US Embassy organized a two-day counter terror workshop in New Delhi, reports India Today on September 9. The event saw the coming together of the Ministry of Home Affairs and the National Investigation Agency (NIA), the United States Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI), India's top counter terrorism investigators and prosecutors to discuss countering terrorist internet use. The event focused on the threat posed by international terrorists and the use of the internet, relevant case studies, methods of investigating terrorism cases involving the internet and social media, and countering online radicalization. Officials from Bangladesh also participated in the event.

Yasmin Zaid, the radicalised schoolteacher from Kerala who was arrested at Delhi airport last month before she could board a flight to Kabul (Afghanistan) in her attempt to join Islamic State (IS), has told the National Investigation Agency (NIA) that at least 22 people from Kerala had left India between May and July this year to join the terror outfit, Mumbai Mirror reports on September 13. Yasmin told the interrogators that among the 22 people, six were women and three infants, and all of them exited India in batches, from Bangalore (Karnataka), Hyderabad (Telangana) and Mumbai (Maharashtra). She also provided information on fugitive IS recruiter Abdul Rashid, saying she had in fact married him on May 3 during a nikah conducted over the phone.The NIA sources said that Yasmin told the interrogators that Rashid and his first wife Ayisha were in touch with a couple from the UK, who were actively championing IS on the internet. Yasmin has already told the NIA that IS was running "terror classes" in India, and that 40 people had already been indoctrinated by Rashid, who also persuaded Mumbai graduate Ashfaq Abdul Majid to join the group. "Yasmin revealed that Rashid is a vital cog in Daesh's India operations. In fact, he provided her with Rs 1.5 lakh to facilitate her travel to Afghanistan," an NIA source said.

After talks between Prime Minister Narendra Modi and visiting Afghan President Ashraf Ghani in New Delhi on September 14, a joint statement said the leaders "expressed grave concern at continued use of terrorism and violence in the region for achieving political objectives”, Times of India reports. They agreed that this “phenomenon presented the single biggest threat to peace, stability and progress in the region and beyond”. Stressing that elimination of all forms of terrorism, without any discrimination, is essential, they called upon the concerned to put an end to all sponsorship, support, safe havens and sanctuaries to terrorists, including for those who target Afghanistan and India."Both leaders also reaffirmed their resolve to counter terrorism and strengthen security and defence cooperation as envisaged in the India-Afghanistan Strategic Partnership Agreement. They also pointed to an Indian decision to supply more defence equipment to Afghanistan.Prime Minister Modi said India would allocate a sum of USD 1 billion for Afghanistan's capacity and capability building in spheres such as education, health, agriculture, skill development, empowerment of women, energy, infrastructure and strengthening of democratic institutions. Both sides also signed three agreements - extradition treaty, cooperation in civil and commercial matters and the memorandum of understanding on cooperation in peaceful uses of outer space.Recalling that India-Afghanistan bilateral development cooperation has assisted Afghanistan's own efforts for successful political, security and economic transitions, the two leaders noted with happiness the recent completion of major milestones such as Parliament Building and the Afghanistan-India Friendship Dam.Both leaders said they looked forward to the resumption of India-US-Afghanistan consultations in New York later this month. Prime Minister Modi conveyed to the President that India would continue to engage with the international community to assist the Government of Afghanistan in all possible ways.

