The state-run Daily News said Sri Lanka Monitoring Mission (SLMM) head General Trond Furuhevede would soon meet the Liberation Tigers of Tamil Eelam (LTTE) leadership in Kilinochchi and apprise them of his discussions with naval and army officials on the LTTE demand of lifting conditions set for its cadres to enter islands in Jaffna to undertake political work. Reportedly, under article 1.11 of the truce agreement between the government and the LTTE both sides ‘reserve the right to deny entry to specific military areas’. Meanwhile, on June2, two more monitors from Iceland joined the SLMM and eight others from Denmark are expected to arrive in mid-June, 2002.

The central committee of the People’s Alliance (PA), which is led by President Chandrika Kumaratunga’s Sri Lanka Freedom Party, is due to meet today, June 4, with Kumaratunga in the chair to assess the implementation of the ‘permanent cease-fire agreement’ signed between the Liberation Tigers of Tamil Eelam (LTTE) and the Ranil Wickremasinghe government. Also coming up for discussion are allegations of violations of the truce terms. Meanwhile, Batty Weerakone, general secretary of the Opposition Lanka Sama Samaj Party (LSSP), a constituent of the PA reportedly criticised the PA and said on June 3 that the PA "… does not maintain a definite position regarding the ongoing peace efforts and the government's economic programme". He also opined that the PA was one with the Janatha Vimukthi Peramuna (JVP) in ‘whipping up racial hatred’.

Speaking in Parliament on an adjournment motion moved by his Tamil National Alliance (TNA), on June 4, Member of Parliament R Sampanthan said the Liberation Tigers of Tamil Eelam (LTTE) was taking considerable risk in engaging in the peace process. The TNA is a four party Tamil coalition that has the blessings of the LTTE. He said, "There must be no assumption that it is only the government of Sri Lanka which is taking risks; it must be realized that even the LTTE is taking risks when it is engaged in the peace process". Furthermore, Sampanthan urged the world Community on behalf of the TNA not to do anything that would prejudice the legitimate struggle of the Tamil people for equality. He also pleaded with the government to reiterate its commitment to implement in totality the ‘permanent cease-fire agreement’ signed with the LTTE so as to take the peace process further ahead.

Media reports from Sri Lanka said moderate Tamil United Liberation Front (TULF) president Murugesu Sivasithamparam, passed away early on June 5 morning, at the Colombo National Hospital after a brief illness. Sivasithamparam is a sitting Member of Parliament (MP) as the sole national list MP of the Tamil National Alliance, of which his party TULF is a constituent, and has the blessings of the Liberation Tigers of Tamil Eelam (LTTE). He had earlier survived an attempt on his life by the LTTE. He was elected Deputy Speaker of Parliament in 1965, when Dudley Senanayake was the Prime Minister. Beginning his political career with the All Ceylon Tamil Congress, Sivasithamparam, a lawyer by profession and hailing from a family of former chieftains, rose to become the president of TULF and was among the most respected Tamil political leaders. He alternated between Sri Lanka and the southern Indian city of Chennai, to which his family moved after the 1983 race riots, during which he and his family were prominent targets, and had miraculously escaped being massacred. He was born on July 20, 1923. His funeral has been slated for June 9, at his birthplace Karavedd, in Jaffna.

The Sri Lanka Monitoring Mission said a government notification on fishing restrictions issued under the Prevention of Terrorism Act was violates provisions of the ‘permanent cease-fire agreement’ signed between the government and the Liberation Tigers of Tamil Eelam (LTTE), media reports from Sri Lanka said on June 5. The agreement provided that all restrictions on fishing, save a few exceptions, would be lifted by 90 days after the agreement was signed. Moreover, reports said government forces were still imposing strict restrictions.

