Meanwhile, the South Central Railway (SCR) has withdrawn two passenger trains--Karepalli-Singareni-Karepalli passenger and Dornakal-Manugur-Dornakal--due to the threat posed by Naxalites. Earlier also the services in these sections were cancelled following the blasting of two diesel locomotives at Pandurangapuram railway station by the PWG Naxalites in December, 2002. Services were reintroduced from March 27, 2003.

Reports said six armed Naxals came to the station master’s cabin and asked him to leave. Then they planted the explosives. But when they tried to blast it the bomb did not go-off. The Naxals disappeared from the place after releasing the station staff.

Speaking to the media, the State Home Secretary said, "The [Union Government] is expected to place two CRPF battalions at our disposal. If necessary, we will ask for more forces." Despite the Government’s claim that increasing number of left-wing extremists—Naxalites—have either been arrested or have surrendered, more areas are coming under the influence of Naxalism in the country, Union Home Secretary N Gopalaswamy said in his testimony to the Parliamentary Standing Committee on Home Affairs. The Committee recently tabled in Parliament the report containing Gopalaswamy’s testimony. ‘‘The entire left-wing movement (is) spread over 53 districts in 9 states. Apart from the traditional strongholds of the movement, its newly acquired areas of influence were Chhattisgarh, the western districts of West Bengal, parts of north Bihar, eastern Uttar Pradesh and eastern as well as southern Jharkhand,’’ the Home Secretary said. He also said that ‘‘for the first time, Jharkhand emerged as the worst affected, in terms of quantum of violence, overtaking Andhra Pradesh".

Jharkhand Chief Minister Arjun Munda, on April 16, offered to hold talks with left-wing extremist—Naxalite—groups active in the State and said police action is not an answer to every problem. Addressing a press conference in Ranchi, Munda said, "I am prepared and willing to talk extremists. They should tell us their problems and I am ready to listen to them and solve their problems". Replying to a question whether police did not have sufficient manpower to deal with the Naxalite menace, he said that police alone could not control extremism and that force was not an answer to every problem. Reiterating that the Prevention of Terrorism Act (POTA), 2002 is not being misused in the State, the Chief Minister said, "… policemen who had booked those persons under POTA could be seen from a different angle."

Meanwhile, in an attempt to keep tribals, students and surrendered Naxalites away from Naxal activities, the Nalgonda district police organised a meet, Marpu, at Chintapalle on April 16. Speaking on the occasion, district police chief Atul singh said development could not be achieved through the gun, but through education. He appealed to the tribals to avail of the assistance provided by police for their welfare. He also distributed cheques to the tune of Rs 3.25 lakh among 69 Naxal sympathisers who had surrendered to police recently. Reminding that the Government had sanctioned Rs 5,000 per head for each surrendered Naxalite as a temporary relief, Singh asked the beneficiaries to use the amount to earn their livelihood.

According to media reports, Surpanchs (village headmen) of approximately 30 villages in Gadchiroli district have decided to ban the entry of left-wing extremists—Naxalites—into their villages. Speaking to media persons, the district Collector said people are getting disillusioned with the Naxalite movement and are distancing themselves from the Naxalites. The district administration also organized a meeting of these Surpanchs to discuss the development needs of the villages. A proposal has also been sent to the State government to grant a reward of Rs one lakh each to the 30 gram panchayats that have banned the entry of the Naxals.

Two left-wing extremists—Naxalites—of the Maoist Communist Centre (MCC), including ‘sub-zonal commander’ Sanjay alias Doctor Ramji, were killed and a civilian was injured in an encounter at Nava Jaipur, Daltonganj district, on April 30. According to district police chief, Anil Palta, the encounter took place when a police patrol party came across a group of Naxalites holding two abducted forest officials captive. Police also seized one 9mm pistol, two magazines and some ammunition from the encounter site. Other details are awaited.
