Chhattisgarh Police on January 1 claimed a significant drop in Maoist-related incidents with 409 incidents being reported in 2012 compared to 530 the previous year. "The state has witnessed 23 per cent fall in Naxal [Left Wing Extremism] related incidents last year (2012) as against 2011," Director General of Police (DGP) Ram Niwas told reporters. He said as against 530 Naxal-related incidents reported during 2011, a total of 409 such incidents were reported in 2012 till December-end. The DGP said that encounters between Maoist insurgents and SFs have also declined. "At least 117 gun battles reportedly occurred last year (2012) compared to around 147 in 2011," he added. While 37 Maoists were killed and 436 arrested in 2012, 103 land-mines and arms, detonators, magazines and wireless sets in large quantity, have been recovered during the same period. Impressed with policies of the State Government for rehabilitation of Maoists, 37 Maoists laid down arms in 2012, the DGP said. "Police casualties in Naxal-related incidents during 2012 were 41, while four assistant constables died in the whole year," he informed. For the first time in the state, 120 constables were elevated to sub-inspector rank while 60 head constables were promoted as platoon commanders under 'one-time promotion scheme', the DGP said, adding nearly 74 Police officials have been given out-of-turn promotions for their brave services in Naxal-infested areas.

The Central Government decided to induct 10,000 more Central Paramilitary Troops into counter-Naxal [Left Wing Extremism (LWE)] operations during the first quarter of this year (2013), with the aim of limiting LWE domination to the jungles of Bastar in Chhattisgarh, Odisha and parts of Jharkhand, reports The Times of India on January 4. Commenting on the move, a senior Union Ministry of Home Affairs (UMHA) official said "The idea is to constrict the arc of Naxal influence to the tri-junction of south Chhattisgarh, Odisha and Jharkhand, thus ending the CPI-Maoist's long-cherished dream of a Red corridor from `Pashupati to Tirupati.”

The State Government's industrial policy announced on January 3 in Mumbai has significant incentives for Naxal [Left Wing Extremism]-affected areas and backward regions like Vidarbha, reports The Times of India. It has a strong emphasis on micro small and medium enterprises (MSMEs) with sops ranging from power tariff subsidy to tax refunds. It also calls for encouraging industry clusters in the state. A package scheme of financial incentives will be extended up to 90% of the permissible capital investment to a MSME unit in Naxal-affected areas.

Union Minister of State for Defence Jitendra Singh said on January 7 that the Government has relaxed recruitment norms by lowering the education qualification and physical requirements, reports firstpost.com. He underlined that special recruitment drives were being organised in Naxal [Left Wing Extremist (LWE)]-affected areas – Chhattisgarh, Odisha, parts of Maharashtra, Bihar and Uttar Pradesh. Acknowledging that there was a “sizeable number” of vacancies in the armed forces, especially at the officers level, he said the government was taking various steps to fill in those gaps. “Some of the steps which have been taken are to increase the number of training institutions in the country. We have taken special recruitment camps in Naxal areas, Jammu and Kashmir and in North-East areas. So, the outreach, I would say has gone up tremendously. This will bridge the gap,” he said.

Alarmed over the growing firepower of Maoists, the Union Ministry of Home Affairs (MHA) has cleared a proposal whereby four States affected the most by Left Wing Extremism (LWE) — Chhattisgarh, Jharkhand, Odisha and Bihar — will raise specialised forces trained in guerrilla warfare and equipped with modern weaponry to take on the extremists, reports The Hindu. To be raised on the lines of Andhra Pradesh Police’s Greyhounds special force that managed to neutralise the Communist Party of India-Maoist (CPI-Maoist) in the State, the project has the backing of the Centre as Maoists now possess modern weapons and communication equipments to take on even well-equipped paramilitary forces. “The MHA will fund the scheme in all four States to help the State police raise new specialised forces and acquire modern arms ... The proposed outlay during the 12th Plan for this is Rs. 280-crore from the Centre and over Rs. 55-crore by the States. The MHA will release funds through its Scheme for Special Infrastructure,” a senior Ministry official said.

A fresh exercise to take stock of the Communist Party of India-Maoist (CPI-Maoist) cadres lodged in different jails of Left Wing Extremism (LWE)-affected Districts of the region has begun after the Union Ministry of Home Affairs (UMHA) issued a letter in view of the November 9, 2012, Giridih (Jharkhand) incident, reports The Times of India on January 17. All the states have been asked to ensure that proceedings like producing of Maoist cadres before the court, remand and trial should be conducted through video conferencing only in order to avoid their transportation between jail and court. The letter also contained instructions that if any Maoist prisoner is being taken to court, he/she should be taken in a separate vehicle and not with other prisoners.

Concerned over Odisha's Nuapada District becoming a hub of Communist Party of India-Maoist (CPI-Maoist) activity, the Centre on January 17 proposed a Special Development Plan to improve the living standard of the tribal communities in the region, reports zeenews.india.com. The Union Rural Development Minister, Jairam Ramesh, who visited the Left-Wing Extremism (LWE) affected Kalahandi and Nuapada Districts on January 13, has written to Chief Minister (CM) Naveen Patnaik to implement the initiative along the lines of the one being implemented in Saranda (Jharkhand) forests. "In Nuapada District, it is clear that the incidents of Maoist violence have gone up sharply in the last few years. The Sunabeda forest area has become the hub of Maoist activity and the attacks on the neighbouring Districts like Kalahandi and Bolangir are being executed from Sunabeda area," Ramesh said in his letter. Ramesh would be visiting Sunabeda (Koraput District) again on February 15.

The Central Government has decided to counter the Left-Wing Extremists (LWEs) through its development efforts in LWE affected areas, as it believes such efforts will weaken the rebel base, reports outlookindia.com on January 20. Jairam Ramesh, the Rural Development Minister, said "We are making a special effort to bring development in the Naxal-affected areas. We are hoping that it will pay dividend." The government is enthused by the recent revelation of a surrendered LWE that its strategy to facilitate development in addition to frequent combing operations has hit the very base of the Communist Party of India-Maoist (CPI-Maoist). The minister further said "We have made an effort... We have started special plans like Saranda Development Plans in such areas. It will take at least 5 years to bring peace in these areas." He said this while reacting to surrendered Maoist Badarpu Mallaiyya's reported revelation that the CPI Maoist leadership was worried over security operations and development efforts undertaken by government.

The Government is keen to set up a specialised organisation to implement critical infrastructure projects, particularly roads and bridges, in 82 Districts affected by Left-wing extremism (LWE), reports The Economic Times. The proposed Bharat Infrastructure Development Organisation will be modelled on the line of the Border Roads Organisation (BRO). It will raise personnel in the same way the BRO does. It will work on a project mode, contracting out work it requires. "I have spoken to the Prime Minister, in fact I have written to him, asking to create an organisation like the Border Roads Organistation to build roads and bridges, in the Naxal [LWE]-affected Districts particularly in the bi-junction and tri-junction areas," Rural Development Minister Jairam Ramesh told The Economic Times. Currently, these projects are given to individual states and the implementation is very slow, more so when the project is in areas that are at the confluence of two or three states.
