Since the last eight to nine days the staff members of the BBC instead of working in the office have confined themselves to their houses and are working from there, sources further said. The threats may be a reaction to the documentary on Muttahida Qaumi Movement (MQM) chief Altaf Hussain broadcast by the BBC. A Federal Cabinet Member on September 3 said that the Prime Minister Nawaz Sharif has “decided in principle” to launch a targeted operation against criminals, target killers and extortionists in Karachi this month, reports The Express Tribune. It is a Hobson’s choice, which is a ‘choice’ with only one option, he said. “The operation will be conducted on a now-or-never basis.” Paramilitary Forces will conduct the operation that aims at eliminating criminal elements from Karachi within six months. The military will operate as a quick response force if needed, the Cabinet Member added. Sindh Chief Minister Syed Qaim Ali Shah will supervise the operation which will be spearheaded by the Rangers. Prime Minister Nawaz Sharif will take all political parties into confidence by the end of this week, he said. Interior Minister Chaudhry Nisar Ali Khan, after meeting the heads of all civilian Intelligence Agencies, also requested the Prime Minister to give his final nod to Law-Enforcement Agencies for launching an operation in Karachi, a senior official of the Interior Ministry said. “The premier will announce the proposed plan for the targeted operation in Karachi today (Wednesday)”, he said. According to the proposed plan prepared by Sindh Home Department, the operation will most probably be launched in Lyari Town and Sohrab Goth area of Gadap Town– the most sensitive areas declared by the Agencies, said the official. The report further revealed that several Tehreek-e-Taliban Pakistan (TTP) factions and al Qaeda elements have moved to Karachi. Such factions are penetrating deeper into the city every passing day, it claims. Therefore, a targeted operation is inevitable whether the military is engaged or not, NCMC Director-General Wing Commander (retired) Tariq Lodhi advised the Government in the report. The militant group Lashkar-e-Jhangvi (LeJ) is responsible for much of the violence in the city and it needs to be rooted out, stated the report.

The report said total 25,500 accused have been arrested since January 2013 in 15,748 raids conducted in different areas of the city. In 915 Police encounters three bandits, four terrorists, 22 kidnapers, one extortionist were among 98 accused killed, while 530 criminals were arrested red-handed. The report said 608 gangs were also busted by Police in the eight month. The AIG Ghulam Qadir further said that at least 119 Police Officers and personnel have become victims of targeted attacks in Karachi this year alone, reports Dawn. He stated that a number of people in Karachi were using weapons for illegal activities, adding that the Police was continually carrying out raids across the District without any regard for political affiliations of suspected individuals. This was decided at a special meeting of the Federal Cabinet at the Governor’s House under the chairmanship of Prime Minister (PM) Nawaz Sharif. The cabinet also constituted four different committees for supervising and monitoring the operation and suggesting necessary amendments in relevant laws for improving prosecution and investigation process. During the briefing to PM on prevailing law and order situation in Karachi, Director General of Sindh Rangers, Major General Rizwan Akhtar came hard on Police saying the law enforcement force cannot be trusted with intelligence sharing. The DG Rangers also apprised the PM about ‘indirect political pressures’ on the paramilitary force preventing it from realising their responsibilities fully. However, he did not mention any name. “I was dragged out of my car, put into a Police vehicle and taken to Do Darya where I and my driver were handed over to some people in civvies. I also heard a gunshot…soon after we were taken out of the vehicle. I was kept there for nine hours and severely beaten up. My driver has since been missing,” he said. Chishti has reportedly left for Islamabad after the incident. Chishti said the people in civvies threatened him and asked him to leave the city within 24 hours and refrain from reporting the matter to anyone. They also abused Friday Times editor Najam Sethi, he added. “I wrote extensively on national security issues and also about extremist elements. I am not sure but have enough reasons to believe who they were and why they did it to me,” said Chishti.

