He said Sri Lanka is committed to implement the provisions of the resolution in a manner that its objectives are shared by the people and all stakeholders in the country, for their benefit. "We are eager to commence wide ranging consultations for this purpose as soon as possible in a manner to expand the ownership of its content by all stakeholders," he said.

President Maithripala Sirisena, after arriving home after address the 70th UN General Assembly, on October 2 said that his Government's policy is to have a domestic mechanism in accordance with the country's Constitution to look in to human rights allegations, reports Daily Mirror. President Sirisena said “We did not achieve this under any pressure, stress or arm twisting. We told the global community in no uncertain terms that an international probe was unacceptable to us. We also told them that we were ready for a domestic probe within the constitutional framework of Sri Lanka. There will be no orders, no decrees in this exercise from any one. Therefore, Sri Lanka now can face the challenges and charges against her in a positive and optimistic frame of mind.”

The United Nations Human Rights Council (UNHRC) at its ongoing 30th session in Geneva, on October 1 through consensus adopted a resolution on Sri Lanka on accountability for the alleged human rights violations during war in Sri Lanka, reports Colombo Page. The resolution A/HRC/30/L.29 "Promoting reconciliation, accountability and human rights in Sri Lanka" was submitted on September 24 by the former Yugoslav Republic of Macedonia, Montenegro, United Kingdom and the United States and backed by Sri Lanka. The adoption of the resolution follows the presentation of the report of the Office of the High Commissioner for Human Rights (OHCHR) investigation to the Council by the High Commissioner Zeid Ra'ad Al Hussein on September 30. The resolution calls for the establishment of a Sri Lankan Judicial Mechanism with a Special Counsel to investigate allegations of violations and abuses of human rights and violations of international humanitarian law.

Out of the 613 acres, 474 acres belong to Kilinochchi District and 139 acres belong to Mullaitivu District. The lands were being used earlier by tri-services under the Security Force Headquarters - Kilinochchi (SFHQ-KLN) and Security Force Headquarters - Mullaitivu (SFHQ-MLT) for security purposes as the fight against terrorism was intensifying before May 2009.

Janatha Sevaka Pakshaya (JSP) General Secretary Somawansa Amarasinghe on October 7 said that all political parties should reject the United Nations Human Rights Council (UNHRC) resolution in order to prevent Sri Lanka from becoming a colony again. Amarasinghe said that no international organizations, not even the UNHRC has a right to intervene into the internal affairs of a particular country and said it could only offer to provide assistance to countries in developing human rights. “This is a clear threat to our sovereignty and integrity as we are capable of conducting a domestic probe. The US, motivated by separatists, only wants to reap certain benefits from bringing the resolution. If this resolution was implemented, it will be a victory to the separatist elements,” he said.

New Zealand joined as a co-sponsor to the resolution on Sri Lanka adopted by the United Nations Human Rights Council (UNHRC), reports Colombo Gazette on October 11. The resolution on Sri Lanka submitted to the UNHRC and adopted without a vote now has 39 co-sponsors. The deadline for more co-sponsors to add their names to the list is October 16, according to the UNHRC Secretariat. Albania, Australia, Germany, Greece, Latvia, Montenegro, Poland, Romania, Sri Lanka, the former Yugoslav Republic of Macedonia, United Kingdom of Great Britain and Northern Ireland and the United States of America were the original sponsors and co-sponsors. Some 200 Tamil prisoners including former Liberation Tigers of Tamil Eelam (LTTE) combatants at the main prison in Colombo on October 12 commenced a hunger strike demanding their release and later Tamil prisoners in other jails also joined the protest. In the case relating to the killing of 16 Tamils and 1 Muslim staff member of the French non-governmental organization (NGO) Action Centre La Faim (ACF) at Mutur in Trincomalee District on August 4, 2006, it blamed the Liberation Tigers of Tamil Eelam (LTTE). On the killing of the students, all between 20 and 21, it said: “There are strong grounds to surmise the involvement of uniformed personnel in the commission of the crime.” The report, which was tabled in Parliament on October 20, does not explicitly say that the STF had killed the students, but the narration of events clearly indicates the STF’s hand, possibly in collusion with the other armed forces personnel stationed in the highly guarded area.

The Government has taken this decision at a high level meeting attended by Prime Minister Ranil Wickremesinghe and Law and Order and Prison Reforms Thilak Marapana, Minister of National Dialogue Mano Ganesan and Minister of Rehabilitation and Resettlement D.M. Swaminathan. Minister Mano Ganesan said that 217 Tamil prisoners have been accused of involved in terrorist activities and held under the Prevention of Terrorism Act or Emergency laws. They are said to be in jails for varying periods ranging from five years to 15 years. "Those who are having their cases and those under police action could be granted bail. The officials have been advised to look at this process," Ganesan added.
