Two heavily-armed Lashkar-e-Taiba (LeT) terrorists, including the mastermind of the recent Improvised Explosive Device (IED) blasts in Rajouri, were overpowered by villagers in Tuksan Dhok village and handed over to the Police in Reasi District of Jammu and Kashmir (J&K) on July 2, reports Daily Excelsior. The incident took place in Tuksan Dhok village and the captured terrorists included the most wanted LeT ‘commander’ Talib Hussain, a resident of Rajouri District and the mastermind of the recent IED blasts in the District, Police said. The other terrorist identified as Faizal Ahmed Dar son of Bashir Ahmed Dar of Pulwama. A cache of arms and ammunition had been recovered from the arrested terrorist duos.

The youths joining the terror ranks in Jammu and Kashmir have a ”short shelf life” with more than 64 per cent of them being killed by security forces within a year, quoting unnamed officials Daily Excelsior reported on July 3. Security Forces, aided by a strong on-ground intelligence network, have scaled up anti-terror operations in the first five months of this year, though frequent violence in south Kashmir remained a cause for concern, officials said. Citing data of terrorists neutralised between January 1 and May 31 this year, the officials said 64.1 per cent of the new terror recruits were eliminated within a year. Only 26.6 per cent of the terror recruits lasted more than 12 months, while the fate of 9.3 per cent of them was not known, officials said. Giving further details, the officials said 28.1 per cent of the terror recruits were killed within one month, 54.7 per cent within six months and 59.4 per cent within nine months. The officials said 70 to 75 youths have joined various terror groups in Kashmir Valley in the first five months of this year. The corresponding figure of last year was near equal. Officials said south Kashmir continued to be the hotbed of terrorism in the valley as the region saw 59 terrorist killings by security forces in the first five months of this year compared to 31 such killings in central and north Kashmir. Out of the total 90 terrorists killed in the valley between January and May, 26 were Pakistani nationals and the number is much more than that of the whole of previous year when 182 terrorists, including 20 foreigners, were killed in 100 anti-terror operations, the officials added. Six of the 90 terrorists killed in 47 encounters were eliminated on the Line of Control (LoC) while trying to infiltrate into the valley from Pakistan-occupied Kashmir (PoK), the officials said, adding the Pakistan-based Lashkar-e-Taiba (LeT) suffered the major setbacks as 52 of its terrorists were eliminated and 18 others apprehended since January 2022. The Pakistan-based Jaish-e-Mohammad (JeM) was the second on the chart with 20 of its terrorists being killed and four others arrested, followed by the Hizbul Mujahideen (11 dead and one arrested) and Al-Badr (four dead and three arrested). The identity of three remaining slain terrorists could not be ascertained, the officials added. The officials said the four districts of south Kashmir — Pulwama, Anantnag, Kulgam and Shopian — recorded the killing of 59 terrorists and arrest of 10 others, while summer capital Srinagar witnessed the killing of 11 terrorists, including four Pakistani terrorists, and arrest of four others. Pulwama District recorded the highest number of 27 killings of terrorists, including seven foreigners, followed by Anantnag (12), Kulgam (11) and Shopian (nine). Among the 11 terrorists killed in Kulgam, five were foreign terrorists, the officials added further. Seven terrorists were killed and eight others arrested in Budgam District while Ganderbal District, which also falls in central Kashmir, saw the lowest incidents of terror activities with only one militant eliminated in a gunfight, the officials said. In north Kashmir, which is being used by terrorists as a gateway to infiltrate into the valley from PoK, the officials said a total of 12 terrorists, including 10 foreigners, were killed and 23 others arrested. Of them, six terrorists, including five foreigners, were killed in the border districts of Kupwara, three foreigners in Baramulla and three others, including two foreigners, in Bandipora. Eighteen terrorists were also arrested in Baramulla District and five others in Bandipora district, officials said. The officials said a total of 61 terrorist-initiated incidents were reported from across the valley during the five-month period and half of them were reported from Pulwama and Srinagar Districts.

Two Over Ground Workers (OGWs) allegedly involved in anti-national activities were booked under the stringent Public Safety Act (PSA) in Doda District on July 3, reports Daily Excelsior. They were identified as Saqib Hussain Mir, son of Mohabatr Hussain, a resident of Banola-Chiralla and Adil Iqbal Batt, son of Mohammad Iqbal Batt, of Sazan-Bhagwah. Doda District Senior Superintendent of Police (SSP) Abdul Qayoom said the duo were found running terror modules to revive militancy in Doda at the behest of a local militant Mohammad Amin alias Khubaib of Kathwa-Phagsoo (Thathri) who is presently operating from across the border. Khubaib, who joined militancy in early 1990s and crossed the border for arms training in Pakistan, is making desperate attempts from across the border to revive militancy in Doda by instigating the local youth for subversive activities. Mir and Batt are closely linked to Khubaib and are persuading the local youth to join militancy.

A Police spokesman said that six sticky bombs, a pistol, three grenades, two magazines of ‘Glock Pistol, one magazine of ‘30 bore Pistol, one UBGL launcher, 75 rounds of AK rifle, 15 pistol rounds, four rounds of Pistol 30 bore and IED remote with antenna were recovered from the hideout.

