A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Singa Katami alias Mahesh, allegedly involved in several violent incidents was arrested during combing operations by Security Forces (SFs) in Sudhakonda forest in Malkangiri Village (MV)-79 in Malkangiri District on November 1, reports odishatoday.com. Mahesh had joined the CPI-Maoist in 2009 and had been working under Kalimela Dalam (squad). He was involved in a number of Maoist acts including a major encounter with SFs at Tentulipadar in 2011 and Janiguda Border Security Force (BSF) ambush in 2012, Superintendent of Police (SP) Mitrabhanu Mohapatra said, adding Mahesh also functioned as a bodyguard of Maoist leader Uday.

A senior Communist Party of India-Maoist (CPI-Maoist) leader, identified as Sushil Ganju, self-styled ‘zonal commander’ involved in a deadly attack on Security Forces (SFs) in 2013, has been allegedly arrested by Jharkhand Police along with a woman companion in Gumla on November 1 but Police have denied arresting him, prompting the Maoists to call a state-wide shutdown on November 3 unless the authorities quickly produce him in public, reports The Hindustan Times. Sushil Ganju is said to have led the Karmatiya massacre in Latehar District in which 14 security personnel were killed. The government had announced a reward of INR 3 lakhs for his capture. Deenbandhu, the ‘secretary’ of the CPI-Maoists’ Koyal Sankh Zone said he feared the Police could kill the arrested leader in a staged shootout. While the Police did not officially confirm the arrest, sources in the department said Ganju was picked up following a joint operation by SFs.

Four cadres of the Communist Party of India-Maoist (CPI-Maoist), who were allegedly involved in triggering Improvised Explosive Device (IED) blast during the Assembly by-polls for Antagarh seat held on September 13, were arrested by a joint squad of District Force (DF) and Border Security Force (BSF) from Tadhur forest under Bande Police Station limits in Kanker District on November 1, reports The Pioneer. Those arrested were identified as Somji Mandavi (30), Alsuram Khorcha (28), Raigi Sodo (32) and Sainuram Mandavi (40). Police also recovered three single barrel muzzle loading (SBML) guns from their possession, Kanker Superintendent of Police RN Dash said.

The party's North Telangana Special Zone Committee (NTSZC) spokesperson Jagan said that Chief Minister K Chandrasekhar Rao had claimed that Maoists were true patriots during his election campaign and that he would implement their agenda when he comes to power. On the contrary, K. Chandrasekhar Rao (KCR) was behaving in the same manner as the earlier chief ministers by trying to suppress free speech, Jagan said.

The Communist Party of India-Maoist (CPI-Maoist) has warned journalists working in Chhattisgarh against helping the Police in carrying out surrender of Maoist cadres, reports The Hindu on November 2. “We appeal to the journalist brothers to condemn the fake surrenders and stop encouraging those who have deceived the people’s movement. The journalists who support the surrendered Maoists will be termed as ‘anti-people’ by the party,” said Ganesh Uike, ‘secretary’ of the South Regional Committee (SRC) of the CPI-Maoist, in a press statement. The Maoist leader criticised senior journalist and president of Bastar press club Karrimuddin for giving “financial assistance” to a surrendered Maoist cadre a few days ago. “Karrimuddin is a senior journalist. It does not behove him to encourage those (surrendered Maoists) who have deceived the people’s movement. He should not repeat this,” said the Maoist leader.The SRC secretary termed the spate of Maoist surrenders in Bastar in the past few months as “fake and engineered”. “The new surrender policy is acting as a tool for corrupt police and paramilitary officers to loot money. The police and administration is misleading the media about surrenders. Common people and activists working in Bastar are threatened with arrest and are asked to pose as surrendered Maoists. In many cases, former Maoists, who quit the party many years ago, are being re-arrested,” claimed Ganesh Uike, whose name has figured in almost all the major incidents of violence against police in the last five to 10 years.Uike alleged that in the past few months Bastar police and paramilitary forces had killed many civilians and branded them as Maoists. “Three women members of the PLGA were caught and tortured before being killed. Bastar Inspector General of Police (IGP) S.R.P. Kalluri is misleading the media. The journalists should not believe the police version on surrenders and encounters. We appeal our journalist brothers to come to the spot and verify facts before writing,” added the press statement.The Maoists party secretary also appealed the journalists to stop “defaming” the CPI (Maoist) for “red terror”. “We are not terrorists, but we are patriots and we are fighting for the people. We are standing against many multinational companies, preventing them from snatching land from tribal people. The media should support us rather than supporting the ‘exploiter’ government,” said the Maoist leader calling for “Dandakaranya bandh” on November 8 against the Narendra Modi government’s “Brahmnic and fascist policies”.Karrimuddin has denied the allegations and said that he was just giving reward money to a surrendered Maoist at a ceremony.

