At least four persons, including two Americans, were reportedly killed and 19 others injured in when a suicide bomber detonated his explosives-laden vehicle in the University Town area of Peshawar, the provincial capital of Khyber Pakhtunkhwa on September 3, reports Pakistan Today. Officials said the target of the bombing was apparently a vehicle in use by US nationals. As per details, the suicide bomber rammed his explosives-laden vehicle into the vehicle purportedly carrying US nationals on the main Aabdara Road in University Town. The massive explosion left a four-foot crater on the road and destroyed several houses and vehicles. The bomb-proof vehicle of US diplomatic mission was also badly damaged. A Police officer who witnessed the attack said the US nationals attacked in the blast were whisked away by another vehicle soon after the blast. Therefore, authorities were unclear of the actual casualties and injuries caused to the foreigners. Peshawar Capital City Police Officer Imtiaz Altaf also expressed ignorance about the fate of US nationals in the vehicle attacked by the bomber. However, Khyber Pakhtunkhwa Information Mian Iftikhar Hussain said those killed “included two Americans”.

Police on September 6 claimed to have foiled a terror bid by killing a militant and recovered 105 kilogrammes of explosive material in Bara Sheikhan area of Peshawar, the provincial capital of Khyber Pakhtunkhwa, reports Daily Times. According to Police, they stopped a suspicion pushcart vendor for searching when he opened fire on them. In retaliatory firing, Police shot him dead. Police said that the vendor’s other accomplice hurled a hand grenade at them and managed to flee from the scene. Senior Superintendent of Police (rural) said that Police seized at least 105 kilogrammes of explosive material from the pushcart. He said that a bomb with remote control and three hand grenades were also recovered. The SSP said that the terrorists wanted to target Sarbanda Police Station in Peshawar.

A house was partially damaged when an improvised explosive device (IED) went off in the limits of Chamkani Police Station in Peshawar. The miscreants had planted the bomb to the outer wall of the house of Muhammad Karim at Pandu area and blasted it with remote-control device. The wall and windowpanes of the house were damaged. According to the Bomb Disposal Squad, the outlaws used 100 grams of explosive. No casualty has been reported.

Around 600,000 children in Khyber Pakhtunkhwa have missed one or more years of education due to militancy, Dawn reported on September 12 quoting a report of ‘The State of Pakistan’s Children-2011’. The report, which was launched during a special function organised by Society for the Protection of the Rights of the Child at the Peshawar Press Club, said a total of 710 schools had been destroyed or damaged by militants in Khyber Pakhtunkhwa. “A total of 640 schools were destroyed in Malakand, while 70 educational institutions were destroyed or damaged in various other districts across the province. In Swat, 121 schools were completely destroyed, while another 280 were partially damaged by militants over a span of two years,” it said. According to the report, almost 25 million children are currently out of school in the country and of them, seven million had yet to receive any form of primary schooling. About juvenile justice system, it said the number of juveniles detained in prisons increased from 1,225 in 2010 to 1,421 in 2011. The detainees included 1,256 under trial and 165 convicted juveniles. “In 2011, Punjab had the highest number of juvenile offenders (833), followed by Sindh (318), Khyber Pakhtunkhwa (241) and Balochistan (40),” it said. The report said progress on approving laws for establishment of borstals in Balochistan and Khyber Pakhtunkhwa remained stalled in 2011.

Peshawar High Court asked the Federal and Khyber Pakhtunkhwa Governments to ensure immediate end to the dumping of human bodies in gunnysacks in Peshawar and adjoining Districts and said it would act against them in line with the Constitution if they failed to do so. It later adjourned hearing to September 27. A bench comprising Chief Justice Dost Mohammad Khan and Justice Irshad Qaiser took exception to the non-appearance of senior state functionaries and their failure to submit replies to the show cause notices issued to them during last hearing on August 16, and observed that their indifference showed that they were scared of the elements involved in such acts. “At the moment, we will exercise restraint but both the governments should understand it will be the last chance to suppress this mischief and continue to rule otherwise they will face consequences ordained by the Constitution,” it said in its orders.

Three pamphlets pasted in Mattani market of Peshawar by militants are warning people not to join peace militias or they will become the target of militant attacks, reports The Express Tribune. The villagers said the pamphlets had been handwritten in Urdu on Tehreek-e-Taliban Pakistan (TTP) letterheads. They said this was not like other communication where they just pasted copies of their messages on walls. Residents reported seeing three separate pamphlets. In one of the letters, militants claimed responsibility for killing a resident named Ahmad and his son Niaz Wali for working against the Taliban and warned his family not to confront militants for the sake of their own safety. In the second pamphlet, Police had been warned to abandon a Police checkpoint in the market near the house of a man called Altaf Bacha, or they would bomb the post and police would be held responsible for the bloodshed. The third letter was directly addressed to the residents. “We greatly respect the people of Mattani,” it said, “We warn them to stay away from peace militias otherwise we will claim war between you and the Taliban.” The letter also said that if anyone had complaints, they should call the TTP directly on a number that was listed in the poster. This is the first time a pamphlet written on a TTP letterhead has appeared in this area. In the past, militants have distributed pamphlets and sent letters in the adjacent villages of Adezai and Darra.

A Peshawar High Court bench on September 19 directed the Federal Government not to allow Afghan refugees to stay in the country beyond December 31, 2012, reports Dawn. During a hearing into a case against denial of promotion to Commissionerate of Afghan Refugees employee Jawed Shah, Chief Justice Dost Mohammad Khan and Justice Irshad Qaiser observed that Pakistan had an agreement with Afghanistan and United Nations High Commissioner for Refugees (UNHCR) to shelter Afghan refugees on its soil and the court didn’t want to interfere with it but wanted the Government not to extend it beyond December 31. At least six persons including an industrialist Ijaz Rafiq and two employees of a cellular phone company Akbar Khan and his driver Nadeem Siddiqui were abducted by suspected militants at gunpoint from main Peshawar-Kohat Road in Matani area of Peshawar. The militants armed with sophisticated weapons blocked the main Peshawar-Kohat Road, and intercepted and combed passing vehicles to pick up people of their own choice in absence of law-enforcers. Later Police reportedly rushed to the site and forced the militants to flee. The fleeing militants succeeded in whisking away the six abductees with them. The other abductees include, District Revenue Officer of Bannu District, Sajid Nawaz, his gunman and driver, at gunpoint. However, the revenue officer managed to flee while his driver and gunman were abducted. Police claimed that after getting information they reached the spot and exchanged fire with the militants. DSP Fazl Maula said that five of the militants were injured in exchange of fire. It was dark and Police could not properly see them to chase, he said. Later another official said that during a search operation about 15 suspected persons of the area were arrested.

After offering a bounty of USD 100, 000 for the killing of the United States (US) maker of an anti-Islam film, Railways Minister Ghulam Ahmad Bilour during a public meeting at the Mahabat Khan Mosque in Peshawar on September 28 announced to put a bounty on the heads of the future blasphemers, too, reports Dawn. “I don’t care for ban on my entry to any country, including United Kingdom (UK), over the bounty offer,” he said. The minister said he didn’t want to take up confrontation with any religion or country but wanted to make it quite clear that if the US and UK made laws against blasphemy, it would save the world from terrorism. He said neither the prime minister had sought his resignation as a Minister nor had his party (Awami National Party) issued him any show cause notice over the bounty offer. Mr Bilour said removal of his name by Tehreek-e-Taliban Pakistan (TTP) from its hit-list was not big news for him as he knew one’s life and death was controlled by Almighty Allah. “Neither the Taliban can kill me nor can they save me from being killed,” he said.
