The suspects are alleged to be involved in extortion, violence and detentions as part of fundraising activities for the outfit. Those detained are suspected of having raised six million euros (eight million dollars) in France in 2006. Families were required to send 2,000 euros (2,700 dollars) per year to the LTTE, and merchants had to pay up to 6,000 euros, sources said, adding, those who did not pay were threatened or detained. Those in charge of raising the money were allowed to keep 20 percent as payment.

The Liberation Tigers of Tamil Eelam (LTTE) said on April 1 that there was no chance of resuming peace talks to end the civil war if the State refused to base talks on the 2002 truce pact. "If the Sri Lankan Government refuses to discuss ... and implement the CFA, the implication is that it has declared a full-scale war," S.P. Thamilselvan, head of the outfit’s political wing, told Reuters in an e-mail interview. He added, "It will indicate the adoption of a more intensified war footing by the Government. It will lead to a full-scale, brutal war environment and then it will not be possible to avoid great tragedies and massive destruction in this island." He further said, "This CFA is a historical turning point. It brought an end to the violence and human miseries and enabled the development of mutual understanding between the two sides. It made direct talks possible. It is not possible now to marginalize this historical context and then hold talks to find a solution to the conflict. The environment for direct talks can be created only by implementing 100 percent the CFA that was created with the support of the international community. The environment for peace talks will be created only when the ongoing violence and human misery are brought to a halt."

The LTTE acquired two light aircraft from Indonesia in early 2005, intelligence sources in Colombo told Sunday Times. According to these sources, the outfit procured three light aircraft through intermediaries. Two of them, in knocked-down condition and packed in two containers, were to be shipped from the port of Jakarta. "Soon after we received information and alerted the Indonesian authorities, the containers disappeared from the port," the source said. The source added: "We were to later learn that the containers were smuggled in LTTE vessels and unloaded in the north eastern seas and transported inland through the Mullaitivu coast." Until the two aircraft arrived, the LTTE had been in possession of only micro lights and a Robinson R-44 helicopter. The latter had crashed during a flight. Soon after the arrival of the two aircraft, V. Sornalingam alias Thagadi Shankar alias Shankar, once head of LTTE's head of "internal security" was named head of their Air Wing. Together with some pilots who had been trained since 1995 in flying schools in France and the United Kingdom, the making of an Air Force had begun. Besides the construction of a runway east of the Iranamadu irrigation tank, the LTTE had also developed a maintenance facility for aircraft with the help of Tamil expatriates.

At least 15 civilians, including three children, and a soldier were killed in a Liberation Tigers of Tamil Eelam (LTTE)-triggered bomb blast inside a bus on April 2, according to Colombo Page. 25 persons, including two soldiers, were injured in the blast that occurred at Konduwatuawana in the northwest of Ampara district, on a civilian transportation bus bound for Bibile in the Badulla district from Ampara. According to military officials, the bomb is believed to have been placed inside the bus at Ampara, on a baggage rack.

"We will include the LTTE in a negotiated settlement," told the Foreign Minister, who is attending the two-day 14th SAARC Summit in New Delhi. He reiterated that the cease-fire was still in place despite repeated attacks by the LTTE, including the violation of Sri Lanka air space by attacking the Katunayake Air Force base on March 26, and stressed that his Government does not treat such incidents as ''war'' but more as terrorism. On April 6, a naval Inshore Patrol Craft (IPC) on patrol off Baththalangunduwa in the Kalpitiya area of Puttalam district detected five Sea-Tiger boats carrying arms from the Silawathura area heading towards South. The IPC intercepted the boats North of Baththalangunduwa and destroyed a suicide boat with its crew on board, while the other four managed to escape. The details are awaited. One sailor sustained injuries and the IPC was also damaged. AFP quoted a Sri Lankan Military spokesman as saying, "We believe one was carrying at least two suicide cadres and it exploded and sank when we opened fire at it," adding the other four boats escaped. However, the LTTE spokesman Rasiah Ilanthiriyan denied they lost any craft and said only three of their boats were involved in a 15-minute fire fight that took place inside LTTE's territorial waters, according to Tamil Net.

Investigations have revealed a vast network of local representatives with whom they were working to collect money. The LTTE had deployed ‘collectors’ under the supervision of local leaders whose only activity is to extort money and who were allowed 20 per cent of the sums collected as their ‘salary’. The arrested LTTE activists are charged with running for several years a vast operation of financial extortion among the Tamil Diaspora in France. During 2006, the LTTE has collected more than six million euros where each Tamil family was forced to pay 2000 euros per year and shopkeepers were made to pay 6000 euros. The transfer of the funds collected in France is sometimes physically carried in cash by ‘suitcase carriers’ usually to Switzerland to avoid bank records.

