At least six persons, including one Khasadar personnel, were killed and 56 others were injured when a suicide bomber blew himself up at the entrance of Political Agent office in the Jamrud tehsil (revenue unit) of Khyber Agency in Federally Administered Tribal Areas (FATA) on September 1, reports Dawn. Security sources say six of those injured were in critical condition. Political Agent Shahab Ali Shah said that the suicide bomber was aiming to enter his office but the plot was foiled because of the strict security measures in place at the complex. Therefore, the bomber could not enter the premises and blew himself up at the entrance gate, Shah said. Two militant groups, Tehreek-e-Taliban Pakistan (TTP) and Lashkar-e-Islami (LI) claimed responsibility for the attack, reports The News. Salahuddin Ayubi, spokesman for the Mangal Bagh-led LI, was the first to claim responsibility for the blast. Speaking from an unknown location using an Afghanistan mobile phone number, he said their target were government officials. Later, the TTP spokesman Mohammad Khorasani asserted responsibility for the suicide attack and said those officials tasked to implement the Government’s National Action Plan were the target. He said the attack was carried out by the TTP’s special martyrdom unit.

Security sources say the accused belonged to a banned militant outfit. The National Assembly’s Standing Committee on Petroleum and Natural Resources was informed on September 1 that the Rangers had arrested the Deputy Managing Director of the Sui Southern Gas Company (SSGC) in Karachi for his alleged involvement in funding militant groups, reports Dawn. “I have talked to the Rangers director general and assured him of full cooperation in the investigation against SSGC officials. I was told that Shoaib Warsi is accused of financing militant groups,” Committee’s Chairman, Bilal Ahmed Virk said. SSGC Managing Director Khalid Rehman informed the committee that Shoaib Warsi was detained by Rangers personnel on August 26, 2015, when he was leaving his office. He declined to name the militant group or share with members of the committee details of alleged links of Shoaib Warsi with the group.

Three suspected terrorists, identified as Hassan Punjabi, Shah Qanoon and Imran, were killed and a Sub-Inspector (SI), identified as Mehmood Hayat, was injured during Police operation in Batapur locality of Lahore District on September 1, reported Daily Times. The encounter was preceded by the recovery of arms and ammunition from the same locality. The recovered arms included suicide jacket, four hand grenades, sub-machine guns. According to details, while the Police was on its way back after making the recovery, the suspects’ companions attacked their van near Dera Aslam on BRB Canal, said Police. The attack led to an exchange of fire between the Police and the militants, which resulted in the death of the three terrorists in Police custody.

Further, he said talks with the US authorities for the release of CSF fund are underway. Pervez Musharraf conveyed this message to the then US Under Secretary of State Thomas Pickering at a meeting in Islamabad on March 26, 2000. In the meeting, “the chief executive referred to the recent visit of DG ISI Gen Mahmud to Kandahar as evidence of what it was like to deal with the Taliban”. “Mullah Omar told Mahmud he was sorry that Taliban policies were causing Pakistan problems and suggested that if (Islamabad) did not like (those policies), it might want to bring in its weapons and begin shelling Kandahar,” General Musharraf told Mr Pickering. When Mr Musharraf urged the US to engage with the Taliban directly, Mr Pickering said the US had been engaging with the Taliban “at multiple venues on repeated occasions, in Washington, New York and Islamabad”. Mr Pickering said “the fact that Pakistan was the strongest supporter of the Taliban, was of particular concern” to the US. “This presented us with the anomaly of a good friend being the best friend of our worst enemy. This was an abscess on our relationship that would only get worse and worse.” Mr Pickering said the US understood why General Musharraf did not want to go to Kandahar without being able to bring back concrete results. “But it was important that he recognise that the Bin Laden issue was eating away at our relationship.”

The process of geo-tagging, through which the geographical location of the madrassas is marked, has been carried out and the process is likely to be completed soon. So far, 2,122 madrassas have been tagged in Karachi and 1,548 in Hyderabad. The Home Secretary pointed out that there are 9,590 madrassas in Sindh and 6,503 of them have been registered. There are 517,695 students enrolled in the unregistered madrassas. “Geotagging will help us see the exact location of the madrassas,” said Soomro.