Further, Union Minister of State for Home Affairs Nityanand Rai on July 27 said in Rajya Sabha (Upper House of Parliament) altogether 6,514 Kashmiri Pandits are still residing in Kashmir valley - highest 2,639 in Kulgam District, reports Kashmir Observer. Rai said that no Kashmiri Pandit has left the valley in 2022. The number of Kashmiri Pandits who are still residing in the valley as on July 20 is 6,514, he said, replying to a written question. The Minister said the highest number of Kashmiri Pandits are living in Kulgam district (2,639), followed by Budgam (1,204), Anantnag (808), Pulwama (579), Srinagar (455), Shopian (320), and Baramulla (294), among others. As many as 12 Kashmiri Pandits were killed by militants in Jammu and Kashmir during 2020, 2021 and 2022, he said. Replying to another question, Rai said the Government has a policy of zero tolerance against militancy and the security situation has improved significantly in the Union territory. Those charge sheeted include JeM commander Ashiq Nengroo alias Ashiq Molvi, a resident of Hanjan Bala village in Rajpora in Pulwama District of Jammu and Kashmir (J&K), who is presently operating from across the border, an official said. The other four accused are Muzammil Ahmad Malik of Pulwama and Punjab residents Ravi Kumar alias Nona, Jaideep Dhawan alias Deep, and Amarbir Singh alias Gopi Mahal. The chargesheet was filed under the Unlawful Activities Prevention Act (UAPA), the Arms Act and the Indian penal Code (IPC) before the National Investigation Agency (NIA) court in Jammu on July 26. On November 16 last year, the Police seized Rs 43 lakh from three persons in Jammu when they were travelling in a taxi towards Kashmir. On January 1, the case was transferred to the SIA. On May 14, the Police filed the first chargesheet against Mouzzam Parvez Malik and Umar Farooq, both of Pulwama, who had collected Rs 15 lakh from Amritsar of Punjab. “Investigations have revealed that Mouzzam and Umar had conspired with Muzammil Malik and Ashiq Nengroo and facilitated the movement of funds which were to be distributed among JeM terrorists in the Valley for launching terrorist attacks,” the SIA said. Muzammil had managed the travel of Mouzzam and Umar in his truck. The Punjab-based gangsters and drug smugglers, who delivered the terror funds to Mouzzam and Umar, had received Rs 15 lakh from Amarbir Singh alias Gopi, at a pre-decided location on the Amritsar highway on the directions of Pakistan-based terrorist Ashiq Nengroo. Singh was assisted by Kumar and Dhawan, the SIA said. Arms and ammunition were also recovered from Kumar’s residence in Amritsar. The SIA said Amarbir is a gangster in Punjab, associated with drug and weapon smuggler Baljinder Singh alias Billa, and involved in more than 23 FIRs of murder and extortion.

Police on July 29 arrested two hybrid militants of The Resistance Front (TRF), a shadow outfit of Lashkar-e-Taiba (LeT), and recovered four pistols and 10 grenades from their possession in Maidanpora area of Lolab in Kupwara District, reports Daily Excelsior. “Acting on credible information that two militant associates affiliated with militant outfit LeT have entered the Maidanpora area of Lolab to carry out militant related activities, a joint cordon and search operation was launched in the area,” a Police spokesman said. “During the course of the operation, a vehicle load carrier bearing registration number JK 09A-2324 was signaled to stop at iron bridge Maidanpora. Sensing security forces’ presence, the vehicle was abruptly stopped short of the stop and two persons jumped out of it”, adds the spokesperson. The arrested militants were identified as Shamim Ahmad Khan and Talib Ahmad Sheikh.

On July 31, Jammu and Kashmir (J&K) Director General of Police (DGP) Dilbagh Singh said that “narco-terrorism” was the biggest challenges for Police force as the neighbouring country wants to destroy the new generation on one hand and pump the money earned out of narco-sale to fuel militancy, reports Daily Excelsior. “Even though police is facing it effectively by busting all modules involved in narco-trade but a lot more needs to be done on this front,” the DGP Singh said, adding that “our neighbour (Pakistan) is not happy with the peaceful atmosphere prevailing in J&K and wants to promote narco-terrorism by luring the youth towards drugs and use the money earned out of narco-sale to fuel militancy.” The DGP said that drones are being sent from across to air-drop narcotics and weapons. “Police and other security agencies have succeeded in curbing this menace. A lot more needs to be done to stop the narco-terrorism in J&K as it remains a big challenge,” he added.

On July 31, Jammu and Kashmir (J&K)’s Lieutenant Governor Manoj Sinha said that many areas in the Union Territory (UT) have been cleared off the militancy and its eco-system stands fully damaged while efforts are on to root-out militancy from the entire region, reports Daily Excelsior. He, however, said narco-terrorism, if not handled in time, will emerge as a cancer. He said that Police along with other Security Forces through its human and technical intelligence have been able to clear off many areas in J&K from the menace of militancy and its ecosystem. “But more needs to be done to root out the terrorism completely from J&K. Narco-terrorism is fast emerging as a biggest challenge and if it is not dealt in time, it can take the shape of a cancer. For eradicating militancy, you need to destroy all its off-shoots and tools supporting it,” he added.

Two Lashkar-e-Toiba (LeT) militants were arrested by Security Forces (SFs) in Rafiabad area of Baramulla District in Jammu and Kashmir (J&K) on July 31, reports Daily Excelsior. The arrestees were identified as Tariq Ahmad Wani, son of late Bashir Ahmad Wani of Old Airfield in Rangreth of Srinagar and Ishfaq Ahmad Wani, son of Ali Mohammad Wani of Old Airfield in Rangreth of Srinagar.