In order to facilitate the movement of the force and provide for the people of Ayodhya Hills a better conveyance system, the administration had decided to construct a metal road through the forest. "We have decided to construct a road that will start from the top of the Ayodhya Hills and move west to a place called Paschim Khamar. This 22-km-long road will go through the forest covering nearly 100 villages on both sides. With an approximate cost of INR 700,000 per kilometre, the entire project is likely to entail a cost of INR 160 million. The project will be funded by the state government's Paschimanchal Unnayan Parshad," said Trinamool Congress (TMC) leader and Purulia zilla sabhadhipati Shristidhar Mahato. Though the detailed project report is ready, the District administration cannot go ahead with the project due to Maoist threats. Inspector General of Police (IGP) (western range), Siddhinath Gupta, said, "There is information that Maoist activities in this area have increased and they are frequenting the hilly terrains of Purulia and even some pockets of West Midnapore."

Speaking at a meeting of the parliamentary consultative committee on home affairs in New Delhi, the he said the turmoil in the Maoist ranks was evident from "the literature recovered by Security Forces and interrogation of LWE cadres". "But, as it typical with the Maoists, the top leadership of LWE is trying hard to overcome the situation... The LWE insurgency has shown remarkable resilience and stamina throughout its historical course and has bounced back on many occasions," he said adding that the government had therefore decided to commit all resources at its disposal to tackle the problem. The Union Ministry of Home Affairs (UMHA) is likely to discuss the deplorable performance of Communist Party of India-Maoist (CPI-Maoist)-affected States in ensuring the rights and entitlement of the local communities during a high-level meeting, reports The New Indian Express on November 13. The Government had enacted the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006. Bihar, which last year (2013) reported 176 incidents, could only distribute 1.67 per cent of title deeds to forest dwellers. Till July 31, Bihar had received 2,930 claims, but only 28 title deeds were distributed. Chhattisgarh, which reported 353 incidents in 2013, had received 7,56,062 claims, but only 3,12,250 title deeds could be distributed. Although Chhattisgarh has performed much better with 43.73 per cent title distribution when compared to Bihar, the State rejected over four lakh claims. Sources said among the states, Odisha was the best performing State in terms of ensuring the rights and entitlement of local communities, distributing 70.71 percent title deeds. Even states such as Maharashtra could only distribute 1,43,283 title deeds out of 3,48.075 claims. Blaming the Maoist menace in certain worst affected areas for the delay in the development activities, sources said the road network of 2,297 km remained incomplete because it fell under the Maoist dominated areas. The Centre had approved INR 73 billion under Road Requirement Plan-I for Maoist-affected areas in 34 Districts. So far, the agencies have completed 3,180 km-long road network.

Sources said in 2011-12 nearly 1575 acres of hemp cultivations were destroyed by the Police in the State and in the following year 1305 acres were in target. However, after forming a multi-agency squad comprising excise, revenue and forest officials, the State Police were able to destroy 3523 acres of hemp cultivations in the year 2013-14.

