The front said it had decided to intensify the general strike, obstruction at border points and closure of private and public institutions, including industries and factories. The meeting concluded that the Government was just staging the farce of holding dialogue with the front to prolong the dialogue.

A delegation led by CPN-Maoist Chairman Baidya met Oli at his official residence in Baluwatar in Kathmandu and demanded that the issues of ongoing Madhes agitations, obstructions at Indo-Nepal border points and dissatisfaction surfaced in the course of constitution-making process should be resolved soon.

One person was killed and many others injured in Police firing during a clash between Police and United Democratic Madheshi Front (UDMF) cadres in Birgunj town of Parsa District on November 2, reports The Himalayan Times. Police identified the deceased as Aashish Kumar Ram (24), of Raxaul town in East Champaran District of the Indian state of Bihar, and said he died in the Police attempt to quell the tension that had escalated following use of force to remove the front’s cadres from Miteri Bridge, the site of the sit-in. Eight demonstrators were hit by rubber bullets in different parts of Birgunj town. More than two dozen are said to be injured when Police baton-charged. Eight Policemen were also injured in the clash. Five demonstrators have been arrested.

45 leaders of Unified Communist Party of Nepal-Maoist (UCPN-M) quit the party en mess on November 3 to join a campaign for forming a new political force led by former Prime Minister Baburam Bhattarai, reports Republica. Though the leaders have not used the word resignation, Devendra Paudel, one of those who quit, said right after submitting their letter to the party that they are no longer associated with the UCPN-M. Paudel, Bhattarai's spouse Hisila Yami, Ram Chandra Jha, Ram Rijhan Yadav, Ganga Narayan Shrestha, Nawaraj Subedi, Khimlal Devkota, Ram Kumar Sharma, Bhim Prasad Gautam, Kalpana Dhamala, Swanam Saathi, Nandan Kumar Dutta, Kumar Paudel, Devendra Parajuli, Chinak Kurmi and Balwati Sharma are among those quitting the UCPN. About a dozen of them were members of the first Constituent Assembly (CA). Meanwhile, a Standing Committee (SC) meeting of the UCPN-M on November 4 decided to expel SC member Ram Chandra Jha, and three politburo members Mahendra Paswan, Ram Rijan Yadav and Ram Kumar Sharma from the party, reports Republica. Amnesty International (AI) has written an 11 page open letter to Prime Minister KP Sharma Oli seeking his urgent attention to a number of concerns regarding the new Constitution, reports The Himalayan Times on November 4. AI sought amendments to the constitutional provisions regarding citizenship, right to life, right to freedom, women’s rights, and child’s rights and about state of emergency, among other things. AI said the rights of women, ethnic groups and marginalized communities, such as Dalits, have not been clearly and sufficiently protected in the constitution. Furthermore, the proposed federalist structure in the Constitution, rejected by ethnic groups who see the new federal boundaries as denying them political representation, resulted in peaceful and sometimes violent protests in the Terai, AI said.

Parsa District Administration Office had enforced curfew for until further notice following the clash with the agitating Madhesi cadres that ensued after the Police cleared the Birgunj blockage.

The UDMF leaders and cadres in Biratnagar town of Morang District on November 30 decided to bring activities at Nepal-India border point at Jogbani to a complete halt as part of their intensified protest program, reports Republica. The latest decision was made by the UDMF leaders at the residence of Federal Socialist Forum-Nepal (FSF-N) Chairman Upendra Yadav. Yadav said "Border blockade is our disobedience campaign against the government. Biratnagar-Jogbani border will be blocked just like Birgunj.”
