Further, a cell phone shop owner was arrested for reportedly spreading Naxal [Left Wing Extremism (LWE)] ideology by allegedly downloading videos, songs, speeches and guerrilla training to the mobile phones in Bijapur District on June 1, reports The Pioneer. The shop owner identified as Kulvardhan Durg Prasad (29), resident of Bijapur, has been booked under Chhattisgarh Special Public Security Act, Police said. Prasad used to run a shop by name ‘Mohit Mobile’ in Purana Bus Stand area, Deputy Superintendent of Police (DSP) Sukhnandan Banjare said. ‘A few days back, we had arrested a suspected youth in Bijapur and while checking his mobile phones we found videos supporting Naxal ideology,’ the DSP said.

In a new anti-Naxalite [Left Wing Extremist (LWE)], strategy being readied by the Union Government, bureaucrats and Security personnel operating in Communist Party of India-Maoist (CPI-Maoist)-hit areas may get special monetary benefits, out-of-turn promotions and choice posting after the completion of their tenure in these "dangerous" places, reports The Times of India on June 7. Flagging Naxalite areas as the 'most dangerous zone' in the country, the government will enhance hardship allowance given to paramilitary personnel deployed in these places more than what they get while serving in Jammu & Kashmir and Northeastern region. During a review meeting on June 6 the Union Minister of Home Affairs Rajnath Singh, along with Minister of State for Home, Kiren Rijiju, were briefed about various aspects of left wing extremism and the steps being taken to control it. Singh also emphasized on completing the existing development projects in Naxalite-hit areas, including construction of 5,000km roads at a cost of INR 100 billion and setting up of 2,199 mobile phone towers at a cost of INR 30 billion. Singh promised to ensure regular flow of funds for all development projects. He asked the officials to review the policy under which forest lands are given to landless tribals so that 'pattas' can be given to genuine applicants after showing leniency.

Meanwhile, over 10,000 extra Central Armed Police Force (CAPF) personnel would be deployed in Chhattisgarh by the end of this year as part of a long-term plan to plug the “gaps” and intensify the offensive against the Naxals [Left Wing Extremists (LWEs)], reported The Hindu on June 7. The initiative is being seen as an indication of the new dispensation’s decision to overhaul the internal security infrastructure. “During the first meeting, we had flagged the issue highlighting that there were vacuums in the Naxal-hit areas that needed to plugged,” said an official. The Home Ministry also decided to retain the Naxal Management wing while changing the name as Left-Wing Extremism division to send across a message that the unit is not meant only to “manage” the issue but deal with it from a broader perspective.

The long drawn General Elections had a negative impact on anti-Naxal [Left Wing Extremist (LWE)] operations, reports The Times of India. With Security Forces being put to rigorous duty during elections, anti-Maoist operations have almost died down post-polls. While a large chunk of the forces fighting Naxals have gone on leave to recuperate from poll exertions, the searing heat in the plains this year has restricted movement of the existing battalions. The result is that a major chunk of operational time (between March and June) has been lost to poll duties and post-poll recuperation. July onwards rains will kick in and it would become very difficult to move in the jungles of Chhattisgarh with overflowing rivers, inundated tracks and heavy undergrowth. "We had to give our jawans (troopers) some breathing space after the relentless effort they put in during elections. All leaves had been cancelled at that time so jawans have been allowed to go home to meet their families. Only a refreshed and re-energized jawan can conduct successful operations. Operations are still on, but the intensity is down," Dilip Trivedi, Director General of Central Reserve Police Force (CRPF),stated.

The Gadchiroli Police neutralised a powerful Improvised Explosive Device (IED) in Kasansur village of Etapalli tehsil (revenue unit) in Gadchiroli District on June 10, reports Indian Express. Superintendent of Police (SP) Suvez Haq said, “While a five kg bomb was neutralised Tuesday (June 10), we continued the operation till late Wednesday (June 11) evening as there were reports of more bombs being planted in surrounding areas, though none were found.” He said, “The explosive was planted near the forest department office. The Naxals [Left Wing Extremist (LWE)] had exposed a small part of the wire, anticipating that we will remove it. The connection was made in such a way that the blast could be triggered the moment we removed the wire.”

