Media reports from Sri Lanka said the four-day long curfew clamped in the Valaichenai - Oddamavadi general area, 32km away from Batticaloa was lifted on July 2. Local residents were on July 1 allowed to inspect the damages they had incurred in the Valaichenai bazaar area in violence perpetrated by alleged Islamist extremists on June 28 and June 29. "Large Tamil residential areas behind the Valaichenai bazaar would have been looted and burnt too, if the Tamil paramilitary group working with the Sri Lanka Army in the area had not acted promptly," and driven away rampaging mobs, an unnamed local trader was quoted a saying.

Liberation Tigers of Tamil Eelam (LTTE) political wing senior official Karikalan met with Sri Lanka Army 23rd Division General Officer Commanding Maj. Gen. Sunil Tennekoon and discussed opening the A5 highway and rebuilding peaceful relations between Tamils and Muslims in the East. The meeting was held in Batticaloa on July 2. The A5 is the main road link between the East Coast and the central hills of Sri Lanka and is in large part under the control of the LTTE. General traffic on the A5 between other parts of the country and the East Coast has been stopped for more than 12 years now, reports said.

Media reports from Sri Lanka said on July 2 that the Sri Lanka Monitoring Mission (SLMM) in a statement clarified that it had at no point of time asked the Liberation Tigers of Tamil Eelam (LTTE) to deist from holding protests and demonstrations. The SLMM said it considers these as and expression of people’s opinion and these were political and peaceful means. The SLMM, however, added that it has asked the LTTE leadership at its meeting in Kilinochchi a few days earlier that care should be taken to keep these ‘under control’ as there are certain "risks" involved, implying that it could vitiate the atmosphere and provoke unrest and violence. "… he SLMM would like to stress that those who organize and participate in such activities must be responsible for keeping them under control and never let them lead to violent and tragic events where lives are lost and property damaged, a statement from the SLMM added." It further said, "… S.P. Tamilchelvan, head of the LTTE's Political Section, reacted very positively to this request (of helping in calming down the unrest in Valaichenai, in the East, and in cooperating with the government] and promised that the LTTE would use their influence to calm things down and keep the situation under control."

Liberation Tigers of Tamil Eelam (LTTE) political-wing senior official N Karikalan, speaking in Batticaloa at a peace conference on July 3, asked Muslims to live in amity with the Tamils. His appeal follows violence and arson, targeting Tamils, perpetrated by alleged Islamist extremists in the East of the country, in the last week of June 2002. Karaikalan said, "We (the LTTE and) the Sri Lankan Army … fought face to face in battlefields for 25 years. But today we are seated side by side as friends. All of us should explore the reasons why, while this is so, we, the Muslims and Tamils who speak the same language, are unable to live in amity". The peace conference was organised by Maj. Gen. Sunil Tennekoon, the General Officer Commanding of the 23 Division around 3 p.m. in the Charles Hall in Batticaloa town. More than a hundred civil society activists and leaders from Tamil and Muslim communities attended the conference, which was attended among others by Sri Lanka Muslim Congress senior leader and Deputy Minister for Housing Basheer Segu Dawood. Dawood said at the conference, "There have been many peace conferences between the Tamils and Muslims since 1985. But this conference is particularly unique because, unlike in the past, the [LTTE], who are the sole representatives of the Tamil people, are trying to bring about peace and harmony among the two communities and are directly involved in the effort to re-establish good will among them. There are some youths among the Tamils and among the Muslims who have quick tempers. We believe that the Liberation can prevail on such Tamil youth. Similarly I believe that Muslim parties and leaders have the power to control quick-tempered youth among the Muslims."

On July 3, government troops reportedly arrested five unarmed Liberation Tigers of Tamil Eelam (LTTE) cadres in two separate incidents in Trincomalee. The arrest drew angry protests from local residents. The political wing of the LTTE strongly condemned the action and said it was a breach of the ‘permanent cease-fire agreement' signed between the LTTE and the government. The LTTE said "The arrests of our cadres and the refusal of the police to release them immediately despite instructions by superior police officers have challenged the smooth implementation of the cease-fire agreement signed by the government and the LTTE."

The Defence Ministry said on July 3 there was no evidence to charge particular individuals in the Armed Forces for the alleged attack in Kayts Island on two political wing activists of the Liberation Tigers of Tamil Eelam (LTTE). Media re[ports quoting the Ministry statement said, the Board of Inquiry "has concluded that there is no proof of evidence with regard to the alleged incident to establish a case against any individual or person". The LTTE, on the other hand, alleged that Sri Lankan Navy personnel and cadres of the Eelam People’s Democratic Party (EPDP), a paramilitary group aligned with President Chandrika Kumaratunga’s People’s Alliance, had attacked the LTTE activists on June 20.

The Sri Lanka Monitoring Mission (SLMM) was quoted in the state-run Daily News as having said that there have been 76 instances of cease-fire violations from February 23 to June 30, 2002. Of these, the Liberation Tigers of Tamil Eelam (LTTE) was had been responsible for 56 and the Sri Lankan Army for 20. In all, 380 complaints of violations have been made to the SLMM, of which 270 were against the LTTE. The LTTE was in the main accused of abductions (21 cases) and harassment (11 cases), while the security forces have been accused of harassment in six cases and a similar number if cases of restrictions of movement and another five cases of restrictions on fishing. The SLMM further said there had been 44 complaints on forced recruitment by the LTTE of children, 44 relating to harassment and 32 complaints on abductions. Against the security there were 23 complaints on harassment and 18 on occupation of civilian land and property. Giving a region-wise break-up of complaints, the SLMM said 182 were made in Batticaloa district, 95 in Trincomalee, 68 in Ampara, 54 in Jaffna, 34 in Vavuniya and 22 in Mannar.

