Stone throwing protesters clashed with SFs at Chhatabal, Zampa Kadal and Batamaloo areas of Srinagar, on September 1, reports Daily Excelsior. Police and CRPF fired tear smoke and pellets at protesters during the clashes in these areas which continued for several hours. Several protesters were injured in these clashes. Protests also broke out at Kupwara in which at least eight persons were injured. Massive protests broke out at Drugmulla in Kupwara after SFs allegedly ransacked houses. Reports said that the Police used force against the protesters and in the clashes eight protesters were injured. The clashes and protests also erupted at Notnusa and Lalpora areas.

President Maithripala Sirisena at a meeting with newspaper editors and media heads on September 2 pledged to resolve land in issues in the Northern Province within three months, reports Daily News. “We, as a government should understand the grievances of the people. They don’t need lands owned by the military. They ask for their own lands. We have achieved remarkable progress on resettlement. But, there are some problems that need to be resolved. At this point, we have informed all IDPS in writing about the status of their lands. We have to admit that there is a delay on the part of the Survey Department as they do not have sufficient human capital to fast track the process,” the President said.

Participating as the Chief Guest of the 150th Anniversary Celebrations of the Police Service held at the Police Field Headquarters in Bambalapitiya in Western Province, the President said measures will be taken to provide training, technical expertise and guidance, and resources to make the Police force a commendable service in the country. Sri Lanka's High Commissioner to Malaysia Ibrahim Ansar was assaulted by a group of protestors allegedly linked to the Liberation Tigers of Tamil Eelam (LTTE) after he refused to divulge the details of former President Mahinda Rajapaksa who is on a visit to Malaysia, at the Kuala Lumpur International Airport on September 4, reports India Today. The attack on High Commissioner Ibrahim Ansar at the was allegedly carried out by the LTTE sympathisers, who were protesting against the visit of Rajapaksa, under whose leadership the Lankan troops defeated the LTTE ending the nearly three decade-long civil war. Speaking from Kuala Lumpur, the opposition legislator Lohan Ratwatte told the local media that Ansar was seeing off the joint opposition leader Dinesh Gunawardana at the airport when he was attacked allegedly by the LTTE sympathisers. Sri Lankan High Commission in Kuala Lumpur is coordinating with local law enforcement authorities to identify the perpetrators and assist with the investigationConfirming the report, the Ministry of Foreign Affairs strongly condemned the attack on a diplomat, adds Colombo Page. "The Government of Sri Lanka condemns this act of violence on one of Sri Lanka's diplomats in the strongest terms," the Ministry said in a statement. The High Commissioner is receiving medical attention in Kuala Lumpur. "The Ministry of Foreign Affairs in Sri Lanka is seized of the seriousness of this incident and is taking all necessary action in this regard through diplomatic channels," the Ministry said.

Several organizations and the parents and relatives of Tamil political prisoners staged a demonstration in the Killinochchi town of Killinotschchi District on September 5 calling upon the Government to free Tamil political prisoners, reports Daily News. The group said the Government must release the political prisoners in keeping with the pledge given to the Tamil National Alliance (TNA) to grant them a common amnesty on September 4. The protesters said the TNA should take the issue up with the Government again, because the pledge was issued by the Government to the TNA. Killinochchi District TNA parliamentarian S. Human Rights organizations urged the Parliament to remove the statute of limitations to book the perpetrators of torture during the armed conflict era, reports Republica on September 8. Human rights organizations like Accountability Watch Committee, Justice and Rights Institute-Nepal (JuRI-Nepal) and Informal Sector Service Center (INSEC) appealed to lawmakers that the statute of limitations should not come into effect in the crimes defined by the international humanitarian law. "As Nepal is a party to international law for a long time, the bill should remove the statute of limitations so that it can be effective for war-era crimes. The trial of Nepal Army Colonel Kumar Lama in Britain has shown that torture is a crime under universal jurisdiction. To avoid such situation in future, the bill should not have statute of limitations,” said Advocate Raju Chapagain of JuRI-Nepal.

Jaffna Security Forces commander Mahesh Senanayake on September 7 said that resettlement of over 3,000 people displaced in the northern Jaffna will be completed by mid next year, reports Daily Mirror. He said that there are 3,388 people from 971 families living in 71 displaced camps in Jaffna. All of them will be resettled in their places of origin by June next year. He said 88 per cent of the heavily booby-trapped lands in Jaffna have been cleared of anti-personnel mines. The de-mining work in the areas will take a lot more time. This is no easy job to clear all areas of mines.

