Prime Minister Imran Khan on October 1 said the Government is in talks with some groups of the Tehreek-e-Taliban Pakistan (TTP), seeking a reconciliation, reports Dawn. "There are different groups which form the TTP and some of them want to talk to our government for peace. So, we are in talks with them. It’s a reconciliation process," he said during an interview with the TRT World. When asked if the Government was asking them to lay down arms, the PM responded: "Yes, we forgive them and they become normal citizens". The interviewer then asked why the TTP was conducting attacks on Pakistan's security forces when they were in talks with the government. To this, the premier said it was just a "spate of attacks". "We might not reach some sort of conclusion or settlement in the end but we are talking," he added. Responding to another query on whether the Afghan Taliban were acting as mediators between the TTP and Pakistan, the premier said: "Since the talks were taking place in Afghanistan, so in that sense, yes." PM Imran reiterated he didn’t believe in military solutions. “I am anti-military solution, and as a politician, I believe political dialogue is the way ahead.” He said dialogue was the only way out in the case of Afghanistan also. Later, on October 2, defending the Government move to offer amnesty to the TTP, Federal Interior Minister Sheikh Rashid Ahmed said the offer was only for “good Taliban” and talks in this connection were taking place at the “highest level”, reports Dawn. Without explaining the “highest level,” the minister, who was talking to reporters at Quaid-i-Azam International Airport, made it clear that the offer was not for those militants who were responsible for bloodshed in the country, citing the December 2014 massacre in Peshawar’s Army Public School. “The case of those who were involved in incidents like the APS is different. And the case of those who left the country for different reasons is different,” he said in reply to a question about the merit and mechanism of talks with the TTP. “We are not surrendering to anyone and this process is at a very early phase. No one needs to jump to conclusions at this stage.”

Four Frontier Corps (FC) soldiers and a Sub-Inspector (SI) of Levies Force were killed when militants targeted their vehicle in the Spinwam area of North Waziristan District in Khyber Pakhtunkhwa on October 2, reports Dawn. According to the Inter-Services Public Relations (ISPR), clearance operation is in progress to eliminate any terrorist found in the area. The incident took place in the area a day after Shura Mujahideen of North Waziristan headed by Tehreek-e-Taliban Pakistan (TTP) ‘commander’ Hafiz Gul Bahadur announced a ceasefire for 20 days. The outfit announced cessation of hostilities following a statement by Prime Minister Imran Khan on October 1 that his government had initiated a reconciliation process with different groups of the banned TTP to end violence. However, TTP ‘spokesman’ Mohammad Khurasani has denied reports about ceasefire and asked its affiliated militants to continue their activities. “The group’s stance is very clear and it has never declared ceasefire,” said a statement attributed to Khurasani.

Federal Interior Minister Sheikh Rashid Ahmed expressed on October 4 ignorance about the Government starting talks with the Tehreek-e-Taliban Pakistan (TTP), reports Dawn. Replying to a question during a press conference in Islamabad, Ahmed said, "The Ministry of Interior has no role in this [talks with the TTP], and if the Taliban are engaged in any dialogue, then it is not in my knowledge." He added that "nothing is final as to how this will end up". To another question about whether he wanted talks to be held with the TTP, he replied that decisions on such matters were taking "at the highest level" by the Prime Minister. "The Ministry of Interior does not make these decisions," he reiterated.

Baloch Liberation Army (BLA) militants on October 5 attacked a check-post of Frontier Corps (FC) with hand grenade in front of Deputy Inspector General (DIG) office in Khuzdar town (Khuzdar District) of Balochistan, reports The Balochistan Post. BLA claimed responsibility for the attack in a press release. BLA ‘spokesperson’ Jeeyand Baloch said, “freedom fighters of Baloch Liberation Army targeted a post of Pakistani occupying forces in front of DIG office in Khuzdar on Tuesday.” The spokesperson claimed that, in this hand grenade attack, one personnel of Pakistani forces was killed and two were injured. However, no other media sources confirmed this claim.

Sir Syed Express escaped a major tragedy as the railway track was blown up in a bomb blast in Kot Lalu area of Sukkur District in Sindh in the morning of October 6, reports ARY News. According to the Pakistan Railways Superintendent of Police (SP), some unidentified men tried to target Sir Syed Express with a cracker bomb attack in Sukkur, but luckily, the train safely passed and escaped the tragedy. He further said that the blast was carried out with a time control device in which one kg explosives was used. At least two and a half feet railway track were blown up in the blast. The rail traffic on the down Railway Track was suspended after the blast.

One person was killed and two others were injured when the vehicle of a tribal elder was targeted in an Improvised Explosive Device (IED) attack in Shiwa tehsil (revenue unit) of North Waziristan District in Khyber Pakhtunkhwa on October 7, reports The Express Tribune. Police said that the vehicle of Malik Remal Jan Kabul Khel was targeted but luckily, he was not in the vehicle thus he remained unharmed. Three of his relatives, however, were in the car and one of them was killed on the spot while two others sustained injuries.