Addressing a rally of over-five thousand students in Thambiluvil, 76km away from Batticaloa, on June 6, Liberation Tigers of Tamil Eelam (LTTE) political-wing senior leader Karikalan charged the elite Special Task Force (STF) of deliberately provoking the LTTE to break the ‘permanent cease-fire’ now in force, and declared that they would not succumb. He said at the rally, "… The commandos … are telling our people to make coffins … the STF is trying to bury the peace process in those coffins… [and] is attempting to deliberately provoke us into breaking the cease-fire and starting the war again. He said it was the ’firm belief’ of the LTTE that a lasting solution to the protracted conflict "should be found by peaceful means, through negotiations".

He thus justified the LTTE continuing to train its cadres, even when mutual cease-fire is in force with the government. Furuhovde, besides, on June 22, called for an independent commission to probe into the alleged attack on two LTTE political cadres in Kayts island. He stated this at a meeting with Peace Secretariat Director General Bernard Goonatilleke and Economic Affairs Minister Milinda Moragoda. Gen. Furuhovde went over to Jaffna following discussions with LTTE political-wing leader Thamilchelvam. At the meeting, the LTTE complained that two of its cadres had been attacked by eight men––three in security force uniforms and five masked civilians. SLMM spokesman Tuitor Torkelsson said investigations revealed that "it (the attack) was a fact and several eye witnesses confirmed it". Owing to conflicting versions on the attack, the SLMM has called for an independent inquiry into the same. Besides, the Army, Navy, Police and the LTTE will conduct separate investigations. Meanwhile Sri Lanka’s Naval Chief Rear Admiral Mohan Wijewickrama said on June 23, "…no conclusion was reached on the involvement of the SLN (naval troops) in the incident."

The LTTE’s political-wing office and its cadres came under separate attacks at two different places in the third week of June 2002. "The Tamil people of Trincomalee district urge the Sri Lanka Monitoring Mission to intervene using its good offices and see that the offenders are brought to book and to ensure that similar incidents are not repeated or if not, it will only be proper that the LTTE cadres are allowed to be armed to guard their offices," they said in a memorandum. It was presented to SLMM Trincomalee chief Victoria Lund. Lund also held discussions with the protestors to elicit their opinion. Furthermore, copies of the memorandum were also sent Prime Minister Ranil Wickremesinghe and Minister for Rehabilitation and Resettlement of Refugees Jayalath Jayawardena.

An estimated eight thousand people reportedly participated in a protest march in Kayts, Jaffna, on June 27 denouncing the activities in the islands off the northern peninsula of the Eelam People’s Democratic Party (EPDP), a Tamil paramilitary group that allegedly has the backing of Sri Lanka Navy. The protestors also condemned the attack on Liberation Tigers of Tamil Eelam (LTTE) political activists in Kayts on June 20. Addressing the rally, Tamil National Alliance (TNA) Member of Parliament (MP) representing Jaffna Nadaraja Raviraj said it was time for EPDP leader Douglas Devananda and his men, occupying the Srithar Cinema in Jaffna town, to leave the islands so that people there can live in peace. He said, "The people of Jaffna have risen against you (Devananda) today and have called your bluff. You should understand that the Tamil people have united under one leadership." A curfew has been clamped over the area. Further, the alleged extremists also abducted 10 Tamil women in Oddamaavadi near Valaichenai. Commenting on the incidents, Tamil National Alliance (TNA) Member of Parliament representing Batticaloa Joseph Pararajasingham said, "Those who are determined to prevent us from realising our legitimate rights through the peace process are systematically instigating armed Islamic extremists to attack Tamils and create general violence in the east". The miscreants also set on fire shops owned by Tamils in the Valaichenai area and had attacked buses and ambulances in Ottamavadi, Eravur and Kattankudi Furthermore, Pararajasingham accused sections among the security forces and intelligence agencies for instigating the violence.

The questionnaire has as it its focus the formation and powers of the proposed interim administration, reports said. Already, the government said the dates for the talks would be fixed after a clear agenda is prepared. Further, reports hold that the ban on the LTTE is likely to be lifted some around 10 days ahead of the talks. The talks, it is being speculated, might be held in July or August 2002 and the government team would consist of four members.
