An internal probe report has suggested conspiracy in the April 24 Communist Party of India-Maoist (CPI-Maoist) ambush on a Central Reserve Police Force (CRPF) party at Burkapal in Sukma District leading to massacre of 25 troopers, reports The Asian Age on July 5. The Bharat Sanchar Nigam Limited (BSNL) towers in the region had gone dead hours before the deadly ambush was carried out and started functioning after the attack, an internal probe report of the CRPF has disclosed, indicating a conspiracy angel. Sources in CRPF stated that there should be thorough probe into the aspect to “nail” Maoist moles, if they existed, in the government machinery. This is the first time an official probe has hinted at sabotage leading to one of the deadliest attacks on Security Forces (SFs) in Bastar Division. The report has revealed that security establishment had overlooked “vital clues” indicating preparations by the Maoists hours before the attack. According to the report, locals were seen busy celebrating an “unseasonal” festival in Burkapal on the intervening night of April 23-24. The next day, when the attack was carried out, the whole village was found deserted. Besides, suspicious movement by unknown people was noticed near the CRPF camp in Burkapal, which was conveniently ignored, the report noted. A woman, a purported Maoist ‘informer’, was seen moving suspiciously near the CRPF camp at Burkapal.

Chhattisgarh Police on July 5, claimed to have identified seven Communist Party of India-Maoist (CPI-Maoist) cadres killed during anti-Maoist strike ‘Operation Prahar’, carried out at Tondamarka in Sukma District in between June 23 and 25, reports New Indian Express. The Police had earlier claimed to have killed 15-20 Maoists in the operation, said to be the biggest so far against Maoist, on June 24. Sukma Superintendent of Police (SP), Abhishek Meena, citing inputs received from locals, said the Police had ascertained the identification of the seven killed in the encounter. “The deceased Maoists were identified as Udka Lakhu, Sodhi Budhra, Podium Suresh, Muchaki Jogi, Madvi Hidma, Vetti Joga and Sodhi Lakhe, all belonging to Peoples Liberation Guerrilla Army (PLGA) squad of Maoists,” the SP said. The Police had then also claimed that top Maoist ‘commander’ Hidma had sustained bullet injuries. On Sunday (July 2), the Bastar-based South Sub-Divisional Bureau of CPI-Maoist ‘secretary’ Ganesh Uike issued a statement claiming that their organisation had lost one cadre in an encounter with forces and others that the Police claimed were just villagers. On April 24, 2017, 25 Central reserve Police Force (CRPF) personnel who were providing security for a road construction work were killed in a Maoist attack in Burkapal area of Sukma District.

The Communist Party of India-Maoist (CPI-Maoist) cadres have abducted two road construction workers in Sukma District on July 5, reports India Today. The incident took place near Kasaram village on the afternoon of July 3, and Police were informed about it only last evening (July 4), said a senior Police officer. According to the contractor, Viranna and Veera Swami, two of his labourers, were carrying out measurement work when some armed Maoists came to the spot and forcibly took them away. A road is being constructed between Kistaram and Chintalnar in Sukma District, which is around 500 kilometres from the state capital Raipur. The densely forested region is considered to be a stronghold of Maoists.

Five Communist Party of India-Maoist (CPI-Maoist) cadres have been arrested from two places in Bastar division of Chhattisgarh on July 6, reports New Indian Express. While three cadres were arrested from Dantewada District, two others were arrested from Narayanpur District, a senior Police official said. "Based on a specific tip-off, the ultras identified as Budhram Mandavi (45), Hunga Atra (20) and Laxman Atra (26) were held from Ghadi chowk area of Bacheli town in Dantewada when they arrived there for procuring daily use material," he said. Ration items, including rice and oil, besides a cache of torches and batteries, were recovered from their possession, he added. They were allegedly involved in the attack in Bacheli mining area of the National Mineral Development Corporation (NMDC) in Dantewada in February this year, wherein around 90 kg explosives, 1,550 meters wire, 149 detonators, two walkie-talkies were looted, the official said. The trio had been acting as lower-rung cadres since the past five years and tasked with supply of ration material, cutting roads and damaging Government property, he said.