After the Sindh Government on September 16 decided to create more Districts in the province by bifurcating Karachi and Thatta Districts in first phase of the procedure, the Pakistan People’s Party (PPP) Karachi Chapter President Abdul Qadir Patel told journalists that the meeting decided to create two more Districts in Karachi, Lyari and Maripur, reports Daily Times. Local PPP leaders suggested creation of these two Districts; however, a consensus was reached for Lyari only. More consultations on Maripur District shall be held later. Official sources said that the Chief Minister Qaim Ali Shah has also issued directives to the Revenue Department for preparing and sending him a summary in this regard. It was decided that creation of new Districts would begin from Karachi and Thatta. Earlier, Karachi had four Districts, namely, South, West, East and Central; and Malir was added to the list during the second term of PPP when Abdullah Shah was the Chief Minister of Sindh. The names of political parties have been kept secret. According to The News the four LeJ militants were identified as identified as Asghar Khan, Abu Qasim, Siddiq Akbar and Anees. The Police also recovered weapons and bomb making devices from their possession. Quoting AIG Khan The Express Tribune added that the four accused were master trainers who conducted training sessions for the youth and sent them to Waziristan and Afghanistan for jihad. “They also collected funds and prepared motorcycles for bomb blasts,” said Khan. He said that the Police have also arrested three alleged target killers affiliated with political parties, identified as Saqib Ghani, M Iqbal and Babar during raids in Joharabad area in Malir Town and Azizbad area of Gulberg Town. Further, the officer said that two cadres belonging to People’s Amn Committee (PAC) and close associates of Baba Ladla, identified as Tariq and Abdul Hamid, were arrested during a targeted raid at Lyari gangster hideouts in Maripur area of Lyari Town. The Police also recovered weapons from their possession. The Express Tribune adds that in the interrogation report, Abdul Hameed alias Muna, admitted that he was part of a gang that collected extortion money from transporters. The gang would kidnap their children and other family members if they refused to pay. He also told the Police that Mullah Nazir of Lyari was their group leader. “Mullah Nazir had directed us to kill MQM workers as they were creating problems in the collection of the extortion money,” he said.

The arrested suspects are identified as Ramzan, Hameedullah Ehsanullah, Shah Niaz and Inamullah. The abducted boy is the son of a businessman Najam Mehmood and was abducted by his driver while being taken to the school on September 16, 2013, said AVCC’s Inspector Sajjad. Mehmood told the Police that he was contacted by an unknown caller, who demanded PKR 20 million as ransom to release the boy. The police registered a complaint and started negotiating with the kidnappers. The bill provides protection to witnesses and their families, enabling them to provide evidence in criminal proceedings without any fear. It will allow witnesses to conceal their identities by wearing a mask, changing their voice and appearance as well as any other form of segregation during investigation or trial. Video conferencing will also be allowed in order to secure witnesses. Additionally, witnesses may be relocated and provided with accommodation to keep them safe. The law further states that reasonable financial assistance would be provided to witnesses for them to obtain a means of livelihood and the Government would also provide compensation to the legal heirs and free education to the children, if the protected person is killed because of his participation.

The Sindh Government on September 18 informed the Supreme Court (SC) that the Police arrested 1,357 alleged criminals during targeted operations that began on September 5, 2013, reports The News. Among those arrested, 19 were involved in murders and target killings, six in terrorism activities, 14 in taking extortion money, three in kidnappings for ransom, 97 in robberies, 283 in possessing illegal weapons, 259 in possessing narcotics and 608 in other crimes. These statistics are part of a report submitted to the Karachi Registry of the apex court by Chief Secretary Mohammad Ejaz Chaudhry. The report, prepared by the Home Department and presented to the apex court in connection with Karachi’s law and order suo moto implementation case, says that 1,225 raids were conducted and 59 encounters with criminals occurred in different parts of the city between September 5, 2013 and September 16, 2013. Police also claimed the recovery of over 350 illegal weapons and explosive substance during the raids.

