A man belonging to the Ahmadi community, identified as Bashir Ahmed (50), was killed while four others were injured in a sectarian attack within the jurisdiction of Mominabad Police Station in Orangi Town of Karachi District, the provincial capital of Sindh on November 1, reported Daily Times. The injured were identified as Mohammad Ahmed, Asad Fazal, Wajid and Ovais. According to the Ahmadi community spokesperson, Bashir Ahmed, the victims were returning to their homes after offering Friday prayers, when armed men targeted them on sectarian basis. He added that six people belonging to the Ahmadi community had so far been killed in 2013.

The first robbery took place in Paposh Nagar of Nazimabad Town, when a group of men entered the bank at around 10 in the morning and managed to loot PKR 3.2 million. Another robbery occurred in a private bank in Bufferzone area within the limits of Taimuria Police Station in North Nazimabad Town and the robbers looted PKR 1.5 million. A senior officer said, "The deployment of security guards of private security companies have also become the main reason behind the increased incidents of bank robberies. Most of the security guards involved in the robberies belong to the tribal areas, and have links to the outlawed organisations including Taliban and Lashkar-e-Jhangvi."

The Supreme Court on November 1 ordered customs authorities to re-investigate whether arms and ammunition were smuggled into the country, either in the shape of NATO/ International Security Assistance Force (ISAF) supplies or under Afghan Transit Trade, when 19,000 containers went missing before reaching their destination in Afghanistan, reports The Express Tribune. Hearing the Karachi law and order case at the apex court’s Karachi registry, the bench led by Chief Justice Iftikhar Muhammad Chaudhry directed officials of the concerned department to inform the court how many of the weapons imported over the last three years were put up for sale in Karachi. The bench also directed the customs Department to verify the records of arms dealers and forward that information to law enforcement agencies for the door-to-door inspection of licensed arms to make sure they are not being used for illegal purposes.During the proceedings, Director General Transit Trade Khawar Farid claimed that none of the 19,000 containers that went missing in Pakistan, as mentioned in the Suddle Commission’s report, contained arms or ammunition. But a former legal adviser for the Federal Board of Revenue, Raja Muhammad Irshad, making a reference to two reports prepared for this case, stated that the missing containers were never examined by customs officers. At this, Justice Chaudhry remarked that customs authorities were not serious about ascertaining the contents of containers moving through Pakistan under the umbrella of Afghan Transit Trade, NATO or ISAF. “Law enforcement agencies, including the customs department, are bound to discharge their duties to ensure that no goods are being imported contrary to the law,” he said.

The train was about to reach Hyderabad railway station after leaving the Kotri Station when the track was damaged. Bomb Disposal Squad (BDS) officials arrived at the site to collect evidence. According to BDS official Saleem Vistro, the locally-made bomb weighed two to three pounds. “We only found a shopping bag in which the miscreants had brought explosives that was fitted with a fuse”, he said. Another bomb exploded on the track a kilometre from the Gambat Railway Station in the Khairpur District. Police and eyewitnesses said that about two-foot-long railway track was destroyed when the locally-made bomb exploded some time after the departure of the Shalimar Express to Karachi via Gambat Railway Station.

West Range Deputy Inspector General (DIG) Jawed Alam Odho said that the breakthrough was made through one of the teams formed under his supervision as a result of the large number of attacks on policemen in District West this year. He said that an informant tipped the police off late on the night of November 11, 2013 about the presence of militants in Metroville, SITE. The police conducted a raid at the location and after an ensuing gun battle, arrested Abdullah alias Mukhtiar and Hamid alias Pehlwan and recovered two 9mm pistols, two hand grenades, a repeater, shotgun and ammunition. The accused were moved to the investigation unit for interrogation, where they confessed to their affiliation with a splinter group of the Afghan Taliban and divulged details of their training in Afghanistan and orders upon dispatch to Pakistan, which included killing law enforcers because they ‘are allies of the United States army’. Law enforcers rounded up over 135 suspects during the crackdown against criminal elements across the Karachi on November 20, reports Daily Times. Rangers claimed to have apprehended 64 suspected criminals during ongoing targeted raids and snap checking in various parts of the metropolis including Ghausia Colony, Majeed Colony, Madina Colony, Nusrat Bhutto Colony, Orangi Town, Shah Faisal Colony, Sohrab Goth, Naval Colony, M.A. Jinnah Road, DHA and Old Sabzi Mandi areas. According to Rangers’ spokesperson, a joint operation with Police was also conducted in Nazimabad area, adding that during the raids and snap checking, 64 hardened criminals were arrested and weapons were also recovered from their possession. Moreover, Karachi Police claimed the arrest of around 71 suspects including 23 absconders during 62 raids in various parts of the city. The Government has decided to establish at least five new anti-Terrorism Courts (ATCs) in Karachi any time to exclusively try target killers, extortionists and kidnappers for ransom arrested during the ongoing targeted operation against the criminals, reports The News. “We don’t want to burden the present ATCs, working in Sindh, with a fresh heavy load of cases, which have to be decided at a fast track as provided in the law,” a top official said. He said that the Sindh Government has approached the provincial high court chief justice for setting up new ATCs. “The top judge asked Sindh authorities to make the necessary arrangements like premises, staff etc., for the new courts before appointing the judges for them.”

