Former President Chandrika Kumaratunga while addressing a media briefing on December 1 at the head of the Office for National Unity and Reconciliation which has been established to lead, facilitate, support and coordinate matters related to national unity and reconciliation in Sri Lanka said that the Government will set up a special war crimes court soon to probe the alleged war crimes committed during the last stage of the three-decade long ethnic war, reports Colombo Page. She said, "Enormous amount of work has been done and the special court should start its work by the end of this month or by early January."

The TID said five out of ten LTTE suspects, who have been arrested for involvement in terrorist activities and in remand custody, will be indicted in the Supreme Court.

Rehabilitation, Resettlement and Prison Reforms Minister D.M. Swaminathan on December 8 said that the Attorney General is studying the cases of 20 more Liberation Tigers of Tamil Eelam (LTTE) suspects detained under the Prevention of Terrorism Act (PTA) to see whether they can be released, reports Daily Mirror. He further said that PTA detainees, charged with serious terrorist acts, would be prosecuted while those held up without charges would be considered for release or rehabilitation.

Military spokesperson Jayanath Jayaweera on December 10 said that the former war torn areas will be cleared of mines soon as only 64 acres of land now remained to be cleared, reports Colombo Page. He said that following the end of the 30-year civil war between Government troops and Liberation Tigers of Tamil Eelam (LTTE) rebels in 2009, 2,064 acres of land in the country had to be cleared from landmines and explosives which had been buried by the rebels. The army, together with demining agencies, has to date cleared 2,000 acres of land, mostly in the nation's north and east and operations are ongoing to clear the remaining 64 acres.

Secretary of the Commission HW Gunadasa said the Commission has received 100 new complaints during the first two days of sessions in Jaffna District till December 13. The Secretary said it has received 1,620 complaints including new complaints to hear during this sitting. The Commission will continue its Public Sittings in various parts of the North and East.

High Commissioner of India to Sri Lanka Y.K. Sinha visited Northern Province from December 10-11, 2015 to initiate the India-funded projects. During his visit, the High Commissioner held wide ranging discussions with various government officials including the Governor of Northern Province H.M.G.S. Palihakkara, Chief Minister of Northern Province C.V. Wigneswaran and other officials of the Provincial Government to assess on the ground the impact of India's aid projects and to understand local priorities and requirements with respect to development assistance.

An investigation conducted by the Anti-Terrorism Squad (ATS) in the Maharashtra, India has revealed that a 16-year-old Indian girl from a well-to-do Muslim family was found to have a link with a Sri Lankan Islamic State (IS) member through social media network Facebook, reports Colombo Page on December 18. The proposed Secretariat will be responsible for coordination of national level discourses on reconciliation mechanisms and development of a plan with specific dates to establish reconciliation mechanisms such as 'Office on Missing Persons' and 'Truth, Reconciliation and Prevention of Conflicts Commission'. Furthermore, the Secretariat will coordinate with local institutions such as Sri Lanka Human Rights Commission (SLHRC) and international institutes such as the Office of the High Commissioner of Human Rights (OHCHR) and follow-up the progress and coordination of implementing recommendations stipulated in Commission Reports including Lessons Learnt and Reconciliation Commission (LLRC) and the Report of the OHCHR.

The new organization, the Tamil Peoples’ Council (TPC), which met for the first time at the Auditorium of the Jaffna University, would comprise of a group of Tamil politicians and other civil organizations. About 1500 displaced persons from Palali, Myladi and Kankasanthurai have been living in these camps with immense difficulties. The President met these families and listened to their grievances. The families warmly welcomed the President and briefed the President about the severe hardships they underwent for more than two decades and requested the President to resettle them in their original places of dwelling. Prime Minister Ranil Wickremesinghe has appointed a 24-member committee consisting of representatives from political parties and civil societies to seek public opinion on the proposed constitutional reforms, reports Colombo Page on December 29. The committee will be chaired by Attorney Lal Wijenayake and include President's Counsel Faizer Mustapha, Professor Gamini Samaranayake and Professor AM Navaratne Bandara and M.L.A. Cader, among others. The committee is expected to visit across the island and seek oral and written submissions from the public. A report on the public's opinion and recommendations will be handed to a Cabinet Sub Committee on Constitutional Reforms. Prime Minister Wickremesinghe will move a resolution in Parliament when it reconvenes after holidays on January 9 to convert the House into a Constitutional Assembly. The resolution will set in motion the process of making Sri Lanka's third Constitution in the place of the 1978 Constitution.

The Indian Housing Project, under which 46,000 houses are to be constructed or repaired in Sri Lanka's Northern and Eastern Provinces and 4,000 houses constructed in the Central and Uva Provinces, is nearing completion in Northern and Eastern Provinces, reports Colombo Page on January 1. As on December 31, 2015, a total of 43,800 houses have been completed. During 2015, 13,827 new houses were constructed in the Northern Province and 2,051 in the Eastern Province. In addition, 502 damaged houses were repaired in the Northern Province. Only 2,200 houses remain to be constructed or repaired in the Northern and Eastern Provinces, which is expected to be completed during the next few months.
