According to a source in the Presidential Secretariat, 80 per cent of the complaints of forced disappearance made to the Presidential Commission of Disappearances blame the LTTE, reports Daily Mirror on March 2. Quoting members of the commission, the official told that majority of the complaints from Tamils in the Northern Province pertained to children being abducted by the LTTE to fight its war against the Lankan forces. However, Tamil media reporters who had covered the sittings of the disappearances panel in Kilinochchi and Jaffna Districts reported an overwhelming majority of the complaints were against the Army and their Tamil auxiliaries.

The resolution on Sri Lanka calling for an international independent and credible investigation into alleged humanitarian and human rights law violations has been tabled at the 25th session of United Nations Human Rights Council (UNHRC) in Geneva, the capital of Switzerland on March 3, reports Colombo Page. The Draft Resolution HRC25/1 "Promoting reconciliation, accountability, and human rights in Sri Lanka" has been submitted by the United States, United Kingdom of Great Britain and Northern Ireland, Montenegro, Macedonia and Mauritius. Meanwhile, the United Nations (UN) Secretary General Ban Ki-moon welcomed the UN High Commissioner for Human Rights, Navi Pillay's report on Sri Lanka at the UNHRC in Geneva on March 3, reports Colombo Page. The UN Chief said he welcomes the High Commissioner's report on promoting reconciliation and accountability in Sri Lanka.

BTF said the resolution calls for another update from the United Nations High Commissioner for Human Rights in a year's time and makes another call on Sri Lanka to launch a credible domestic inquiry despite the Human Rights Commissioner herself declaring that Sri Lanka has no political will to investigate itself.

Prime Minister of India Manmohan Singh met President Mahinda Rajapakse on March 4, after a resolution at the United Nations Human Rights Council (UNHRC) condemning Sri Lanka's human record during its war against the Liberation Tigers of Tamil Eelam (LTTE), reports The Hindu. India’s External Affairs Minister Salman Khurshid said Singh had used the meeting to underline the case of de-militarisation in the Jaffna Peninsula. Sri Lanka says it has already scaled back troops from a war-time peak of 175,000, and promised that a further drawdown will take place as de-mining and reconstruction operations are completed.

The Census and Statistics Department issued its interim report on the nationwide census the Department conducted to assess the human and property damages occurred during the Civil War, reports Colombo Page on March 5. The interim report on "2013 Census on Death/ Injuries to Persons and Property Damages Due to Conflict" contains details of the methodology, training, enumeration and supervision, and the processing of the census data. The preliminary report based on enumerator summaries is expected to be released within a few weeks. The Census Department launched the survey on November 28, 2013.

The Presidential Commission investigating the alleged disappearances of persons in conflict affected areas has considered issuing a Certificate of Absence instead of a Death Certificate to the persons who went missing during the armed conflict, reports Colombo Page on March 5. "We have held discussions on the possibility of issuing certificates of absence in place of the current practice of issuing death certificates," Chairman of the Presidential Commission, Maxwell Parakrama Paranagama said. The families of the missing or disappeared do not want to believe they have died, so issuing a death certificate would hurt them, Paranagama added.

Delivering the national statement at the 25th session of the UNHRC in Geneva and rejecting a report by the UN High Commissioner for Human Rights Navi Pillay on the country's post-war progress as "fundamentally flawed" in its entirety, Minister of External Affairs Prof. G.L. Peiris on March 5 said judging the country by the initiatives of Office of the High Commissioner for Human Rights is a "travesty of justice", reports Colombo Page. Peiris on March 6 told the United Nations High Commissioner for Human Rights Navi Pillay that the negative attention placed on Sri Lanka makes achieving reconciliation among ethnic communities’ even harder, reports Colombo Page. Minister Peiris made the remark when he met with the High Commissioner and briefed her in Geneva on the continuing efforts on reconciliation and development in the country. He said "The highly prejudiced actions taken by a few countries and the Office of the High Commissioner for Human Rights (OHCHR) to give disproportionate negative attention to Sri Lanka, has made the separatist Tamil elements in Sri Lanka and abroad more intransigent making the intensely difficult task of reconciliation in Sri Lanka, even harder."

Kapilan alias Nandhagopan, the 'second in command' of the Liberation Tigers of Tamil Eelam (LTTE)’s Nediyavan Group, was arrested in Tehran Airport (Iran) on March 6, 2014, reports Daily Mirror. Nandhagopan was arrested by Sri Lankan authorities with the help of Iranian and Malaysian authorities. On March 6, 2014 Nandhagopan was reportedly travelling under a false passport from Malaysia on a flight to London via Teheran. Iranian authorities when informed arrested Nandhagopan at the transit passenger lounge in the Teheran airport. Thereafter, Nandhagopan was “seized” by Sri Lankan officials and transported to Colombo.

The United Nations (UN) High Commissioner for Human Rights Navi Pillay on March 6 reiterated her call for the UN Human Rights Council (UNHRC) to establish its own international inquiry mechanism into Sri Lanka, reports Colombo Page. Presenting her final annual report as High Commissioner for Human Rights to the 25th session of UNHRC in Geneva, Pillay said the nearly five years after the end of the conflict, the Sri Lankan Government has failed to satisfy the Council's call for a credible and independent investigation into allegations of serious human rights violations. "I therefore recommend that the time has come for the Council to establish its own international inquiry mechanism which I believe can play a positive role where domestic mechanisms have failed," she said.

The sponsors submitted the revisions and amendments to the resolution HRC25 "Promoting reconciliation, accountability and human rights in Sri Lanka" before March 25's deadline. The Council will vote on the resolution March 26 (today). The draft of the revised resolution, which specified a time period to investigate the alleged human rights violations, was circulated among the member states of the UNHRC on March 24.
