Chief Minister (CM) of Northern Province C.V. Wigneswaran addressing the Tamil Peoples’ Council in Jaffna District on August 7 said that accountability for the war crimes committed in the last phase of Liberation Tigers of Tamil Eelam (LTTE) war must be established before the Government formulates a new constitution, reports Daily Mirror. Wigneswaran said that the constitution planned by the Government will not be drafted to the Tamils’ satisfaction unless accountability issues were satisfactorily addressed prior to that.

Northern Province Chief Minister C.V. Wigneswaran on August 7 urged re-merger of the Northern and Eastern provinces as they were the cultural homelands of the Tamils, reports Daily Mirror. He said “The government should take action to re-merge the North and East, the only cultural homelands of the Tamil people. If re-merged, the North and East will not only be culturally secure and power could be devolved in a manner suitable to the provinces through a federal system of administration. This fact should be accepted by the government and the Muslim leaders and the re-merger should be carried out sooner than later.”

The decision to oppose the Tamil party's move to merge the two provinces has been taken at the conference of the Muslim civil societies representing the three districts of Trincomalee, Batticaloa and Ampara in the Eastern Province held in Kalmunaicity in the Ampara Districtof Eastern Province.

Northern Provincial Council (NPC) on August 9 unanimously adopted a proposal to inquire into reports of suspicious deaths of ex-Liberation Tigers of Tamil Eelam (LTTE) cadres who had undergone rehabilitation, reports Daily Mirror. 107 former LTTE cadres had died after being rehabilitated and released, according to reports. Over 11,000 cadres who surrendered during the last stages of the war, or were captured, were later rehabilitated by the state after the war ended. The proposal which was submitted by Chief Minister C.V. Wigneswaran was adopted following a lengthy exchange of views between the ruling party and the opposition.

CoCabinet spokesman Dr. Rajitha Senaratne at the weekly Cabinet press briefing on August 10 said that the Government will launch an investigation into the allegation that the rehabilitated Liberation Tigers of Tamil Eelam (LTTE) cadres are mysteriously dying due to being poisoned while they were under Government custody undergoing rehabilitation, reports Colombo Page. Tamil media reports have alleged that 105 former LTTE members have so far died mysteriously, allegedly after being injected with a drug when they were undergoing postwar rehabilitation in Sri Lankan army run camps. While it has been alleged that the deaths are due to poisoning some of the deaths are due to cancer, according to the Tamil leaders in the North who say that the deaths are creating unease in the Tamildominated Northern Province.

Parliament on August 11 passed the Office on Missing Persons (Establishment, Administration and Discharge of Functions) Bill with amendments, reports Colombo Page. The passage of the bill allows the Government to set up an Office on Missing Persons to help several thousands of families of missing persons across Sri Lanka to discover the fate of their loved ones and the circumstances under which they went missing. The Office on Missing Persons is the first of the four mechanisms dealing with conflict-related grievances that the new Government pledged to establish. The Office on Missing Persons will be composed of commissioners and officers of the highest moral integrity, constituted at the highest level by the President, on recommendation of the Constitutional Council, according to the Government.

to conduct medicals tests for rehabilitated Liberation Tigers of Tamil Eelam (LTTE) cadres, reports Colombo Page on August 14. The Provincial Health Minister Dr. P. Sathiyalingam said the special program was launched to ascertain whether there is a truth to the allegation that the government has poisoned the rehabilitated exLTTE cadres during the government's rehabilitation program conducted at the army camps. Dr. Sathiyalingam further said that the former LTTE cadres will be located and be given complete medical examination at the respective Government hospitals in the areas where they are now living.

President Maithripala Sirisena on August 13 said that the Government's move to set up the Office on Missing Persons (OMP) to ascertain the fate of the thousands of civilians and Security Forces (SFs) members went missing during the war, was not aimed at targeting the security forces but for the redressal of those affected by the strife, reports Colombo Page. "Those who claim that this Office on Missing Persons (OMP) would betray the security forces, I would like to tell them that I am ready to meet them and argue our case. We only want to give redress to those who have been affected not to punish anyone,” Sirisena told.

