Sindh Rangers spokesman said that Saqib alias Boxer, who was killed on June 28, 2013, had been involved in many serious crimes including killings, abduction-for-ransom and extortion, and the Rangers did not execute him as a specific target but he was killed as a result of exchange of fire during a search operation carried out in Nayabad neighbourhood of Lyari town, as a routine action to maintain law and order. The Rangers team was fired upon by the accused. “The Rangers returned the fire and as a result one of the accused was killed. He was later identified as Saqib alias Boxer,” he added.

According to Police details, the firing was a result of the failure of a ‘truce’ between the Kutchhi Rabita Committee (KRC) and the banned Peoples Amn Committee (PAC), recently arranged by officials of Law-Enforcement Agencies and District Administration. Armed militants resorted to firing into the air, mostly in the Kalri and Chakiwara areas, making the residents ‘hostage’ as both Police and Rangers were nowhere to be seen in the area. The neighbourhoods of New Karachi, North Karachi, Surjani and Orangi towns were tense after the target killing of MQM joint unit in-charge, Izhar Hussain, on the night of July 7, 2013 in Khwaja Ajmer Nagri Police remits. In the aftermath of the incident, armed militants opened fire at a grocery shop in Surjani town, where they killed a PST worker, identified as Zahid Qadri, and wounded another worker, Mehmood Qadri. In the same incident during an exchange of fire an member of MQM, identified as Imran, was also killed. ST spokesperson Fahim Shaikh claimed that Imran was a target killer. He was trying to flee with his accomplice after opening fire when a bullet fired by the deceased ST worker hit him. The ST spokesman, while talking to the daily, blamed the MQM for the killing of its worker. “When we increase our political activities, the MQM starts killings our men,” he alleged. Mohammad Ismail Rahu, former Badin Municipal Committee councillor, confirmed the surge of families from Lyari to Badin over the past three days. They dug holes in the walls to let themselves in, and one-by-one took control of the houses. A resident showed how some houses had locks on their front doors but there were tunnels passing through them. The incident took place when Bilal Sheikh along with his security guards was on his way home in Gulbhar from Bilawal House at Clifton in Saddar Town in a bullet-proof double-cabin vehicle. Senior Superintendent of Police (SSP) Raja Umar Khattab said that initial investigation showed that it was a suicide blast. Khattab further said that the attacker had been chasing the convoy and struck when it stopped and Sheikh was getting out of the car to buy fruits. “It seems that the suicide attacker walked up to Bilal Shaikh’s vehicle and blew himself up outside the front passenger seat of the vehicle where Shaikh was seated,” said Khattab. The head of the suspect bomber was found from a house at the crime site. No militant outfit has claimed responsibility for the attack so far. The Express Tribune adds that Bilal Shaikh had survived three attacks in the past. Lyari gangsters, including Shahid Bikkik and Ahsan Mohajir, were blamed for the last attack on May 28, 2011 at Firdous Colony in Liaquatabad Town.

