The State Investigation Agency (SIA) on December 3, recovered INR 2.9 million cash during raids at multiple locations in Jammu and Kashmir (J&K) in an alleged militant funding case, reports Daily Excelsior. The SIA said that it conducted raids at houses and premises of various suspects in Kupwara, Baramulla, Bandipora, Srinagar and Budgam. On December 7, Union Minister of State (MoS) for Home Affairs Nityanand Rai stated in the Rajya Sabha (Lower House of Parliament) that the security situation in Jammu and Kashmir (J&K) has significantly improved, adding that "there has been a significant decline in militant incidents from 417 in 2018 to 229 in 2021”, reports ANI. He also stated that 180 terrorists were killed in J&K during encounters with Security Forces in 2022. Two civilians were killed and another was injured in firing outside an Army camp in Rajouri District of Jammu and Kashmir (J&K) on December 16, reports Daily Excelsior. A senior Police official said that the deceased have been identified as Kamal Kumar and Surinder Kumar, both natives of Rajouri’s Falyana area and were working at an Army canteen in the area. Locals said that the two were on their way to work when they heard gunshots in the area. "Two youth were found dead early this morning with bullet marks outside the Alpha Gate of army camp," said the Police. Officials said another person was injured in the firing and he has been admitted to Rajouri district hospital where his condition is believed to be stable. The Inter-Services Intelligence (ISI) intends to increase terror funding via narcotics and launch a major misinformation campaign against Indian Government, News18 reports on December 21. Narco funding is one of the biggest routes through which the ISI wants to re-establish its roots in Jammu and Kashmir (J&K) and is sending in drug consignments through infiltrating terrorists or drug dealers sitting on both sides of the border, the intelligence sources reported. ISI wants to turn local youths into addicts in order to expand its business and make youths available to terror groups on short notice, it further said. ISI is also working with Khalistani terrorists and has created a nexus of Hizb-ul-Mujahideen (HM) terrorists in Pakistan and overground workers (OGWs) in India, they added. As per sources, the HM groups are given the task of handling the distribution of narcotics for sale to their partners in the Kashmir Valley, which later cross state boundaries into Punjab for the illegal sale of the narcotics. During questioning, two hideouts constructed on the instructions of a Pakistan-based terrorist handler named Farooq Ahmad Pir alias Nadeem Usmani were revealed, with the recovery of one AK rifle, two AK magazines, 119 AK rounds, one pistol, one pistol mag, four pistol rounds, six hand grenades, one Improvised Explosive Device (IED), two detonators, two wire bundles, and one water tank of approximately 100 liters capacity from the hideouts, reports Daily Excelsior. On December 28, three terrorists were killed in an encounter between Security Forces (SFs) and terrorists on National Highway-44 (NH-44) near Sidhra Bridge in Jammu District of Jammu and Kashmir (J&K), reports Daily Excelsior. Additional Director General of Police (ADGP- Kashmir) Vijay Kumar stated on December 31, that a total of 172 terrorists, including 42 foreigners, were killed in more than 93 operations carried out by the Security Forces (SFs) in Jammu and Kashmir (J&K) in 2022, reports Daily Excelsior. He added that the maximum militants neutralised are from the terror outfit Lashkar-e- Toiba (LeT) [108], followed by Jaish-e-Mohammad (JeM) [35], Hizb-ul- Mujahideen (HM) [22], Al-Badr [4], and Ansar Ghazwat-ul-Hind (AGuH) [3]. He also said that year 2022 witnessed 100 fresh militant recruitments which is 37 per cent less than 2021 and among 100 fresh recruited militants 65 were killed, 17 were arrested while 18 are still active. He further stated that in 2022, “huge quantities of weapons (360) were recovered during encounters and modules’ busting which include 121 AK series rifles, 08 M4 Carbine and 231 pistols. Besides, timely seizure of IEDs, Sticky Bombs and Grenades averted major terror incidents”. He further added that 29 civilians were killed by terrorists including 21 locals (6 Hindus including 3 Kashmiri Pandits [KP] and 15 Muslims) and 8 from other states. On December 31, the Jammu and Kashmir State Investigation Agency (SIA) has filed a chargesheet against four Lashkar-e-Toiba (LeT) terrorists, identified as Talib Hussain Shah (commander), Faisal Ahmad Dar, Muhammad Qasim and Zia-Ul-Rehman for carrying out a number of militant attacks in Jammu and Kashmir (J&K), reports The Tribune. According to the investigation, Talib Shah recruited many youths in J&K and revived the militant ecosystem in the Chenab Valley and Pir Panjal areas of J&K on the instructions of Pakistan-based handlers. The accused are also involved in minority killings and instilling fear among the wider public. Police and Security Forces (SFs), on December 31, conducted a search operation in several forward villages along the International Border (IB) in Samba District of Jammu and Kashmir (J&K), reports Daily Excelsior. Deputy Superintendent of Police (Operations-Samba) G R Bhardwaj said the focus of the search operation was to look for any underground tunnel and create public awareness about drones being used to smuggle weapons from across the border. He said the search operation started from Chek Dhurma, the last village along the IB on December 31 morning. “We have clear-cut directions to go for frequent search operations to maintain pressure on anti-national elements to foil their nefarious designs. The searches are being carried out especially in areas having wild grass to look for any cross-border tunnel and suspicious objects,” the officer said, adding, the opportunity was also used to demonstrate drones to border dwellers so that they can immediately inform the nearest security establishment on seeing any such flying object coming from across the border or lying on the ground.
