A group of Liberation Tigers of Tamil Eelam (LTTE) cadres fleeing from the Thoppigala area across Galmitiyawa in the Trincomalee district were confronted by troops on the Trincomalee-Habarana main road on August 1, according to Sri Lanka army reports. Three of them were killed and an unspecified number of them wounded in the incident. During a subsequent search operation in the area, troops recovered the dead bodies of three LTTE cadres along with five T-56 weapons.

A Defence Ministry statement said, "The moves by LTTE units that attempted to move into the liberated territory from Periya Panchan and Thampanai were successfully thwarted by the security forces… LTTE casualties would go up as infiltrating terrorist elements drew heavy gun fire from the troops at the Wanni forward defences."

Meanwhile, security forces (SFs) recovered a sophisticated Thermo Baric weapon left behind by the fleeing LTTE cadres in the Verugal area of Trincomalee district, according to Colombo Page. Thermo baric weapons, banned in warfare for its deadly effects, function by first expelling a cloud of explosive mist using a small charge, then igniting it with a second charge. The weapons create a huge pressure wave which effectively destroys almost everything within minutes. During a search operation, the military was able to find this weapon along with three disposable rocket propelled grenades, 1,250 rounds of 5.6-mm x 22 LR ammunition, 5,300 rounds of 5.56-mm x 45 ammunition and 2,130 rounds of pistol bullets.

The seizure included, one Multi Purpose Machine Gun (MPMG), one shot gun, fourteen T-56 weapons and three APMs, six-hundred and forty seven 60-mm mortar bombs, seven 120-mm mortar bombs, one 120-mm mortar bipod, nineteen 120-mm mortar aimers, four hundred and ninety-seven 82-mm mortar bombs, one 40-mm grenade launcher, 27 claymore mines, one MPMG Bipod, 36-kgs of C-4 explosives, 200-kgs of TNT explosives, two pressure mines, 85 Banglore torpedoes, four MPMG ammunition boxes and 19 ammunition boxes.

The chief of the government’s Secretariat for Coordinating the Peace Process (SCOPP), Rajiva Wijesinha, stated on August 1 that there is no case for a Darfur-style international intervention in Sri Lanka, according to Daily News. While responding to a statement made by former Australian Minister Gareth Evans, head of the International Crisis Group (ICG), which categorised Sri Lanka as a possible case for international intervention on the basis of R2P - “right to protection”, the new term coined by ICG for international intervention, the SCOPP chief said, “None of the factors the lecture notes are or have been present in Sri Lanka. As the examples cited indicate, the concept of R2P arose in the context of genocide, where a country was divided almost absolutely on racial lines. This is not the case in Sri Lanka, where many Tamils have died at the hands of the LTTE, and indeed after the Ceasefire was in operation other Tamil parties and groups were in more danger from the Tamils than Sinhalese were.” He pointed out that Sri Lanka does not encompass a murderous struggle of two races, as was the case in the cases cited.

The NGOs are reportedly refusing to concede to the LTTE demand and are even threatening to suspend operations if the pressure continues. Most of them have strict policies against channelling funds through a third party and they also fear that if funds are channelled through the TRO they may be misused for terrorism-related activities.

Prime Minister Ratnasiri Wickremanayake urged the cadres to take up the offer, saying their safety would be guaranteed and they will be rehabilitated and given vocational training. Addressing a public meeting in Horana on August 11, he reiterated that the Eastern military operation was a humanitarian mission to liberate the masses oppressed by the LTTE. In an interview with Daily News, Commander Goonetilleke said only a little more has to be done to establish comprehensive ADS. “Actually we have finished 80 per cent of the work. We have very little more to do. And that 80 per cent can definitely take charge of the kind of threat we saw in three [LTTE air] attacks,” the Commander added. He also said that apart from the establishment of the air defence system, the SLAF also took measures to destroy air capabilities of the LTTE by bombing those places. “We have not just waited. We have also bombed their places and done a lot of damage to where we think they have their facilities,” he disclosed. Although intelligence reports say the LTTE had flown again, the SLAF has not seen or collected any concrete proof to that effect, he added further. According to Daily Mirror, the government over the weekend stated a mass recruitment drive of Tamils and Muslims to the police force in the Batticaloa district with more than 500 applications being received. “During the last two days, more than 500 applications had been received and most of them were from Tamils,” an unnamed senior area police officer said, adding, it was a major success and the police expected the drive to reach the required number of youth within a short period. The police official said the government expected to open more than 50 police stations in the newly captured areas including Thoppigala, Vakarai and Verugal.

