A former Inter Services Intelligence (ISI) telephone operator and a key witness in the former Prime Minister Benazir Bhutto’s murder case, identified as Ismail, on June 1 refused to testify before an Anti-Terrorism Court (ATC) on grounds of threat to his life, reports The Express Tribune. Special Judge Rai Muhammad Ayub Marth of ATC No 1 took up the murder case in a newly established room in the commissioner’s office where prosecution witness Ismail told the court that his life was in danger after he left his job at the ISI. Besides, he said that his native town borders Nusrati village of Tehreek-e-Taliban Pakistan’s (TTP) slain leader Baitullah Mehsud in Karak tehsil (revenue unit). Ismail had confirmed to the investigation team that he had intercepted the communication between the suspects and the TTP terrorists involved in the murder.

According to a Police report, at least 94 incidents of terrorism have been reported in Peshawar District (the provincial capital of Khyber Pakhtunkhwa) in the first five months of 2015, reports The Express Tribune on June 4 (today). According to the report, five Police Officials and an officer of the armed forces lost their lives in these attacks, while seven others were injured. Moreover, 31 civilians have been killed in these acts of terror. At least 24 people have been kidnapped-for-ransom from the provincial capital and two children have been abducted. It further states that during the first five months of 2015, Police arrested 2,244 armed men and 6,123 miscreants.

HRCP has called for halting executions and abolishing capital punishment. The Commission said, “The resumption of executions as well as the pace with which they are being carried out is a matter of concern. The state of Pakistan executed 134 persons in the 12 months of 2007. In a little over five months in 2015, that number has already been exceeded. What is even more troubling is that this figure has been reached when nearly seven months of the year are still left." “Dozens of death row prisoners have been executed. In December 2014, seven prisoners were hanged. In January, 13 executions took place, while four convicts were hanged in February. The number shot up to 42 prisoners in March, 36 in April and 37 in May. At this pace, Pakistan would be among the states most keen to execute people,” the statement read further.

Khan, said, “An anti-terrorism court had sentenced two attackers, lIsarur Rehman and Izharullah, to life imprisonment, the rest of the eight alleged attackers Shaukat, Irfan, Suleman, Bilal, Zafar Ali, Arafat, Ikran and Adnan were set free.” The courts are free to make their decisions, the Police official said. “The case was not hidden and its details were all on the record of the judiciary,” he added, claiming the attackers might have been released because the decision of the court must have reached the jail administration. Confirming his statement, District Police Officer (DPO) Saleem Marwat said that the judiciary made its decision and there were no covert deals. “The two attackers charged were sent in District Haripur jail in Khyber Pakhtunkhwa and were serving their sentence,” he added. Muneer Ahmed, a spokesperson for the Pakistani High Commission in London, said that the eight men were acquitted because of a lack of evidence. Ahmed claimed that the original court judgement made it clear only two men had been convicted and blamed the confusion on misreporting.

