Four people were arrested from Lailunga Police Station limits on September 1 in Raigarh District along with Fake Indian Currency Note (FICN) with a face value of INR 12,00,000 while they were allegedly trying to circulate FICN in the industrial areas of the District, Raigarh Superintendent of Police (SP) Rahul Bhagat said, reports Business Standard. Those arrested have been identified as Sudhan Ram Yadav (37) as well as Lalindra Yadav (23), both native of Jashpur District, besides Dukhbandhu Nayak (40) and Parmanand Banchore (40), who are residents of Sambalpur (Odisha), the SP said. A case has been registered in this connection, he said, adding that a further probe is on.

On a tip-off the Giddi Police arrested five Naxalites [Left-Wing Extremists (LWEs)], identified as Raj Kumar Gupta, Sandeep Sao, Nakul Sao, Prakash Kumar Sao and Ram Chandra Sao, from a house in Chumba village of Dadi block in Hazaribagh District on September 1, reports The Pioneer. The Police recovered two country-made carbines, 10 live cartridges, six mobiles and some posters from their possession. The arrested Naxalites have confessed that they were involved in kidnappings in Barkagaon and other seven cases in Hazaribagh, Ramgarh, Chatra and Koderma Districts. They also confessed that they collected levy five times from different business firms. Superintendent of Police (SP) Hazaribagh Manoj Kaushik said they had formed a new organisation named Jharkhand Tiger Group (JTG).

The city unit of the Maharashtra Anti Terrorism Squad (ATS) arrested an alleged urban operative of the Communist Party of India-Maoist (CPI-Maoist), identified as Arun Bhanudas Bhelke (38), from the Kasewadi slums in the Bhavani Peth area in Pune District on September 1, reports The Times of India. Bhelke, an arts graduate, was in-charge of recruiting youths for the Maoist outfit. He was absconding since August 2008 from Chandrapur District after he was released on bail by the District and sessions court there. His arrest in the city is a matter of concern for the Police as well the ATS as he was reportedly in touch with youths aged between 18 and 22 in and around the city since the last one year. The ATS has also launched a massive search for Bhelke's wife, Kanchan Nalawade alias Bhoomi, who is also believed to be somewhere in or around the city. Rajendra Kadam, Inspector General of Police (IGP), Nagpur, said, "Bhelke's arrest will help the Police unearth the urban network of CPI (Maoist)."

Diwakar, an expert in making explosives, like landmines and pressure bombs, and is known for his shooting skills, used to work for the Motilal Soren squad, and was wanted in 14 cases of Naxalite-sponsored violence lodged at different Police Stations in the District. A native of Pirtand in Giridih District, Diwakar had joined the Maoist fold in 2004. After a few 'successful' operations, he was made a ‘section commander’ in 2010 and a ‘platoon commander’ in 2011. Diwakar was a part of the squad that killed 12 Policemen in an ambush in Thalkobad in West Singhbhum District on June 1, 2006. Apart from this, he was also involved in over a dozen fatal attacks on the Police and Paramilitary Forces till September 2013, resulting in deaths of over a dozen Security Force personnel.

Police found a loaded country made pistol, live cartridges, 14 pieces of detonator, mobile phones, transistors, memory cards, chargers and batteries, INR 19,160 in cash and items of daily use from the duo.

To expedite the creation of road infrastructure in the Left-Wing Extremism (LWE)-affected Districts to enable the Security Forces (SFs) to effectively combat the Communist Party of India-Maoist (CPI-Maoist), the Union Ministry of Home Affairs (UMHA) has extended general approval under the Forest Conservation (FC) Act of 1980 for diversion of forestlands to construct all categories of public roads, except those falling in the protected areas, irrespective of the area of the forestland involved in 117 LWE Districts, according to a press release issued by the Press Information Bureau (PIB) on September 2, reports The Hindu. These 117 Districts are spread over several States. While Chhattisgarh, Jharkhand, Odisha and Bihar are considered severely affected, West Bengal, Maharashtra and Andhra Pradesh are considered partially affected. Uttar Pradesh and Madhya Pradesh are considered slightly affected. Further, relaxation under the FC Act has been extended for diversion of forestland from the present one hectare to five hectares for execution of “public utility projects of 15 specified categories” in LWE Districts.

A joint team of Malkangiri and Koraput Police busted a Communist Party of India-Maoist (CPI-Maoist) camp near Majhiguda under the Boipariguda Police Station limits in Koraput District on September 3, after a brief exchange of fire with the Maoists, reports The Pioneer. After getting reliable tipoff, the joint team of the Police conducted search operations in the area and found a SLR and a .303 pistol from the camp, however, no Police personnel were injured in the fire exchange, South Western Range Inspector General (IG) of Police YK Jethwa said.

