The Hindu reports that the Union Government has cleared an external loan of $500 million from the Asian Development Bank (ADB) to finance part of the programme launched by the Ministry of Rural Development to speed up construction of rural roads in Left-Wing Extremism (LWE)-affected villages. Union Minister of Rural Development Jairam Ramesh has, in a letter, urged Finance Minister Pranab Mukherjee to issue directions for negotiating and early signing of the loan, which his Ministry has cleared, to shore up resources to give thrust to the Pradhan Mantri Gram Sadak Yojana (PMGSY) that is way behind schedule. The ADB, which has already extended a loan of $800 million, has been petitioned with a fresh proposal for rural connectivity investment programme to construct or upgrade 7,000 km of roads connecting eligible habitations in LWE-affected States of Bihar, Chhattisgarh, Madhya Pradesh, Odisha, West Bengal, besides Assam where too the PMGSY has progressed with little to cheer

Following inputs by intelligence agencies, the Union Ministry of Home Affairs (MHA) has asked all Naxal [Left-Wing Extremism]-affected States to tighten security and monitor activities of the Left-wing insurgents, especially with the Communist Party of India-Maoist (CPI-Maoist) planning to hold its party congress next month, after a gap of five years, in Jharkhand’s dense forests, reports The Indian Express. Among other things, the CPI-Maoist is also likely to recast its Politburo and Central Committee since it has lost many top-rung leaders — either killed by security forces or arrested — in the past one year.

In a path-breaking measure, the Union Government has decided to involve missionary groups of various hues in taking its programmes to the people in areas affected by Naxalite [Left-Wing Extremism (LWE)] activities, reports The Hindu. Apart from giving the green signal to engage Ramakrishna Mission Ashram in Narainpur District in Chhattisgarh, which the Communist Party of India-Maoist (CPI-Maoist) claims to be a liberated zone, Union Minister of Rural Development Jairam Ramesh has decided to engage the services of Catholic bishops to spearhead development activities among the tribals of Odisha, Jharkhand and Chhattisgarh, three States affected by LWE activities. In a letter to Chhattisgarh Chief Minister Raman Singh, Ramesh has given his clearance for an INR 230 million proposal of the ashram to undertake various activities in the Maoist-affected District. According to Ramesh, the ashram is the only group working in Narainpur District since its inception in 1985 while the Government has been unable to make its presence felt.

a group of 15 railway employees cleaning railway tracks found a can bomb weighing 20 kilogram on the line at Banaso between Jarangdih and Bokaro Thermal stations in Bokaro District. Bokaro SP Kuldeep Dwivedi said, "The bomb weighed 20 kilogram. We have launched a search in the area after the recovery of the bomb. No other bomb was found." The place where the bomb was found falls under the Coal India Cord section in Dhanbad division through which many passenger and goods trains pass everyday. Fortunately, the bomb was old and did not explode. "The bomb was possibly planted by the Naxalites [Left Wing Extremist (LWE)] in 2009 at the spot where a landmine blast was triggered by the Maoists during the Red bandh (shutdown strike). The wires attached to the bomb were damaged. However, we have defused the bomb," a Police officer said.

The Union Government has accorded formal sanction for the creation of the Central Reserve Police Force (CRPF) Integrated Intelligence Wing, reports The Pioneer. Among others, it will include an intelligence school that will train the officers and men of paramilitary force in collecting intelligence in the Naxal [Left-Wing Extremist (LWE)]-affected areas. The Union Home Ministry has approved creation of 468 posts for the intelligence school to be created at the CRPF Group Centre at Kadarpur in Gurgaon. The school will be headed by a principal, who will be a Commandant-rank officer. The faculty will comprise CRPF officers, who have been trained with Intelligence Bureau, Research and Analysis Wing and Military Intelligence. Complete “Training of Trainers Course” and guest faculties will be drawn from the Central intelligence school.

The Indian Express reports that seven unidentified bodies were recovered in the afternoon of January 18 from near Gagra village in Khunti District following a tip-off from the residents of the village, the Police said. The deceased were all men, aged 20-30 years, except one who was aged over 50, the Police said. The cause of their death was not known, said Tamil Vanan, Khunti Superintendent of Police, but there was speculation over involvement of the Communist Party of India-Maoist (CPI-Maoist), since the area has a strong Naxal (Left-Wing Extremism) presence. “The Maoists identified them as police informers and killed them,” said a villager on condition of anonymity.

Stepping up the deployment of Security Forces (SFs) in the Naxal [Left Wing Extremism (LWE)]-belt, the Union Ministry for Home Affairs (MHA) has given its nod for additional deployment of 7,000 personnel in the inter-State border areas of Chhattisgarh, Jharkhand, Odisha and Maharashtra, reports Deccan Chronicle. The additional personnel will be deployed from the Central Reserve Police Force (CRPF) and Border Security Force (BSF). The MHA held a high-level meeting with top officials of the four States on January 20 and gave the sanction for deployment of additional forces.

Venkatarangaiya Foundation, has noted with concern the disturbing trend of Naxalites [Left Wing Extremist (LWE)] recruiting young boys and girls, reports The Hindu. “Young boys and girls in the age group of 12 to 15 years are recruited by Naxalites,” he said. Tracing the spread of Naxalite ideology in central India, forest and tribal areas in the last five decades, the Minister said one reason was the insensitivity of Governments to the needs of tribal population. Nearly 20 million tribals were displaced by power, mining and irrigation projects.

