from states like – Jammu and Kashmir, Karnataka, Kerala, Andhra Pradesh, Maharashtra, Uttar Pradesh, West Bengal, and Delhi. They utilise web-based calling, messaging and chat apps like Trillion, Live, Tango, KIK, Nimbuzz, Voxer, Talkray, GroupMe, Viber, Hike, KaKao Talk, IM+ and many others apart from Facebook and Twitter to make contact with IS militants. According to investigative agencies most of them who want to join IS get attracted to the group’s basic philosophy that it will establish a caliphate based on sharia law. “The idea appeals to them. They believe that Muslims have faced atrocities at the hands of western countries over the years and they should do something about it. They also feel that there are too many social malpractices in the modern world and only IS led caliphate can provide a remedy,” an intelligence expert stated.So far 41 IS recruits have been arrested by Indian agencies.