On the same day, gunmen killed Thiyagachandran, elder brother of the Tamil National Alliance (TNA) Batticaloa Parliamentarian S. Jeyananthamoorthy, at Valaichchenai in the Batticaloa district. In a statement, the Eelam Revolutionary Organization (EROS) revealed that one of its members, known within EROS as "Gerald" otherwise known as Jeyaraj, was shot dead by a man identified as "Nizam" who is affiliated to the Jihad armed group. The Jihad armed group have been in existence since 1985 and known to have targeted political opponents and civilians in the past. However, this is the first time the Jihad group who are based in parts of Trincomalee, Ampara and Batticaloa have begun to target Tamils from the East.

Citing Royal Canadian Mounted Police sources the Jane's Intelligence Review said the Liberation Tigers of Tamil Eelam (LTTE) controls portion of US $ one billion drug market in the Canadian city of Montreal, according to Asian Tribune. It said that one of the main ways of earning money, out of its USD 200-300 million annual income, is the LTTE involvement in narcotics smuggling using its merchant ships, which also transports illicit arms and explosives which they procure all over the world. "The LTTE's chief trade in Asia is reportedly heroin trafficking, although no verifiable evidence has been produced. According to G H Peiris at the University of Peradeniya, the LTTE secures the Golden Crescent-Europe route and possibly routes out of the Golden Triangle", the report said. Quoting a US Congressional report the Jane's report said, "The US Library of Congress stated in its October 2003 report, Nations hospitable to organized crime and terrorism, that the LTTE then alternate their routes involving transportation back to coastal areas of Sri Lanka or Tamil Nadu, where its naval forces can secure smuggling operations." The report further said, "Although the LTTE is unlikely to be involved in street-level distribution of heroin, it is possible that LTTE-affiliated street gangs may be involved in lower-level distribution. The RCMP claims that a portion of the USD1 billion drug markets in Montreal is controlled by Sri Lankans connected to the LTTE." During the recent taking over of the Thoppigala mountainous area from the LTTE, the Sri Lanka security forces discovered tons of sacks, nicely packed with dried leaves of Marijuana or Ganja (Cannabis Sativa) indicating their importance as a money earner for the outfit.

The probe was ordered after revelations by an LTTE cadre who was arrested at a police roadblock in Trincomalee. Kalimuttu Vinodkumar, the 29-year suspect, told police he was among 12 LTTE cadres sent on a three-month training programme to Northern Ireland shortly after the CFA was signed. The course had been conducted by foreign instructors with the help of Tamil translators. Following the CFA, LTTE delegations undertook several ‘political’ and ‘study’ visits abroad. Vinodkumar revealed that on his return, he and the 11 others trained cadres at village level for duties at ‘police’ stations in uncleared areas (area not under government control). Vinodkumar had been in charge of LTTE ‘police’ deployed at Sampur before the Army regained the area last year. He claimed he quit the LTTE after their defeat in Sampur.

At least 547 civilians have been killed and 396 reported missing in the government-controlled areas of Sri Lanka in 2007, a report compiled by three civil society organizations has revealed, according to Daily Mirror. The report jointly compiled by The Law and Society Trust, the Civil Monitoring Commission and the Free Media Movement includes the names, locations and other details of civilians either killed or reported missing in the first half of 2007. According to the report, Tamils account for a large proportion of persons killed (70.7%), compared with 9.1 percent Sinhalese and 5.9 percent Muslims. "The gravity of this situation becomes even more pronounced when these statistics are looked at with the knowledge that Tamil people make up only 16% of the total population" the report notes. Almost 90 percent of the victims are male, with women accounting for 9.7 percent of deaths. Jaffna is the worst affected district, with the highest number of killings and abductions reported. The district also heads the list in killings with 23.2 percent of total cases while disappearances account for 49.5 percent. Batticaloa with 21.5 percent and Vavuniya with 21.3 percent follow Jaffna in number of killings. Colombo district comes second in abductions, accounting for 17.7 percent of the total cases. As with the killings, Tamils suffer disproportionately in terms of abductions too – 64.6 percent when compared with 3 percent Sinhalese and 3 percent Muslims, though the ethnicity of all victims has not been verified. Men represent nearly 98% of all missing persons, the report notes.
