The Supreme Court on April 1 refused to review its March 7 verdict to revive the Communist Party of Nepal-Unified Marxist–Leninist (CPN-UML) and Communist Party of Nepal-Maoist Centre (CPN-Maoist Center), reports Republica. A full court comprising Chief Justice Cholendra Shumsher JBR, Justices Tej Bahadur KC and Prakash Kumar Dhungana ordered that its verdict on March 7 will not be reviewed as demanded by the Chairman of CPN-Maoist Center, Pushpa Kamal Dahal. The apex court had scrapped the Nepal Communist Party (NCP) registered in the name of KP Sharma Oli and Pushpa Kamal Dahal, giving the party to little-known Rishi Kattel who had registered Nepal Communist Party at the Election Commission much before the Nepal Communist Party (NCP) was registered in the names of Oli and Dahal in May 2018. Dahal, earlier on March 30, filed a review petition against the Supreme Court verdict that invalidated the unification between the erstwhile CPN-UML and CPN-Maoist Center.

The ruling Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) on April 1 suspended even the ordinary membership of its leaders Ghanshyam Bhusal and Surendra Pandey, accusing them of carrying out anti-party activities, reports Republica. In two separate letters issued to party leaders Bhusal and Pandey, CPN-UML Chairman KP Sharma Oli said they had been suspended for six months. In the letter, Chairman Oli accused leaders Bhusal and Pandey of promoting factional politics within the party by holding "unauthorized" gatherings of the party.

The leaders of Nepal-Khanal faction of the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) at its Standing Committee meeting on April 2 accused Prime Minister KP Sharma Oli of trying to split CPN-UML, reports The Himalayan Times. They condemned Oli's punitive action against Standing Committee members Surendra Prasad Pandey and Ghanashyam Bhusal. Oli had suspended Pandey and Bhusal from the party for six months for carrying out anti-party activities on April 1. He had also suspended senior leader Madhav Kumar Nepal and Vice Chairperson Bhim Rawal from the party for six months on March 29. Rawal said the meeting termed the PM's punitive action against Pandey and Bhusal as arbitrary, autocratic, and against the party's statute adopted by CPN-UML's ninth General Convention. Lawmaker Yogesh Bhattarai told media persons after the Standing Committee meeting that his faction would launch nationwide campaign to reorganise and strengthen the party.

The main opposition party, Nepali Congress (NC), on April 2 demanded resignation of Prime Minister KP Sharma Oli, reports Republica. A Central Committee meeting of the party held at party headquarters at Sanepa decided to take initiative to form a new Government under its leadership. “PM Oli now does not hold moral ground to lead the government. He should step down from the post of PM and pave the way for the formation of a new government,” said NC spokesperson Biswaprakash Sharma. The meeting also decided to form a new Government under the leadership of NC, said Pradip Poudel, a Central Committee member of the party.

The meeting held decided to announce the campaign, which will last for two months, to foster unity within CPN-UML across the nation. The Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) on April 6 suspended four Ministers in KP Sharma Oli Government from the party’s general membership and the decision has been registered at the secretariat of Federal Parliament, reports Kathmandu Post. With the decision of the party, Energy Minister Top Bahadur Rayamajhi, Industry Minister Lekhraj Bhatta, Urban Development Minister Prabhu Sah and Labour Minister Gaurishankar Chaudhary will now lose their positions as lawmakers. “Since the lawmakers refused to abide by party’s decision and furnish clarifications as per the central committee’s decision of March 14 and 15, the party has decided that they [Rayamajhi, Bhatta, Sah and Chaudhary] have abandoned the party as per the Political Parties Act 2017,” states the letter registered at the Parliament Secretariat signed by party chair Pushpa Kamal Dahal.

The Nepal-Khanal faction of the ruling Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) on April 6 announced the formation of a parallel committee in Bagmati Province, reports The Himalayan Times. Leader Ashtalakshmi Shakya has been appointed the coordinator of the committee which will have Pashupati Chaulagain, Arun Neupane and Kedar Neupane as joint-coordinators. Likewise, Rachana Khadka has been named the secretary of the Bagmati Province committee. The dissenting faction in the ruling party led by leader’s duo Madhav Kumar Nepal and Jhalanath Khanal has formed several parallel committees across various parts of the country, from central to ward levels.

The party's parallel provincial committee was announced under the leadership of Bhim Rawal, according to party leaders. Rawal, a multi-time cabinet minister, is one of the party's key leaders from Sudurpaschim Province. Addressing a function at Karnali Province Liaison Committee in Kathmandu on April 10, Chairman Dahal also announced that the political parties in the new coalition Government would forge an electoral alliance to reduce the Oli-led Communist Party of Nepal-Unified Marxist–Leninist (CPN-UML) to the fourth largest party through the next election. CPN-Maoist Centre, Spokesperson, Narayan Kaji Shrestha said, the next meeting of the standing committee scheduled for tomorrow [April 21] would again discuss withdrawal of support to the Oli Government, adding, "We are not supporting the government, but we don't want to rush into writing a formal letter to the relevant body saying that we are withdrawing support to the government. The Supreme Court (SC) on April 26 refused to issue stay order in the case filed by Communist Party of Nepal-Unified Marxist–Leninist (CPN-UML) leader Madhav Kumar Nepal and three other leaders of his faction of the CPN-UML against KP Sharma Oli's action, reports The Himalayan Times. Bhim Bahadur Rawal, Ghanashyam Bhusal and Surendra Prasad Pandey had challenged party Chair and Prime Minister KP Sharma Oli's punitive actions against their factional activities. Nepal, Rawal, Bhusal, and Pandey, who face the risk of being removed from the House of Representatives for their alleged anti-party activities, had filed a writ petition at the apex court seeking annulment of punitive action taken against initiated by Oli. The petitioners had urged the court to prevent Oli from taking any action against them as per the Political Party Act, including his decision to remove them from the party as that could consequently lead to their removal from the House of Representatives. A single bench of Justice Prakash Kumar Dhungana issued a show cause notice to PM Oli and other defendants, but refused to issue an interim order saying that just because these leaders were asked by the party chair to furnish explanation, that did not present a basis for the court to issue an interim order. The court said that issues such as whether the explanation letter issued by the party chair was in conformity with the rules, and whether the party chair could take action against them should be settled in the final hearing as per Section 28 and 32 of the Political Party Act and overall principles of political parties. SC's refusal to issue interim order in the case means party Chair and PM Oli has no hurdle, at least for now, in taking further punitive actions against the rival faction. The court has listed the case for priority hearing saying there is urgency to settle the case soon.