The budget documents laid in the National Assembly put the defence budget figure at PKR 781 billion. The Minister said that while the overall current expenditure of the Government had declined nominally by 0.7 percent, the defence expenditure was being increased in view of the security situation and requirements of the armed forces. Pakistani intelligence agency Inter-Services Intelligence (ISI) is funding pro-Khalistan groups in India and abroad, according to intelligence inputs, Zee News reports on June 9. The report said, a group of 22 Sikh youths who were recently found raising pro-Khalistan slogans on the periphery of the Golden Temple near Akal Takht in Amritsar, were instructed to take help from Pakistan to spread violence in India. The report further said that the ISI is also funding Sikh radical outfits including Babbar Khalsa in India, US, Germany and Canada. According to a report the Pakistani spy agency can also use the ultras of four Khalistan terrorist groups - Ranjit Singh Meeta - headed Khalistan Zindabad Force (KZF), Jagtar Singh Tara-headed Khalistan Tiger Force (KTF), Wadhawa Singh-led Babbar Khalsa International (BKI) and Harminder Singh Minto-led Khalistan Liberation Force (KLF) - to revive militancy and launch terror strikes in Punjab. District Judge Beth Bloom compared the plot, which never got past the planning stages, to the 2013 Boston Marathon bombings in which the two attackers used commonplace pressure cookers. In the Florida case, evidence shows the younger brother, 22-year-old Raees Alam Qazi, researched how to make bombs on the Internet using readily available items such as Christmas tree lights and chemicals. “You are a terrorist. Evil in nature and evil in your deeds,” Mr Bloom said to Raees Qazi. “You chose to engage in conduct that can only be described as evil and reprehensible.” The judge sentenced Raees Qazi to 35 years in prison while his brother, 32-year-old Sheheryar Alam Qazi, was sentenced to 20 years behind bars. Both sentences were three years above those recommended by prosecutors and defence attorneys in a March plea deal. Sheheryar got a lesser sentence because his main role was to back his brother financially as he sought to actively plan an attack, according to court documents. Mr Bloom said evidence showed Sheheryar was fully aware of and supported the plot. “Your assistance allowed your brother to continue with his evil plan,” he said, adding that the FBI investigation and arrests “prevented what could have been a tragic loss of many lives”.

Senior Superintendent of Police (SSP) Mian Saeed confirmed that the attack was a suicide blast which took place near Deputy Commandant FRP Malik Tariq's vehicle when he was on his way to the FRP office. “The bomber was on a motorcycle and he rammed it into the vehicle of Malik Tariq who was on his way to the office,” Mian Saeed told reporters at the scene. The explosion left two Policemen dead and six others injured — including two Policemen, two passers-by, the driver of the vehicle and Deputy Commandant Malik Tariq. The vehicle was completely destroyed in the blast. Saeed added that it had yet to be determined whether the bomber was wearing a suicide vest or his motorcycle was packed with explosives. Meanwhile, the Inspector General of Police (IGP) Nasir Khan Durrani said that the law and order situation has improved compared to the last five years, but the fight against terrorists would continue till elimination of the last terrorist, reports Dawn. Foreign Office spokesperson Qazi Khalilullah defended the revocation of a moratorium on the death penalty, saying the punishment was well within the parameters of international law. Referring to the International Covenant on Civil and Political Rights (ICCPR), Khalilullah said Article 6 of the covenant states that every human being has inherent right to life. “This right shall be protected by law. No one shall be arbitrarily deprived of his life.” But at the same time another clause of the ICCPR states that in the countries that have not abolished the death penalty, a sentence of death may be imposed only for most serious crimes in accordance with the law. “Our Constitution and legal system contain the death penalty, and it is within the parameters of international law. It is the responsibility of the state to protect the life of its citizens and we are doing that,” Khalilullah said justifying capital punishment.

It added that 837 hideouts have been destroyed and 253 tons of explosives have been recovered. In addition, 18,087 weapons including heavy machine guns (HMGs), light machine guns (LMGs), sniper rifles, rocket launchers and AK-47 rifles had been recovered during the past one year. He said that militant strongholds, communications infra-structure and sanctuaries were cleared on a large scale in the Federally Administered Tribal Areas (FATA), including North Waziristan and Khyber agencies. He said that thousands of suspected terrorists and their abettors had been apprehended whereas ‘218 hardcore terrorists’ were killed in around 9,000 intelligence-based-operations (IBOs). Major General Bajwa added that 347 military personnel had also lost their lives during the operation. The press release further stated that Army is finalizing plans to launch the final phase of Operation Zarb-i-Azb in mid-July to flush out Taliban terrorists from their remaining strongholds along the border with Afghanistan.

