The Islamabad High Court (IHC) Chief Justice Athar Minallah remarked on November 1 said that the responsibility of missing persons falls on the Prime Minister (PM) and members of the Federal Cabinet, reports Dawn. Justice Minallah made the remarks while hearing a petition filed by Rana Mehmood Ikram, father of journalist Mudassar Mehmood, who had reportedly gone missing on August 19, 2018. Human Rights Minister Shireen Mazari and Interior Secretary Yousuf Naseem Khokhar appeared for today's hearing. Additional attorney general Qasim Wadud and deputy attorney general Syed Tayyab Shah were also present in the courtroom. Advocate Usman Warraich appeared on behalf of the missing journalist's father. However, Advocate Imaan Mazari was not present as she was unwell. During today's hearing, Justice Minallah told the minister that she had been summoned because the state was not "visible" in tackling the issue of enforced disappearances. "A person going missing is a crime against humanity. The prime minister and members of the cabinet are there to serve the people of the country. The state's response towards recovering missing persons is pathetic," he remarked.

An official of the Sindh Bar Council was shot dead by unidentified assailants in Gulistan-i-Jauhar area of Karachi, the provincial capital of Sindh, on November 1, reports Dawn. Irfan Mehar was targeted by assailants when he was driving a car near Chappal Plaza in Block-13 of Gulistan-i-Jauhar. The attackers waylaid the vehicle driven by Mehar and sprayed him with bullets, causing his death on the spot. Advocate Naeem Qureshi, former secretary of the Karachi Bar Association, said that Mehar was returning home after dropping off his daughter at school when he was attacked. He said the deceased was not a lawyer and that he was an officeholder at the Sindh Bar Council.

A Police spokesman said they recovered seven Kalashnikovs, three 12 bore riffles, one pistol of 30 bore and a large quantity of bullets and magazines.

A violent mob at the Wazirabad Road in Sialkot city (Sialkot District) of Punjab tortured a Sri Lankan national, Priyantha Kumara, who was working as a senior manager at a leading Sialkot factory that manufactures and exports sports products, to death over blasphemy allegations before burning his body on December 3, reports Dawn. In a statement, the Inter-Services Public Relations (ISPR) said that the "cold-blooded murder" by the mob in Sialkot was "condemnable and shameful". "Such extra-judicial vigilantism cannot be condoned at any cost," the ISPR said. The statement added that Chief of Army Staff (COAS) General Qamar Javed Bajwa had directed all-out support to the civil administration to arrest the perpetrators of this "heinous crime" and bring them to justice.

An anti-terrorism court of Gujranwala in Punjab Province has convicted 19 activists of the Tehreek-i-Labbaik Pakistan (TLP) and awarded them 16-year imprisonment and a fine of PKR 30,000 under four different sections in a case of attacking police during the riots in Hafizabad, reports The Dawn on December 4. The Pindi Bhattian Police had booked 34 TLP workers on the charges of killing a policeman, injuring several others, blocking the roads, snatching the anti-riot jackets and other such offences. Among them, only 15 TLP workers were acquitted by the court. The convicted TLP activists were identified as Rahmat Ali, Tariq Manzoor, Asghar Ali, Tasleem Yasin, Hassnain Badsha, Sheikh Abdul Razzaq, Farasat Ali, Akmal Shahzad, Muzammal Riasat, Amir Shahzad, Saqib Ali, Ghulam Murtaza, Muhammad Abbas, Muhammad Usman, Iftikhar Hussain, Mansab Ali and Yasin.

Over 100 people were arrested for their involving in the lynching of Sri Lankan national, Priyantha Kumara, reports Samaa TV. The Police had registered an FIR No. 1412 under sections 431, 427, 149, 147, 297, 201, 302, and 7ATA at Ugoki Police station against unidentified people and have launched an investigation. At least ten investigation teams have been formed under the District Police Officer (DPO) and they are carrying out raids to arrest the accused who are being identified from the [viral] videos. Punjab Government Spokesman Hasaan Khawar said that over 50 people have been arrested and more were being identified through CCTV footages. Punjab Police later said the number of arrests had increased to over 100.

On December 4, Punjab Inspector-General (IG) Rao Sardar Ali Khan in press conference in Lahore of Punjab Province stated that the Punjab police have arrested 120 men, including 13 prime suspects, for murdering and burning the body of a Sri Lankan national over alleged blasphemy charges in Sialkot, reports Samaa. Further briefing, Rao along with Punjab Government spokesperson Hassan Khawar, stated that following the December 3 lynching, raids have been conducted in over 200 areas of the city and nearly 120 men were arrested including the 13 suspects whose confessional videos have been circulating on social media. The Police have sent the 12-hour CCTV footage of the attack to the forensics that was obtained from 100 cameras installed at the site.

Punjab Police arrested six ‘prime suspects’ in Sialkot blasphemy mob lynching case with the assistance of CCTV footage and mobile calls data during the past 12 hours, reports The Nation. The Punjab Police spokesperson said that the accused were seen in the CCTV footage while torturing the Sri Lankan manager. Some of the accused were holding batons while others were also torturing the slain foreigner, the spokesperson added. “The suspects were hiding in their friends and relatives’ homes due to fears of getting arrested. 19 out of 124 arrested persons are turned out to be prime suspects.”

