After about three years, rival factions again signed a peace agreement here on October 9 to restore peace in Kurram Agency of Federally Administered Tribal Areas (FATA) after the Government promised to provide security on the main highway in the region, reports Dawn. Under the accord which was first signed in Murree in October 2008, the Thall-Parachinar road would be made safe for travel for local people and Internally Displaced People (IDPs) would be rehabilitated in their areas. The Thall-Parachinar highway linking the Kurram Agency with the rest of the country has remained closed since 2007. Officials told reporters that elders of various tribes representing rival sects had again signed the Murree accord in the presence of members of a reconciliation jirga (tribal council) and political agent Syed Shahab Ali Shah. The Government has decided to set up checkpoints on the main highway from Chappari at the point of entry to Kurram Agency and Tari Mangal, a village adjacent to the Afghan border. After deployment of forces on the highway, the administration, in cooperation with the FATA Disaster Management Authority, will start the work of rehabilitation of IDPs in their respective areas. According to official reports, over 30,000 families were displaced after violence erupted in November 2007.

Two boys, identified as Amanullah and Abdullah, out of a group of at least two dozen, managed to escape Tehreek-e-Taliban Pakistan’s (TTP) custody and return home more than 40 days after being abducted, reports Express Tribune. The boys were abducted on September 1, 2011, after they crossed the border into Afghanistan, from the Ghakhi area in Mohmand tehsil (revenue unit) of Bajaur Agency. TTP had claimed responsibility for the abduction. Earlier, the TTP demanded the release of all their comrades imprisoned in Pakistan. The abductors, who are keeping the boys captive in Afghanistan’s eastern Kunar province, also asked Bajaur tribesmen to disband all anti-Taliban private militias and end support for the Government in return for their release. Several jirgas (councils) convened by tribal elders for the safe recovery of abducted boys, have not succeeded so far.

The identity of the three militants, among four, killed in October 14 US drone missile strike in Darpakhel village, four kilometres west of Miranshah, in North Waziristan Agency was disclosed on October 16. Out of the four militants killed in the strike three were Egyptians linked to the Haqqani Network. One militant was identified as Abdullah, who played a key role in handling the militant group’s finances in Pakistan and Afghanistan. In addition, an Afghan Taliban commander said that another militant killed in the strike was identified as Ahmed Omar Abdel Rahman, the son of a blind Egyptian cleric Sheikh Omar Abdel Rahman, serving a life sentence in the US since 1995 for plotting to attack New York City landmarks. Ahmed Omar had been living in a village in North Waziristan for the past three years and encouraged the TTP militants to halt its campaign against the Islamabad Government and help the Afghan Taliban in their fight against the US-led NATO forces in Afghanistan. A fourth militant who was also killed has not been identified.

The United States (US) has moved hundreds of new troops to the Afghan area bordering Pakistan's militant infested North Waziristan Agency of federally Administered tribal Areas (FATA) along with heavy artillery, helicopter gunships and sealed movement on the border, reported The Times of India. US forces deployed to new positions in the border areas facing Ghulam Khan in Pakistan between October 15 and October 16 night. The troops occupied nearby vantage heights on hilltops, setting up observation posts, The News International said quoting Pakistani security officials and tribal elders. Tribesmen living in the border areas said Afghan and US authorities had clamped a curfew in parts of Afghanistan's eastern Khost province and started house-to-house search. The News reported that the abrupt deployment of US forces near the border area with Pakistan has escalated tension in the militancy plagued North Waziristan tribal region as US forces immediately sealed the main road connecting Pakistan border town of Ghulam Khan and Khost for traffic. Washington Post quoting US officials said that US has opened a new more aggressive approach towards the dreaded Haqqani Network. The post quoted officials as saying that the new operation may include intensified drone strikes on Miranshah in North Waziristan

The Army Chief, General Ashfaq Pervez Kayani did not rule out the possibility of a United States (US) ground offensive in North Waziristan Agency of Federally Administered Tribal Areas (FATA), but told Parliamentarians on October 18 that Washington will think ‘many times’ before launching such an attack, Express Tribune reports. “They [the US] might do it but they will have to think ten times because Pakistan is not Iraq or Afghanistan,” Chief of Army Staff Kayani said. Acknowledging that the US is pressing Pakistan to launch a military operation in North Waziristan, Kayani said that the ongoing build-up of Afghan and International Security Assistance Force (ISAF) troops along the Pak-Afghan border is a tactic to intensify that pressure. “We have made it clear to the US that we will decide the timing of any such action according to our situation and capabilities. We have also told them that the problem lies within Afghanistan. If anyone convinces me that everything will be sorted out if we act in North Waziristan, I will take immediate action,” a Parliamentarian, requesting anonymity, quoted Kayani. General Kayani’s statement came hours after senior Afghan Defence officials said the country’s Security Forces and their NATO allies have launched a new push against the Haqqani Network.

Daily Times on October 19 reported that if United States (US) policy makers need proof of how little control Pakistan has over its strategic border region with Afghanistan, they need to watch videos of militants believed to be terrorising the streets of North Waziristan Agency in Federally Administered Tribal Areas (FATA) available on YouTube. Armed militants in black with patches bearing their outfit’s name, Mujahideen al-Khurasan, freely roam the streets of one of the biggest towns in North Waziristan, where the US wants Pakistan’s military to launch an offensive against terrorist groups. Terrorist outfits like the one in the videos, known as the Khurasan, seem to operate with impunity there. Al Qaeda, the Tehreek-e-Taliban Pakistan (TTP) and the Haqqani Network picked the most ruthless fighters from their ranks in 2009 to form the Khurasan unit for a special mission. There are no signs of Security Forces (SFs) as the men belonging to a hit squad created to hunt suspected US spies throw a man into a station wagon and pin him down.
