Over 170 Security Force (SF) personnel have lost their lives fighting Naxalites (left wing extremists) in six different States over the past six months, PTI reported. "A total of 176 Security Forces had to lose their lives in Naxalite attack during the last six months," Ajay Maken, Union Minister of State for Home Affairs said in a written reply on in Rajya Sabha (Upper House of Parliament) on December 2. While 74 SF personnel were killed in Chhattisgarh, 34 died in Maharashtra, followed by 32 in Jharkhand, 20 in Orissa, nine in West Bengal and seven in Bihar. Giving details about the deaths, he said this data was of Naxalite attacks that happened between May 15 to November 23.

The Maharashtra Government on Deepener 9 said it would soon launch an anti-Naxal (left wing extremist) operation in coordination with neighbouring Andhra Pradesh and Chhattisgarh, according to PTI. The State has three battalions of Central Paramilitary Forces and Policemen have been provided with necessary training and sophisticated weapons. We would soon launch an anti-Naxal operation in coordination with Andhra Pradesh and Chhattisgarh, Home Minister R. R. Patil told the Assembly. There has been a spurt in Maoist activities in Gadchiroli District. At least 17 Policemen were killed in a Naxal attack in Bhamragarh taluka (revenue division) of the District in October. A young road contractor was killed by a group of Naxalites on November 25, he said. The minister informed the House that 52 Policemen were killed by Naxalites between February and May 2009. The extremists were also disrupting developmental activities and terrorising contractors working in deep forests. There have been instances of the extremists snatching arms and ammunition of Forest Department officials while they were on patrolling duty, he added. As part of streamlining and strengthening the Police force in Gadchiroli, the worst Naxal-hit district has been divided into two parts - Gadchiroli and Aheri, Patil said. About 2,355 new posts of Policemen are being created for the newly set up Gadchiroli Police range. State Reserve Police Force (SRPF) Group No 13, based in Nagpur, will be shifted to Gadchiroli to beef up anti-Naxal defence, he said. Policemen in the newly created range will be equipped with motorcycles, binoculars, bullet-proof jackets, night vision goggles and anti-landmine vehicles among other equipment. Efforts are also on to procure a helicopter, the Minister said. The Government was providing INR five lakh compensation each to the families of those killed by Naxalites on suspicion of being Police informers, he said. Unemployed local youths in the 23-40 age group are being recruited on a priority basis in Police force to deal with the Naxal menace, Patil stated. Policemen posted in Naxal-infested areas are paid one and half times more salary due to difficult condition they operate in. They are also given 30-day special leave and additional allowances, the Minister said.

The seizures were made during a joint combing operation by the SFs in different Naxal (left wing extremisms)-infested villages under K Balang Police Station, they said. During the search, nine landmines, one claymore mine, 10 tension batteries, 150 metres wire and some Maoist literature were recovered.

Three Naxalites (left wing extremists) belonging to different revolutionaries parties surrendered before the Police in the presence of Additional Superintendent of Police (Operations) Tharun Joshi in Warangal on December 14, The Hindu reports. According to the Police, one Budige Nagaraju alias Sanju of Narsimhulapet mandal (administrative unit) joined the Communist Party of India-Maoist (CPI-Maoist) and became member in 2004. He is presently working as squad commander in Maharashtra. Manda Adi Laxmi alias Lalitha of Praja Pratighatana of Mangapet mandal and Vanka Janaki of the Pratighatana faction of the Communist Party of India-Marxist-Leninist (CPI-ML Pratighatana) of Muthapur village of Govindaraopet mandal also surrendered before the police. They said they were disillusioned with ideology of their parties and decided to give up.

The Naxalites (left-wing extremists) are trying to procure bullet-proof jackets for their senior leaders and are acquiring sufficient arms and ammunition as they prepare to fight the security forces, reports PTI. Official sources said they have inputs suggesting that the Naxals, who were earlier known to use looted weapons, have slowly changed their strategy and are now even trying to procure bullet-proof jackets besides foreign weapons and high-end communication systems. This information first came to light with the arrest of officials a Delhi-based construction firm in July 2009. The arrests, made in a joint operation of the Delhi Police Special Cell and the Jharkhand Police, was affected after a consignment of high-end communication systems was seized at the Ranchi airport. Subsequent raids had led to discovery of bullet-proof jackets from a Jharkhand office of the particular firm.