Security forces (SFs) estimate that there are around 300 to 350 LTTE cadres trapped inside the jungle. "We gained control of the A-5 road after 14 years. Clearing south of A-5 is a very significant military and humanitarian victory as we have now driven the LTTE out of the East and brought all civilians in Trincomalee, Ampara and Batticaloa districts (except for Thoppigala) under the security forces denying the LTTE any control over them", military spokesperson Brigadier Prasad Samarasinghe said. The operation launched by the SFs on February 24, 2007, to liberate the Batticaloa south, west and area south of Thoppigala jungle has cleared 700 square kilometres till April 11. Troops so far have controlled settlements like Koduvamadu, Thamparaveli, Pankudaveli, Illupayadichenai and Karadiyanaru south of the A-5 road in the Batticaloa district, he further said. An opinion poll conducted by the Centre for Policy Alternatives, an NGO in Sri Lanka, pointed to a strong rise of support from the majority Sinhala community towards a military solution to the country's ethnic problem. The survey also found that a majority of the Sinhala community believe that the Government has done enough to protect human rights while the Up Country Tamils, on the other hand, did not. Some 59.2 per cent of those polled Sinhalese backed a military solution and 48 per cent of them were confident of President Mahinda Rajapakse’s ability to wage a successful military campaign against the LTTE. Sinhalese support for the Government defeating the LTTE has increased to 35.1 per cent (from 26.1 per cent) while support for peace talks is down to 46.3 per cent (from 57.3 per cent), when compared to the 2006 November report of the series of opinion polls. However the report stated that, "The upcountry Tamil and Muslim communities remain sceptical." The poll does not cover the opinions of the Tamils in the north and east and only covers the Sinhala, Muslim and the upcountry Tamil communities in the areas outside north and east.

Maxwell Keegal, the first secretary of the Sri Lankan High Commission in London, believes the LTTE is cloning cards to fund attacks in their home country. Keegal believes the LTTE has been helping Sri Lankan's take over petrol stations and then pressuring them to provide the group with card details. It is also thought some employees of reputable petrol stations could have been approached and offered large sums of money to carry out the cloning. Cards at the stations have been skimmed - where details and the pin number are stolen and cards cloned. An exact figure of the amounts stolen is not clear but Keegal estimates it could be millions. According to the report, Police began investigating when thousands of motorists reported money disappearing from their accounts after using their cards at independently run petrol stations in Leeds, Hull, Edinburgh, Norwich, Bury St Edmunds, Peterborough, Bristol and Nottingham.

Security forces (SFs) foiled a Liberation Tigers of Tamil Eelam (LTTE) attempt to carry out an aerial attack at the Palaly Air Base in Jaffna on April 24. According to the Jaffna Security Forces Commander, Major General G. A. Chandrasiri, the attack commenced at 1.05 am when 20 artillery rounds fired by the outfit began to fall inside and outside Palaly High Security Zone (HSZ) from the Pooneryn direction. "We took steps to neutralise the LTTE artillery fire making use of the beach craft which was on another mission in Jaffna to identify the artillery locations of the LTTE", he disclosed. Amidst artillery by the LTTE, troops also detected an aircraft arriving from the South of Jaffna peninsula towards Palaly Air Base at 1.20 am. The aircraft took the path along the marshy lands in Jaffna where lesser number of troops on duty, he said, adding, troops stationed at the Palaly HSZ opened fire towards the aircraft compelling it to change its path towards Thondamanaru area near the sea. The light aircraft dropped three bombs at Milady area killing six soldiers, he informed. "This is just an attempt by the LTTE to get publicity. We will take steps to destroy the aircraft with the fire power and strategies available with us", Major General Chandrasiri stated.

Intelsat has informed Rajika Jayatilake, Counselor (Information) at the Sri Lanka Embassy in Washington D.C., that Intelsat Ltd. had, over the April 21/22 weekend, shut down the transponder which the LTTE had used for its transmissions. Troops targeted LTTE mortar and gun positions that had been attacking forward lines in recent days, said Lieutenant-Colonel Upali Rajapakse. He disclosed, "The Tigers got 15 killed in one place. At another place, five were killed, and at another one was killed," adding, two soldiers were killed and about 15 others wounded in the incident. Meanwhile, the LTTE spokesperson Rasiah Ilanthiraiyan, however, claimed, "Sri Lankan troopers tried to advance into our area and were confronted by our troopers. Two top Liberation Tigers of Tamil Eelam (LTTE) leaders, identified as Eelamaran, leader in charge of Jaffna, and his deputy Udayan, were among six outfit cadres killed at Suruvil in the Kayts Island area of Jaffna district on April 29, reported Media Centre for National Security. According to reports, naval troops conducted a cordon and search operation following information about their presence in the area and as they were ready to enter the Amman Kovil/Puliyankadal premises with the Kovil incumbent they were fired upon by the outfit cadres from inside the Kovil. Naval troops retaliated with small arms which resulted in two explosions. In the operation all five LTTE cadres who were inside the Kovil were killed. The incumbent of the Kovil was also killed in the crossfire. Troops also recovered arms and ammunition from the incident site.

The Sri Lanka Freedom Party (SLFP) led by President Mahinda Rajapakse has put forward its proposals with the objective of realising a lasting and honourable solution to the ethnic issue in the country, reported Hindu. The proposal is expected to bring democracy to the people who have been held hostage by terrorist elements in some areas of the North and East, said President Rajapakse at a May Day rally in Colombo on April 30. Announcing the proposals, the SLFP said that it firmly stood for a negotiated settlement of the political crisis in Sri Lanka based on a scheme of devolution of power. The proposals aim to preserve the sovereignty and territorial integrity of Sri Lanka, the identities of different communities, and peaceful co-existence among these communities. They recognise the multilingual, multireligious, and multicultural character of Sri Lankan society. There will be strict implementation of the constitutional provision for the use of Sinhala and Tamil as the national languages. Another feature of the package is the promise to establish two independent permanent commissions for land and water. The SLFP seeks to restore the Parliamentary model of government. While the unit of devolution would be the district, two districts could amalgamate and form one unit. However, the amalgamating units should be in the same geographical division and be contiguous. Abolition of the executive presidency; replacing it with the cabinet system of government led by the Prime Minister subject to consensus; the district as the unit for devolution of powers; and the creation of a bi-cameral legislature — are the other features of the proposal to be placed before the All Party Representative Committee.