Days after Union Home Minister Rajnath Singh cautioned that the Communist Party of India-Maoist (CPI-Maoist) is down but not out, the Maoists have claimed that what he said was right, reports The Times of India. CPI-Maoist's Bihar-Jharkhand Special Area Committee (BJSAC) general secretary Rupeshji said their silence should not be mistaken for disenchantment of the militia with its ideology. "It could be a part of our strategy that we are not willing to waste our energy, forces and weapons, but an appropriate response will be given to the security forces if they continue with their repression," he said. Talking exclusively to Times of India on November 15, Rupeshji said though they have been facing difficulties in terms of repression by security forces and covert action of the state-sponsored armed intelligence groups, such actions have made the outfit even more determined. Citing a recent example of villagers in Madanpur area under Aurangabad district of Bihar, who blocked the National Highway (GT road) to protest against atrocities by CRPF personnel, the BJSAC chief said that such protests are going to be commonplace all over Jharkhand and Bihar. "Martyrdom of Kalawati Devi and Ramadhan Bhuinya, killed in police firing during the protest, will not be allowed to go waste and villagers are being trained to rise against the repression of security forces," he said, indicating towards Saranda, where a mass movement is being planned against the forceful eviction of villages to give mining rights to 19 private companies. "How long can the government succeed if the villagers themselves rise against them?" he argued.

According to eyewitnesses, Bodra, a resident of Ramaitand village in Ghurabandha, was buying goods at Narsingarh weekly market, when someone asked him to accompany him to the corner of the haat. “Soon, two more men appeared in the scene. Their faces were covered. They dragged Bodra for about 100 metres to a secluded place and pumped three bullets into his body. He died on the spot,” said the eyewitness. A 20-man commando unit from Mysore has been deployed and began a two-day combing operation on November 19, along with local police. The security at Bavali check-post on the border has been beefed up and the Police are conducting an area domination exercise in forests adjoining Bavali, D.B. Kuppe, Machur, Kadegadde and other tribal settlements to curtail any attempts by Maoists to take refuge in State forests. In August 2014, Haryana Police had arrested Mahaveer Saklani, believed to be a ‘sub-area commander’ in CPI-Maoist. Saklani was staying at Barwala ashram of Rampal before he was picked up from Gurgaon in a joint operation with the Special Task Force (STF) of Bihar Police. After the siege of the ashram began on November 18, State Police questioned Saklani to map details of the ashram’s fortifications as well as tactical capabilities of Rampal’s followers. In a written reply to a question from Dilip Kumar Ray (Bharatiya Janata Party), the Minister said steps are being taken to fill up the vacancies through recruitment and contractual appointment. The Minister admitted that Communist Party of India-Maoist (CPI-Maoist) affected Malkangiri District has only 35 doctors against sanctioned strength of 97, while 74 posts are vacant in Rayagada District. He said 90 and 79 posts are vacant in Koraput and Nabarangpur Districts respectively. About 112 doctor posts are vacant in Ganjam District as against the sanctioned strength of 296, the highest in the State. Similarly, 63 and 47 posts of doctor are vacant in Balasore and Cuttack Districts respectively. Out of 3,194 doctors working in different hospitals, 2,450 are regular, 460 have been given ad hoc appointment and 224 have been recruited on contractual basis, Nayak added.

