The Liberation Tigers of Tamil Eelam (LTTE) is said to be extorting huge sums of money from civilians in the government controlled Jaffna peninsula, according to Daily Mirror. Despite the heavy military presence in the peninsula, LTTE agents were believed to be carrying out the extortion from shop owners and civilians with family members residing overseas, warning at times of dire consequences if the demands for money were not met. The Sri Lanka Monitoring Mission (SLMM) said it had also received information of continued trends of extortion in Jaffna over the past few weeks, adding that the amount demanded was reportedly increasing frequently. In July 2007, the SLMM said it had received complaints of extortion with extortionists demanding up to Rupees 500,000 from shop owners and people with relatives abroad. Apart from threats posed by LTTE extortionists, civilians in Jaffna also continue to face fears of abductions and killings by the LTTE and other groups. The weekly SLMM security assessment report noted that it had enquired into the situation of civilians seeking protection in Jaffna this week and found that there were currently 193 surrendees in the Jaffna region, of which 174 males and two females were at the Jaffna prison while the remaining 17, consisting of four families have been accommodated at a children’s home in Vaddukoddai.

However, in the other three communities (Tamils - 62.3 per cent, Upcountry Tamils - 96.7 per cent, Muslims - 85.2 per cent) the option chosen was to stop the war and conduct peace negotiations. However, when asked if they feel that a political settlement is essential to end the conflict, majorities in all four groups (Sinhalese - 35.6 per cent, Tamils - 67.1 per cent, Upcountry Tamils - 40.3 per cent, Muslims - 71.0 per cent) state that a political settlement is essential. The survey covered the Sinhalese, Muslim and the Upcountry Tamil communities in the areas outside North and East. A "booster" sample from the Tamil community in the East is also included in the survey, using a non-random sampling technique. As per the survey, 42.6 per cent of Sinhalese feel that the country is somewhat close to a settlement to the ethnic conflict. "It was reported that the perpetrator was the TMVP, and the man was forced to do armed street patrolling," the SLMM added. Naval troops supported by the Air Force on December 26 foiled a Liberation Tigers of Tamil Eelam (LTTE) boat movement comprising 16 Sea-Tiger (sea wing of the LTTE) boats from Vedithalthivu in the north of Mannar to Delft Islands destroying six of the outfit’s boats, including two suicide boats, and killed at least 40 militants on board, the Navy said, according to Daily News. One of the 12 Fast Attack Craft (FAC) of the Navy that were engaged in the operation too sustained heavy damage during the sea battle. At least 12 sailors on board the FAC were reported missing after the incident. The Security Forces are occupying the Liberation Tigers of Tamil Eelam’s (LTTE) FDLs (Forward Defence Lines) and have surrounded the LTTE bases in Wanni from all directions, said Army Chief General Sarath Fonseka on December 29. In an interview with Sunday Observer, Fonseka stated that the LTTE could not prevent losing their remaining 3000 cadres and there is no assurance that the LTTE leader Velupillai Prabhakaran would survive for the next six months. The General also opined that the Sri Lankan Air Force would attack all the LTTE bases and the armed forces were confident of wiping out the LTTE, which was smarting due to the present military operations. Fonseka claimed that the prime target of the military was to destroy the LTTE's presence in the North completely. He also said that there were around 3000 LTTE terrorists remaining and that the military would annihilate them within the first six months of 2008. "Our daily target is to kill at least 10 LTTE terrorists and for the last few months over 500 LTTE cardres have been killed by the armed forces. We have weakened the LTTE by 50 per cent or more and we are confident we can go that extra mile in the coming year", he said, adding, "The damage to the LTTE in Wanni is high and their major camps have already fallen." Informing that the outfit is facing a severe shortage of manpower, he said, "Bodies of the LTTE Police and the Sea Tigers seized by the armed forces show that the outfit is facing a severe shortage of manpower and it is evident the out fit is in total disarray."