Uzair, who came back on the night of September 19, 2013, is expected to fill in the gap in leadership left behind by Zafar Baloch, who was killed in a targeted attack allegedly due to some internal rifts in the party. “Soon after he [Uzair] returned, he roamed on the streets of Lyari on a motorcycle to show his presence and power,” said a resident of the Lyari Town. “During his visit, he avoided his close aides, including Ladla.” The aim behind roaming on the streets was to warn the perpetrators to stop hatching conspiracies against him, he added. Federal Minister Zahid Hamid presented the draft amendments in the session of Federal Cabinet which was chaired by Prime Minister Nawaz Sharif. The draft bill, which will later be presented before the Parliament for approval, is aimed at curbing the menace of terrorism and giving special powers to security forces. It also provides ensuring protection of witnesses in terrorism cases. The draft amendment bill includes recommendations of the Cabinet committee formed on September 04, 2013 meeting of the Federal Cabinet at Karachi. City division Senior Superintendent of Police (SSP) Faisal Bashir Memon said that a First Information Report (FIR) was lodged against Gabol on a complaint of Mohammad Ali Baloch, the father of the slain leader. The case was registered at the Kalakot Police Station under Sections 302 (premeditated murder), 109 (abetment) and 34 (common intention) of the Pakistan Penal Code. The SSP said that four other unidentified suspects were also booked in the case. On September 20, the Federal Cabinet approved extraordinary powers for the Paramilitary Rangers in an effort to stamp out crimes from Karachi, reports The Express Tribune. The Paramilitary Force has already been mandated to carry out surgical operations against criminal gangs in the city. The cabinet approved the Anti-Terrorism (Third Amendment) Bill, 2013 which will now be tabled in Parliament for approval. Minister for Science and Technology Zahid Hamid presented the bill which includes recommendations of a special committee formed by Prime Minister Nawaz Sharif. According to the draft Bill, “[the] Rangers after prior warning as considered necessary against persons committing a terrorist or scheduled offence will be authorised to shoot or order to shoot before they are fired upon as provided under the existing law.” Other than that, the “draft bill provides for law-enforcement agencies the powers of preventive detention up to three months for any person concerned in any offence under the Anti-Terrorism Act 1997 relating to security or defence of Pakistan and public order relating to target killing, kidnapping for ransom and extortion. The draft amendment also provides for protection of witnesses, judges and prosecutors,” says a statement issued by the Prime Minister’s Office. This means from now on, extortion, kidnapping-for-ransom and target killing – the three crimes which have shaken Karachi the most – will be tried under the Anti-Terrorism law. For the protection of judges and witnesses, the bill proposes a slew of measures which include using screens to shield witnesses, judges and prosecutors from public view; conducting trials on jail premises or through video-link; investigation and trial in another province. The bill also proposes measures for expeditious disposal of cases by the courts.

