The insurgents opened fire at a patrol party in the forested area near Kamkanar village in the night of November 4, Avinash Mohanty, Superintendent of Police (Bijapur) told PTI. IANS reports that the Communist Party of India-Maoist (CPI-Maoist) cadres blew up a primary school building in the Dantewada District, Police said on November 7. Some 80-100 Maoists set explosives inside a primary school building in Phulpar village in the night of November 6 and destroyed a major portion, officials at the police headquarters in Raipur said. Education department officials said that Maoists over the past two years had set ablaze 80 school buildings in Dantewada and Bijapur Districts. Police said they have recovered leaflets from Maoist dominated areas in recent months in which the insurgents said they are targeting school and hospital buildings in Bastar region as these provide shelter to Security Force personnel for anti-Maoist operations.

Seven Communist Party of India-Maoist (CPI-Maoist) cadres were killed and a Policeman was seriously injured in an encounter in the forests of Tetemdagu, about 18 kilometers from Kistaram in the Dantewada District on November 10, reports PTI. The Dantewada Superintendent of Police, Amresh Kumar Mishra, told Telegraph that the encounter took place at around 9am (IST) He added, “The jawans (personnel) of District Police and special Police officers were on a regular patrol and search operation in and around the area when the rebels camping in the thickly-forested pocket opened fire. The number of rebels is not known,” adding, the Security Force (SF) personnel retaliated killing seven insurgents. The slain extremists who were in uniform were not identified yet, the officer added. Two rifles, locally-made pistols, Maoist uniforms and a large quantity of explosives and detonators were recovered from the incident site. The SF personnel were returning after a three-day anti-Maoist operation in the area, adds Indian Express.

If Communist Party of India-Maoist (CPI-Maoist) halted their violence, the Government would respond in 72 hours and order a review of all corporate memorandums of understanding (MoUs) in Jharkhand, Chhattisgarh, Orissa and south Bihar, the Union Home Minister P. Chidambaram has promised, according to Hindustan Times. Calling "Operation Green Hunt", a proposed armed offensive against Maoists, "a pure invention of the media", Chidambaram said, "There is no Operation Green Hunt. Name the officer who has said there is and I will take action against him." In an interview with Tehelk a magazine, Chidambaram said categorically, "I haven't seen a single paper or document in the home ministry with the phrase 'Operation Green Hunt'. It's a pure "invention of the media." He said the State Police, assisted by paramilitary forces and intelligence, would in the months ahead "reassert control over areas where, regrettably, the civil administration has lost control". The minister denied that the Government was calling in the Army or the Rashtriya Rifles to flush out Maoist guerrillas in Bihar, Chhattisgarh, Jharkhand and Orissa. Asked why the Government was not taking tribals into confidence and isolating Maoists instead of raising a military offensive against them, Chidambaram said, "Instead of arguing over who is responsible for the violence or who should stop the violence, why don't the Maoists heed my appeal and say, 'yes, we will halt the violence and let us hear the home minister's response'." "Give me two or three days to respond, because I need to consult others in government, both at the Centre and the states. Once they say, they will halt the violence and they actually do, between their statement and my response which will surely come in about 72 hours," he added. "You will find that I am in a position to respond in a manner where violence can be ended once and for all and development can take place, and talks can also be held with the (Communist Party of India) CPI-Maoists. But the first step is for them to say, 'we halt the violence'," the Home Minister said in the interview to be published in its latest issue. Asked whether the Government was taking control of mineral-rich land and securing it for private companies through MoUs, he responded by saying, "The MoUs have been signed over a period of time with different governments, long before Maoist violence rose to this level. Nevertheless, I am prepared to request Prime Minister (Manmohan Singh) to freeze the MoUs and order a comprehensive review of all MoUs that have been signed in Jharkhand, Chhattisgarh, Orissa and south Bihar before deciding which MoUs should be implemented - with or without modification. I am prepared to request the prime minister to do that." He said he was ready to facilitate talks on forest rights, industrialisation, land acquisition and development with State Governments.

The Government will for the first time use unmanned aerial vehicles (UAVs) to detect Maoist hideouts in the dense forests and hilly terrain and monitor the movement of the insurgents to help ground forces carry out precision attacks, reports Times of India. The UAVs, with in-built camera and well-equipped data and video link, will gather and record information which will be shared among Security Forces engaged in anti-Maoist operations, especially in Chhattisgarh, Jharkhand, Orissa, Maharashtra and West Bengal. Trials of these UAVs, developed by Hindustan Aeronautics Ltd (HAL), were recently conducted in Hisar and Delhi while more trials will be conducted in the forests of Chhattisgarh and Jharkhand soon. "We are satisfied with the UAV trials in Hisar and Delhi. If we are satisfied with the next stage of trials, we will take the help of UAVs in our operations against Naxals,'' an unnamed Union Home Ministry official said. The UAVs also provide flexible surveillance and reconnaissance capability with external payload, including weapons capability. "Since Maoists keep changing their movements, deployment of UAVs will certainly be an advantage for security forces,'' the official added. The anti-Naxal plan also includes INR 7,300 crore package for undertaking developmental works in areas cleared off the left-wing extremists, the report added.

