A German Court on February 2 convicted a Sri Lankan-born German national on charges of supporting Liberation Tigers of Tamil Eelam (LTTE), reports Colombo Page. The Hamburg Court convicted Yogendran G. (53) for raising funds in Germany from 2007-2009 for the LTTE. The Court found that the man raised more than 81,000 Euros for combat and terrorist activities including suicide attacks by the LTTE in its campaign for a separate Tamil homeland in Sri Lanka.

Addressing the Nation on the occasion of the 68th anniversary of Independence Day at the Galle city of Galle District on February 4, President Maithripala Sirisena said that the biggest challenge faces today is to build harmony through a process of reconciliation bringing about co-existence and national understanding, reports Colombo Page. The President said "During the past 68 years, the country failed to solve those issues and furthermore the country failed to address the post conflict issues that should have been solved after elimination of terrorism in May 2009. The Government did not take the required steps after the defeat of the terrorism in 2009, and in January 2015, the people gave me the mandate to fulfill that task and now we have to take effective steps to build reconciliation and harmony and coexistence between the communities."

The Government, which is in the process of creating a mechanism to implement the proposals in the consensual UN resolution, has taken measures to appoint an 11-member Special Task Force to obtain public views on the Geneva proposals, reports Colombo Page on February 7. Attorney-at-law and human rights activist Manouri Muttetuwegama has been appointed as the Chairman of the Sepcial Task Force and Executive Director of Center for Policy Alternatives, Dr. Paikiasothy Saravanamuttu is the Secretary of the Special Task Force. The Task Force will work under two phases. Under the 1st Phase, views will be obtained through all languages using websites. In the second phase views Task Force personnel will meet the public to directly obtain their views. Views will be obtained from students, members of the security forces and the public who faced the war.

Fourteen ex-Liberation Tigers of Tamil Eelam (LTTE) cadres, arrested on charges of criminal activities and later granted bail, refused to undergo a period of rehabilitation when the case was taken up by the Colombo Additional Magistrate on February 10, reports Daily Mirror. Terrorism Investigation Division (TID) officers told the Magistrate that rehabilitation was a means of concluding the cases against the suspects. However Senior Counsel K. Ratnavel appearing for the suspects told the Magistrate that his clients were innocent and they did not wish to undergo rehabilitation. He said if the prosecution insisted on sending them for rehabilitation his clients would face trial instead and prove their innocence.

The regions come under the Districts of Mannar, Mullaitivu and Kilinochchi in the Northern Province; Batticaloa in the East Province; Badulla District in Uva Province; and Nuwara Eliya in Central Province. Going by Sri Lanka’s national poverty line of about $1.50 per day (Purchasing Power Parity in 2005), the poverty headcount rates of Mullaitivu, Mannar and Kilinochchi are 28.8 per cent, 20.1 per cent and 12.7 per cent respectively. If one were to apply the international poverty line of $2.5 per day, the figures in these three Districts are 74.4 per cent, 60.9 per cent and 57.2 per cent respectively.

In a letter to President Maithripala Sirisena, the General Secretary of the Tamil United Liberation Front (TULF) V. Anandasangaree urged the President to immediately release two fasting Tamil prisoners, who were arrested under the Prevention of Terrorism Act (PTA) in 2009 and jailed since then, as their condition has become grave, reports Colombo Page on February 27. Anandasangaree said he visited the Anuradhapura prison, where the two Tamil prisoners, Mathiarasan Sulaxan and Ganeshan Dharshan are being detained, and collected some very genuine information sufficient enough to release the two under fast, without any delay. Wigneswaran has sought India's intervention to set up a federal Government system in the Northern and Eastern Provinces, reports Colombo Page on February 28. Describing how India intervened to rescue the Tamil people when they lived in a politically very dangerous environment, the Chief Minister expressed confidence that India will intervene this time also to accommodate his request. He further said that the then Government accepted the 13th Amendment to the Constitution brought about by the 1987 Indo-Lanka Accord because of India government's pressure. As a result of that Amendment, at least the North and East got two provincial councils albeit without the power, he added. Claiming that after the end of the war, the Tamil people have been caught in a storm again, Chief Minister Wigneswaran said India has understood that a federal Government is the only political solution for the Tamil issue.
