A tribal village priest, identified as Irma Kabasi (45), was killed by Communist Party of India-Maoist (CPI-Maoist) cadres at Supalu village near Poteru in the Kalimela area of Malkangiri District on January 1, reports The Business Standard. A group of Maoists came to the house of Kabasi in the wee hours and took him out. The body of the victim with his throat slit was found later in a forest area on the outskirt of the village.

Border Security Force (BSF) personnel and a group of Maoists exchanged fire in Biriguda forest under Boipariguda Police Station limits in Koraput District on January 1, reports The New Indian Express. BSF officials said based on intelligence inputs about the presence of a group of Maoists in the forest, an operation was launched and Maoists were spotted. The exchange of fire continued for one hour. However, the Maoists managed to escape into deep forest and during search of the area; Police recovered two INSAS rifles and explosives. Police also claimed that two Maoists were injured in the exchange of fire.

Communist Party of India-Maoist (CPI-Maoist) cadres on January 1 killed two villagers near Moraina Pahari under Banke Bazar Police Station area of Gaya District, reports The Times of India. They organized a Jan Adalat (Kangaroo court) to hold the instant trial. The villagers identified as Laxman Bhokta and Pervesh Prasad were initially summoned by the Maoists on twin charges of being police informers and supporters of local Member of Legislative Assembly (MLA) and Bihar assembly Speaker Udai Narain Chaudhary. The ‘jury’ ‘awarded’ death penalty to them and the punishment was instantly executed. Meanwhile, the bodies of the two victims have been dumped somewhere deep inside the forest area possibly as a bait for police to walk into the ‘enemy territory’. The exact mode of 'execution' (killing) is not known.

Police on February 1 claimed to have arrested a senior Communist Party of India- Maoist (CPI-Maoist) leader close to central committee member Ramakrishna and who is allegedly involved in several attacks, including last year’s ambush on a Border Security Force (BSF) convoy in which four personnel were killed, reports Indian Express. Police said Chandu alias Tella Anil Kumar (40), a member of the Andhra Orissa Border Special Zonal Committee and intelligence-in-charge for Malkangiri Division, Koraput-Srikakulam Division and East-Visakha Division, was caught along with other Maoists while camping in Tala Paniki forest area in Koraput District. Explosive materials, detonators, wires, Maoist literature and a fake driving license were recovered from them.

Security Forces (SFs) arrested two hardcore Maoist cadres along with arms and explosives from a hideout at Gurania village in East Champaran District on January 1, reports The Indian Express. Acting on a tip off, the Central Reserve Police Force (CRPF) and the Special Task Force (STF) jointly raided a hideout and arrested the Maoists duo, identified as Manoj Kumar Agrawal alias Agrawal ji, and Baitha, Additional Superintendent of Police (ASP), Operation, Sanjay Singh said. Two country-made pistols, two live ammunition, two mobile phones, a detonator and Maoist literature were recovered from the arrested ultras' possession, the ASP said, adding that both were wanted in about half a dozen cases of Maoist violence.

Security Forces (SFs) unearthed a full-fledged gun-manufacturing unit run by the Communist Party of India-Maoist (CPI-Maoist) cadres deep in the forests of Simdega District, reports The Indian Express on January 2. The factory is believed to have been set up two months ago and had lathe machines, which were procured from Kolkata. The discovery of this unit followed a sustained operation against the Maoists over the past one week by the Security Forces (SFs) led by the Central Reserve Police Force (CRPF) in all the seven Maoist-affected states of Andhra Pradesh, Bihar, Jharkhand, West Bengal, Chhattisgarh, Maharashtra and Orissa.

A group of civilians, social activists, writers, research scholars and professors have begun a 10-day Shodh Yatra (search mission) in Communist Party of India-Maoist (CPI-Maoist) affected tribal villages of Gadchiroli District on January 2, reports The Hindu. “The main aim of this yatra, which began on Thursday, is to speak to the tribals and try to understand their problems which are being neglected in the [state-naxal] conflict” the organisers said in a statement. However, the Maoists have expressed doubt over the yatra. They have said the organisers “do not seem to be on the side of the people. This yatra covers only those villages where police camps are situated. Is it not a police sponsored event?” a statement signed by State Maoist Secretary Sahyadri wondered.

The Policeman posted at Jangla Police Station limits was abducted by the Maoists while he was returning from his duty, said Deputy Superintendent of Police (DSP) Sukhnandan Rathore. The North Telangana Special Zonal Committee (NTSZC) of the Communist Party of India-Maoist (CPI-Maoist) has given a call for bandh (general shutdown strike) in Telangana Region on January 3 expressing apprehensions over the death of Telangana Praja Front president Akula Bhoomaiah in a road accident in the city a few days ago, reports The Hindu. The committee, in a press release, raised several doubts about the fatal accident of Bhoomaiah, who was a prominent leader of the Democratic Teachers Federation, which was alleged to have links with extremist organisations, particularly the erstwhile People’s War Group.