In a letter to Union Home Minister P Chidambaram, Naveen pointed out that there has been a significant rise in Naxal [Left Wing Extremism (LWE)] violence in parts of Chhattisgarh bordering Odisha as well as Nuapada, Bolangir and Bargarh Districts. "Maoists are building up a base in Sunabeda reserve forest of Nuapada and its adjoining areas. They are also trying to spread their network along the Odisha-Chhattisgarh border by creating and consolidating bases in Nuapada, Bargarh, Bolangir and Kalahandi Districts of western Odisha," he said. Naveen said there was an urgent need to include the four Districts under the purview of the SRE scheme to strengthen security infrastructure so as to effectively curtail and contain the spread of the LWE.

The Union Government will allot nearly INR 900 million for rural development across the three Naxalite [Left Wing Extremism (LWE)] affected Districts of Purulia, Bankura and West Midnapore in West Bengal, the Union Rural Development Minister, Jairam Ramesh, said in Kolkata on January 25, reports The Hindu Business line. According to the Minister, a sum of nearly INR 300 million will be allotted in each of the Districts for development purposes. The amount, he said, should ideally be spent exclusively in projects in affected blocks of the District. “The time is right for political activities and rural development in these areas of West Bengal,” he told reporters after his three-day visit to the LWE-affected Districts of Bankura and Purulia. According to the Minister, there should be a “three-P” approach in these areas which would include political activities, taking local tribal people into confidence and finally the use of Police and Paramilitary to maintain law and order. "The problem is not as serious in West Bengal as in Jharkhand, Odisha of Chhattisgarh. There is no liberated zone of the Maoists in West Bengal," Ramesh told at the press conference, adds IBN Live. Stating that 18 Districts in Odisha, 17 in Jharkhand and 10 in Chhattisgarh were very badly affected, he added, "West Bengal is not in that category. So the LWE problem here is not so disturbing. But since Purulia is in a trijunction, it is vulnerable. So we cannot relax." Warning against political exclusionism, he said all parties in the Maoist areas must be given space so that such activities take place on a day-to-day basis. "We cannot substitute one form of tyranny with another form of tyranny." Pointing out that the country's development was not tribal friendly, he said, "our forest administration is anti- tribal and our mining policy and our land acquisition policy is anti-tribal. It is no wonder that all tribal areas of India today are in a state of discontent."

The Highways Ministry has made elaborate plans to build roads in neglected areas and untouched zones in the next five years, reports The Times of India. These include roads in Naxal [Left Wing Extremism (LWE)]-infested areas and tribal dominated zones. The Ministry will spend at least INR 160 billion during the 12th plan which will provide greater employment opportunity to locals during construction besides opening roads for economic activities in these areas. In its document submitted to the Planning Commission, the Highways Ministry has proposed to complete 4,426 kilometres in LWE affected areas by 2015 with budgetary support of INR 53.76 billion and another 8,014 kilometres would be completed by the end of the plan period. This second phase of road development in LWE affected areas is yet to be approved by the Centre. Similarly, under the Tribal Sub Plan (TSP), the Ministry proposes to take up development of State roads in Districts identified in Andhra Pradesh, Himachal Pradesh, Gujarat, Odisha, Rajasthan, Maharashtra, Chhattisgarh, Madhya Pradesh and Jharkhand. The Ministry proposes to take up development of about 1,000km roads to two lane standards in these Districts with an investment of INR 50 billion during the 12th plan period. "These stretches have to be built with complete budgetary support since these are financially unviable for any private developer. Moreover, the focus of building these roads is to push equitable socio-economic development of these areas to bring these areas into national mainstream," said an unnamed senior official. These roads will be developed in regions and Districts other than those covered under the special programme for development of roads in the LWE affected areas. Further, the Ministry is also pushing the plan to develop better road network along borders, which would be developed by the Border Road Organization (BRO) with a gross budgetary support of INR 30 billion during the five-year period. Moreover, it has submitted proposals to build 103 strategically important stretches in Jammu and Kashmir; and for this the Ministry needs INR 7 billion budgetary allocation from the Centre. On top of this, at the behest of Delhi Mumbai Industrial Corridor Development Corporation (DMICDC), the Highways Ministry has identified about 812 kilometres State roads in Rajasthan and Maharashtra to be developed to 4-lane standards. These roads will include Dighi port connectivity and Shendra-Bidkin mega industrial park connectivity in Maharashtra and roads in Neemrana-Khushkhera-Bhiwadi investment region in Rajasthan

The Central Government on January 30 admitted that execution of road projects in Naxal [Left Wing Extremism (LWE)]-hit States has been delayed and only 730 kilometres of the proposed 5,477 kilometres highways network could be completed so far, reports IBN Live. "So far, work in 730 kilometres length has been completed. There has been poor response from contractors for works in Chhattisgarh, Jharkhand, Maharashtra and Odisha," an official statement by the Road Transport and Highways Ministry said. The Government had approved a programme for development of 5,477 kilometres roads in 34 LWE affected District in eight States at an estimated cost of INR 73 billion, the statement said. The completion period of the projects vary from one to three years. However, it added that it has relaxed the eligibility criteria for the contractors to encourage larger participation and at present work is underway on 140 projects entailing an investment of INR 44.28 billion in affected States.