However, key prisoners on the list presented by the TTP to the Government have not been released so far, the official added. “Some TTP members who completed de-radicalisation courses but were still in custody or in internment centres for long are being released,” the official said. Well-placed sources familiar with these developments have said that the release of high-profile Taliban prisoners had been delayed until it was decided whether these prisoners should be allowed to go to Afghanistan or “stay in their respective areas in Pakistan.” “This issue as well as the court cases against high-profile Taliban prisoners need to be sorted out before they are freed,” said the official, who requested anonymity due to the sensitivity of the information. Pakistani negotiators are seeking a pledge from the TTP that the outfit will take the responsibly of actions by those who share the same ideology but may not be part of the group. The TTP is also expected to extend the month-long ceasefire to continue negotiations, with Pakistan releasing 92 prisoners so far, sources on both sides claimed on December 9. “Pakistan freed 30 prisoners on December 3, 12 on December 7 and 50 on December 8. As many as 46 more prisoners are expected to be freed on December 9,” an official source close to the peace process told The News.

The Federal Government has sought time from the Supreme Court to submit a response in the case of the Army Public School attack in Peshawar and has stated that a cabinet committee has been constituted to meet with the martyrs' parents, Geo News reported on December 9. Prime Minister (PM) Imran Khan had been directed by the Supreme Court to hear the views of the martyrs' parents, after which he directed the officials to form a Cabinet committee. According to the Government's petition in the Supreme Court, because the anniversary of the APS Peshawar attack is on December 16, the Government has formed a committee to meet with the parents of the martyrs the same day. The petition's text requested that the conclusion of the meeting between the parents and the committee be brought to light, as well as given a time so that a comprehensive implementation report could be filed with the court. The court had asked for a signed response from the PM within four weeks, which ends on December 10. The Cabinet committee, on the other hand, was formed on the PM's orders. It includes Shireen Mazari, Omar Ayub, Fehmida Mirza, and Sahibzada Mehboob Sultan.

On December 9, the TTP declined to extend the month-long ceasefire with the Government, accusing it of failing to honour the decisions reached earlier, reports Dawn. A statement issued by the TTP gave out details of the six-point agreement that it said it had reached with the Government under the aegis of the “Islamic Emirate of Afghanistan” (IEA) on October 25, 2021. The two sides, according to the agreement, had accepted that the IEA would play the role of a mediator and that both sides would form five-member committees each which, under the supervision of the mediator, would discuss the next course of action and demands of each side. Both sides, it said, had also agreed to observe a month-long ceasefire from November 1 to November 30, 2021 and that the Government would release 102 “imprisoned mujahideen” and hand them over to the TTP through the “IEA and that both sides would issue a joint statement regarding the ceasefire on November 1, 2021”. According to the statement, the Government not only failed to implement the decisions reached between the two sides but to the contrary, the Security Forces conducted raids in Dera Ismail Khan, Lakki Marwat, Swat, Bajaur, Swabi and North Waziristan and killed and detained militants. “Under these circumstances, it is not possible to extend the ceasefire,” the TTP said. Earlier in an audio, Mufti Noor Wali Mahsud announced an end to the ceasefire and asked his fighters to resume attacks past 12am. The ceasefire had come into effect on November 9. In the audio, Mufti Noor can be heard as saying that since the TTP has not heard back from the mediators or the government, therefore, past midnight, his fighters reserve the right to resume attacks wherever they were.

Deputy Inspector General (DIG) CTD Javed Iqbal Wazir said that over 90 per cent of the terrorist groups are planning attacks and operating from across the border (Afghanistan). He said these groups mainly target CPEC projects, key installations, polio teams and economic activity. However, DIG CTD Javed Iqbal Wazir said the CTD successfully thwarted the IS-K’s plans to carry out major terrorist attacks in the province, reports Dawn. He said CTD had carried out major operations against the group across the province during the current year, arresting a total of 599 terrorists and killing 110 others. Mr Iqbal said in a joint operation, the Peshawar police and CTD personnel killed three top IS-K terrorists, and arrested several others. “Three IS-K groups were bust in Peshawar and one in Bannu,” he claimed. DIG Javed Iqbal said the CTD with the help of intelligence agencies had also managed to arrest the terrorists involved in the Dasu suicide attack on Chinese engineers. He said in the first year of its operations in the merged areas, the CTD had killed nine terrorists in three encounters in Khyber, South and North Waziristan Districts. This research, conducted by PICSS, said that the highest number of attacks in a single month in 2021 was recorded in August when 45 attacks were carried out by militants. PICSS report said the overall number of militant attacks could not drop despite a one-month ceasefire from November 10 to December 10. The report said that the average number of militant attacks per month in Pakistan rose from 16 in 2020 to 25 in 2021, which was the highest after 2017. The report highlighted that Balochistan is the most turbulent province where 170 deaths were recorded in 103 attacks. According to the report, the highest number of injured were also reported from Balochistan where more than 50 per cent of the total injured were recorded. Khyber Pakhtunkhwa was the second most affected region next to Balochistan. A total of 15 militant attacks were recorded in Sindh province in which 23 people were killed and 29 injured. Two people, including a Police Assistant Sub-Inspector (ASI) were killed when unidentified assailants on motorcycles opened fire on them in Soldier Bazaar area of Karachi, the provincial capital of Sindh, on December 31, reports Geo TV. ASI Javed Baloch and another civilian Mohammad Muqaddas, were travelling on a motorcycle when four assailants on two motorcycles followed them and opened fire on the victims. The deceased were residents of the Chakiwara neighbourhood in Lyari Town. A 9mm pistol was used in the event, and 13 pieces of 9mm pistol ammunition were collected from the scene.