Times of India adds that the Naxals (left wing extremists) are concentrating at the grassroots level as well as strengthening their military wing for giving an added edge to their already potent striking powers. At least 10 area dalams (squads) have been formed by the Naxals in Gadchiroli itself. This is to ensure that their mass base remains strong in the face of incisive onslaughts by the Security Forces. The area dalams have received training in deep forest camps with the active support of the villagers on the either side of the Maharashtra-Chhattisgarh border. Apart from the other routine work of recruitment and intelligence gathering, these area dalam members have been specially trained in planting explosives and triggering blasts. A recent blast at Chichoda near Fulbodi Gatta village in the Dhanora tehsil (revenue division) of Gadchiroli District that left three cops injured was the successful outcome of the experiment. The patrolling Police party was also fired at but there was no casualty. Sources also claimed that Naxals, which have already proved better tacticians than the cops, have planned to counter the newly-designed counter offensive against them by turning the District into a virtual minefield rather than trying to clash with the 18 Central Paramilitary Forces with their extra fire powers. Sources revealed that the Naxals were already making their plans even before the paramilitary companies landed in Gadchiroli after the State elections in October. Naxals, which too has a potent intelligence wing, is learnt to have devoted their energies in building a stronger organizations at village levels. With a view to keep their mass bases intact, the Naxals focused on building as many area dalams as possible in different parts of the District. Their plan was to make Gadchiroli a liberated zone through establishing Janatana sarkars or their forms of Peoples' Government, like what they claimed to have done at Abujmadh. According to a local source, the Naxals have been fast forming smaller groups, comprising 10-15 members, for area dalams to conduct meetings in villages. These groups fan anti-Government sentiments, appeal villages to join the movement and cultivate hatred against Security Forces. "These area dalams are effective in giving shape to bigger sabotage attacks by combing their strengths, laying traps for cops or working as support with their military wings during encounter like removing the bodies of their cadres, distract the cops while fighting and also delaying the reinforcements," said an unnamed Policeman.

They have already killed 52 police jawans this year and it is high time we take a firm stand,” said Chief Minister Ashok Chavan on December 16, according to Times of India. Chavan said there was a rise in Naxal (left wing extremist) migration from other states to Maharashtra. “We cannot have any sympathy for them nor can we wait for them to surrender. So many lives have been lost. We will henceforth be more aggressive,” he stated, adding, “Maoists from Nepal have infiltrated and provided firearms and logistics support to Naxals hiding in our jungles. We are, therefore, expediting the process of strengthening our police machinery in Gadchiroli and other Naxal affected areas, and providing more funds for modern weaponry, helicopters and equipment.” The State Home Minister R. R. Patil, had on December 14, announced various measures being taken by Government to tackle the Naxal menace.

A joint team of the Central Reserve Police Force, Provincial Armed Constabulary and anti-Naxal (Left Wing Extremism) unit of Police began combing operations in Kaimur forest around Kon area in the Sonbhadra District on December 16 following a tip-off that the ‘sub-zonal commander’ of the Naxals, Munna Vishwakarma, was hiding in the area. The State Government had earlier announced a reward of INR 50,000 for Vishwakarma’s capture. According to the Police, Vishwakarma, who is in-charge of Naxal’s operations in the tri-junction of Uttar Pradesh, Bihar and Jharkhand, was injured in the firing with a rival Naxal group led by Ram Vriksha Kol on November 9 and was hiding in the Kaimur forest. It is to be mentioned that Kol was killed in the firing incident. After the incident, Vishwakarma had sneaked into Rohtas District in Bihar where he received medical treatment at a private hospital. Nearly a week ago, he had returned to his hideout in the forest. According to the information with the Police, the Naxal leader has not fully recovered and can’t move freely. “The Police force deployed in the area is getting inputs and we are trying to catch Munna Vishwakarma,” said Superintendent of Police of Sonbhadra Preetinder Singh.

But we are now giving them incentives to serve Naxal-hit areas,” he stated.

The Anti-Naxal Force (ANF) has launched combing operations against the Naxals (Left Wing Extremism) holed up in the thick forests of the Western Ghats spread across Udupi, Chikmagalur and Shimoga Districts, reports Manglorean.com. According to Police sources, the operation, which will last for three days have been taken up jointly by the state Reserve Police, ANF and the civil Policemen. The teams have been provided with Global Positioning System to keep track of each other after they fan out.