Madhya Pradesh Police has issued a high alert following fresh inputs on Communist Party of India-Maoist (CPI-Maoist) movement in Balaghat and Mandla District, reports The Times of India on July 11. "They are moving between Kavardha and Motinalla area in Balaghat along Mandla district," said Amit Sanghi, Superintendent of Police (SP) Balaghat. The CPI-Maoist has recently carved out a new zone for its operations — Gadchiroli-Rajnandgaon-Balaghat (GRB), straddling the border tri-junction of Maharashtra, Chhattisgarh and Madhya Pradesh. Security Forces (SFs) in Madhya Pradesh, Maharashtra and Chhattisgarh have already intensified operations. The old North Gadchiroli-Gondia-Balaghat and Rajnandgaon (NGGBR) division has now been converted into GRB zone/division and Maoists and are already surveying and recruiting in this region, Police sources said. This information was revealed by Waman Mandavi (19), a member of the cultural wing of CPI-Maoist, who was arrested from Gondia District of Maharashtra in April.

The cadres were arrested from a forest near Potenar village when a team of local Police was out on an area domination operation, Bijapur Additional Superintendent of Police (ASP), Mohit Garg said. The arrested cadres were identified as Motilal Mandavi (25), Paklu Beko (45) and Moti Beko (25). The three Maoists were allegedly involved in setting ablaze a bus in 2015 near Bardela village of Bijapur after asking its passengers to alight. They were also allegedly involved in attacks on Police party and other Naxal [Left Wing Extremism (LWE)] incidents, Garg said. Mandavi was a member of Chetna Natya Mandli (CNM), the cultural outfit of the Maoists, he said. Paklu Beko was a member of the Janatana Sarkar (people’s government) group of the Maoists, while Moti Beko was a militia member, the ASP said.

Chhattisgarh Chief Minister (CM) Raman Singh on July 22 said there has been a considerable decline in Naxal [Left Wing Extremism (LWE)] activity in the State and believes demonetisation has been a key factor for this, reports Business Standard. "The Naxals are limited to a small area now. Demonetisation has broken the backbone of the Maoists. We are also trying to control them further," Singh said in an interview. Acting on specific inputs, the joint team had launched a search operation towards Tamodi and Madpal villages under Mirtoor Police Station limits, Police said. In first incident, when the patrolling team reached near Tamodi village, a few Maoists triggered an Improvised Explosive Device (IED) blast and attempted to flee from the spot. Of them, Pandru Kadti (36) and Somru Potam (20) were arrested after a chase and wire and a battery (used in detonating explosives) recovered from their possession. In the second incident, a lower rung cadre Nuppo Budhra (40) was arrested by a joint team of Central Reserve Police Force (CRPF), CAF and District Force from jungles of Galgam village under Usoor Police Station in the District. The CRPF Director General (DG), RR Bhatnagar told media, on the eve of 78th Raising Day of the Central Armed Police Force, that more than 2000 CRPF personnel trained in countering insurgency will be deployed in the south Bastar region. The Central Reserve Police Force (CRPF), on July 26, claimed that area controlled by Communist Party of India-Maoist (CPI-Maoist) has "shrunk in three states in last two and a half years", reports DNA. Rajiv Rai Bhatnagar, the CRPF Director General (DG), however, admitted that South Bastar remains to be an area of problem. He said, "There is substantial decline in areas controlled by Naxals in Bihar, Jharkhand, and West Bengal. Disturbance in these areas are very less. Our major concern is in South Bastar of Chhattisgarh." He said that after the attack, in which 25 men of the CRPF died in April in Sukma area, the force has changed their strategy to deal with Maoists. "In all ten left wing affected extremism states CRPF is deployed and working in close collaboration with state police forces and other central agencies," he said. Further he stressed that in last two and half years, there has been an overall reduction in violence and increase in surrenders, apprehensions and neutralization of Maoists. It is a reflection of efficacy of our operations and capacity building measures adopted by the force. He also said that to deal with Naxals in Bastar, CRPF is raising one Bastariya battalion comprising of local tribals of south Bastar having good knowledge of local language, terrain and modus operandi of Maoists outfits. "It'll provide tactical advantage to the force in fighting Maoists and also bring the tribals to mainstream," he said. He said that in last year from July 20, 2016 to July 20, 2017, the force neutralized 51 Maoists, apprehended 1,111, facilitated 834 surrenders. The force managed to recover 562 arms and 1180 improvised explosive device. Due to the pressure mounted on the Maoists through sustained operations, 834 Maoists surrendered including the important Maoist leaders Kundan Pahan, Member of Jharkhand Regional Committee (JRC), Nakul Yadav, Member of Bihar Regional Committee (BRC), Kanhu Ram Munda, Secretary, Bihar Jharkhand Odisha Border Regional Committee (BJOBRC) and Dimba Pahan, Member of Jharkhand Regional Committee (JRC).
