District Police and Central Reserve Police Force (CRPF) arrested top Communist Party of India-Maoist (CPI-Maoist) leader, Motilal Soren alias Sandeep, carrying prize money of INR five million and wanted by Jharkhand and Odisha Police, from near a field in Latarkundrijhor village under Jetia Police Station in Saranda forest under Gua block in West Singhbhum District on November 1, reports The Pioneer. Superintendent of Police (SP), Anish Gupta confirmed the arrest at Chaibasa Police headquarters and said, “We acted on a tip-off that the Maoist leader was coming to Jetia to watch a football match. We had spread our team and deputed our sources. On getting information, a joint team of CRPF and District Police entered the field in the village. We could see a man sitting in a hut and watching the match. Our informers helped us in identifying him as the Maoist. He tried to escape but was caught. We recovered a loaded pistol and two highly explosives bombs from his possession.” Motilal Soren (48), a resident of Giridih had a prize money of INR 2.5 million each from both State and Odisha Police and was amongst the ‘most wanted’ Maoists in the Police list after leading Chaibasa jail break in December 2014 (in which 13 Maoists had escaped).

Intelligence agencies reports that the Communist Party of India-Maoist (CPI-Maoist), despite recent reverses, are regrouping and looking to expand their presence to areas beyond the so-called ‘Red Corridor’, reports Liveminton November 2. According to intelligence reports, the Maoists are now expanding their base beyond their usual bastion of Chhattisgarh’s Bastar District to the tri-junction of Madhya Pradesh-Maharashtra-Chhattisgarh (MMC) in order to support their existing strongholds in Sukma and Dantewada Districts. The report also reveals that under the Odisha State Committee (OSC) of the Maoists, Rayagada, Kandhamal and Kalahandi Districts in Odisha are also emerging as hotbeds of Naxal [Left wing Extremism (LWE)] activity, with the “absence of road infrastructure in these regions aiding the Naxals.”The Andhra-Odisha Border (AOB) region, the report stated, is also seen by Naxals as a safe corridor between the Dandakaranya region in Chhattisgarh (areas such as Sukma and Dantewada) and the forests of Jharkhand. “The planning of Maoists is to build a new battlefield in the MMC tri-junction area with an aim to create a new guerilla zone. They discussed the need to expand their battle zone towards the north and then the east to create a corridor with their old battle zones of Odisha and Jharkhand,” the intelligence report states.

The Communist Party of India-Maoist (CPI-Maoist) cadres have allegedly abducted four youths of Badadenguni village under Muniguda block in Rayagada District on November 1, reports Pragativadi. The abducted have been identified as Bali Karkaria, Hara Takri, Chela Karkaria and Nepal Takri, informed Rayagada Superintendent of Police (SP), Rahul PR, adding, the role of Maoists is not confirmed behind the missing of youths, however, cadres of Bansadhara-Ghumusara-Nagavali (BGN) division were active in the area. The Communist Party of India-Maoist (CPI-Maoist) have released all four residents of Badadenguni village in Rayagada District on November 2, after keeping them in captivity for four days, since their abduction on October 29, reports KalingaTV. The abductees identified as Bali Karkaria, Hara Takri, Chela Karkaria and Nepal Takri were reportedly released after intervention of two interlocutors from the village. While the exact reason of the abduction of the villagers is yet to be confirmed by Police, it suspects that they could have been captured by the Maoists on suspicion of being ‘Police informers’. Notably, at least 10 armed Maoists of Bansadhara-Ghumusura-Nagabali (BGN) division of the CPI-Maoist raided the village in the night of October 29, and took the four with them.

The Communist Party of India-Maoist (CPI-Maoist) cadres set ablaze nine vehicles kept in the contractor’s camp at Narengtola in Melakajoba village under Kalyansinghpur block in Rayagada District late on November 4, to protest the construction of a road in the region, reports Odisha Sun Times. According to reports, eight masked Maoists stormed into the camp, threatened the workers to leave the place and set ablaze the vehicles, including four tractors, four motorcycles, one Bolero SUV and a JCB. The Maoists committed the act as they were reportedly protesting the Gunduriguda-Lakhapadar road work under Pradhan Mantri Gram Sadak Yojana (PMGSY).

In a letter, the Maoists have mentioned that the loot was to protest the Andhra Pradesh Police’s arrest of three innocent villagers from Andarapalli Panchayat (village level local-self government institution) in the District in the name of Maoist cadres. Earlier, the Police used to stand by the people in difficult times, but now have changed their attitude and are least bothered about the villagers’ plight, alleged the Maoists in the letter.

Communist Party of India-Maoist (CPI-Maoist) posters resurfaced in Narayanpatna of Koraput District on November 7, with the Maoist cadres appealing people to participate in the week-long centenary celebrations of the Russian Revolution from November 7-13 across the State, reports Odishatv. The posters have been put up by Koraput-Srikakulam division of the CPI-Maoist at various places in Narayanpatna. They have called upon people to draw inspiration from Russia’s Bolshevik Revolution dating back to 1917 and strive to achieve the New Democratic Revolution in India. The rebel outfit has also asked all organised and unorganised labourers to launch a powerful agitation demanding eight hours work, minimum wages, social security and labour law. The posters also urged the people to protest the false arrests and encounters of people by the Police under the Naveen Patnaik Government. Similar posters were also found in Bandhugaon block of the District on November 3.