The aspiring foreign candidates would need to fulfill four requirements before getting admission in Pakistani seminaries. Besides having sponsorship of a registered madrassa, the candidates would have to undergo a scrutiny through which Pakistani authorities will determine their financial position. The students would need to receive No Objection Certificate (NOC) from their native countries, security clearance from Pakistan’s Intelligence Agencies and the Departments concerned before attaining the visa. Under the new policy, the visas would be cancelled if students are found violating the Government’s orders.

During his visit to South Waziristan, the COAS General Raheel Sharif urged the tribal people to continue supporting security and rehabilitating operations to achieve the end objective of enduring peace and prosperity in these areas. He said the Pakistan Army with the support of the entire nation had successfully evicted terrorists from the area. General Raheel appreciated the support of the tribal brethren in combating terrorism and acknowledged their sacrifices in the war against terrorism. The Army chief inaugurated multiple projects as part of a post operation comprehensive rehabilitation plan for FATA. It included the UAE-funded state-of-the-art Wana Cadet College building for 500 children from Waziristan and the rest of FATA. The college will be compatible with the best cadet colleges of Pakistan. The initiative will go a great length in propelling the local youth into professional colleges and changing lives of their families. Later, he commissioned a 132-KVA grid station and a 54-km transmission line at Wana, a modern power infrastructure for the people of Fata as their longstanding demand. The Army chief also visited Dera Ismail Khan and inaugurated the USAID-funded 62-kilometre Dera Ismail Khan-Hathala-Tank dual carriage road as part of the 705-kilometre Central Trade Corridor linking this region with Afghanistan. The newly-constructed road by the Frontier Works Organisation (FWO) will reduce the travelling time between the two cities from four hours to 40 minutes. General Raheel assured the locals that the entire rehabilitation plan will be fully executed and the IDPs will return as per plan to a better and infrastructurally much-developed region. Police have arrested about 50 suspects till now in 2015 for circulating FICN in Tamil Nadu and Chennai. “Around 25 cases have been registered and FICN worth INR 8,00,000 was seized from them,” said a Police source. Most of the suspects get the money in exchange for smuggling drugs, and sometimes even arms, into the country. “After this, they convert it into legal tender currency by buying goods,” a CB-CID officer said. “Only INR 52,000 was seized by us, but nearly INR 9,00,000 has already been circulated. What is worrying is that most of them are high-quality notes and it has been flowing into Tamil Nadu undetected through Sri Lanka for a long time. Such issues are being suppressed by different law enforcement agencies,” a Police source said. Apart from Sri Lanka, sources say that money exchangers outside Singapore and Malaysia airports are also pushing in some FICN into India, especially through Chennai. The Police have written to the Interpol seeking help to crack the network. “Some of the suspects said they had got currency from money exchangers outside the airport. We are coordinating with other agencies to collect details,” the officer added.

Sixteen people offering prayers at a mosque inside the PAF camp were killed by a group of militants, Bajwa said. Army's Captain Asfandyar was killed in the attack. 10 soldiers were injured during exchange of fire with terrorists, two of whom are officers. Terrorists entered the camp at two points, splitting into sub-groups, Bajwa claimed. The encounter began immediately due to the quick response from security forces, he said. The attackers were wearing constabulary uniforms. Corps Commander Lieutenant General Hidayatur Rehman conducted aerial surveillance of the base from a helicopter. The Badaber camp used to be an operational air force base. It is no longer an operational airbase but is still used as a PAF training centre. Director-General (DG) Inter Services Public Relations (ISPR) Major General Asim Bajwa said that 13 militants were killed during the operation. Addressing a press conference later during the day he said that out of the 29 dead, 16 PAF soldiers were killed in a mosque as they offered morning prayers. Seven other PAF soldiers were killed in a barrack near the mosque. Army Captain Asfand Yar died leading the counter-attack against raiders and two soldiers were also killed. Militants killed three PAF technicians in the guard room while they entered the Base. 10 soldiers were injured during exchange of fire with terrorists, two of whom are officers. Around 15 people were arrested during the search operation. The ISPR DG said as many as 13-14 terrorists stormed the airbase’s mosque at 5:00am in the morning and dispersed into two groups there. The attackers were wearing constabulary uniforms. He said that one group went towards the administrative part while the other to the technical side of the airbase. “Terrorists busted the main gate with grenades and split into two groups. One group then targeted worshipers during morning prayers,” he said. Sharing the document from the second phase of the anti-terror operation, the IGP maintained that during the ‘Search and Strike Operations', 38,113 suspects were detained while 10,512 firearms were confiscated and almost 340kg of explosive was seized. The KP Police also established 35,042 road blocks for snap checking and during the exercise 69,783 suspects were detained along with 5,409 arms and 174,863 rounds of different caliber were confiscated. Around five kilograms of explosive material was also seized during snap checking.