As per details, Pakistan Rangers Sindh apprehended around 27 criminals during different targeted raids across the city. The raids were conducted in various parts of the metropolis, including Lyari, Abul Hassan Ispahani Road area, 100 Quarters, Gulshan-e-Mazdoor, North Karachi, Nazimabad, Frontier Colony, Fawara Chowk, Shah Faisal Colony, Morio Khan Goth and Dak Khana Chowrangi; while snap checking was carried out near Karachi University and Kamran Chowrangi areas. The official also recovered a heavy calibre machine gun, SMGs and huge quantity of mixed ammunitions from the custody of suspects. The encounter came about after the alleged terrorists, detained in Mochko Police Station lockup managed to escape by breaking the windows. “They went to Baldia Town after escaping from the lockup, but were killed in an encounter a few hours later,” said Station House Officer (SHO)Shafiq Tanoli. The suspects, as per investigators had killed at least 16 police officials and four police informers in SITE and its adjoining areas. Chief Justice of Pakistan (CJP) Iftikhar Muhammad Chaudhry while presiding over a five-member bench of the SC for the hearing of implementation of Supreme Court’s decision in Karachi violence case, at Karachi registry of the Court on November 27 said that the Supreme Court (SC) would be satisfied with the performance of authorities concerned only when the culprits arrested during a security operation in Karachi are put on trial, reports Daily Times. “Of the numerous people that you’ve arrested, how many have been provided evidence against and how many of them will be able to stand trial,” CJ Chaudhry questioned the Advocate General (AG) Khalid Javed Khan, adds The Express Tribune. The Chief Justice emphasised that challans need to be submitted against suspects. “This whole exercise [targeted operation] will be futile if the accused don’t stand trial.” The AG gave a vague response on arrangements that need to be made before trials, but CJ Chaudhry pointed out that trials can be started immediately for suspects who are already in jails. During the hearing, Karachi Police chief Shahid Hayat submitted a report in the court on the Karachi operation. The CJP remarked that no court could convict any accused without evidence. “What are the evidences against the detained accused persons?” the court asked, adding that performance of authorities would be ineffective without evidence. “No court can convict any accused without evidence.” The AG told the court that Sindh Government was recruiting 200 investigation officers. The court was told that investigation officers and prosecutors are scared. Prosecutor Abdul Maroof has already been attacked, Khan said. His home was also attacked. All the public prosecutors from Karachi are scared, he added. The Sindh Government, Rangers and Police said in their report that 9,000 persons involved in target killings, terrorism, extortion, kidnappings for ransom and other crimes have been arrested so far during the operation started on September 5, 2013. As many as 2,293 weapons, 115 hand grenades and 222 kilogrammes of explosive materials have been recovered from the accused, the report added. The hearing of the case has been adjourned till November 28, 2013 (today).

The Supreme Court on November 28 directed the Pakistan Telecommunication Authority (PTA) chairman to submit a blueprint of measures to stop ‘grey trafficking’ and use of unauthorised SIMs by criminals in Karachi, reports Dawn. While hearing the Karachi law and order implementation case at the Karachi registry a five-judge bench, headed by Chief Justice Iftikhar Muhammad Chaudhry observed that mobile phone SIM cards of different telecom companies were being sold in open market in unauthorised way, which facilitated the accused involved in heinous crimes including extortion and kidnapping-for-ransom. The PTA chairman Dr Syed Ismail Shah told the court that one of the cellular companies was going to inaugurate biometric system by which SIMs would be issued only after National Database and Registration Authority (NADRA) verification. Additional Inspector General (IG) Police Shahid Hayat informed the bench that about 3,000 activated SIMs were seized by the Police along with China originated smuggled activation machines. He said that unregistered SIMs were being issued which were used mainly in extortion and kidnapping for ransom cases. The bench observed that current registration system was deficient and required to be revised. The Chief Justice remarked that if stringent laws regarding registration of SIMs were followed and issued after verification by NADRA, the crime rate would decline by 50 per cent. The bench also expressed its concern over grey trafficking causing loss to the economy of the country. The PTA chief told the judges that issue of grey trafficking had increased due to duty being charged on international calls.

Hussain, a Shia, was a resident of Ancholi, and was studying mass communication while Naushad, a Sunni, was enrolled in the economics department. “We are probing the possibility of the dual murder being sectarian in nature,” the Senior Superintendent of Police (SSP) East Pir Muhammad Shah said. Hussain was the grandson of the pesh imam of the Khair-ul-Amal Imambargah (Shia place of congregation), Ghulam Ali Waziri. The other victim, however, was Sunni. “Therefore, we are investigating other angles too.” The Majlis-e-Wahdat-e-Muslimeen and the Shia Ulema Council condemned the murder of the two students and demanded that the authorities should arrest the killers immediately. “We want the authorities concerned to take concrete steps for bringing the killing of Shia community members to an end, said the spokesperson for the Majlis-e-Wahdat-e-Muslimeen.”