Two troopers of Commando Battalion for Resolute Action (CoBRA) were injured in an Improvised Explosive Device (IED) blast triggered by Communist Party of India-Maoist (CPI-Maoist) cadres in Malkangiri District on November 13, reports News Nation. The incident took place in the Chitrakonda forest when the joint Security Forces (SFs) including Odisha Police and CoBRA (a specialised unit jungle warfare unit of Central Reserve Police Force, CRPF) were on sanitization operation. According to reports received here from the company sources, the Maoists blasted portions of the pipeline in at least three spots by using landmine explosives. The damaged points are located 500 metres from one end to the other. The blasts caused considerable damage to the pipeline, which is stretched across the Bailadila mines area of Dantewada District in Chhattisgarh to its steel plant in Visakhapatnam in Andhra Pradesh. "The Maoists have caused damaged to the Essar slurry pipeline by triggering blast at three places. The Central Reserve Police Force (CRPF) personnel, besides the forces of state police, have rushed to the spot to diffuse the live landmines if any left behind by the armed cadres. Police arrested three persons and recovered a huge cache of explosives from their possession at Sadaipali and Dunguripali villages in Bolangir District on November 16, reports New Indian Express. The arrested persons are identified as Sudam Mahaling of Sadaipali, Mahesh Agrawal and Murarilal Agrawal of Kantabanji. Sources said on a tip-off, Balangir Sadar Police raided the house of Sudam at Sadaipali in Turekela block and seized gelatin, ammonium nitrate and detonator which are used in making of explosives. A cash of INR 232,000 was also seized from the house. Similarly, Belpara Police raided the godown of Murarilal in Dunguripali and seized 27 bags electrical explosives. The seized items from Sadaipali include 106 bundles of safety fuse, 38 bags of ammonium nitrate weighing around 15 kilograms, 83 kilograms of Gelatin, 13,527 detonators, 35,770 non-electrical detonators, 15 kilograms of charcoal power, 15 kilograms of sulphur powder and eight bundles of electric wire. Investigation is on to check if the seized explosives have any connection with the Communist Party of India-Maoist (CPI-Maoist). Incidentally, both Turekela and Belpara blocks are Maoist-prone areas.

The Central Reserve Police Force (CRPF) personnel seized huge cache of explosives of the Communist Party of India-Maoist (CPI-Maoist) while carrying out combing operation at Kendu Panduli forest in Keonjhar District on November 22, reports Pragativadi. A Communist Party of India-Maoist (CPI-Maoist) couple surrendered before Superintendent of Police (SP), Jagmohan Meena in Malkangiri District on November 24, reports The Hindu. The Odisha Government had declared a reward of INR 200,000 for capture of each of the surrendered Maoists — Bijal Kadme (26) and Soni Oyame (23). Lured by “better rehabilitation package” for surrendering Maoists in Odisha, they decided to lay down their arms in Malkangiri, said Meena. The couple was a part of the military wing of the CPI-Maoist organisation. They were involved in Maoist activities in parts of Odisha, Chhattisgarh and Andhra Pradesh. There are more than 17 cases of violence, ranging from Improvised Explosive Device (IED) blasts to murders, registered against them in Odisha and Chhattisgarh, said the Police. Kadme had joined the Maoists in 2008 and Oyame in 2009. They hailed from Pedakarme village in Bijapur District of Chhattisgarh. The duo alleged that the Maoist organisation as well as its leaders had deviated from their original ideology and were involved in atrocities on tribals. “Both cited miserable condition of low-rank cadres in the Naxalite organisation and alleged that senior cadres were self-centered with no concern for their problems,” said the SP.

The Communist Party of India-Maoist (CPI-Maoist) posters were found at the Kalyansinghpur Tehsildar’s (revenue settlement officer) office in Rayagada District on November 26, opposing anti-Maoist combing operations, reports The Pioneer. The CPI-Maoist’s Rayagada Area Committee was suspected to have put up two posters at the premises of the Government office demanding stopping of the combing operations in the Niyamgiri area. The posters threatened three persons, Suresh Kumar Bal, Ajit Padhi and Raju Gouda, who are working with the Police intelligence wing against Maoists. The Maoists also opposed the construction work of a central Reserve Police Force (CRPF) camp in the Haat Dahikhal area asking the contractors and brokers to stop the construction work in the Niyamgiri area and demanding that the Government waive off farmers’ loan and remove Vedanta from the region. Two more posters were also found at the Anganwadi Centre at Kadambadwar Sahi and Sai Nagar Squares.

The Union Ministry of Home Affairs (UMHA) has decided to use the Central Armed Police Forces (CAPFs) and more than 500 of their camps, located in areas affected by Naxal [Left Wing Extremism (LWE)] violence in different States, as the focal point for delivering Government-run schemes and programmes among villagers and tribals, reports Indian Express on November 28.The UHMA believes this is also one way to counter the perception about Government as propagated by the Naxals and promote the development to villages abutting these camps. The Ministry has termed is as ‘camp village development (CVD)’. According to the report, UMHA sent a letter to Principal Secretaries (Home) of the Governments affects by the Naxal violence - Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Maharashtra, Odisha and Telangana on November 20. The District administration should also coordinate and make best use of CAPFs for delivery of centrally sponsored or State sponsored schemes in the villages nearby the camps. There are 118 battalions of CAPFs deployed in these seven States. Besides, States have raised Indian Reserve Battalion (IRBs) and special IRBs, and 10 CoBRA (Commando Battalion for Resolute Action) of the Central Reserve Police Force (CRPF) battalions have been deployed to handle Naxal violence.

The Maoists constructed a building, painted in red colour and cordoned off the place with the barricades like Police Station, in a remote area near Totaguda village in Jantri Panchayat (village level local-self government institution) in Chitrakonda area in the District.