Superintendent of Police (SP) Jitendra Rana said that the SFs comprising the Central Reserve Police Force (CRPF) and the District Police shot dead the Maoist during an encounter, who was yet to be identified. The SFs had launched a search operation in the village after being tipped off about gathering of the Maoists who fired on the forces prompting retaliation by the men in uniform. The remaining Maoists managed to flee in the deep forest, Rana said, adding several weapons were seized from the spot. The body has been brought to the District headquarters for autopsy.

Presently, four battalions of Border Security Force (BSF) are deployed there. Police said owing to absence of any permanent camp of paramilitary forces along Odisha-Chhattisgarh border, Maoists have now started regrouping in Padia and Mathili blocks that share the boundary with the neighbouring State. "We are conducting operations in Padia and Mathili only on specific intelligence inputs regarding movement of Maoists. This is not sufficient to contain them," said Superintendent of Police (Malkangiri) Akhileswar Singh. "We need permanent camps of central forces in border areas. This has been intimated to our higher-ups," said the SP. "At least two more battalions of central forces are required for the district," he added. According to the SP, Tulsi Dongar situated on the border of Mathili and Chhattisgarh and Dornapal forests along Padia and Chhattisgarh is slowly turning into a hub of Maoists. All recent offensives were reported from these areas. In less than a month, Maoists have abducted at least 10 villagers, murdered three persons on charges of being Police informers, burnt two passenger buses, blew up a mobile tower in Padia block.

A few weeks ago, the Maoists blew up a bridge connecting Kalimela with Padia, disrupting movement of vehicular traffic. "We are unable to procure paddy as heavy vehicles are not plying to Padia. Shriram Kulmethe, the RFO of Gottengaon range, was arrested from Deori. Sources from Gondia Police stated that Kulmethe and nine others, including three forest guards, were booked in August 2013 after the Police raided a forest rest house at Navegaon Bandh where the culprits were stocking up materials for supplying them to the Maoists. Apart from Kulmethe, Police had earlier arrested forest guards Vijay Meshram, Vasant Kosre and Devendra Agre for their involvement in the racket. Agre, though a guard, worked as a clerk with Kulmethe. Sub-divisional police officer (SDPO) of Deori, Gajanan Rajmane stated that Kulmethe was the last to be arrested. Inputs also indicate holding of a review by senior Maoist leadership in south Bastar region in Chhattisgarh with a view to chalking out a strategy for the upcoming Parliamentary elections. Narayanpur Additional Superintendent of Police (ASP), O P Sharma said Maoists were arrested by a joint party of Chhattisgarh Armed Force (CAF) and a team of local police, which was on an area domination operation on January 11 in Jhara forests, 400 km from Raipur. Bharat Sanchar Nigam Limited (BSNL) plans to install mobile towers in Naxal [Left Wing Extremism (LWE)]-affected areas by the end of this year, for which the company has selected a vendor and identified 450 locations, reports The Hindu. “BSNL has opened the tender and selected the vendor. The market price for the project has been obtained, which is communicated to the Department of Telecom. Further decision is to be taken after the approval of the Telecom Commission,” an official of state-owned BSNL told PTI. The official said the timeline could be achieved if the Telecom Commission gave its approval this month. “As soon as the approval is there, we are prepared to carry out work in one year’s time,” he added. The official said BSNL has already installed 363 towers and identified another 450 sites for setting up towers. The Cabinet cleared the three-year old proposal to set up mobile towers at a cost of about INR 30.46 billion in Naxal-affected States in June, following an attack that killed 27 people, including senior Congress leaders, in Chhattisgarh in May.

