President Mahinda Rajapaksa on May 1 said that almost all of the United Nations (UN) agencies praise Sri Lanka’s achievements on all fronts since the war victory, reports Daily Mirror. He added that the changes brought about in Sri Lanka since the launching of the Mahinda Chintana (Mahinda Vision) Policy framework some nine years ago and following the eradication of separatist terrorism from the soil of Sri Lanka were clearly visible to anybody and could be experienced by anyone. He also criticized those who brought human rights violation charges against Sri Lanka by saying that they were conspicuous in their silence on these accomplishments.

The Resettlement Ministry Secretary Janaka Sugathadasa on May 5 said that the Government will revise the list of remaining Internally Displaced Peoples (IDPs) in the country by adding another 400 long term IDP families, reports Colombo Page. He further added that there are 7,094 families comprising 23,568 persons yet to be resettled. According to the Ministry, these IDPs are currently residing in 32 welfare centers in the Jaffna District and at three in the Muttur Divisional Secretariat area in Trincomalee District.

Military Spokesman Brigadier Ruwan Wanigasooriya said that Army, Navy and the Police have launched an extensive search in the general area of Ichchilampattai in Trincomalee District after the recovery of a T56 weapon with several rounds of ammunition in a bag at Lanka Patuna beach near a Naval detachment on May 5, reports Colombo Page. He further added that a joint Army, Navy and Police investigation and search is underway and so far no arrests have been made. The Military authorities also said that there is a renewed attempt to revive the Liberation Tigers of Tamil Eelam (LTTE) in the North and investigations into the activities of former LTTE operatives have resulted in several arrests which in turn have led to recovery of arms, ammunitions, explosives and other material that were in their possession.

Sri Lanka and Maldives are under the scanner of India's security establishment as sources and transit points for Pakistan-supported terror elements who may be used to target vital installations in southern India, The Times of India reports on May 8. Sources here said both countries were well aware of the emerging developments and have been coordinating more carefully in recent times. Maldives is a place of particular concern because of the radical elements, many of whom got indoctrinated in Pakistan. Some officials also said Afghan travellers were being tricked with fake currency, which they believed was being distributed by Pakistani agencies. Indian hospitals and establishments catering to Afghans have been instructed to receive payment either by cheques or card, or with proper documentation that the cash was procured in India. While Indians have traditionally focused on north India as points of infiltration by Pakistan-supported elements, south India poses a particular danger. Officials claimed the arrested Lankan had told them that he was hired by a diplomat in the Pakistani high commission in Sri Lanka to facilitate the arrival of two people from Maldives to Chennai. Indian agencies reckoned they may be used for terror attacks.

On May 8, a Sri Lankan national, Zakir Hussain who was earlier arrested on April 29 and suspected to be an agent of an Inter-Services Intelligence (ISI) operative, was remanded in judicial custody till May 13, 2014 by a magistrate court in Chennai after being in Police custody for three days, according to The Hindu. Business Standard reports that, names of two "officials" working in the Pakistan High Commission in Colombo have been included in an First Information Report (FIR) filed against Hussain, Police sources said on May 8. The names of the officials identified as Siddiq and Sha were included following the confession by Hussain. A senior Police official stated, "the offence is waging war against India. It is true that their names are there on the FIR. There is absolutely no doubt that the two officials had a role." Further, investigators stated Hussain had been tailing US consulate officials and looking for unoccupied buildings in the vicinity, probably for an attack, The Times of India reports on May 9. Police said he confessed to have been noting down the registration numbers of some US consulate officials and tracking their movements. "He said he had taken pictures of the consulate and e-mailed them to the Pakistan high commission officials in Colombo for which he was paid INR 20,000 as initial payment. Since the photographs were not of high resolution, he was assigned to shoot again," an officer said. "He was also updating the Pakistan diplomats on some other activities in the city." Police have also found that Hussain was earlier arrested in Trichy in a fake passport case.