Chief Minister Naveen Patnaik on June 16 admitted in the Odisha Assembly that the Communist Party of India-Maoist (CPI-Maoist) activities in the State increased from five Districts in 2000 to 19 Districts, reports The New Indian Express. The Chief Minister said parts of Malkangiri, Rayagada, Koraput, Gajapati and Mayurbhanj Districts were considered Maoist affected in 2000. However, in the current scenario, parts of 19 Districts: Koraput, Malkangiri, Rayagada, Ganjam (including Berhampur Police District), Keonjhar, Sambalpur, Deogarh, Jajpur, Kandhamal, Dhenkanal, Nayagarh, Kalahandi, Nuapada, Balangir and Bargarh are considered to be affected by CPI-Maoist activities in varying intensities, he said. Sources say the NIA has received inputs from sister agencies suggesting that the Naxals have taken cognisance of its ongoing investigations and prosecution of suspected CPI-Maoist cadres. “We suspect that they may devise ways to counter our efforts in bringing the Naxals to book, also through front organisations. Be that as it may, we maintain a high level of professionalism and our endeavour is to gather evidence that can stand the scrutiny of even international courts,” an official said confirming that the NIA had figured in the recent CPI-Maoist documents.

Naveen, a native of Nimmapalli of Peddapalli mandal (administrative unit), joined the CPI-Maoist in 2011 following his association with the Peddapalli Divisional Committee Member (DCM) Harikilla Shankar alias Bhupathi. Naveen, who used to work in a medical shop, supplied medicines to Maoists and other material through couriers. Initially, he was a dalam (squad) member in Khammam in Venkatapuram area committee. Gadchiroli Police evacuated two revenue officials with full security drill on June 25, in view of an alleged Naxal [Left Wing Extremism (LWE)] threat following allegations of corruption against them in recruitment of “kotwals”, who are village-level revenue officials in Gadchiroli District, reports Indian Express. The two officials, Tahsildar Suryakant Yeole and Naib Tahsildar Chandrakant Telang, allegedly took bribe from candidates for the selection and following a complaint by some “affected” candidates were under threat from the latter as per intelligence reports. The evacuation happened following urgent directives from the Home Ministry, with the Police doing road opening in various sensitive stretches in the 250-odd km distance between Sironcha and Gadchiroli. Inspector General of Police (IGP, Nagpur Range) Ravindra Kadam confirmed the evacuation. “We had reports of threat perception, so we did the exercise. We wanted to prevent possibility of any untoward incident in the wake of allegations and the reported threat,” he said.

During a meeting conducted by Union Minister of Home Minister Rajnath Singh on June 27 it was decided that the Government will explore a possibility in which newly inducted Indian Police Service (IPS) will be posted in Left-Wing Extremism (LWE) affected areas for a limited tenure, reports Hindustan Times. ‘It was suggested that freshly inducted Indian Police Service (IPS) officers, undergoing training in the National Police Academy at Hyderabad, could be asked to volunteer a posting of two to three years irrespective the state cadre they have been allotted to. After serving in the Maoist areas, they could go back to their respective state cadres or the states of their choice,” said a Union Ministry of Home Affairs official. The young IPS officers could be given extra allowances as added incentive, sources added. The Home Minister promised to explore the proposal with all departments concerned, added the official.

The arrested persons have been identified as M Durai (46), G Shankar (35), S Sakthi (36), S Athiyaman (23), C Santhosh (22), and G Ashok (26), all belonging to the dalit community and hailing from Natham Colony in Dharmapuri District. "We received a tipoff that six people were being trained by Naxals in Dharmapuri. Police from Tamil Nadu and Andhra Pradesh have been searching for a group of Naxals whom we suspect may have trained the six people," said a senior Police officer.

The UN has expressed concern over the killing and maiming of children who continue to be recruited and used as human shields by Naxals [Left-Wing Extremists (LWEs)] in India and over the threat of sexual violence against girls within Naxal ranks, reports Out Look. The Annual Report of the UN Secretary-General on Children and Armed Conflict, released on July 1, said the recruitment and use of children, as young as six-years-old, by Naxals, continued in 2013. While no disaggregated data on the number of children associated with armed groups in India was available with the UN, it said independent estimates indicate at least 2,500 children are associated with armed groups in Naxal-affected areas. It cited data from the Indian Ministry of Home Affairs and said boys and girls aged six to 12 years were recruited into specific children’s units, known as Bal Dasta and Bal Sangham, in Bihar, Jharkhand, Chhattisgarh and Odisha. The report said children also continued to be placed in front of combat units as human shields. "Taking into account the use of children as human shields by the Naxalites, the United Nations is concerned about the killing and maiming of children in hostilities," it said. Noting that Naxal recruitment affects girls and women, the report said the presence of girls within Naxal ranks.

All States will have to follow a uniform approach against the Naxals or risk losing funding from the Centre for the cause, an unnamed senior UMHA official said. "Bihar Government under Nitish Kumar also did not follow a uniform policy spelt out by the Centre. He further said, "The funds will depend on the results and strict monitoring of the funds to states will be done."