It is buoyed by the success of a four-day-long operation in several Maoist-hit states, which concluded recently, in which the security forces were mobilised in particular manner that led to recovery of a "good" quantity of arms and ammunition. "This was a good operation we concluded recently. We obtained a macro-picture of the activities in the Naxal-affected areas. The forces learnt many things and we also familiarised ourselves with some interior terrains that the Maoists regularly use to cross over from one state to the other. In the backdrop of the Union Home Ministry recently pulling up Bihar for its “failure” in controlling Naxal [Left Wing Extremism (LWE)] violence, the Central Reserve Police Force (CRPF) has now deployed close to 200 commandos of its special Commando Battalion for Resoloute Action (CoBRA) battalion to bring lethality in its offensives in the State, reports The Hindu. The anti-Naxal warfare trained commandos will now not only assist about 5,000 troops of the CRPF already deployed and tasked for these operations in the State, but also carry out specific intelligence inputs based strikes. The units of the 207th battalion of the CoBRA has been based in Jamui, sources said, after taking them out from West Bengal where the Naxal situation is under control. The CoBRA will also provide the much needed intelligence inputs to the regular CRPF units who rue that they are not getting much of this vital information from the State police. Trouble has been brewing between the CRPF and the Bihar police since the latter arrested an Assistant Commandant-rank officer of the paramilitary for allegedly leaking information to Naxalites. The force, sources have said, has now decided to step up operations in the State in view of the recent assessment of the Home Ministry with regard to the Naxal problem. “We have noticed a complete breakdown in coordination between the State police and the Central forces as well as with the neighbouring States like Jharkhand,” Mr. Shinde had written in his letter to Kumar.

"Based on a specific input, the trio, who were travelling on a motorcycle with ammunition, were nabbed in Abhanpur in Raipur district of the state, when they were heading towards the Maoist-affected Kanker district of North Bastar this evening," Raipur Superintendent of Police OP Pal said. "Live cartridges, detonators and gelatin rods kept in a bag were seized from their possession which was allegedly meant for Maoists," he added. Those arrested were identified as Mohpal alias Santosh Dhruva (27), Baliram Usendi (29) and Chaitram Darro (22), all residents of Metabodli village under the Siksor police station area of Kanker. The seized consignment comprises 233 rounds of AK-47 rifle, 50 rounds of INSAS rifle, 10 rounds of 303 rifle, 20 gelatin sticks and 20 detonators, besides Rs 54,000 in cash as well as five mobile phones, he said. During interrogation, Baliram Usendi admitted that he is the village 'Sarpanch' (head of Panchayat, village level local body) of his native place, the SP said. A few months ago, the 'sarpanch' Metabodli village was allegedly murdered by Maoists during a so-called "people's court", after which Baliram was elected unopposed to this post, he said.

Intelligence inputs suggest that hundreds of guerrillas have infiltrated into Balaghat from neighbouring Chhattisgarh - a Moist hotbed. Armed cadres led by the former local guerrilla squad (LGS) commander Dilip were spotted in Bargud forests, 90 km from the District headquarters. The area falls under the Daverveli police station. Three suspected Maoists who were arrested from Balaghat on January 12 this year are being interrogated for more details. Those arrested were Sabnu Masram (26), Anjor Sirsam (27) and Kewal Singh (45), residents of Lamra, Lachanjheria and Kasibehra villages of Rajnandgaon district in Chhattisgarh. Some of the Maoists hideouts in Balaghat were revealed. They said there are 12 members in the Tanda Dalam (squad) who are active in Balaghat and are armed with sophisticated firearms. The arrested Maoists told Police that Jamuna Bai alias Sagun alias Elu (35), a woman Maoist ‘commander’ wanted in connection with 1999 murder of transport minister Likhiram Kawre in Balaghat is holding a key position in Tanda Dalam.

Some recent developments, including formation of the 'International Committee to Support the People's War in India (ICSPWI), have made the Government sit up and take notice with security establishment believing it may worsen the already aggravated situation. The last year's convention of ICSPWI at Hamburg in Germany is learnt to have generated much support for the Indian guerrillas in the international arena as the participants called India as a 'prison house of people's movement'. The convention, allegedly attended by Delhi University assistant professor GN Saibaba- now under Police scanner-also decided to observe January 25 this year as the International day of solidarity and struggle. The global committee decided to demand unconditional release of political prisoners in India on January 25. Saibaba, quizzed by cops last year, admitted to attending several international conferences of pro-Maoist and leftist organizations upon being 'invited'. Security agencies feel several documents, been seized during operations, have also confirmed presence of someone identified as 'Prakash' representing Indian Naxals. It is learnt Saibaba was present in those conferences along with Prakash. Saibaba has denied knowing any Prakash much less meeting him. Maoist literature, empty self-loading rifle cartridges, torches, towels, kit bags and some medicines were seized from them. Police is yet to share details about the seized items as the combing operation parties had not returned from the forest, where the gun-battle between them and the extremists took place, said Superintendent of Police (SP) (Kandhamal) K V Singh. The arrested were identified as Manoj Kumar Sabat (31), and Dhaneswara Badaseth (38), Police said. "We are verifying their links with Maoists. Most probably they were involved in supplying essential stuff to the radicals," said a Police officer. Police said around a dozen Maoists were present during the encounter, which started around 9 am and lasted for nearly 20 minutes. "No casualty has been reported from either side. We have no information of any Maoist sustaining injuries during the fire exchange," Singh said.