The Supreme Court during hearing of the suo motu case on September 20 on the deteriorating law and order situation in Karachi headed by Chief Justice Iftikhar Muhammad Chaudhry ordered the Police and Rangers to arrest 1,500 suspected terrorists and 33,000 absconding criminals still at large in Karachi, reports The Express Tribune. He asked the Federal and Provincial Governments to ensure the ongoing ‘targeted operation’ in Karachi continues to be effective – unlike operations in the past. Sindh Advocate General Khalid Javed Khan filed a report on behalf of the Police Inspector General (IG), showing a comparative data of crimes since the targeted operation was launched. The bench asked Khan and the Police IG to ensure this action against the criminals is carried out efficaciously so that this effort does not fail like previous ones. Advocate Shahid Anwar Bajwa filed a report on the action initiated by the Rangers against criminals, but sought confidentiality as well because it contained the political affiliations of the accused. In addition, prosecutor-general Shahadat Awan disclosed that there are 110,549 absconders and proclaimed offenders across the province, including 33,665 in Karachi alone. They’ve absconded during the last five years, that is, the tenure of Pakistan People’s Party (PPP)-led Government, he submitted. Moreover, there are 1,500 suspected terrorists who are also on the run, he added. The Supreme Court took exception to Sindh Home Secretary’s failure to inform the bench about the number of arms licenses issued in Karachi, reports The News. The Secretary said exact number of arms licenses were not known as the administration was still collecting data in this regard. The bench ordered the Sindh and Federal Governments to submit their reply after going through Ramzan Bhatti Commission as the court will give ruling after reviewing the report of the one-man Commission. A Policeman was killed and eight others, including two Policemen were wounded in Aansu Goth area of Malir Town in Karachi District, the provincial capital of Sindh on September 23, reports Daily Times. According to details, an alleged gangster, Naveed Baloch (27), died under mysterious circumstances in police custody. The deceased was arrested along with two of his accomplices on September 22, 2013 from Malir City police remit. The three men were apprehended over their involvement in target killing, extortion and kidnapping in the city. Following the killing of Baloch, his family, relatives and residents of the locality gathered outside the Malir City Police Station and staged a protest against the killing, holding the Police responsible for his death. The protesters turned violent and pelted stones at the Police Station. An extra contingent of law enforcers was quick to reach the Police Station and resorted to aerial firing in order to disperse the protesters. As a reaction to Police action, unidentified armed assailants lobbed a hand grenade on a Police mobile which wounded at least eight people, including two Policemen. Later, armed assailants kidnapped Constable Farman, shot him dead, and threw his dead body outside the Police Station. Law enforcers launched an operation in Aansu Goth and adjoining areas and later claimed to have arrested 30 suspects and seized their weapons which included G-3 rifles and sub machineguns (SMGs).

The dead bodies of two alleged Lyari gangsters were found from Northern Bypass within the remits of Mochko Police Station in Baldia Town of Karachi District, the provincial capital of Sindh, on September 26, reports Daily Times. The bodies are suspected to be that of Ghaffar Zikri, the successor of Arshad Pappu gang, who had been underground since 2009 and reportedly hiding in Balochistan, and his old companion Raja Pathan. Superintendent of Police (SP) Irfan Baloch did not confirm the news and called the reports false, stating that the Police are yet to find the bodies of both gangsters, Zikri and Pathan. On the other hand, Deputy Inspector General (DIG) Javid Udho gave a contradictory statement. DIG Udho said, "We have information about the bodies, but Police have yet to find the bodies of both gangsters." Zikri carries head money worth PKR 0.3 million. The Supreme Court observed that the operation initiated against the criminals in Karachi is only the beginning of what could be a long process to restore peace. The court directed the IGP in Sindh to submit a compliance report on the clearance of “no go” areas by the next hearing. “We may also observe that the actions taken after September 4, 2013 are only the beginning. To ensure that the writ of the Government prevails in Karachi, a lot of work needs to be done,” the bench noted. The bench also noted that the Provincial Government is required to issue a notification in terms of Section 2 of the Surrender of Illicit Arms Act, 1991 (Act of 1991) to allow 15 days time to the people who possess illicit fire arms to surrender them. “The Provincial Government has to initiate this process as early as possible but not beyond the period which is envisaged for surrendering of illicit arms, that is, 15 days, so that the law enforcing agencies including Rangers and Police may continue their activities to curb and control the criminals involved in disturbing the law and order situation in Karachi,” the bench said.

Former Station House Officer (SHO) of Baghdadi Police Station Javed Baloch, who was arrested by Rangers personnel on September 29, 2013, during a targeted operation in Lyari Town of Karachi District, disclosed on September 30 the details of the murder of Lyari gangster Arshad Pappu on March 17, 2013, reports Dawn. According to his statement, Pappu, his brother Yasir and their confidante Shera Pathan were all picked up from the home of Sub-Inspector (SI) Zakir in Karachi's Defence area. He added that the kidnappers were wearing uniforms of Rangers personnel. He further said that after being tortured for over an hour, Pappu and his brother were decapitated with a knife. The dead bodies were then paraded through the areas of Gabol and Aman Park, after which they were chopped into pieces before being set alight. The ashes of both were then thrown into the canals.