Visiting Afghan President Ashraf Ghani in New Delhi on September 14 criticized Pakistan’s policy of choosing between terrorists,Times of India reports. "Making a distinction between good and bad terrorism is an approach that is enormously short sighted. Those who think they can manipulate the psychology of this phenomenon or affect the pathology are mistaken," said Ghani. "Good terrorists are the ones that attack your neighbours; bad terrorists are the ones who attack you. This type of approach is enormously short-sighted. The blowback is going to be bad. Terrorism will bite like a snake whoever feeds it," he added. "Terrorism will bite probably like a snake. States need to have a common perspective," he warned. Ghani also said the threat of terrorism is not a passing threat, and that terrorist organisations change very rapidly, even if their objectives remain the same.He also categorically hit out at those using religion to justify terrorist acts, saying Islam does not condone terrorism. "A tiny minority cannot be allowed to hijack a civilization and a religion. There is no terrorism in the past 160 years except for adherence, practitioners from every civilization that we take. So, there is no reason to demonize a certain civilization. But on the other hand, members of that community have an obligation to speak truth to violence," Ghani said. "It is unacceptable to speak in the name of Islam. Islam does not allow for terrorism. Terrorism must be condemned and we must stand together to contain it. Extremism cannot be permitted a platform. This is denial of everything that we stand for, and everything that civilization has stood for," he added.He also stressed that Afghanistan does not allow terrorists to launch attacks from its soil, despite the fact that it is under attack.Ghani said that south Asia is reeling under "two wars" — one in Afghanistan which "is not a civil war" and the other in Pakistan. However, he said, "the war in Pakistan" is not being covered adequately by the media. "Around 2,700 (Pakistani) forces moved to the north-western province and also Balochistan; this violence needs to be covered (by media) as people need to talk about it to address it," Ghani said while answering questions. However, to a specific question on whether he would support the "independence movement" in Balochistan, he said his country and his government do not interfere in the internal affairs of any country. "We respect international norms," Ghani said even as he maintained that if people in these regions are not happy, there is a constitutional framework within Pakistan and that should be able to address the issue. However, in a veiled attack on Pakistan's use of force, he said: "Forces do not keep people together, rights and connectivity do."Ghani also said, "Those who block us will be blocked" in what was a reference to Pakistan blocking transit of goods from India to Afghanistan. Ghani has threatened to block Pakistan's acess to Central Asia through Afghanistan. India’s Foreign Secretary S Jaishankar said, "Several months ago we wanted to transport 1.7 lakh tons of wheat to Afghanistan and asked Pakistan to provide transit facilities. Pakistan has not yet replied."

A Delhi court on December 22 awarded five years' rigorous imprisonment to two men, including a resident of Nepal, for circulating Fake Indian Currency Notes (FICN), saying that the act was carried out "to deter and harm the economy of India", reports Business Standard. Additional sessions judge (National Investigation Agency [NIA] cases) Rakesh Pandit handed over the punishment to the convicts, Bihar resident Ekramul Ansari and Nepal resident Sharda Shankar Mahato, under various sections of the stringent Unlawful Activities [Prevention] Act (UAPA) and Indian Penal Code (IPC), after noting that they had pleaded their guilt.

According to Police sources, chances of attacks by Lashkar-e-Toiba (LeT) or Hizbul Mujahideen (HM) in Delhi is minimal and the capital faces maximum threat from cadres of Jaish-e-Mohammad (JeM) led by Masood Azhar and Maulana Abdur Rehman (codenamed MAR), The Times of India reports on October 1. While Azhar's group, based in Pakistan, focuses on Kashmir and Punjab, MAR's outfit is India-centric and headquartered in Afghanistan. MAR, which had played a key role in the Kandahar hijack of IC-814, parted ways with Azhar years ago and formed a new outfit, Jaishul-Haq Tanzeem. Under pressure from Pakistan's Inter-Services Intelligence (ISI) to outshine JeM, this group is now carrying out a massive recruitment drive and running training camps in some pockets of Afghanistan and Pakistan.

The Supreme Court on September 30 sentenced to life imprisonment Pakistan national and Hizb-ul- Mujahideen (HM) terrorist Ghulam Nabi for his involvement in the serial blasts in Jammu during the Republic Day function in 1995, reports Indian Express. Three consecutive blasts at Maulana Azad Memorial Stadium in the city had claimed eight lives. The order stated: “Pursuant to our directions in July 1 judgment, convict Ghulam Nabi was taken into custody and has been produced before this court for the hearing. We are of the view that ends of justice would be met by awarding life sentence for offences under sections 3 and 4 of TADA and section 302 and 120 (B) of Ranbir Penal Code.”
