Two suspected Communist Party of India-Maoist (CPI-Maoist) cadres were arrested during a combing operation by Central Reserve Police Force (CRPF) and Police personnel inside the forest near Chhadakia village in Daringbadi area in Kandhamal District of Odisha on October 1, reports Zee News. Seven country-made guns, two soap case bombs, some Improvised Explosive Devices (IEDs); two detonators and a bundle of wire were seized from the arrested Maoists. Some other materials including Maoist uniform, caps and bags were also recovered from the site.

Rajesh Mallick (30), a suspected Communist Party of India-Maoist (CPI-Maoist) supporter, who was arrested by Police on July 6, 2010 and was out on bail recently, was allegedly beaten to death by two of his relatives and the body was thrown into the turbulent Padma river near Pipalapanka in Ganjam District's Sorada Police Station limit, reports The Times of India. Though Rajesh was killed on September 24, the incident came to light on October 4, after Police arrested Bansi Mallick, uncle of the deceased who is one of the two accused. Sources said that after his release on bail, Rajesh was creating panic among villagers in the name of Maoists.

18 gram rakshis or village guards of remote villages in Kudumulu Gumma block in Malkangiri District are reported to have expressed their desire to resign due to threat from Maoists, reports The Hindu. Copies of a common letter in which these guards have expressed their desire to resign have reached media personnel in the District. All of them are posted in villages of Panasput, Andrapali, and Jodamba Gram Panchayats (village-level local self-government institution) of the cut off area of Chitrakonda reservoir under Chitrakonda Police Station limits. When contacted, Malkangiri Superintendent of Police Akhilesh Singh said on October 5 that no such letter had reached him or the Chitrakonda Police Station directly from the village guards. He, however, said that the so-called letter by the village guards raised some suspicion as it bears the signature of only one though names of 18 gram rakshis are mentioned in the letter. An investigation was launched to verify the authenticity of the joint resignation letter, he added. The resignation letter had come a few days after the murder of two village guards on September 25 in the Jodamba area by the Maoists.

Cadres of the Communist Party of India-Maoist (CPI-Maoist) disrupted a Palli Sabha (hamlet level body) meeting and detained officials for several hours before freeing them in Malkangiri District on October 8, reports The Times of India. A group of over 10 Maoists reached the meeting spot in Kankurukonda panchayat (village level local self-Government institution) within Kalimela Police Station limits around 1 pm and detained the officials. "Fifteen officials of different departments were present at the meeting. On seeing the Maoists, seven officials fled while Maoists detained the rest," said a source at Kalimela. Before leaving the meeting spot, the Maoists handed over a list of their demands to officials and freed them on a warning not to hold palli sabha meetings again. The State Government is conducting Palli Sabha meetings as a part of its state-wide campaign titled "gram sabha shashaktikaran karyakram" [Gram Sabha empowerment programme]. Earlier, Maoists had warned against organizing palli sabhas.

The Communist Party of India-Maoist (CPI-Maoist) cadres abducted three persons, including two labour contractors, from Budaguda village under Kalimela Police Station in Malkangiri District in the night of October 16, reports The Hindu. According to Malkangiri Superintendent of Police (SP) Akhilesh Singh, a group of Maoists reached Budaguda village and forcibly took away two labour contractors identified as Padiami Lachha and Kunjami Singh and a student, identified as Ramesh Salda, with them. However, Ramesh was released by the Maoists at around noon on October 17 while the other two were still in the custody of Maoists. According to the Police, non-payment of amount to labourers is said to be the cause of the abduction.

The deceased gramrakhi was identified as Bhagaban Naik (40) of Girliput village in the District. The Macchkund dalam (armed squad) of the CPI-Maoist, which claimed responsibility for the offensive, said in a letter left at the crime spot the gramrakhi was slain for acting as a Police informer. "Naik was punished as he was passing information about the Naxal [Left Wing Extremism (LWE)] movement in the area to Police. The Communist Party of India-Maoist (CPI-Maoist) cadres were suspected to have abducted four persons, including a gramrakhi (village guard), in separate incidents in Malkangiri and Koraput Districts of Odisha on October 20, reports The Hindu. According to Malkangiri Superintendent of Police (SP) Akhilesh Singh, the abducted persons were Daya Chalan, who was earlier a member of Maoist organisation and Laxman Pangi, a gramrakhi. It was alleged that Daya was involved in extortion in the name of Maoists. He allegedly misappropriated the amount which irked the Maoists. Armed Maoists went to the house of the gramrakhi at Badadural village and took him away with them. SP Singh said both these abductions seemed to be the handiwork of a single group. Till the evening of October 21, there was no information regarding the abducted persons. In Koraput District, two persons, including a woman, were suspected to have been abducted by Maoists from Ankadeli. When contacted, the Koraput District Police sources did not confirm it saying investigation was on. But localites claimed that both the persons were abducted by armed Maoists. The persons who were suspected to have been abducted from Ankadeli area included a woman J. Raut, who was involved in liquor trading and an official of APGENCO – P.V. Prabhakar, posted at Macchkund Hydel power project. The woman had in the past received threats from Maoists.

It was suspected that some armed Maoists had used force to take him with them and later killed him. Through handwritten letters left at the spot of murder Maoist leader Daya alias T. Krishna Murty, who heads the Srikakulam-Koraput division of Andhra Odisha Border Special Zonal Committee (AOBSZC) of Maoists had claimed his hand in the killing. Three hand written letters were found near the body of the deceased. One of these letters was in the letterhead of Maoists while the others were on plain paper. In the past few weeks, camps have been organised in the inaccessible “cut-off” area of Malkangiri District and in parts of Narayanpatna and Bandhugaon blocks of Koraput. According to sources, the newly formed Maoist unit has prepared its blueprint to counter Panda in the areas of Kandhamal, Gajapati, Rayagada and Ganjam District. Around 60 persons have been engaged in the mission. Even they have started scouting for members at village level to strengthen their unit, said sources. The central committee of the CPI-Maoist has issued a letter to the members of the COBC which depicted Panda as a traitor and useless for the party. The COBC division would work in the border areas and dense forests of the two States to spread its network. Maoist divisions of Bolangir and Bargarh Districts would work with the new unit.

"He confessed to his involvement in the Bandamunda railway cabin blast, Bisra Tehsil office blast and Jareikela Police outpost blast cases, all in 2011," said Superintendent of Police (SP) Himansu Lal. "Besides, he was involved in the exchange of fire between Police and a team of Maoists at Langalkanta-Mundatolla within K. Balang Police limits on June 19, 2012," said SP Lal.