The Presidential Commission Investigating Cases of Missing Persons (PCICMP) handed over its report to the Presidential Secretariat, reports Colombo Page on August 14. The Commission submitted its interim report to President Maithripala Sirisena in April and scheduled to present its final report before September. Since its establishment on August 15, 2013, the Commission had received 16,213 complaints from civilians and another 5,000 complaints from relatives of missing security forces personnel. During its term in office, they toured eight Districts in the North and South and investigated statements from several officials, of which, 6400 were chosen to be reviewed. 19,000 statements were recorded from civilians. While 4800 cases were deemed false, 5400 entries were regarding missing members of the security forces. The PCICMP was disbanded on July 15 and the Government on August 11 approved the establishment of the Office of Missing Persons (OMP). The new OMP will help several thousand families of missing persons across Sri Lanka to discover the fate of their missing family members.

The Consultations Task Force on Reconciliation Mechanisms appointed by the Prime Minister on January 26, 2016, has released an Interim Report on the Office on Missing Persons (OMP) Bill and Issues Concerning the Missing, the Disappeared and the Surrendered, reports Colombo Page on August 16. This Interim Report is based on all written submissions received until August 8, 2016. This preliminary report provides a summary of submissions relating to the missing, the disappeared and surrenders. It is prepared as a matter of priority in response to the Draft Bill to provide for the establishment of the OMP.

People staged a protest on August 17 demanding an Office on Missing Persons (OMP) in the Northern Province, reports Colombo Page. Residents of Kilinochchi and Mullaitivu Districts staged the protest saying that setting up the OMP in Colombo will not be any benefit to the people in the North and demanded the Government to set up the OMP in Kilinochchi or Mullaitivu. The protesters pointed out that most of the missing people were from North who went missing due to the war and a majority of the missing was from the two Districts. "It is sad to hear some politicians in the North making false allegations when the government is making a genuine effort to resolve the issue of the Northern people. The Defense Ministry issuing a statement dismissed a report published on the Sunday Divaina newspaper in this regard saying the report is totally false and based on fabricated information. The newspaper report quoting the Defense Secretary Karunasena Hettiarachchi said the Government has decided to withdraw 64 army camps stationed in the Eastern Province. It said that there were 162 army camps in the East at the beginning of 2016 and it has been decided to reduce the number to 98 by 31 August. The report added that 30 camps have already been removed.

Government is planning to strengthen the Secretariat for Coordinating Reconciliation Mechanisms (SCRM) which is tasked with the design and implementation of reconciliation mechanisms, reports Colombo Page on August 24. The Secretariat, which comes under the Prime Minister's Office, was formed by the Cabinet of Ministers on December 18, 2015, according to a decision taken by the Cabinet to productively implement decisions, programs and processes related to reconciliation process. It is vested with the task of planning and implementing the reconciliation process in Sri Lanka. It also coordinates and facilitates policy making and implementing agencies. The recently approved Office of Missing Persons, Truth, Justice, Reconciliation and NonRecurrence Commission, Judicial Mechanism for accountability, and Office of Reparations come under the purview of the SCRM, headed by Mano Tittawella who serves as the Secretary General of the secretariat.

Officials on August 26 said that the Government has decided to grant bank loans at concessionary rates to exLTTE cadres for selfemployment purposes, reports Daily Mirror. The parliamentary oversight committee of the Rehabilitation and Resettlement Ministry has discussed this matter and decided to proceed with the granting of loans at low interest rates to the excombatants reintegrated into society after rehabilitation. About 12,000 LTTE combatants surrendered to the military during the final stages of the war and underwent rehabilitation which included the provision of vocational training skills.

With this in view, the Steering Committee which is drafting the constitutional proposals has decided to hold meeting on consecutive days so as to complete its task as early as possible. Four out of six sub-committees appointed to work on different aspects of the Constitution have submitted their reports to the Steering Committee headed by Prime Minister Ranil Wickremesinghe. The remaining two subcommittees have been requested to submit their reports by September 3. The Steering Committee will incorporate the recommendations before compiling the final report to be presented to Parliament.

Minister Samaraweera said over 200 LTTE members, who have paid an official of the Ministry of Defense and left the country during the last week of the war in May 2009, are now listed as missing persons. The Foreign Minister said several prominent LTTE leaders were among those who bought their way out.
