Speaking at the inauguration ceremony of the "Nila Mehewara" Mobile Service Programme at the Richard Pathirana Vidyala in Galle District of Southern Province, the Defense Secretary said anyone can visit these areas and verified that the Government has provided suitable livelihood environment for the people in these areas.The Defense Secretary also pointed out that, lands that were acquired by the government forces during the war period is presently being handed back to their legitimate owners not because of international requirement but to fulfill the needs of the people.

A Sri Lankan court on December 5 rejected granting bail to the former Liberation Tigers of Tamil Eelam (LTTE) leader turned deputy minister of the former Sri Lankan Government, Vinayagamoorthy Muralitharan alias Karuna Amman who was arrested by the Financial Crimes Investigation Department (FCID) of the Police on November 29, reports Colombo Page. Karuna Amman was arrested when he arrived at the FCID on November 29 to record a statement over financial irregularities reported during his tenure in the previous United People's Freedom Alliance (UPFA) led Government.The former deputy minister was alleged of misusing state vehicles.

The United Nations Committee Against Torture (UNCAT) called on Sri Lanka on December 7 to investigate documented allegations of torture and rape of detainees by Security Forces (SFs) and to rein in broad Police powers, reports Daily Mirror. The UNCAT described continuing reports of abductions, deaths in custody, poor conditions of detention and the use of forced confessions in court. The report included recommendations by the panel of 10 independent rights experts citing "consistent reports" from national and UN sources that torture remains common in regular criminal investigations in Sri Lanka. "The Committee is concerned that the broad Police powers to arrest suspects without a court warrant has led to the practice of detaining persons while conducting the investigations as a means to obtain information under duress," it said.The panel urged Sri Lanka to identify and prosecute perpetrators of "emblematic cases" from a 26-year-civil war that ended in 2009, including the murder of the "Trincomalee Five" students on the beach and 17 aid workers of Action Contre la Faim, both in 2006. However, there was no immediate response from the Sri Lankan authorities. But the committee's report said the Sri Lanka’s attorney general, Jayantha Jayasuriya, had told its investigators that his Government had a zero tolerance policy when it came to torture.

In response to the United Nations Committee Against Torture’s (UNCAT) findings that torture is a common tactic adopted by the Police in Sri Lanka, the Government on December 8 said it would take due note of the UN panel’s recommendations in working to improve accountability, prevent torture, to take legal action against those who commit torture and in carrying out the necessary institutional reforms, reports Daily Mirror. The Foreign Affairs Ministry, in a statement, said Sri Lanka is engaged with the CAT in keeping with its Treaty obligations, and commitment, under the leadership of President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe to ensure that the human rights of all citizens in the country, rule of law, and good governance are assured. It further said Sri Lanka appreciated the Committee’s recognition of the positive steps taken by the Government since January 2015 to end torture. "Among several measures which have been initiated by the government to address allegations of torture, is an indicator-based Human Rights Plan for the next five years which is being developed through an inclusive stakeholder process,” it said.

Several political parties and Indian non-governmental organizations (NGOs) in Malaysia have threatened to hold demonstrations if the Government allowed Sri Lankan President Maithripala Sirisena to make a visit to the country, reports Daily Mirror on December 12. The President is scheduled to visit Malaysia on December 15 to sign several memorandum of understanding (MoUs) with the Government and also to launch the Sri Lanka Food and Cultural Festival. Johor PKR (People's Justice Party), Vice-Chairman, Rony Murugan expressed his dismay over Sirisena's scheduled visit to Malaysia, adding that the Government should take into consideration the sentiments of the Tamilians in the country. He said Mr. Sirisena should not be allowed into the country because of his alleged role in the killing of civilians during the Sri Lankan Civil War. Rony, who is also the coordinator for the Johor Coalition Against the Visit of the President of Sri Lanka, said the coalition would be lodging police reports in 10 stations throughout the state, as a sign of protest. The coalition, which was formed to protest against the visit, consists of 10 NGOs including the Johor Tamilar Sangam and Hindu Rights Action Force (Hindraf) as well as PKR, DAP, Amanah and Parti Sosialis Malaysia (PSM).

Sri Lankan Prime Minister Ranil Wickremesinghe on December 11 said that a small group of people is trying to destroy the unity in the country by creating hatred between races and religions and their attempts to disrupt reconciliation and peace among the communities will not succeed under the unity Government, reports Colombo Page. Speaking at the inauguration of the 7th annual international session of the Global Energy Parliament at the Temple Trees in Colombo, the Prime Minister said the present Government would not allow anyone to achieve political aims by inciting racism or religious hatred. He said the Government will hold discussions with those groups as well on their issues but, if they continue to engage in disrupting the peace, the Government will take legal action to stop those activities.

Sri Lanka’s internal war which ended in May 2009 had cost the country around USD 200 billion according to India’s former National Security Adviser (NSA) and Foreign Secretary, Shivshankar Menon, reports Colombo Gazette on December 13. In his book ‘Choices: Inside the Making of India’s Foreign Policy’, Menon says that this estimate does not include the “opportunity cost” to Sri Lanka which was once the fastest growing and the most open economy in South Asia. About deaths, the veteran Indian diplomat turned security expert says that between 1983 and 2009, 80,000 to 100,000 people, including combatants from both sides, lost their lives. Among them were 30,000 to 50,000 civilians, 27,693 Liberation Tigers of Tamil Eelam (LTTE) cadres, 23,790 Sri Lankan Army personnel, and 1,155 men of the Indian Peace Keeping Force (IPKF).The final stages of the war had created a little over 300,000 refugees or Internally Displaced Persons (IDPs). The war had also left 1.6 million land mines in the Northern and Eastern Provinces. But the real casualty of the war was Sri Lanka’s composite society, something that the LTTE and Sinhala chauvinism are “equally responsible for”, Menon says. “Sri Lanka’s democracy was flawed by disappearances, killings, torture, detention, and widespread human rights abuses committed by all sides in the war. Civil-military relations were skewed, Sinhala society was militarized, and the brutalized remnants of Tamil civil society were leaderless, without direction or hope. Nor was there any sign of an attempt to come to terms with the legacy and result of the war, to undertake real reconciliation,” he observes grimly. Menon points out that LTTE ‘chief’ Prabhakaran had left his Sri Lankan Tamil community “gutted and brutalized” by his war.

Kiriella said that six subcommittees had worked out proposals and they would be debated in Parliament on January 9-11. "This is the first time in Sri Lanka that a constitution making process has been underway under the glare of media. Earlier, it was not open to the media. The general public can see what we do," he said. By signing the treaty, the Government can guarantee that there will not be another in the future.
