The Government of Japan decided to provide a total sum of USD 1,238,003 (approximately SLR 177 million) as grant aid to two projects for humanitarian demining in Northern Sri Lanka under its Grant Assistance for Grassroots Human Security Project (GGP), reports Colombo Page on March 4. The two projects are: "The Project for Demining in the Northern and North Central Provinces of Sri Lanka", implemented by Delvon Assistance for Social Harmony Sri Lanka (DASH) with a sum of USD 634,860 (approximately SLR 90 million) and "The Project for Humanitarian Mine Action in Mannar and Landmine Survey in Northern and Eastern Provinces", implemented by Mines Advisory Group (MAG) with sum of USD 603,143 (approximately SLR 87 million).

Security has been tightened across Delhi and in several states amid fears of an impending terror attack, Zee News reports on March 7. Temples, key buildings, shopping malls, popular markets and military installations all are under security radar of the Delhi Police and other security agencies amid an intelligence input that terrorists could carry out a strike in the city and National Capital Region (NCR) region on March 7, on the occasion of Mahashivaratri.As per the Intelligence Bureau (IB) alert, 10 terrorists belonging to the Lashkar-e-Toiba (LeT) or Jaish-e-Mohammed (JeM) terror groups are believed to have sneaked into the Indian territory through the Gujarat border. It is suspected that the terror operatives are planning to target Delhi, especially because the Parliament is in session.The Delhi Police are ensuring that CCTV cameras at all places with high footfall, like popular markets in the city and Metro stations, are functional. Patrolling across the city has been intensified. The terror alert followed discovery of an abandoned boat off the coast of Gujarat.High alert has also been sounded in Gujarat and Jammu and Kashmir, apart from Delhi. Security around major religious sites in Gujarat like Somnath Temple and Akshardham and in metro cities -- Mumbai, Delhi, Chennai, Kolkata and Bengaluru – has also been increased.Vital installations across the metros like railway stations and airports are also being secured. In Kolkata, security was stepped up at the NSC Bose International Airport after an e-mail threat that it would be blown up within 24 hours. The e-mail came in the airport manager's ID early yesterday and it was claimed to have been sent from Germany.

Tamil Progressive Alliance (TPA) has proposed the setting up of a non-territorial council with legislative powers to fulfill the aspirations of the Tamil people living outside the North and the East Provinces, reports Daily Mirror on March 7. Out of a population of 3.2 million Tamils some 1.6 million live outside these two provinces. This was one of the proposals which a committee appointed by the TPA had wanted to be included when changing the Constitution. The 16-member experts committee is chaired by social activist P. Muthulingam comprises Professors M. Sinnathamby, S. Sandiresekaram, M. Mookkiah and T. Danaraj, Dr. S. Chandrabose, Senior Lecturer S. Leader of Opposition R. Sampanthan on March 8 slammed the Government over continuing detention of people booked under the Prevention of Terrorism Act (PTA) even after it committing itself at the United Nation Human Rights Council (UNHRC) in 2015 to review and repeal the law, reports Daily Mirror. Speaking on a motion on the subject of missing persons and those in custody, Mr. Sampanathan, who also heads the Tamil National Alliance (TNA), recalled how the previous Governments had granted amnesty to those who were arrested during the insurgency of the early 1970s and the late 1980s. He asked the Sirisena-Wickremesinghe Government why the Tamil prisoners should be treated differently.

Norway's former special peace envoy Erik Solheim participating in a panel discussion on the newly-launched book ‘To End a Civil War: Norway's Peace Engagement in Sri Lanka’ on March 8 said that this is the best opportunity to bring about a lasting solution to the country's ethnic question, reports Colombo Page. Mr. Solheim, who played a key role in the peace treaty signed between the Sri Lankan Government and the Liberation Tigers of Tamil Eelam (LTTE) in 2002, said "The strength of Sri Lankan democracy is such that it has removed Mahinda Rajapaksa from the President's chair. While he assured an inclusive approach post-war to settle the ethnic question, he never acted on the promise of reaching out to Tamils." He further said that the former President Mahinda Rajapaksa never acted on the promise to reach the Tamils.

Minister Sarath Fonseka, the war time commander of the Sri Lanka Army, on March 10 said in Parliament that an international probe should be conducted as stipulated in the Geneva resolution, reports Daily Mirror. He “We should not shy away from any investigation. We should not resent foreign participation. Political interference during the last stages of the war had caused the country to face the ‘white flag issue’. The white flag charges could have been avoided if the political leadership who tried to grab credit for the war victory handled the military operations effectively. An investigation has to be done on the white flag issue so that people could know the truth.”

At the ceremony, organized by the Security Force Headquarters - Jaffna (SFHQ-J), the owners of 490.91 acres of land in Kopai, 210.07 acres in Thelippalai and separate 6.2 acres from Jaffna Nadeshvar College premises received the title deeds. Accordingly, 650 families in Thelippalai and 50 families in Kopai were endowed with their rights for their homelands. Consequently, all lands in Kopai which were under the control of security forces have been released. Also, the Nadeswara Maha Vidyalaya in Thelippalai which had been using by the security forces during the time of war was released for the education of the children in the area and the proprietorship was bestowed to the Principals of the school after 25 years.Meanwhile, the Government Information Department said that Government will commence the next phase of the resettlement of Internally Displaced persons (IDPs) in the Eastern Province from Sampur on April 1, reports Colombo Page on March 14. Governor of Eastern province Austin Fernando has directed the Muttur Divisional Secretary to begin preparations for the resettlement of the remaining displaced persons in Sampur immediately. The Governor has expressed hope that the resettlement program could be completed with the relocation of Navy's Vidura camp on March 31. The Navy has also released the Sampur Madya Maha Vidyalaya premises. Arrangements have been made to re-open the school for educational purposes.

Army troops of the 56 Division of the Security Force Headquarters - Wanni (SFHQ-W) and 4 Corps of Engineer Services (4 CES) through funds of the 'Api Wenuwen Api' house construction fund of the Ministry of Defense (MoD) have constructed the houses in the Reconciliation Village.