Barely 24 hours after the arrest of eight Communist Party of India-Maoist (CPI-Maoist) cadres and recovery of 25 detonators under Deoria Police Station, about 45 Maoists retaliated by attacking the base camp of SP Singla Construction Company, a bridge construction company, engaged in building a bridge over river Gandak at Bangraghat under Sahebganj PS in Muzaffarpur District on November 23 and burnt five vehicles including three transit cement mixers, a JCB machine and a pick-up van, reports The Times of India. Senior SP Ranjit Kumar Mishra said the Maoists, many of them in Army like uniform, confined all the workers and engineers numbering about 150 and took away their mobile phones before setting the vehicles and machines afire. The Police raided Sohati village and arrested eight Maoists, identified as Ramchandra Paswan, Dilip Paswan, Rakesh Paswan, Babulal Paswan, Omprakash Sahni, Brajesh Paswan, Nilesh Sahni and Manju Devi, with arms and explosives, besides communication devices, from them, the Additional Superintendent of Police (ASP) (Operations) Rana Brajesh said. According to the data provided by the Union Ministry of Home Affairs (UMHA) in reply to a question in the Lok Sabha (Lower House of India Parliament) on November 25, 472 CPI-Maoist cadres have surrendered until October 31, against 283 for the whole of 2013, reports The Times of India on November 26. However, Chhattisgarh accounts for 247 surrenders by October-end, up from just 28 in 2013. Chhattisgarh has also reported a major increase in the number of Maoists arrested this year (2014). Arrests in Chhattisgarh grew from 387 in 2013 to 517 until October 15 this year. Surrenders in Andhra Pradesh were 76 until October 31 against 82 for whole of last year. Bihar reported 150 Naxal-[Left-Wing Extremism (LWE)] related incidents and arrested 329 Maoists (until November 15) but managed just four surrenders until October 31. Jharkhand recorded the highest number of Maoist-related incidents at 318, highest number of civilian killings at 77, while LWE killed were at eight and arrested, 364. The surrenders were a measly 17, almost at the same level of 15 recorded last year. Odisha has shown incidents at around the same level (97 until November 15 against 101 last year), but surrenders are down at 80 as on October 31 (from 101 in 2013) and Maoists arrests at just half (67) of the 2013 levels (129).

All the surrendered extremists used to work for different frontal Maoists organizations like Jantana Sarkar (people's government) Janmilitia (people's militia), Chetna Natya Mandali (CNM), Dandakaranya Kisan Majdoor Sangh (DKMS), Krantikari Adivasi Mahila Sangh (KAMS) all part of the CPI-Maoist, Superintendent of Police (SP) Amit Kamble said. Out of 63 persons, 33 are Naxal cadres while remaining 30 were connected with them (Naxals) by supporting them, SP Kamble informed. A message has been delivered to the Union Ministry of Home Affairs (UMHA), highlighting that the ever-growing sophistication in combat tactics of the Communist Party of India-Maoist (CPI-Maoist) calls for urgent modernisation of the forces. The CRPF has recommended to the home ministry that purchasing these used MRAPs will be far less expensive than making new purchases. “At present, the CRPF is facing attacks using IEDs, which are very basic in nature and generally found in jungle areas. Maoists are likely to come up with more technologically sophisticated IEDs in near future. Maoists may use these IEDs once they shift their movement to urban areas,” a CRPF note sent to the home ministry stated. Other than the MRAPs, the CRPF has also listed equipment and technology that is needed to counter the high threat posed by IEDs.