Senior Superintendent of Police (SSP) CID Aslam Khan said that the suspects were affiliated with the Naeem Bukhari group of the LeJ. Police also recovered three suicide vests, a dozen hand grenades, pistols and other ammunition from the suspects. The Crime Investigation Department (CID) of Police claimed to have arrested a TTP militant, identified as Kochi Khan, allegedly involved in the assassination of Awami National Party’s (ANP) candidate Sadiq Zaman for the May 2013 National Assembly Elections and a few Policemen, from Gulshan-e-Sikanderabad area of Kiamari Town, reported Dawn. CID SSP Raja Umar Khattab said that the suspect, originally hailing from Mohmand Agency of Federally Administered Tribal Areas (FATA), belonged to Tehreek-e-Taliban Pakistan (TTP). “Khan along with his accomplices Ajab Gul and Mushtaq killed ANP candidate Sadiq Zaman and his son Aimal Khattak four months ago when they were coming out of a mosque after offering Friday prayers in Bilal Colony of Korangi Town,” said SSP Khattab. A detailed report issued by Human Rights Commission of Pakistan (HRCP) on July 15 stated that ethnic, sectarian and politically-linked violence has taken 1,726 lives in Karachi from January to June 2013, which is around 45 percent higher compared to 1,215 deaths during the same period in 2012, reports Daily Times. The data, collected from newspapers and compiled by HRCP, expressed grave concern over the issue. The report further disclosed that those killed include victims of sectarian violence, targeted killings, as well as those whose dead bodies were found in different parts of the city. HRCP noted that in each of the six months in 2013, the killings were much higher than the corresponding period last year with June being the most violent. As many as 291 people were killed in January 2013, compared to 153 in January 2012 - 271 in February compared to 149 in February 2012 - 311 in March 2013 and 182 in March 2012 - 262 in April this year and 258 in April 2012 - 278 in May this year compared to 244 in May last year and 313 was the death toll in June 2013 compared to 229 in June 2012. Though the number of fatalities in violence was by no means small in the previous year, in 2013 the number never dipped below 250 in any month from January to June 2013.

The initial report prepared by the Provincial Government’s Committee on the migration of Kutchi community submitted to Chief Minister Qaim Ali Shah on July 15 states that the war over extortion and political motives has caused the recent spell of violence in Lyari that has forced many members of the Kutchi community to flee to parts of rural Sindh, reports The Express Tribune. The committee comprises five Pakistan People’s Party (PPP) members, including Taj Haider, Doctor Sikandar Mandhro, Ali Mardan Shah, Rashid Rabbani and Jam Mahtab Dahar. It was formed on July 12, 2013 soon after the Prime Minister Nawaz Sharif asked the Federal Interior Secretary to visit Karachi. The members of the committee visited Badin and Thatta to hold meetings with the Internally Displaced Persons (IDPs) living in camps. “We have started consulting various stakeholders and recorded statements of elected representatives, politicians, notables and social workers of the area. The initial findings point towards a ‘bhatta mafia’ and political motives as the reason behind the unrest,” a member of the committee said. “We will continue recording the statements of different stakeholders and present the final report to the CM within a couple of days.” There were, however, contradictory statements by the committee members on the number of IDPs who took shelter in Thatta and Badin Districts. PPP leader Taj Haider informed the media that around 3,000 people had been displaced. “Out of the displaced persons, the Government is looking after 1,200 people,” he added. “The Government is very serious about resolving the problems of the Kutchi community. Very soon we shall end the differences between the Baloch and the Kutchis.” Meanwhile, taking note of a report filed by the Rangers Director General Rizwan Akhtar, which proposed that the Police force be depoliticised, political parties’ militant wings should be disbanded, no-go areas be eliminated and a campaign be launched to deweaponise the city the three-member bench of the Supreme Court raised their concern that if law enforcers merely kept filing reports, who would eliminate the no-go areas and militant wings of the political parties in the city. The Supreme Court appeared tired of reports with suggestions instead of concrete results. The bench of Justice Anwar Zaheer Jamali, Justice Khilji Arif Hussain and Justice Amir Hani Muslim, resumed the follow-up hearing of the Karachi violence suo motu case and observed that despite the law enforcers’ undertaking to improve law and order in April, nothing had changed over the last three months. “The situation of residents of Lyari is most miserable,” remarked Justice Khilji Arif Hussain, referring to the recent mass migration the Kutchi community members following intense fighting with the defunct Peoples Amn Committee (PAC).

Police in Karachi claimed that during an operation in Surjani area of Gadap Town they have arrested Bashir Leghari, the mastermind behind the June 26, 2013, bombing targeting the convoy of senior Sindh High Court (SHC) judge Justice Maqbool Baqar. The suspect is said to belong to the 'Asif chotu group' of the Lashkar-e-Jhangvi (LeJ). Deputy Inspector General (DIG) South Doctor Ameer Sheikh said the operation was carried out with the help of an Intelligence Agency. While Leghari escaped with minor injuries, 10 people were killed in the attack. Justice Baqar, a member of the Shia community, was said to be on the hit-list of religious militants, including the LeJ and Tehreek-e-Taliban Pakistan (TTP). A spokesman for TTP had claimed responsibility for the attack on the senior judge, claiming he was targeted due to his “anti-Taliban and anti-Mujahideen decisions”.