As many as 13 cadres belonging to the Malangiri Area Committee of the Communist Party of India-Maoist (CPI-Maoist) surrendered before senior Police and Central Reserve Police Force (CRPF) officials in Dantewada District on September 3, reports The Pioneer. Those who surrendered were identified as Linga Ramb, Sukman, Chhannu, Waman, Somdu Taati, Taati Joga, Bheema Barse, Ramesh Barse, Basu, Bheema Taati, Lasman Taati as well as a woman called Kumar Bode alias Aayti, who are all aged between 20 years and 35 years, Dantewada Superintendent of Police (SP) Kamlochan Kashyap said. They were active since past seven years in the Maoist movement, he said. The rebels cited disappointment with the Maoist movement due to atrocities by senior Maoist leaders as the reasons behind their surrender, he added.

Police suspect the division is trying to strengthen its base in the border areas after the arrest of Odisha Maovadi Party leader Sabyasachi Panda from Berhampur on July 17. The Andhra cadres were reportedly active in Rayagada and Ganjam Districts. "We are investigating which group of the outlawed outfit was involved in the exchange of fire," said a senior Police officer. Though Police had information about movement of Chhattisgarh cadres near Kandhamal-Boudh border about a month ago, ultras were spotted for the first time in a forest near Tarsingi in Ganjam District. Police and Maoists were engaged in an exchange of fire in Kantra forest of Boudh on June 28. Besides Maoist literature in Telugu and Odia, Police seized an SLR, two magazines and 30 rounds of ammunition from the camp in Ganjam forest. We have even asked their ideologues to come to the negotiating table,” Singh said, adding that during the course of the first 100 days in power, there had been 132 surrenders among the Naxal ranks, which was a 300 per cent jump compared to the corresponding period last year. Central Reserve Police Force (CRPF) has effectively stopped the Communist Party of India-Maoist (CPI-Maoist) from recruiting Naxals [Left-Wing Extremists (LWEs)] from villages, said CRPF Inspector General of Police (southern state), Mandava Vishnuvardhana Rao, who was speaking at the CRPF training college at Kurudampalayam in Coimbatore District on September 19, reports The Times of India. "Maoist movements have been controlled in various states by the CRPF. There is no fresh recruitment from tribal villages and Naxalism will end soon," said Rao. Violence is not a solution to any problem and the CRPF is against killing of Maoists. "Our job is to ensure they change their ideologies and integrate with mainstream society," he said. "Maoists have not succeeded in passing on their ideas to the new generation. Their numbers are dwindling. The police and security forces have succeeded on several occasions in making them surrender using a multi-pronged approach," said Rao. "The CRPF is willing to provide medical aid to injured Maoists. One trooper of the Special Task Force (STF), Budhdeo Sahu and two cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed in an encounter between Security Forces (SFs) and Maoists in the forests of Harrakoder and Picchikoder areas under Lohandiguda Police Station limits in Bastar District on September 19, reports The Pioneer. Based on the inputs about presence of a few Maoists in Harrakoder area, a joint team of STF and District Force (DF) conducted search operations during which some insurgents sensing SFs opened indiscriminate fire on the team and the encounter ensued. As Maoist organisations from across the world prepare for a meeting in Milan, Italy, on September 27-28, the ‘central committee’ of the Communist Party of India-Maoist (CPI-Maoist) admitted that it faced several setbacks ever since the Indian Security Forces (SFs) launched ‘Operation Green Hunt’, reports The Indian Express on September 20. Ahead of the meeting, it called for support to counter the operation which they term as a “counter-revolutionary multi-pronged countrywide offensive of the enemy”. The CPI-Maoist, which is celebrating its 10th anniversary, told the Milan International Conference in a letter uploaded on its website bannedthought.net “The situation we face is very difficult. But we are firmly holding on, boldly facing up to it, and pushing forward to overcome it. Needless to say, the solidarity you extend immensely helps us in this task.” It further said “in the face of superior forces we are striving hard for revival of the movement from the areas where we had to retreat.” It also said it is opening a new war front in “Sahyadri (Western Ghats) border regions of Karnataka-Kerala-Tamil Nadu”. It also referred to “setbacks” in Andhra Pradesh and Telangana but added that the revolutionary people’s committees are trying to rebuild the party organisation. The party said it is facing an internal crisis with many of its members surrendering. “Repeated and heavy attacks have caused harm to the party structures in the villages and consequently to the people’s committees and mass organisations. A section of the masses have become passive,” it said. The District administration admitted it was for the first time that the Naxals have threatened against the use of schools as polling booths, raising fear that they might target the venues with guerrilla attacks. It is learnt that 423 schools in the District have been earmarked as polling stations in the vulnerable zones. The message of the CPI-Maoist Central Committee at “the International Conference in Solidarity with the people’s war in India” comes even as the party admitted that it was “facing heavy odds and losses” in many of its strongholds. As early as 2011 the CPI-Maoist had begun operations in Gudalur, Wayanad, Nilambur, Kodaikanal, Udupi, and Dakshina Kannada.
