The home department sources said that apart from the forest areas of Bankura, Purulia and Midnapore districts, spycams would be installed in some areas of the capital Kolkata and adjoining North and South 24 Parganas districts. The victim, identified as Jula Markanir, was allegedly beaten to death in a forest area and his body was burnt. The district police chief, Yatindra Koyal, is reported to have said that Markanir was targeted because he was a police informer.

On August 3, in a written reply to the Rajya Sabha (Upper House of Parliament), the Minister of State for Home, Sriprakash Jaiswal, informed that the Union Government has revised its Security Related Expenditure (SRE) scheme for left-wing extremist (also known as Naxalite) affected States to make full reimbursement of money spent by the States on activities undertaken to counter Naxalism. The revision has been done as a large portion of the funds allocated under the scheme remained unutilised, as the earlier rate of reimbursement was 50 per cent and also due to its limited scope with regard to a number of eligible items. The scheme, revised in February 2005, envisages 100 per cent reimbursement of expenditure, among others, ex-gratia grant paid to families of victims of Naxalite violence, special training given to state police personnel and insurance for state police personnel involved in anti-Naxalite operations.

Four left-wing extremists (also known as Naxalites) belonging to the CPI-ML Janashakti outfit were killed in an exchange of fire with the police at Addagutta forest in the Venkatapur mandal (administrative division) of Warangal district on August 4. The police recovered a local-made gun, one service revolver, one SBBL, four 8 mm rifles and eight kitbags from the incident site. The deceased belonged to the Madhu dalam (squad) of the Janashakti group and according to unconfirmed reports, the Janashakti 'District Committee secretary' Gurrala Hamsa Reddy alias Naganna and several senior cadres of the Praja Prathighatana outfit and 25 other Naxalites escaped from the incident site. According to the Superintendent of Police, M. S. Ravindra, documents recovered from the site indicated that the Naxalites were planning to attack police stations at Venkatapur and Mulug mandal headquarters.

According to rough estimates of the Union Home Ministry, the number of hardcore Naxalites continues to be around 9,000, out of which approximately 6,000 are armed. Officials also inricated that while incidents of Naxalite-related violence has increased in Andhra Pradesh, it has reduced in most of the other affected States.

The Home Secretary, Santosh Kumar, said there had been no change in the policy or thinking of the State Government with regard to left-wing extremism, following the re-imposition of a ban by the Andhra Pradesh Government. Imposing a ban has no operational significance unless the Government has a detailed list of leaders and activists of the outfit, according to Kumar.
