Public Representations Committee on Constitutional Reforms (PRCCR) appointed by Prime Minister, Ranil Wickremesinghe to seek public opinion on the proposed constitutional reforms handed over its report to the Speaker of Parliament June 1, reports Colombo Page. The 20-member Committee which began obtaining public suggestions for a new Constitution on January 18, also officially handed over the report to the public. The Chairman of the Committee Attorney Lal Wijenayake said "The most significant reforms public wanted were the democratization of the state and for national reconciliation. That was the common demand from the South to the North of this country.”

The arrestees are Mahadevan and Devadasan. Police seized the caps bearing the LTTE logo at Narahenpita when they were to be sent abroad through a courier service. The parcel was detected when the “from” address was found to be suspicious.

The report said that Sri Lankan security service's focus on possible resurgence of the LTTE affected the Government's attention to emerging threats such as reports of Sri joining the Islamic State of Iraq and the Levant (ISIL). In July 2015, the first confirmation that Sri Lankans had joined ISIL when social media announced the death of Sharfaz Shuraih Muhsin, an ISIL fighter from Sri Lanka, after he was killed in coalition air strikes in Syria.

Cabinet of Ministers on June 7 approved a draft legislation enabling the issuance of Certificates of Absence for the thousands of people missing in the war, reports Colombo Page. The draft legislation which involves an amendment to the Registration of Deaths (Temporary Provisions) Act, No. 19 of 2010 will now be gazetted and the process of presentation to Parliament will commence. This measure will help tens-of-thousands of Sri Lankans whose family-members and loved ones are missing and who are unable to address practical issues relating to their disappearance, the Foreign Affairs Ministry said in a statement.

Sri Lanka was up by 18 places to rank 97th with a score of 2.133 in the 2016 Global Peace Index which ranked 163 nations according to their ‘level of peacefulness’. Wigneswaran, on June 8 appealed to Tamil school students to learn Sinhalese so that they do not lose job opportunities both in Sinhalese-speaking South and the Tamil-speaking North, reports Colombo Page. Speaking at the Jaffna Kokkuvil Hindu Primary School, Wigneswaran has said that Sinhalese in the South are now compulsorily learning Tamil and soon there will be a situation in which Tamil knowing Sinhalese will take up the job opportunities of local Tamils in the North. And if the Tamils refuse to learn Sinhalese, they will not be recruited for jobs in the Sinhalese-speaking South, he reasoned.

The International Truth and Justice Project (ITJP), Sri Lanka, which is affiliated to the Foundation for Human Rights in South Africa, in a survey undertaken found that many former cadres of the Liberation Tigers of Tamil Eelam (LTTE), now on exile in Europe, are willing to participate in the proposed transitional justice mechanisms in Sri Lanka on alleged violations of human rights during the final phase of the civil war, if their safety and anonymity are guaranteed, reports Daily News on June 12. The survey covered 75 Tamils living in four European countries, of which ex-cadres of the LTTE accounted for 54. Women constituted 26 per cent of the entire group. Almost all the interviewees fled Sri Lanka for Europe after the end of the civil war in May 2009.

President Maithripala Sirisena in an exclusive interview in Colombo on June 12 reiterated his stance that there will be no foreign judges in the domestic mechanism which is to be established to probe the alleged war crimes and human right violations during the three-decade long conflict with the Liberation Tigers of Tamil Eelam (LTTE), reports Colombo Page. The President said "We don't need foreign judges. We can resolve any problem within the country without foreign intervention. If necessary, we can obtain foreign technical support, but without commitments or conditions attached." A similar declaration to have no foreign judges was also made by Prime Minister Ranil Wickremesighe when he addressed senior Army officers at Temple Trees on May 27.

President Maithripala Sirisena speaking at a special event in the Vavuniya District on June 12 said that the Government is ready to hear the voice of the people and protect the rights of people living in the Northern Province, reports Colombo Page. President Sirisena declared open a water scheme that will provide clean drinking water to 1500 families in the area. The water filtration system was constructed in the premises of the Bo Gas Wewa Army camp for the use of people. He also distributed water filters to 100 families affected by the kidney disease. The President also launched a program to construct houses for the disease affected families who did not have a permanent home and awarded scholarships to children of those families.Meanwhile, Chief Minister of Northern Province C.V. Wigneswaran during a meeting with the British High Commissioner in Colombo James Dauris, who was visiting Jaffna District on June 10 said that he is slowly losing confidence in the Government as he is yet to receive a response from the Government to the proposals he presented including a proposal to endorse a federal system for the Northern and Eastern Provinces, reports Colombo Page.

President Maithripala Sirisena has issued new directives to the Police and Security Force (SF) personnel to follow when arresting and detaining persons under the Prevention of Terrorism Act (PTA), reports Colombo Page on June 19. According to the President's directives, arresting officers should not physically harass, torture or humiliate suspects in a disrespectful manner. Further, the officer arresting the person shall identify himself by name and rank to those arrested or to family or friend and inform of the reason for the arrest. Searches of women and girls should only be made by other women with strict regard to their dignity and bodily integrity, while the attorneys representing the suspects should be permitted to meet their clients. If the suspects need medical care prompt action should be taken to provide such care and adequate basic amenities should be provided in all places of detentions not to make the detention itself a torture and humiliation.

Eastern Province Governor Austin Fernando said that Government has decided to set up Office of Missing Persons which will take over the functions of the Commission on Missing Persons, reports Daily Mirror on June 21 (today). Fernando said that the mandate of the three-member Commission on Missing Persons appointed by former President Mahinda Rajapaksa in August 2003 to investigate and report on missing persons will end on July 15 and will be replaced by the proposed Office of Missing Persons. The Cabinet has approved the proposal made by Prime Minister Ranil Wickremesinghe for the setting up of an office to deal with all issues relating to missing persons - the submitting of recommendations, protecting the rights of missing persons and their relatives and identify the channels for the obtaining of relief. The Office of Missing Persons will also maintain a data base collected public and state sector institutions on missing persons.

Norway in a statement to the 32nd session of the United Nations Human Right Council (UNHRC) in Geneva on June 29 called on the Sri Lankan Government to adhere to the UN resolution and include international judges and lawyers in the recommended judicial mechanism to investigate the allegations of war crimes, reports Colombo Page. The statement said "We acknowledge the progress that has taken place in implementing the resolution since its adoption in October last year. We are aware that there is political opposition to the government's initiatives to implement the resolution and that concessions need to be made in order to achieve progress. Nevertheless, we see the need to keep the momentum from the government's side. We encourage Sri Lanka to work hard to keep the tight time schedule for the process on the new constitution. It is further our expectation that Sri Lanka adheres to OP 6 in the resolution, regarding the planned judicial mechanism to investigate allegations of violations and abuses of human rights and violations of international humanitarian law, and of the importance of participation in the judicial mechanism of Commonwealth and other foreign judges, defense lawyers and authorized prosecutors and investigators."