A source that the identification was made through the fingerprints collected from the bodies of attackers by forensic experts. The specimens of the bodies of attackers have also been sent for DNA tests. Security personnel have extended the scope of the investigation into the Badaber attack to the Khyber Agency and Frontier Regions of Kohat and Peshawar. According to a source, three attackers including 19-year old Adnan, 21-year old Sirajuddin and 27-year old Ibrahim belonged to the Khyber Agency. Muhammad Ishaq, 27, was also identified and he hailed from the Kabal area in Swat. The address of the fifth attacker identified as Rab Nawaz, 20, wasn’t yet known though he was stated to be from Swat. The source said that raids were conducted in Swat and Khyber Agency to hunt down the facilitators and find out more about the attackers. The bodies of the rest of the nine attackers are yet to be identified. The DNA samples have been sent to laboratory that will give its report in a few days. The data and record of telephonic conversations of the attackers is also being collected to trace the group and its activities.

Officials in the Home Ministry mentioned in a report sent to the Chief Minister Office that the Ministry of Interior (MoI) had sent some finer points of the organisations to the Province for further action. They stated that the MoI had also sent category-wise sketchy details of the banned groups, which had never become dormant despite having been slapped with repeated bans. A hefty 43 such organisations fall in the ‘A’ category, 12 in ‘B’ category and seven others in ‘C’ category. Referring to the report, the officials said 17 organisations among the 43 had been categorised in the ‘anti-state terrorism (armed and anti-state)’. However, the bank accounts of just one of them have been frozen.

The ISPR said that some of those convicted were involved in sectarian attacks in Mastung District of Balochistan, killing of civilians and security personnel in Khyber Pakhtunkhwa (KP) and suicide attack in Nowshera District in KP. One terrorist was awarded life imprisonment, the ISPR said. The nine were identified as active members of Harkat-ul-Jihad-al-Islami (HuJI) and Tehreek-e-Taliban Pakistan (TTP). District Police Officer (DPO) Mohammad Sohaeb Ashraf said that the objective of the operation was to computerise the data of the seminaries, check militant activities there and verify that their curriculum was approved by Waqaful Madaris, the supreme body looking after the seminaries countrywide. He said that they had already evicted 24 Afghan prayer leaders from various mosques in the city and its outskirts. He said that Afghan students, almost all of whom belonged to Deoband school of thought, were allowed to study in the seminaries as the ban was applicable only to the members of banned religious outfits. “All the data will be collected and the family background of the students and teachers will also be confirmed. During the operation, the luggage of the students and their teachers is also being checked for banned books and diaries to ascertain their contacts with banned organisations,” said the official. He said that the seminaries, which were constructed without proper permission and approval of the industrial department, would be closed. Another unnamed official said that there might be some seminaries near the Afghan border and in the tribal areas which were under the control of Tehreek-e-Taliban Pakistan (TTP) or any other banned group. In a brief statement issued by the IMF’s Resident Office, Islamabad, after approving the ninth tranche in a meeting held in Washington, DC, stating that the Executive Board of the IMF on September 28, 2015, completed the eighth review of Pakistan’s economic performance under a 36-month program supported by an EFF arrangement. In a video exclusively available with CNN-IBN, people in large numbers in several areas of Pakistan-occupied Kashmir (PoK), including Muzaffarabad, Gilgit and Kotli, are protesting against the Pakistani establishment, demanding freedom and raising pro-India slogans, reported Daily News And Analysis on September 30 (today). According to a notification issued today, an office of the agency’s counter-terrorism wing has been upgraded to a Police station in the Federal Capital. This wing would now be able to lodge and investigate terrorism and cybercrime related cases. The scope of the FIA’s counter-terrorism wing has been widened to the whole country. According to the new powers delegated through an amendment in the Protection of Pakistan Act 2014, FIA would be able to hold anyone in its custody for 90 days.