The Financial Action Task Force (FATF) announced on October 21 that Pakistan will remain on its increased monitoring list, also called the grey list, reports Dawn. Pakistan has been on the grey list for deficiencies in its counter-terror financing and anti-money laundering regimes since June 2018. Announcing the decision, FATF President Dr Marcus Pleyer said that Pakistan had to complete two concurrent action plans with a total of 34 items. "It has now addressed or largely addressed 30 of the items," he said. "Its most recent action plan from June this year, which largely focused on money laundering deficiencies, was issued after the FATF's regional partner — the Asia Pacific Group — identified a number of serious issues. "Overall, Pakistan is making good progress on this new action plan. Four out of the seven items are now addressed or largely addressed." Commenting on the action plan devised in 2018 which focused on terror financing, the FATF president said that Pakistan was still assessed to have largely addressed 26 out of 27 items. "Pakistan has taken a number of important steps but needs to further demonstrate that investigations and prosecutions are being pursued against the senior leadership of UN designated terror groups," he said. All these changes are about helping authorities stop corruption, preventing terrorism and organised criminals from benefitting from their crimes, he said, thanking the government for their "continued strong commitment" to the process. Responding to a question about whether Pakistan would be blacklisted for its failure to act against those on the UN terrorism list, Dr Pleyer said that the country had completed 30 items out of 34 on two action plans.

Federal Interior Minister Sheikh Rashid said on October 26 that the Government had "no reservations" on any of the demands put forward by the banned Tehreek-i-Taliban (TLP), except for the shutting down of the French embassy and expulsion of the French ambassador over blasphemous caricatures of Prophet Muhammad (PBUH), reports Dawn. The Minister, who was addressing the media in Islamabad after a meeting of the country's civil and military leadership, said there was agreement on all issues discussed with the TLP and it was decided that their demands pertaining to the French embassy and ambassador could not be accepted. "You all can see what our economic situation is and France is leading Europe. All European countries are supporting France," he said. Shutting down the French embassy here would affect Pakistan's relations with other European countries, he explained. The militants were trying to extort money from businesses and educational institutes, a senior CTD official said. One of the arrested militants is a former TTP ‘commander’ from Swat District of Khyber Pakhtunkhwa. A CTD spokesperson said the militants sent letters to businessmen and owners of educational institutes, demanding large sums of money. At least four Policemen were killed and over 253 injured as thousands of workers of the proscribed Tehreek-i-Labbaik Pakistan (TLP) clashed with law-enforcement personnel near Sadhoke in Gujranwala District of Punjab on October 27, reports Dawn. Police said the clashes were triggered after they tried to block the TLP activists' march towards Islamabad. Punjab Chief Minister Usman Buzdar tweeted that the four Police personnel were killed due to firing by TLP workers, adding that 253 others had been injured in the violence. Federal Interior Minister Sheikh Rashid Ahmed said 70 Police personnel had been injured, of whom eight were in critical condition. A Punjab Police spokesman said “TLP activists used SMG, AK 47 and pistols to target police officials as the result of which several officials were martyred.” The TLP claimed that several of their activists had also been killed or wounded.

Addressing a press conference after a meeting of the Federal cabinet, Chaudhry said that the banned group was established in 2015 and since then, their modus operandi has been to come out on the roads and block them. "But there is a limit to the state's patience". He said that people have a right to their "ideas" but can't be allowed to take up arms if their ideas are not heard. "In today's cabinet meeting, it was decided that such activities will not be tolerated. We will not tolerate those who challenge the writ of the state," he said, adding that the Pakistani state had defeated major terrorist organisation such as al Qaeda.

An official notification issued by the PEMRA said that the restriction has been imposed under the Electronic Media (Programmes and Advertisements) Code of Conduct, 2015, which prohibits covering proscribed organisations. Saad, who has been incarcerated at the Kot Lakhpat prison, was brought to an undisclosed location to take part in the negotiations, a TLP spokesperson claimed. Another round, the fourth to be exact, of negotiations between the TLP and Government have begun in Islamabad, another party spokesperson revealed. “Our primary demand from the first day has been the expulsion of the French ambassador,” a TLP spokesperson said. “The government has always used power to snatch our constitutional and legal rights. Protests are the beauty of democracy.” Meanwhile, the protesters reached Chanda Qila, a few kilometers from Gujranwala in Punjab. To stop them, a number of trucks and containers have been parked on the Sarai Alamgir GT Road. The Chenab Bridge in Gujarat has been completely closed for traffic, while all routes from Gujarat to Lahore have been closed.

Participants of the protest march spent the night near the General Bus Stand on the Grand Trunk Road and resumed their rally in the morning, despite Federal Interior Minister Sheikh Rashid Ahmed's October 28-night warning to the TLP to call off its march or face "consequences". He was accompanied by Government’s negotiating team members Foreign Minister Shah Mahmood Qureshi, National Assembly Speaker Asad Qaiser and Minister of State for Parliamentary Affairs Ali Mohammad Khan. Mufti Munib, who facilitated the talks along with some other religious leaders in their individual capacity, said the agreement had the backing of jailed TLP chief Saad Rizvi. Mufti Umair Al-Azhari, Allama Ghulam Abbas Faizi and Hafiz Hafeez participated in the negotiations from the TLP side, he added.