Times of India reports that in its bid to tackle the Maoist insurgency and to improve connectivity in the insurgency-affected areas, the Centre has sanctioned 22 proposals for development of 462 kilometres of State roads at an investment of INR 444.48 crore. The projects will be taken up in the insurgency-affected States of Andhra Pradesh, Chhattisgarh and Madhya Pradesh. The approved projects include seven stretches of State roads with a total length of 135.46 kilometres in Andhra, 13 stretches totalling 261.2 kilometres in Chhattisgarh and two stretches of 66.7 kilometres in Madhya Pradesh.

This is for the first time the insurgents had targeted the road construction work on the NH. Though, they have been opposing roads in the interior areas where they have sway to restrict the movement of Security Force personnel. The contract for the 332-kilometres four-lane road between Nagpur and Durg had been bagged by the Nashik-based Ashoka Buildcon Limited. The construction work was in progress between Chichola (Maharashtra) and Baghnadi (Chhattisgarh) when threats from Naxalites came. The pocket between Chichola and Baghnadi in Rajnandgaon District where the work was in progress had been one of the worst Naxal infested areas in central India. Sources in Police department told Business Standard that Naxalites had demanded huge money from the construction company. Since the company declined to meet the demand, Naxalites called the company's base office in Rajnandgaon and warned the officials of dire consequences if they continued with the work. Meanwhile, employees at the Ashoka Buildcons Rajnandgaon and Nagpur offices admitted that the construction work had been stopped since last two days.

According to Police sources, the victim had been identified as Gokul Tandi, who was posted in Indagaon forest range of Deobhog development block. Around 11.30pm (IST) on November 27, he received a phone call that a group was illegally cutting trees in the forests. Tandi, along with four forest guards, started for the spot. “As they entered the forests, about 12-15 armed Maoists intercepted them and took them into custody,” Deobhog Police Officer T.R. Nagwanshi said. They released the guards after threatening not to inform the Police and took the official into dense forest. Local villagers, Nagwanshi said, in the morning of November 28 discovered the body in the forest and informed the Police. Since the Police feared ambush, a team of forest employees and villagers were sent to the spot to bring the body. The body bore severe assault mark, as the insurgents brutally bashed the forest official with guns and lathis till he succumbed to his injuries. No bullet mark was found, he added.

The Communist party of India-Maoist (CPI-Maoist) annually extort up to INR 2,000 crore (INR 20,000 million) across India, mostly targeting iron and coal mining companies, infrastructure project contractors and tendu patta (leaves of Diospyros melonoxylon) businessmen, says Chhattisgarh Director General of Police (DGP) Vishwa Ranjan. "The per year extortion earnings of Maoists is up to Rs 2,000 crore, with Jharkhand being the top contributor," Ranjan, a former additional Director of the Intelligence Bureau (IB), told IANS in an interview. "This is a 'guesstimate' based on cash books and other vital papers recovered by Police from Maoists in recent months." Ranjan said a major chunk of the extortion money comes from iron ore and coal businessmen, contractors of roads and other infrastructure projects who have business activities in areas infested by Maoist rebels and tendu patta businessmen. Tendu patta is the leaf used for making 'bidis' or leaf-rolled cigarettes, a business worth millions in the Bastar region. "Around 20 percent of the amount extorted is siphoned off by grassroots Maoist cadres who pass on the remaining 80 percent to the top leadership of the banned CPI-Maoist," claimed the DGP. "The CPI-Maoist uses the extortion amount for smuggling ammunition even from some foreign countries, party meetings, boosting urban network and to care for a vast publication section, including a set of experts who manage the Maoist website, plus funding its legal cell that takes care of court cases against thousands of jailed Maoists across the country." He also denied reports that the Security Forces would carry out aerial attacks on Maoist bases in the state. "The forces would not make aerial attacks in Chhattisgarh as Maoist areas are so thickly forested that you can't spot the ground from the air," he said. "There will be no aerial pounding on Maoist bases in Bastar, choppers will be used mainly for evacuation and taking out injured cops to hospital from the battle zone," the officer added.
