The Army said on August 7 that it was carrying out targeted actions against militants in North Waziristan Agency, but denied planning joint operations with the United States, reports Dawn. “Targeted actions in Operation Tight Screw (OTS) by Pakistan Army against militants in North Waziristan … being undertaken since the beginning of this year,” a senior military officer said. The purpose of OTS was to squeeze space for the militants in North Waziristan, he said, adding that it was an ongoing process. The military had not yet formally announced the start of the OTS. An operation in North Waziristan for eliminating Haqqani network’s sanctuaries has been a longstanding demand of the US and is one of the major issues which have been weighing down the ties. The Nation on August 7 (today) reported that Pakistan’s military brass would make a final decision on the North Waziristan operation in the next Corps Commanders Conference which is scheduled to be held sometime in August 2012. According to the informed officials at a Security Agency, two options are likely to be discussed in the moot: the launch of a full-scale military offensive with the logistical support of International Security Assistance Force (ISAF), or a curtailed crackdown in the area through intelligence sharing between the two forces. Pakistan Army, the officials shared, has deployed two Infantry divisions, nine brigades, 23 battalions and 18 Frontier Corps (FC) wings in Waziristan region. Of them, one division, five brigades, 12 battalions and 11 FC wings are deployed in North Waziristan Agency while four brigades, 11 battalions, seven FC wings and a division are deployed in South Waziristan Agency, the officials added. “These deployments are not enough for launching a military operation or a major crackdown,” the officials said, adding that additional troops at division level are required to augment the operational strength of regular troops before launching any offensive in North Waziristan Agency. In this situation, the sources said, Pakistan Army needs the backhand intelligence and logistical support of the NATO forces in case it is to jump into North Waziristan.

The Tehreek-e-Taliban Pakistan (TTP) on August 20 warned the military that it had set up a “suicide bombers squad” to hit troops if an offensive is launched in North Waziristan Agency of Federally Administered Tribal Areas (FATA), reports Dawn. In an email message sent to media, TTP, an umbrella militant group, said it had received “an exclusive intelligence report” about the offensive in North Waziristan from its “sources” in Army headquarters. TTP ‘spokesman’ Ehsanullah Ehsan outlined details about the regiments and units and the possible commander for the campaign, said to be launched on August 26 for one month. “TTP has also prepared itself for resistance, we have set up a suicide bombers squad to welcome (the) army. A Central Intelligence Agency (CIA) drone strike in North Waziristan Agency of Federally Administered Tribal Areas (FATA) on August 21, 2012 may have killed the operational ‘commander’ of the Haqqani Network, Badruddin Haqqani who is also believed to handle the network's vital business interests and smuggling operations, Pakistani intelligence officials and terrorist sources said on August 25, reported Daily Times. A senior Pakistani intelligence official said Badruddin had fled a compound that he and other terrorists were in after it was hit by a missile, and then was killed by a second drone strike on a car that he was in. There was no official word on Badruddin's fate from the Haqqani Network.

Eighteen suspected militants were killed and another six were injured when missiles fired by US drones slammed into suspected militants’ hideouts in Shawal area of North Waziristan Agency on August 24, reports Dawn. Three compounds reported to be used as hideouts by the Tehreek-e-Taliban Pakistan (TTP) were targeted in the area adjacent to Afghanistan. Official sources said that 10 missiles were fired at these compounds. Two vehicles were destroyed in the attack. The compounds are located in Tenda Darra, Muka Gher and Dry Nashtar areas of Shawal subdivision. This was the fifth drone strike in the area this month and second since August 21, the second day of Eid. A total of 38 people have been killed and 15 wounded in the five strikes.

Speaking to a gathering of elders and Ulema in Miramshah, the MNA assured them that he would oppose a military action on every forum, including the National Assembly, and would not allow the government to launch offensive in the area. “The operation will have very serious repercussions and the government should not think about this dangerous option,” he warned and added that people of Federally Administered Tribal Areas (FATA) had already rendered heavy sacrifices. He asked the Government to find out a negotiated solution to the problem.

At least 1,500 members of a local Taliban Shura (Council), tribal Maliks and clerics during a meeting at Islami Madressah Nezamia in Edek village, near Miranshah, decided that tribal people would avail the option to take refuge in Afghanistan if the government launches a military operation in North Waziristan. The chief of a peace committee, Maulvi Gul Ramzan, Mufti Saddiqullah, Taliban commanders and elders of Utmanzai tribe addressed the Jirga and declared that Utmanzai tribe was abiding by a peace agreement signed with the Government in February 2007 and would continue efforts for maintaining peace in the area, but the Government and SFs were violating the deal. “The peace agreement between the tribes and government is still intact. In case government starts a military operation the people of North Waziristan will migrate to Afghanistan,” it decided. “The Afghan Government is much better than the Pakistani government because at least women and children are not killed in drone strikes in the neighbouring country,” the speakers said, criticising the Government for not stopping American missile attacks.

Political Agent Siraj Ahmed Khan assured members of a tribal jirga here at a meeting at his office on August 27 that there was no chance of military operation in Waziristan. The political agent termed reports about possible military operation in the region mere rumours. He urged tribal people not to pay heed to such rumours. Mr Khan said that Government would keep in mind ground realities before taking such a decision. Panicked residents have hastily left the area of North Waziristan despite officials repeatedly insisting that Pakistan has no immediate plan to launch an offensive in the volatile region. “Thousands of people have so far left the area, they are fleeing their homes due to the fear and rumours of a military operation,” Saifur Rehman, a Government official in the main town of Miranshah, said. Tasleem Khan, another government official confirmed the evacuation. Khyber Pakhtunkhwa Information Minister Iftikhar Hussain, said that thousands of people have reached several Districts in his area. Rumours started early this week after a spokesman for the Tehreek-e-Taliban Pakistan (TTP) told the media that it had received “an exclusive intelligence report” about an offensive in North Waziristan Agency.