Security forces had their items of daily use such as blankets, folding chairs, tents, and others on eight tractors. Though roughly over 5,000 rounds of fire were exchanged between the Maoists and a joint team of CRPF and Jharkhand Jaguars, no casualties have been reported. According to reports, around 9.30am, Maoists sprayed bullets on Security Force (SF) personnel returning to the Saryu picket from poll clusters Kabri, Kotam, Rai and Chora, where they had dispatched EVMs. The first encounter lasted till 11am. According to local sources, SF personnel then caught four “innocent villagers” and thrashed them. In retaliation, Maoists started the second round of attacks at 2pm. After an hour of gun battle, as the security forces gained ground, rebels set ablaze the tractors and fled. Latehar Superintendent of Police SP Michael S. Raj confirmed the incident. “Tractors were set on fire after two encounters. There is no report of casualty from any side,” he said. Ganapathi who were killed in an attack by the people near Korukonda shandy on October 19 and repeated its warning that it would not spare Simhachalam who escaped from the Maoist attack and 19 villagers who attacked the party men at the behest of the Police. While Sharath and Ganapathi were clobbered to death, another militia member Korra Nageswara Rao who was dumped in a nearby stream believing that he was also killed due to thrashing, survived and talked to the media during the meeting. The meeting, for which people from 33 villages under Balapam Gram Panchayat were asked to attend by the Maoists as if to show that their influence over the area has not diminished, was addressed by party's east division secretary Kailasam while many top leaders of State rank were also present. More than a hundred party functionaries of all cadres were present, according to information received here. Charging Superintendent of Police Koya Praveen with implementing a Salwa Judum type operation in the Agency, he said he would meet the fate met by Salwa Judum leader Mahendra Karma. Kailasam demanded withdrawal of proposal for creation of village protection force. Kailasam announced that coffee plantations at Siribala, RV Nagar and Chapagedda will be distributed to the Girijans soon since the party believed that the forest wealth belonged to the Girijans. Briefing newsmen, Munger Superintendent of Police (SP) Varun Kumar Sinha and ASP Sanjay Singh said huge quantities of firearms and equipment were seized by the Police in two separate cases including one under Dharhara Police Station where five mini gun factories were unearthed on Paisra hilltop and one at village Taufir under Munger Mufassil Police Station. The SP said 20 complete pistols and sixers, about 100 magazines, 12 base machines, 12 drilling machines, spring wires used in triggers, about two dozen razors, screw- drivers, hexa blades and steel plates were seized by the Police. The SP said finding the Police party approaching their base point, many Maoists managed to escape carrying complete firearms in a large number leaving their food stuff and utensils behind. In a question answer session with journalists, when asked about lack of participation from states in fighting Naxals, Trivedi said, "For some states, continuing Naxal violence is beneficial. It helps them get central funds. And then it's not their men who die but those from outside the state (central force personnel)." Sources said the DG was hinting at Chhattisgarh, Jharkhand and Odisha. While speaking on how the force was dealing with Improvised Explosive Device (IED) blasts, Trivedi said, "The easier way of fighting IEDs is to ensure Maoists do not get explosives easily. But the government is not serious about regulation of explosives' sale. State governments have to stop explosives from reaching Maoists." Asked whether he thought even CRPF needed a special law, like Armed Force Special Power Act (AFSPA), given that it was working in fairly hostile and tough conditions, Trivedi said, "We don't need AFSPA. The CrPC provides enough protection to forces fighting militants. India already has too many laws." When quizzed on why he had refused to participate on two committees set up to restructure CRPF, Trivedi narrated a long story, summing up that committees were a waste of public money and government time. He also said the government had spent huge amounts of money conducting Indian Institute of Management (IIM) studies on problems of the force to arrive at conclusions that they force already knew. "They could have just asked us. But the problem is we are not consulted. Consultants are hired who charge lakhs of rupees," said Trivedi.

Addressing media in Visakhapatnam on November 28, he said that the news reports published in various dailies on November 28, were based on a press communication released by the Maoists and it was unfounded. “Arming or training the villagers or the Girijans for an operation against the Maoist was against law and there is no need for us to do so,” he said. He went on to add that the Maoists were unable to digest the Viravaram incident, where the local people rebelled against them and clobbered to death one area commander and a militia member. “They (Maoists) are now indulging in false propaganda. In fact the press release was released in the name of one Kailasam, who was killed in an encounter four years ago. Intelligence Bureau (IB) Chief Syed Asif Ibrahim on November 29 said that while the Communist Party of India-Maoist (CPI-Maoist) is besieged with serious problems and the security situation has shown marked improvement in Jammu and Kashmir, the security situation in the Northeast region was fragile, with some militant outfits still outside the ambit of the peace process, reports The Hindu. Speaking at the 49th conference of the Director General of Police (DGPs), Inspector General of Police (IGPs) and head of all Central Police organizations, the IB chief said that the safe sanctuaries of the militants in neighbouring countries, particularly Myanmar, was compounding the situation. He said that in Assam, the militant outfit Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) accounted for 85 per cent of the civilian casualties. In Meghalaya’s Garo Hills, the militant outfit Garo National Liberation Army (GNLA), operating in tandem with the Independent faction of United Liberation Front of Asom (ULFA-I) accounted for 75 per cent of civilian killings and 40 per cent of the incidents. In Manipur, Meitei underground outfits accounted for 55 per cent of the casualties while in Nagaland, internecine clashes between various outfits for area domination and extortion were still on. In Arunachal Pradesh, turf war between National Socialist Council of Nagaland (NSCN) factions continued in two Districts of Triap and Changlang.