It's a new phenomenon. Those arrested have confessed during interrogation that they were working for Maoists since 2009", Additional director general of police (intelligence) Mukesh Gupta said on January 17. He said Niraj Chopra and Ravi arranged meeting between contractors and Maoists for re-starting the mines in Charama in Bastar division, being owned by an industrial group. The accused also arranged meetings between transporters and the rebels. Out of the six new battalions which will be drawn from the Sashastra Seema Bal (SSB), two have already been deployed in the Sukma and Dantewada Districts of south Bastar in the State. One battalion comprises about a 1,000 personnel. According to a new blue-print prepared by the Union Home Ministry, these personnel will be essentially deployed and used to perform road opening and sanitising duties in these areas. However, they will also undertake operations if there is a requirement. The new battalions will aid the operations conducted by other Central forces like Central Reserve Police Force (CRPF), Indo-Tibetan Border Police (ITBP), Border Security Force (BSF) and state police forces which have a combined strength of over 32,000 in Chhattisgarh alone.

The company has said if posters with warnings continue to appear on the trucks for long the uranium excavation work shall be hampered. Four government officials were abducted by the Maoists in Giridih on January 25 following which the CRPF troopers had embarked on a rescue mission unaware of the fact that the Maoists had laid a trap for them. Twenty armed cadres of the Communist Party of India-Maoist (CPI-Maoist) accompanied by 50 militia members triggered blasts at two coffee pulping units and a godown of the Andhra Pradesh Forest Development Corporation’s (APFDC) coffee pulping yard at Chapagedda in GK Veedhi mandal in Visakhapatnam District late on January 28, reports The Hindu. Coffee berries spread over the drying yards and a tractor were set on fire. The machinery and buildings were allegedly targeted using mines. APFDC estimated the loss of around INR 3 million. A letter addressed to the Regional Manager and Divisional Manager of APFDC and left behind by the east division committee of the CPI-Maoist said that the attack was in protest against the killing of party members in encounters, which it said were fake; against Operation Green Hunt and to demand the government to stop establishing new police stations and police outposts in Visakha Agency. They were meant to suppress the Girijans who were fighting for their rights over coffee plantations and against the proposed mining of bauxite. The party demanded APFDC to leave Visakha Agency. It also gave call for a bandh (shut down strike) in the east division on January 30 (today) with the above demands. The attack was reportedly led by Azad and Kavita, leaders of the Galikonda area committee of the Maoist party, and Ravi, said to be the official spokesman of the Andhra Orissa Border Special Zonal Committee (AOBSZC) of the party.

Various alleged administrative and financial irregularities worth INR billion have been pointed out in the execution of development works in Bastar District by the State Accountant General (AG), reports The Hindu on January 29. In their inspection, AG officials found that works worth over INR 140 million under the Backward Regions Grant Fund (BRGF) were pending in Bastar District. These works should have been completed during the 12th Finance Commission, between 2005-06 and 2009-10. After this, the term of the 13th Finance Commission began. Works under the 12th Finance Commission could not have been approved after 2009-10, but it has been found while inspecting documents that various works were approved after the expiry of the 12th Finance Commission’s term, the inspection report by the office of the AG, which acts as a distant arm of the Comptroller and Accountant General, said. As many as 6,134 development works were approved between 2007-08 and 2011-12. Of these, 5,562 were completed and 562 works involving INR 100.6 million were not completed, the report said.

The pressure on Maoists is so much so that they have moved to bordering Jharkhand forests leaving their camps for the locals to bust. Now, almost 5,000 villagers armed with traditional weapons are out on a mission. This includes villagers from few bordering places of Jharkhand as well. According to locals who have gathered at Thutiamba, a village located on the inter-state borders of Chhattisgarh and Jharkhand, the groups of people get scattered in various directions to track Maoist camps. But they have not succeeded yet because Maoists have moved from their camps to different destinations.

Based on a tip-off received by Superintendent of Police, Asra Garg, the NSD wing was instructed to raid Chetty’s house and field. The team found the farmer had explosives without a proper licence in his house. He allegedly supplied them to quarries and to dig wells. Explosives were seized and the farmer was produced before the Palacode Judicial Magistrate and remanded in custody.

Channanavar, Superintendent of Police, in a press release said the Police started combing operations on January 28 and continued for three days in Bisale, Yadakumari, Hongadahalla, Mayanur, Honnatlu, Vanaguru, Patla, Mageri, Hadlugadde, Hudinur, Malmane, Duddavalli, Attihalli, Kaginahare, Singeri villages located close to the Western Ghats. “We covered nearly 20 villages during the combing operations. Nowhere did the police find movement of suspected Maoists,” he said.
