The Army put the ball in the political leadership’s court on October 13 on the question of whether or not to launch an operation in North Waziristan Agency (NWA), reports Dawn. “It is going to be a political decision,” ISPR chief Lieutenant General Asim Bajwa said. A similar sense was conveyed at a press briefing at ISPR. Speculations about an impending operation had grown after a strong reaction by the military and civilian leaders over the attack on teenaged activist Malala Yousufzai. A day after the military threw the ball in politicians’ court for a military operation in the North Waziristan tribal region, Muttahida Qaumi Movement (MQM) chief Altaf Hussain on October 24 gave the “go-ahead” for the offensive. Addressing a gathering of party workers at Jinnah Ground in Azizabad of Karachi by phone from London, the MQM chief called upon the Pakistan military to “open their eyes” and act, offering his party’s support during the offensive.

The Pakistan Muslim League-Nawaz (PML-N) on October 16 opposed the Government’s move to get approval of parliament for a military offensive against terrorists in North Waziristan Agency, reports Daily Times. The Government was prepared to table the resolution in the assembly but refrained to get it approved from the Lower House after the PML-N did not support it on the pretext that the Government had not implemented previous resolutions passed by parliament. The Pakistan People’s Party (PPP)-led Government wanted to bring the resolution in the wake of last week’s assassination attempt on Malala Yousufzai in Swat Valley. The PPP Chief Whip Khursheed Shah declared that the Government would only move the resolution once it reached a consensus. After this announcement the deputy speaker deferred the session for an indefinite period. Shah said, “The government doesn’t want to divide the nation, therefore, will not table the resolution.” Opposition leader Chaudhry Nisar Ali Khan criticised the government for non-implementation of as many as 12 unanimous resolutions. “We had supported the government in larger interest of the country,” he lamented. While rejecting the government’s resolution, Nisar referred to several statements by ministers that Mullah Fazlullah had orchestrated the attack on Malala. “Take the House into confidence and spell out your policy in clear terms,” Nisar said as he pointed out that military operation in Swat had not yielded any of the desired results. He said that launching of military operation on the pretext of Malala attack was like “fooling the nation”. “The House has unanimously passed a resolution against weekly change in prices of petroleum products but the government did not pay any heed to it and changed prices after two days of its passage,” he said.

The Government has failed to move resolution on military operation in North Waziristan Agency (NWA) of Federally Administered Tribal Areas (FATA), The News reported on October 18. The resolution, which clearly advocates a Swat-like military operation wherever and whenever needed, could not be tabled in the National Assembly owing to a strong opposition put up by the Pakistan Muslim League-Nawaz (PML-N) against the very idea of a military operation in NWA. The draft resolution said that Parliament, in the strongest of words, condemns all kinds of organized terrorism perpetrated under the pretext of implementing Islamic system. It also says the plotters of such unconstitutional and non-Islamic acts are not only the enemies of Islam but the state as well. The draft resolution makes it clear that there exists a national consensus against the barbaric acts of terrorism and people of Pakistan reject the ‘way of life’ Taliban are trying to impose upon them. It calls upon the Federal and Provincial Governments to take effective counterterrorism measures advising military operations where necessary.

United States (US) Special Envoy for Afghanistan and Pakistan Marc Grossman on October 20 said that it was up to Pakistan to take any decision on military operation in North Waziristan Agency, reports Daily Times. “No, I am here to continue the conversation we have been having with Pakistani leaders over the past several months,” US Special Envoy said, adding, “On (the) particular question of North Waziristan (offensive) or any other question, that is the decision for the Government of Pakistan and solely for the Government of Pakistan”. The Envoy, however, declined to comment on the issue of US drone strikes, saying “it is not a topic of conversation for me”. “What I would like to say is that Pakistanis and Americans can stand up together and declare the end of al Qaeda in this region. That would be a great joint strategic effort and that I hope will come soon.” The US diplomat said the relationship between the two countries was “certainly back on track if you compare it with last year”. “What draws our countries together in this multi-faceted relationship is the fact that we are both victims of terrorism,” which is a scourge and “let us fight it together”.

President Asif Ali Zardari said on October 21 that the opposition was not in a mood for negotiations to forge a common stance on key national issues, including a military operation in North Waziristan, reports Dawn. “In the present situation, it appears that it is futile to talk about consensus with the opposition parties,” he said while addressing the concluding session of a conference organised by the South Asian Free Media Association at the presidency on ‘media, militancy and fair elections’. The president asserted that the war against terrorism would be fought with national accord. “We agree that we need to act against militants, but today we don’t have consensus,” he said. “Before we launch any operation against the militants, we will have to analyse our capability to deal with their retaliatory moves. We agree that we need to act against militants, but are we ready for a possible blowback?” he asked. “There is need to have consensus through the policy of reconciliation to achieve the desired results in the war against terror and ensure peace and security. “If we don’t reconcile amongst ourselves we cannot reconcile with other countries,” he added.

In a retaliatory attack, the Security Forces (SFs) on the night of October 22 fired shells using light artillery and heavy machineguns in civilian dominated villages, killing at least three civilians, identified as Khwaja Mohammad, his son Jan Mohammad and one Ghaffar Khan, and injuring 25 others, including women and children in Miranshah, the headquarters of North Waziristan Agency in Federally Administered Tribal Areas, reports Dawn. The killing of non-combatants sparked protests in the area and thousands of people blocked roads and placed coffins in front of the press club to express their anger. According to residents, after an incident of firing at the Amin checkpost in Miranshah by unidentified militants, SFs fired back in retaliation.

A United States (US) drone on October 24 fired two missiles at a suspected militant compound in Miranshah, the headquarter of North Waziristan Agency in Federally Administered Tribal Areas (FATA) killing three people, reports The Express Tribune, quoting security officials. One missile hit a house in the Tappi area. The other hit a vehicle parked outside, officials said. One security official in Peshawar said the target was a militant compound and those killed were insurgents. “It was a militant compound being used to store arms and ammunition,” he said, requesting anonymity. “Three militants were killed. The casualties were not high because there were not many militants inside.” However, according to Cable News Network (CNN), a woman was also among the killed, while three children were injured in the drone attack. A Government Official said that militants lived in the compound but so did civilians.