The Communist Party of India-Maoist (CPI-Maoist) has admitted that its cadres are deserting the party and are getting attracted towards the “bankrupt” surrender policy employed by the Government, reports The Hindu on November 30. “It is true that some of our ‘weak’ cadres are getting attracted towards the bankrupt and corrupt surrender policy of the government and laying down their arms,” Gudsa Usendi, the spokesperson of the Dandakaranya Special Zonal Committee (DKSZC) of the CPI-Maoist, said in a press statement. The Maoist statement has come in the wake of a spate of alleged Maoist surrenders in Bastar region of Chhattisgarh. Accusing Chhattisgarh police of “threatening and forcing” people to surrender, Mr. Usendi said that the police propaganda through the media was an attempt to “defame” the Maoist party and to put “psychological pressure” on Maoist ranks.

The Mi¬17¬V5 helicopters were scheduled to be handed over to the BSF's air wing by the end of September 2014 but sources said the delivery has got delayed by few months now. Sensing the urgency to get these 'flying machines' in the force's fleet, the paramilitary force has now contacted the manufacturers after which a team of Russian officials have landed in Delhi to smoothen the process of handing over the two choppers, part of an eight helicopter deal for the paramilitary force.

An outbreak of malaria in Bastar region has severely impacted the Security Forces (SFs) on the Maoist front, reports The Indian Express. At least one Policeman, Govind Tamga, has died and over 400 have been affected by the disease in the last 10 days. Besides the personnel, a huge number of villagers have been hit by the disease. The situation is compounded by the lack of medicare in Bastar as the region has only one major hospital in Jagdalpur, which lacks capacity to treat the influx of patients. The male ward of the hospital is brimming over and over 50 personnel of the State Police and the Central Reserve Police Force (CRPF) have to lie on the floor. The Bastar IG has asked the government to provide immediate help. “Our operations have been affected. We have asked the state government to immediately take note of the situation and ensure medicare for policemen,” said IG S R P Kalluri. Such has been the impact that at least two anti-Naxal operations in the region were to be curtailed last week as the personnel were hit by the disease in forests, forcing the commanding officers to order an immediate retreat. While some policemen, whose condition turned serious, have been airlifted to Raipur, at least 200 are still in police camps of interior areas and yet to receive medicare.

The Maoists in their diktat conveyed to aspiring candidates that INR 1 lakh will not just get them the implicit nod of them to their candidature but also the support during the ensuing elections. A two-phased voting for the 154 urban bodies is scheduled on December 29 and 31, 2014. However, the panchayat elections are slated to be held in January, 2015. The Kerala Police’s Intelligence wing has received information suggesting the possibility of Communist party of India-Maoist (CPI-Maoist) carrying out an attack soon in the Attappady tribal zone of Palakkad District, reports The Pioneer on December 1. As per the report, the State Intelligence has submitted to the Government the Maoists are most likely to attack tourist resorts built allegedly on encroached Adivasi lands in the Attappady region. The report is said to have warned about the possibility of attacks also on Government offices, especially those of the Forest Department. According to sources in the State Police, the Maoists are planning to carry out the attack in protest against the failure of the Government in implementing the welfare schemes for the Adivasis of Attappady reeling under poverty, malnutrition, lack of healthcare and other problems. A minimum of 16 babies had died of malnutrition in Attappady this year.