Similarly, judges, lawyers and witnesses will be given security and protection. The Muttahida Qaumi Movement (MQM) Member of Parliaments (MPs) started protesting when Defence Minister Khawaja Muhammad Asif stood up to table the resolution. Angered by the protest, Asif said it was a politically motivated outcry as the MQM lawmakers fear “they can be tried under the law for their wrongdoings”. He said that terrorist safe havens in North Waziristan were “real fundamental concerns for us, the Afghans, and also Pakistanis in recent years.” The unnamed official noted that some of these militants had dispersed around Pakistan. They were continuing to plan attacks against not only Pakistanis, but also against Afghans, Americans and others inside Afghanistan from their new hideouts, he said, adding, “And it is going to take a sustained effort to make sure these groups don’t reconstitute in the cleared areas.” However, the Under Secretary of State for Civilian Security, Democracy, and Human Rights Sarah Sewall warned that military operation alone would not end terrorism. A 17-member full bench of the apex court, headed by Chief Justice Nasirul Mulk, was hearing petitions against the 18th and 21st constitutional amendments. The AGP said the procedure regarding the functioning of military courts had already been submitted in the apex court. However, Justice Qazi Faez Isah observed they could not find that record. Justice Khosa remarked that though the army chief endorsed the conviction, the appeals of the convicts were still pending. He questioned that if the superior officer endorsed the conviction then how his juniors could go against his verdict. He asked if anyone was involved in terror activities who were supposed to punish him, executive or the judiciary.

Balochistan has allocated PKR 54.5 billion for next fiscal year’s Annual Development Program (ADP), a rise of 7.5 per cent compared to this year’s PKR 50.7 billion, the budget documents showed on June 17, reports Dawn. The Province plans to spend 60 per cent of the ADP, which includes foreign project assistance of PKR 3.33 billion, on new projects and the rest of it on the ongoing schemes. This policy of allocating more money to new projects will increase the throw-forward of development schemes in the Province from the present PKR124.7 billion to PKR141.32 billion by the end of the next financial year. The number of ongoing schemes in the Province is 940 and the government plans to start another 1,310 projects during 2015-16. A total of 807 projects were completed during the outgoing year. It means that it will take about seven years to complete all the projects that are being started during the next financial year if the development funds were distributed between new and old schemes in the same ratio of 60:40, the documents shows. The new provincial budget focuses more on infrastructure development, especially in the road, power and water sectors. It also focuses on schemes that are directly and indirectly linked to the China-Pakistan Economic Corridor (CPEC), like construction of international airport in Gwadar.

The military operations in the tribal regions [North Waziristan Agency and Khyber Agency of Federally Administered Tribal Areas (FATA)] are targeting all militant groups, including the Haqqani Network, an unnamed security official clarified on June 21 in response to a United States (US) State Department annual report, titled, Country Reports on Terrorism 2014 released on June 19, 2015, which suggested that certain terrorist outfits were spared by the offensives, reports The Express Tribune. “It is not true that we have spared the Afghan Taliban and the Haqqani Network. We have stated time and again that our operation is against all groups without any discrimination,” said the official. In its annual report the US State Department acknowledged that the ongoing military offensives in North Waziristan Agency and Khyber Agency had severely dented al Qaeda’s presence in South Asia. “Al Qaeda’s presence in the [South Asia] region continued to face pressure from international, Afghan and Pakistani forces, and Pakistan’s ongoing offensive in North Waziristan Agency [has] further degraded the group’s freedom to operate,” the report stated. Further, the report said that while operations carried out by Pakistan’s military and security forces disrupted the actions of many militant outfits in the country, groups like the Afghan Taliban, the Haqqani Network and Lashkar-e-Taiba were spared by the offensive.