Prime Minister (PM) Ranil Wickremesinghe responding to a question asked by Eelam People's Democratic Party (EPDP) leader Douglas Devananda in Parliament on September 8 said that the Government is hoping to increase the percentage of Tamils in the Security Forces (SFs), reports Daily Mirror. The PM said “Sri Lanka's first Army Commander Anton Muthukumara was a Tamil. There were Tamil-speaking officers in Police Service, but the situation changed after 1978. The LTTE started killing Tamil Police officers and this hindered recruitment because it resulted in Tamils being discouraged from joining the service. Especially after 1983, recruitment of Tamils became much less. There were not enough educated Tamils to be recruited from the estate sector. Even those with educational qualifications joined other services. Now we must increase the percentage in the Security Forces, Police Service and the Prison Service.”

Shafqat Malik, Additional Inspector General (AIG) of the Bomb Disposal Squad (BDS), on September 7 said that IEDs have become the most common weapon to be used by militants in Khyber Pakhtunkhwa (KP) and Federally Administered Tribal Areas (FATA), reports Dawn. Around 70 per cent of terrorist attacks in KP have involved the use of IEDs, he said, informing that 5,228 incidents of IED blasts took place from 2009 to 2015 in the Province. Another 210 cases have already been recorded this year. Malik further suggested, “The government needs to establish an inspectorate to keep a check on factories that are using explosive material for commercial purposes”.

Northern Provincial Health Ministry has organized complete medical examinations for the rehabilitated and released former members of Liberation Tigers of Tamil Eelam (LTTE) in response to the allegations that they have been poisoned during rehabilitation, reports Colombo Page on September 9. In the first stage 26 rehabilitated LTTE cadres from Northern Province participated in the program. Among them, nine cadres were from Jaffna District, seven from Kilinochchi District, seven from Mullaitivu District and three from the Vavuniya District. Subbiah was arrested from Lohegaon airport in Pune, Maharashtra on September 1 while he was trying to fly to Germany on a fake Indian passport. Subbiah had allegedly tampered with the passport of one Marimuthu Raju, a resident of Alangottal in Tamil Nadu, and pasted his own photograph. He was detained by the Intelligence Bureau at the airport here on suspicion before he could board a Frankfurt-bound flight on September 1. After completing Class XI at Songuda Hindu College in Jaffna in 2000, Subbiah completed an automobile mechanic course at Kokwil Technical College, Jaffna. He worked at an LTTE army unit camp and received arms training before leaving it in 2005.

ICG personnel who were on routine patrolling spotted the 41-year-old suspect identified as A. Arul Jayarathinam alias Rajan, a resident of Mullaitivu District in Northern Province, when he was stranded in the third islet in the Gulf of Mannar on September 13, Police sources said. Preliminary enquiries revealed that the suspect had served in the terrorist organization and reached the islet clandestinely on September 12-night. He told the ICG officials that he fled from his native village fearing harassment by the Sri Lankan Armed Forces. The Coast Guard handed him over to the Marine police of the Coastal Security Group.

The UN Working Group on Enforced or Involuntary Disappearances headed by its Vice President, Bernard Duhaime visited Sri Lanka from 9 to 18 November 2015, at the invitation of the Sri Lankan Government. At the conclusion of its 10-day visit to the country the Working Group said the chronic pattern of impunity still exists in cases of enforced disappearance and the victims of enforced disappearances have overall no faith in the justice system, prosecution services, the Police or Armed Forces. The Working Group said Sri Lanka has the opportunity to once and for all meet the rights and legitimate expectations of thousands of families of disappeared.

The Working Group presenting a brief report on its visit to Sri Lanka from November 9-18, 2015, at the invitation of the Sri Lankan Government thanked the Government for the invitation and for the cooperation extended to the group before and during the visit. Ministry of Justice Wijeyadasa Rajapakshe on September 17 said that a special committee has been appointed to monitor the activities and the formation of the proposed Office on Missing Persons (OMP), reports Colombo Page. The Ministry of Justice has been assigned the task to present the mechanism and the activities to be carried out by the OMP before parliament within the next six months. The OMP will be composed of commissioners and officers of the highest moral integrity, constituted at the highest level by the President, on recommendation of the Constitutional Council. The seven member team for the OMP will be appointed by the President Maithripala Sirisena in the near future. The establishment of the OMP was one of the pledges of the government to the United Nations Human Rights Council. The OMP is expected to help several thousands of families of missing persons across Sri Lanka to discover the fate of their loved ones, and the circumstances under which they went missing.

Jayathilake said they were informed by the NPC Chairperson V. K. Sivagnanam that the bill was submitted by the Governor of the Northern Province. He said they have rejected the bill as it would scrap the powers of the provincial councils and added that it was unanimously rejected by all 25 members of the NPC without a vote.