Besides, additional military positions are being put up in Sangathanai rail station lane, Chavakachcheri, Kodikamam junction, Nunavil, Kaithady and Navatrkuli near bridges and culverts. Besides, a large base is under construction in Nunavil for which vast areas of farmland and private houses have been taken. Commenting on the arrests and the attack on a political-wing office of the LTTE in Muttur, he if the LTTE had committed such acts they would have been branded terrorists. In an official statement issued from the political head quarters in Kilinochchi, the LTTE, however, denied they held the Monitors hostage. The LTTE statement said, "The Sea Tiger cadres brought the Sri Lanka Monitoring Mission [SLMM] members ashore in their fishing trawler to prevent any harm being done to them and to ensure their safety. We prevented them from jumping into the turbulent sea to reach the naval gunboat. We are disappointed to note that the SLMM members have assumed that they were held against their wishes. "The SLMM will continue in sea operations, but with a couple of minor changes in the procedure," SLMM Deputy Head Hagrup Haukland was quoted in the state Daily News as having said. Now, naval monitors have the right to decide on the vessels that would be intercepted as well as assess if it is "appropriate" and "safe enough" to embark a vessel for inspection. The Sri Lankan Navy and the Liberation Tigers of Tamil Eelam (LTTE) have reportedly been informed of the changes and both have consented to the same.

Sri Lankan Prime Minister Ranil Wickremesinghe, addressing media persons, think tanks and foreign policy experts at the Woodrow Wilson International Centre for Scholars, in the United States, on July 23, strongly defended his decision to negotiate with Liberation Tigers of Tamil Eelam (LTTE). He asserted that it was a move towards resolving the ethnic strife in Sri Lanka. He said, answering a query, it was the prerogative of the US on deciding to proscribe the LTTE and that the ban imposed on the LTTE by other countries like India was according to their own laws. Nevertheless, he added, prior to talks with the LTTE, a consensus was evolving on this issue between all parties in Sri Lanka. Obstacles to the progress of the peace talks have been minor and were not a matter for concern, as the talks did not have any specified time frame for completion, he added. He asserted that the differences of opinion among various Sinhala groups on the peace process were marginal and insignificant and further added that the Maha Sangha has also agreed on the need for peace. He further emphasised the need for a political solution to the problem simultaneous with economic development to avoid conflicts. He drew attention to the recent clashes in Valachennai between Muslims and the LTTE and said that Muslims would be treated like any other citizen as equals in the country. He added that Muslim leader Rauf Hakeem would be included in the government delegation at the talks with the LTTE. He also expressed the hope that interference from the southern Indian State of Tamil Nadu in the ongoing peace process would not complicate matters, as had happened in the past.

Norway, which is brokering the ongoing peace process in Sri Lanka, said the meeting heralded a ‘new phase’ in the peace process. Reportedly, the meeting considered a number of issues, including the ‘permanent cease-fire agreement’ now being implemented, preparations for direct talks between the government and the LTTE, the agenda for the talks as well as the proposed interim administration in the North East. Sri Lanka Monitoring Mission (SLMM) spokesman Teitur Torkelsson was quoted in the state-run Daily News, on July 27, as having said that naval monitors will continue to be stationed on Sri Lankan Navy (SLN). The SLMM has already announced changed procedures for sea monitoring to which the government as well as the Liberation Tigers of Tamil Eelam (LTTE) gave consent. According to the new procedures the naval monitors will be stationed on board SLN vessels and the vessel will fly the SLMM flag only when required. The monitors will not embark LTTE vessels for inspection routinely, but do so only when specially required. Before boarding the SLN vessel, the monitors will be briefed thoroughly on safety arrangements and procedures. Besides, the monitors will have access to the vessel’s communication systems in order to stay on touch with the SLMM headquarters. The changes follow the July 14-Iranathivu incident in which the LTTE took two monitors hostage. The SLMM currently has four naval monitors stationed in Jaffna and Trincomalee.

Prime Minister Ranil Wickremasinghe has invited leaders of the Tamil National Alliance (TNA), a four-party Tamil coalition that has the blessings of the Liberation Tigers of Tamil Eelam (LTTE), for a meeting at his official residence on August 2. The next day, the TNA is due to meet with LTTE leaders in the Wanni. Also, August 2 is the final deadline for government troops to vacate all public buildings under their occupation in the Northeast. It was agreed upon in the ‘permanent cease-fire agreement’ between the government and the LTTE that 160 days from February 23––when the truce terms came into force–– troops would vacate public buildings. But several buildings are still under the control of troops. Reports said, under these circumstances, the meetings between the TNA and the government and between the TNA and the LTTE assume significance. Besides, apprehension has also been expressed that the LTTE might use the August 2-deadline to call of the truce. The LTTE, pro-Tamil sources said, on July 30, is committed to peace and would not let the deadline issue affect peace prospects.