Vellamullivaikkal is the town where LTTE's three decade old armed campaign ended with the death of Velupillai Prabhakaran on May 18, 2009 and LTTE was believed to have hidden most of their weaponry in the area when the outfit was trapped by the advancing Army.

As Sri Lanka is getting ready to commemorate the defeat of the Liberation Tigers of Tamil Eelam (LTTE), the Ministry of Home Affairs, India on May 14 has extended its ban on the LTTE for five more years, reports Colombo Page. The Ministry said despite the ban in force, attempts have been made by pro-LTTE organizations and individuals to extend their support to the LTTE. It also fear that LTTE's objective for a separate homeland (Tamil Eelam) for all Tamils threatens the sovereignty and territorial integrity of India, and amounts to cession and secession of a part of the territory of India from the Union. Ministry noted that the remnant LTTE leaders or cadres have also initiated the efforts to regroup the scattered activists and resurrect the outfit locally and internationally. India initially banned the Tamil Tigers in 1992 under the Unlawful Activities Prevention Act (UAPA) following the assassination of Indian Prime Minister Rajiv Gandhi in 1991 by an LTTE suicide bomber. The Central Government since then has been extending the ban every two years.

The IDMC report said that the Government has reportedly moved several thousand IDPs to permanent relocation sites, often without their voluntary or fully informed choice in the matter and thousands of returnees are still in need of housing, water, sanitation, livelihoods and food. The widespread presence of the military and ongoing surveillance also serves to undermine the return process, it said. It has also identified the need for long-term funding to rebuild IDPs' lives, which has suffered also due to the shifting of focus by international organizations from humanitarian to development work.

The BCGR under the leadership of Major General K.J. Wijetillake has so far rehabilitated and reintegrated 11,947 ex-LTTE cadres out of a total of 12,303. Sources also said that currently there are only 133 male rehabilitants and 4 female rehabilitants left to complete their rehabilitation program and be reintegrated into society. Of this figure 131 males and 4 females are currently following the rehabilitation program at the Vavuniya rehabilitation centre in Northern Province while two male rehabilitants, the last batch at the Senapura rehabilitation centre in Welikanda in Polonnaruwa District in North Central Province will be reintegrated into society this month.

Navy Spokesman, Commander Kosala Warnakulasuriya said that the debris have been salvaged and taken to the Kankasanthurai Harbor for further investigations. The Navy however did not confirm if the debris belonged to a helicopter which might have been shot down by the LTTE during their military campaign. The Tamil tigers had shot down several Air Force helicopters during the 1990's.

Sri Lanka Air Force (SLAF), in a statement on May 27 said that wreckage of a helicopter found in northern sea and recovered by the Sri Lanka Navy (SLN) off Chalai in Mullaitivu District in the Northern Province has been identified as belonging to the Sri Lanka Air Force Mi 24 Helicopter CH 614 which went missing in March 1997, reports Colombo Page. The debris salvaged by the Navy divers was inspected by a specialist nominated by the Commander of the SLAF at Kankasanthurai, Jaffna District, Northern Province. It also said that "the helicopter crashed with all (passengers and crew) on board and was believed to have been shot down by enemy fire. This was later confirmed by Intelligence Sources."

According to the Police one of the suspects Sandalinga Raja Dushanthan had joined the LTTE Political Wing in 1994 and later had extended his full support to the revival of the LTTE outfit. The second suspect, Mahadevan Kirubaharan, had joined the LTTE Music Band before he fled the country and the third suspect, Selvathurai Kirubananthan, had joined the Intelligence Network of Pottu Amman alias Shanmugalingam Sivashankar and had fled the country in 2006.

The official said that two of the LTTE cadres had received refugee status, while the third was in the process of securing the same and Sri Lankan government had never been consulted as regards the applications made by them, therefore an inquiry was necessary. The UNHCR probe shouldn't be restricted to Malaysia, another official said, calling for urgent measures to prevent members of the LTTE as well as other unscrupulous elements from abusing the UN system.