Justice Jawwad S. Khawaja remarked, “If the Government can call the army in its aid under Article 245 of the Constitution for fear of a revolution then it could also be done now and there was no need for formation of military courts.” Justice Asif Saeed Khosa remarked that bringing certain matters within the purview of military courts during democratic era was also dictatorship. Justice Dost Muhammad Khan remarked: “The successful operation conducted in Swat was conducted under Article 245 and not under the military courts. If the situation can improve there without formation of a parallel judicial system then the same could have been done here. What was the need for the formation of military courts?” However, in defence of the 21st Amendment and the constitution of military courts, Attorney General Salman Butt said certain people had been brought within the ambit of military courts. According to an official handout, the apex committee meeting analysed in detail the need for maintaining law and order in the province. The meeting agreed that a “peaceful, conciliatory Balochistan policy will be implemented so that the youngsters who want to lay down arms and join the mainstream can be granted amnesty and be encouraged to rehabilitate themselves”. A senior Government official said the amnesty scheme only applies to those Baloch insurgents who are fighting locally. “Those who are hiding abroad will be dealt with legally,” he said. Under the scheme, he said, small-time fighters will be paid PKR 500,000. “Mid-level 'commanders' will get PKR 1 million while top 'commanders' will be paid PKR1.5 million,” he said, adding that rich cash prizes were offered to ensure the fighters do not rejoin insurgent groups.

While Jama'at-ud-Dawa (JuD) remains on the watch list by the Federal Ministry of Interior, Pakistan formally declared 220 outfits as proscribed organisations, as per exclusive documents, which were presented to the Supreme Court, reports The Express Tribune on June 29 (today). The Ministry of Foreign Affairs banned 171 organisations, while the Interior Ministry banned 60 more organisations. At least 10 organisations have been declared as proscribed by both the Ministries. The organisations include, Lashkar-e-Jhangvi (LeJ), Jaish-e-Muhammad (JeM), Lashkar-e-Taiba (LeT), Sipah-e-Sahaba Pakistan (SSP), Jama'at-ul-Furqan (JuF), Ansar-ul-Islam (AI), Tehreek-e-Taliban Pakistan (TTP), Rabita Trust, Eastern Turkistan Islamic Movement (ETIM), Islamic Movement of Uzbekistan (IMU).

A suicide bomber blew himself up while three others were killed in a joint search operation carried out by Police and Intelligence Agencies in Rachna Town and Khan Colony near GT Road area in Lahore District on June 29, reports Daily Times. According to details, during the raid, a suicide bomber blew himself up injuring nine people, including a Policeman. Another terrorist was killed on the spot by Police firing while two more sustained bullet wounds, who succumbed to their injuries on the way to hospital. Three suicide vests, a rocket launcher, five Kalashnikovs, five pistols and two laptop computers besides explosives were recovered from the their possession, claimed the Police. Meanwhile, Sources in the sensitive agencies said that the terrorists had plans to attack the offices of the Intelligence Bureau (IB) as maps of IB offices were recovered from their custody. They said one of the killed terrorist belonged to Wana town of South Waziristan Agency in Federally Administered Tribal Areas (FATA) and was the 'chief' of the Punjab Chapter of al Qaeda, adds The News.

Former inter-services intelligence (ISI) chief Lieutenant General (retd) Hameed Gul has said that al Qaeda chief Osama bin Laden died in 2005, and not in the US Navy Seals raid in Abbottabad, reports Daily Times. “In my opinion Osama was not there (Abbottabad). He died a natural death in 2005,” Hameed Gul said in a TV interview. The former ISI chief added that the truth would come out about the May 2, 2011, Abbottabad raid. Hameed Gul said he had good relations with former Prime Minister Benazir Bhutto. According to Gul, Benazir Bhutto was killed because she was “sincere towards Pakistan”.

At least 13 militants, including the brother and nephew of Baloch Liberation Front (BLF) leader Dr Allah Nazar, and one security official, were killed during a search operation in Mashkay area of Awaran District on June 30, reported The Express Tribune. According to Frontier Corps (FC) spokesperson Khan Wasay, they conducted a search operation early on Tuesday in Mashkay, the hometown of BLF leader Dr Nazar, to secure the release of hostages taken by the militants. Wasay said the militants were involved in killing of seven people on June 6, 2015 in Mashkay. “They also took 17 women and 30 children as hostages in Mashkay,” he said, adding that the hostages were released after the operation. The militants killed in the operation were identified as Safar Khan, Dr Nazar’s brother, Shahek Baloch, Dr Nazar’s nephew, and two 'commander's Balaach and Shahjahan.