The State Department also announced sanctions against 15 IS figures, including supporters and facilitators. IS-Khorasani’s formation was announced in an online video on January 10, 2015. The group is led by former Tehreek-e-Taliban Pakistan (TTP) 'commander' Hafiz Saeed Khan, and consists of former Pakistani and Afghan Taliban faction commanders. Pakistan's Prime Minister (PM) Nawaz Sharif on September 30, called for an expanded United Nations Military Observer Group in India and Pakistan (UNMOGIP) to monitor the ceasefire between India and Pakistan, as part of what he proposed would be a new peace process between the two countries, reports The Times of India. In an address to the United Nations (UN) that was widely anticipated in the subcontinent because of previews in Pakistan that he would present evidence of India fomenting unrest in Pakistan, Nawaz Sharif came up with zilch. Aside from generically saying neighbors should not foment instability in Pakistan (which could apply to several countries) there were no charges, forget any shred of evidence, which Sharif's National Security Advisor (NSA) and other officials had promised to produce. Instead, it was a familiar lament about how Kashmir has been neglected by the UN and resolutions on the issue had not been taken up, although Pakistan stands in violation of most aspects of the resolution such as vacating Occupied Kashmir. "Global threat of terrorism cannot be defeated without addressing the underlying causes," Sharif said, repeating an argument that has been largely discredited as validating terrorism. Without naming India, he said some countries were suppressing the rights of self-determination in the name of fighting terrorism. Sharif said he had reached out to the Indian leadership when the new dispensation took over in New Delhi last year but things had gone south with the escalation in border tension in recent days. To avert further escalation, he was proposing a new peace with India with steps, including formalising and respecting the 2003 understanding on ceasefire with a ramped up UNMOGIP, an affirmation that neither side will resort to force or threat of use of force, steps to demilitarize Kashmir, and mutual withdrawal from Siachen. Earlier, indirectly accusing India for its instability, Sharif said in his United Nations General Assembly (UNGA) speech, "Wisdom dictates that our immediate neighbor refrains from fomenting instability in Pakistan. The two countries should address and resolve causes of tension and take all possible measures to avert further escalation." Countering Sharif's charges, Swarup said, "Pakistan's instability arises from its breeding of terrorists. Blaming neighbours is not a solution." Sharif in his speech also suggested a new peace initiative between the two countries. One of the ways to achieve peace, according to him, was to demilitarize Kashmir. Apart from this, he also wanted unconditional and mutual withdrawal from Siachen Glacier, the world's highest battle ground. Swarup seem to have reacted to this in his tweet: "To de-militarize Kashmir is not the answer, to de-terrorize Pakistan is." In another tweet, he said: "Pakistan is not primary victim of terrorism but of its own policies. It is in fact the prime sponsor of terrorism." Separately, Pakistan PM Sharif on September 30, proposed a new four-point "peace initiative" which includes demilitarisation of Kashmir and unconditional withdrawal of forces from Siachen, reports The Times of India. Addressing the UNGA, he also proposed restraint by both countries from "use or the threat of use of force under any circumstances" and formalisation of the 2003 border ceasefire as part of the formula to ensure peaceful ties between the two nuclear-armed neighbours. Sharif suggested four ways in this initiative. "I want to use this opportunity today to propose a new peace initiative with India starting with measures that are simplest to implement," he said. Sharif's four points - We propose that Pakistan and India formalize and respect the 2003 understanding for a complete ceasefire on the Line of Control in Kashmir. For this purpose, we call for UNMOGIP expansion to monitor the observance of ceasefire. - We propose that Pakistan and India reaffirm that they will not resort to the use or the threat of use of force under any circumstances. This is a central element of the UN charter. - Steps must be taken to demilitarize Kashmir - Agree to unconditional mutual withdrawal from Siachen Glacier, the world's highest battle ground.