In a written reply to a question by Congress legislator Kuldeep Singh Juneja in the State Assembly, State Home Minister Nankiram Kanwar said, "Total 3,089 Naxal incidents took place in the State from January 2008 till June 20 this year (2013). In these incidents, 1,181 people, including 696 civilians, 233 Policemen and 252 paramilitary troopers were killed." Figures tabled in the House showed that the highest number of causalities were witnessed in Bijapur, where a total of 392 people including 284 civilians, 70 Policemen and 38 paramilitary forces lost their lives in 934 Maoist incidents that took place between 2008-June 2013. After Bijapur, Dantewada saw second highest causalities numbering 305 followed by Kanker (119), Narayanpur (110), Rajnandgaon (84), Bastar (81), Sukma (30), Dhamtari (18), Gariyaband (14), Balrampur (8) and Kondagaon (7). Balod and Balodabazar Districts saw four causalities each, Mahsamund two while Raigarh, Jashpur and Sarguja witnessed one death each.

According to reports submitted by the civilian spy agency to Prime Minister Nawaz Sharif the IB arrested a ‘death squad’ Chief of Lashkar-e-Jhangvi (LeJ), Masoom Billah from Afra Garden in Gulistan-e-Jauhar area of Gulshan Town in Karachi District of Sindh, reports The Express Tribune. The report further stated that Billah has told investigators that his group was planning more sectarian attacks in the country. Following a briefing, the Prime Minister directed the IB officials to track down those who were supplying arms, bankrolling and providing logistical support to terrorist outfits in the country. According to an official statement, the prime minister directed the IB to keep a vigilant eye on terrorists, their cohorts and other criminals. He also directed that the IB should reinforce its countrywide intelligence network by maintaining coordination with all other security agencies as well as provincial law-enforcers. It further claims that Billah’s arrest was a major breakthrough in the case as he was not only the plotter of the June 26, 2013 attack on Justice Baqar but was also the chief of the LeJ’s secret ‘death squad’. Billah reportedly told investigators that the attack was executed by LeJ activists Qari Bashir Ahmed Leghari and Asif Chautoo, while Attaur Rehman was head of the operation. The report quoted Billah as saying that the LeJ was also plotting attacks against Muttahida Qaumi Movement (MQM) politicians for their sectarian affiliations.

The raid was conduct after an attack on Rangers in which two personnel were wounded by the firing of an armed rider on July 15, 2013 near Rangers check post at Abul Hassan Isphahani Road. It was reported that due to illness Bilal was taken to Jinnah Postgraduate Medical Centre where he succumbed to his injuries during treatment; however, medical report suggests that the deceased was tortured about 36 hours before he was brought to the hospital. Medical report further suggests that he was given electric shocks and hit by a sharp material and iron rod. Following the suspect’s death, both police and Rangers refused to take any responsibility and blame each other. Senior Superintendent of Police (SSP) Abbas Rizvi said that an inquiry has been initiated to probe his death, especially on the basis of the post mortem report.

Four terrorists, armed with hand grenades, suicide vests and assault rifles, launched the attack. Deputy Inspector General (DIG) Javed Alam Odho said that a suicide bomber first blew himself up in front of a Police building and then a second bomber drove his explosive-laden vehicle into the main gate of the ISI office. “Other terrorists started firing and throwing hand grenades at the Police,” he added. The target of the attack was ISI official Major Zeeshan, who had important documents containing details of terrorists. Major Zeeshan was also killed in the attack. There was no immediate claim of responsibility for the attack.
