Toffan Sahu alias Akash alias Bangara (19), a close associate of the top associate of Sabyasachi Panda, the top leader of the Communist Party of India-Maoist (CPI-Maoist) surrendered to Ganjam Superintendent of Police (SP) in Chhatrapur in Ganjam District on March 1, reports The Times of India. Toffan, hailing from Gangapur village under Baragada Police Station in Ganjam District, said he decided to surrender to SP Rajesh Pandit after witnessing exploitation of Odia cadres in the state Maoist organization, which is being dominated by Chhattisgarh cadres. "According to him, there is a conflict between Odia and non-Odia cadres over leadership in the organization," the SP said. Toffan has provided the names of several militia members of Ghumusara Division of the CPI-Maoist, the SP added. Toffan, joined the Maoist organization in 2009, was acting as a courier for the Maoists, supplying rations and tiffins for the preparation of tiffin bombs. He was also closely associated with Sudarshan Mandal alias Shankarshan, one of the Maoist leaders, who was arrested in June 24, 2011 by Ganjam Police. Sudarshan was known to be active in preparing landmines and operating rifles.

Though the exact reason behind the attack was yet to be ascertained, Jharkhand Police, however, suspected involvement of Communist Party of India-Maoist (CPI-Maoist) in the incident. Jharkhand Police had brought injured Mahato for treatment.

Armed Communist Party of India-Maoist (CPI-Maoist) cadres attacked a stone-crushing unit of a private-builder and set ablaze 15 of its vehicles in Nuapada District on March 3. Two Italian tourists, identified as Bosusco Paolo, functioning as a tour operator in Puri, and Claudio Colangelo, who were on a trekking tour on the Ganjam-Kandhamal border, were reportedly abducted by the Maoists on March 17, reports Zee News. While the Maoists claimed responsibility for the abduction through some private news channels around midnight on March 17, there are reports that the Italians may have been abducted on March 14 itself. A driver and cook who were accompanying them and their vehicle were released by the Maoists subsequently. The Maoists were yet to respond to the Odisha Government's offer of negotiations even as the deadline set by the Maoists for their 13-point demands, including immediate halt to combing operations and release of some leaders and tribals ended in the evening of March 18, it was presumed to have been extended, an unnamed senior official said. The situation was being monitored constantly by Chief Minister Naveen Patnaik and top officials to resolve the hostage crisis and ensure their release, sources said.

According to sources, a group of around 50 Maoists accompanied by local supporters swooped down on the building on Bonda hills, at a distance of about 70 kilometers from Malkangiri town, and planted explosives to destroy the building.

Odisha Police registered cases at Daringibadi Police Station in Kandhamal District against Maoist leaders, Sunil and Manoj, along with 24 others on March 20 in connection with the abduction of the two Italian nationals and two Odia youths, Santosh Kumar Moharana and Kartika Parida, on March 14 from a jungle on Ganjam-Kandhamal border. The cases were registered under sections of Unlawful Activity Prevention Act, Arms Act and Criminal Law Amendment, against the Maoists based on the complaint lodged by Santosh Kumar Moharana (28), who was released on March 17 by Maoists after three days of captivity, Police said.

A group of 10 armed Communist Party of India-Maoist (CPI-Maoist) cadres set ablaze a country liquor manufacturing unit at Jamki village under Tureikela block (administrative division) in Bolangir District late in the night of March 24, reports The Times of India. However, no one has been injured in the incident. Sources said the Maoists held a meeting with villagers before setting the unit on fire. They asked women if the presence of the liquor unit was a cause of disturbance for them. After all the women said they did not want the unit there, the Maoists set ablaze the unit in their presence and fled. The Maoists also reportedly distributed leaflets among the villagers warning them against setting up an unit there in future.

More than 50 armed cadres of the Communist Party of India-Maoist (CPI-Maoist) abducted Jhina Hikaka (34), a Member of Legislative Assembly (MLA) from Laxmipur belonging to the ruling Biju Janata Dal (BJD) from a hilly area between Koraput and Laxmipur in Koraput District early on March 24. The abduction of two Italians, the murder of a Sub-Inspector in Malkangiri and the abduction of a Member of Legislative Assembly (MLA), is being seen in security circles as the outcome of a tussle between the Andhra and Orissa factions of Communist Party of India-Maoists (CPI-Maoist) operating in the state, reported Times of India, quoting media and official reports of March 24. Maoists in most areas of the state function under the Orissa State Organizing Committee and Andhra Orissa Border Special Zonal Committee, each body with cadres attached to different divisions under it. The letter on the CPI-Maoist letterhead, signed by ‘secretary of Koraput-Srikakulam divisional committee’ Daya alias Chemmala Krishnamurthi and one Jagabandhu, a representative of Andhra Orissa Border Special Zonal Committee (AOBZSC), demanded that the Government stop Operation Green Hunt immediately. The letter in Telugu demanded that political prisoners lodged in Koraput and Malkangiri jails be released and the Government should announce the dates when they are going to be released. It demanded that activists of CMAS lodged in jails over “false charges” be released and warned that the government would be responsible if it did any combing operation to rescue Hikaka.

Police arrested four Maoists near Kaliaposh area under Bisra Police Station in Sundargarh District on March 30, during a combing operation on the Jharkhand-Odisha border, reports The Telegraph. Acting on a tip-off that four persons were busy in planting land mines near Chumatungri for the approaching search and cordon party, Security Forces rushed to the said area and launched a quick-search operation. The four cadres identified as Lala Nag (52), Birendra Nag (20), Lesua Tenwa (26), and Obey Dhanwar (24) were arrested while trying to plant the mines near Chumatungri between Kaliaposh and Digha Road in the Police Station limits. All the four belonged to Samtha village in the Jareikela Police Station area of West Singhbhum District in Jharkhand. “We have recovered one land mine, weighing about 15kg, kept in a steel container, two dry cell battery, 100 meters of wire, one crowbar and one mobile phone from their possession,” said Rourkela Superintendent of Police Himanshu Lal.

The Maoists were now ready to release Italian tour operator Bosusco Paolo if the State Government agreed to fulfil three of the 13 demands raised by the abductors of and negotiation on the remaining demands could be held after the Italian was freed, Dandapani Mohanty, one of the interlocutor said. The three demands were the release of about 18 innocent persons who were arrested for their alleged links with Maoists, release of 25 persons who were rearrested after their acquittal by different courts of law, and action against Police personnel responsible for custodial torture and deaths.
