The government will raise 35 paramilitary battalions to combat the Maoists and others posing internal security threats, Union Minister of State for Home Affairs, Shri Prakash Jaiswal, stated in the Rajya Sabha (Upper house of Parliament) on March 5, reports IANS. "The union government has recently approved the raising of 35 additional India Reserve Battalions (IRBs) during 2007-08 to 2009-10, to be sanctioned, as per the internal security situation and requirements, to various states, including those affected by Naxalite (left-wing extremism) activities," Jaiswal said. The minister said that 26 IRBS had been already sanctioned to aid the police in Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Orissa, Maharashtra, Madhya Pradesh, Uttar Pradesh and West Bengal. The Home Ministry also asked State governments to fill up long-pending vacancies in police forces and raise specialised units trained in counter-insurgency and jungle warfare.

According to Statesman, a recent report prepared by the Union Home Ministry states that the Maoists are steadily spreading their activities in new areas of the West Bengal whereas a majority of the Maoist-infested states have slowly pushed the outfit into a corner over the past four years. In West Bengal, a total of 12 police stations were identified as Maoist-infested in 2006. The number was four in 2003. After 2003, the Maoists have gained ground in the state. In 2004, Maoists made their presence felt in six police station areas and in 2005, the number of affected police stations reached to seven. As the number reached to 12 in 2006, it clearly appeared the state failed to stop the spread of Maoist activities here. In comparison to West Bengal, other Maoist-infested states like Andhra Pradesh, Bihar and Jharkhand dealt with the problem more efficiently. These states not only stopped the spread of Naxalite (left-wing extremists) violence but also “recaptured” some areas where the extremists had earlier made their presence felt, the report indicates. In Andhra Pradesh, the total number of Maoist-infested police stations were 183 in 2003 but it came down to 93 in 2006. Similarly in Bihar, the number of Maoist-infested police stations came down to 69 in 2006. In 2003, the state had a total of 100 affected police stations. Jharkhand also dealt with the problem efficiently. In 2003, the state had 96 affected police stations in terms of Maoist violence but in 2006 the number came down to 85. However, in some states like Orissa and Chhattisgarh, Maoists have spread their activities in new areas during the period. Overall in the country, Maoist activities have been curved significantly. In 2003 the total number of Naxalite affected police stations was 491 but in 2006 the number came down to 395. The report was prepared with the figure available till 2006. Meanwhile, Inspector General of Police (Law and Order), Raj Kanojia, said that till date 13-14 police stations in three districts, Bankura, Purulia and Midnapore West, were affected in the State.

New Indian Express reports that on March 8 eight naxalite (left-wing extremist) supporters were arrested during a joint operation by Anti-Naxal Force (ANF) and Udupi district police from the Hebri-Kudlu forest area. Police sources said that the arrested persons were waiting for the arrival of naxalites to hand over various goods. A single barrel gun, 30 detonators, two gelatin sticks, one motorcycle, naxal literature and a naxal flag were recovered from the arrested persons. During interrogation, the arrested persons admitted they were regularly supplying food and other materials to the naxalites.

On March 8, some Naxalite (left-wing extremists) posters appeared on the walls of Utkalmani Sishu Sikhya Mandir, PCL Computer Academy and at some houses in the Nizigarh gram panchayat (local self-government body) in the Baramba-Narasinghpur region of Cuttack district, reports New Indian Express. The posters were hand written in Oriya language with red ink. Locals informed that along with writings such as Jivan Prati Bipada Achhi (danger for life), Khub Sighra Akramana (there will be an attack soon), Satarka Ruhantu (be watchful), Lal Salam (red salute), pictures of guns, arrows and flambeau were drawn on the posters. The police later seized the posters.

The Hindu reports that the Communist Party of India-Maoist (CPI-Maoist) and the Janashakti group of the naxalites (left-wing extremists) called for a State-wide bandh (general strike) on March 14, protesting against the visit of United Progressive Alliance (UPA) Chairperson, Sonia Gandhi to the State. A joint statement whose signatories were Chandranna, Maoist North Telangana Special Zonal Committee (NTSZC) secretary, and Bharath, secretary of the Janashakti Godavari Valley Regional Committee, branded Sonia Gandhi an “American agent” and called upon people to observe bandh to protest against her visit. The statement also blamed the ruling Congress party for not taking up any developmental projects for Telangana region and for abandoning its promise of forming a separate State. The extremists termed the resignation of Member of Legislative Assemblies, Member of Parliaments and Member of Legislative Council of the Telangana Rashtra Samithi (TRS) party as a move only to derive political mileage.

The Naxalites are reported to have a budget of INR 60 crore for procurement of weapons and explosives during 2007-09, according to The Hindu. The Union Minister of State for Home Sriprakash Jaiswal informed the Rajya Sabha (Upper House of Parliament) on March 12 that an arrested extremist had stated this during interrogation by the Jharkhand Police. He said no other details in this regard are available. In reply to another question, he said as per information available, the Maoists have sophisticated weapons and communication systems. The extremists primarily get a substantial bulk of their weapons by looting and they also get them from illicit weapon manufacturing units, Jaiswal said. The total number of Maoist related incidents has increased from 1,509 in 2006 to 1,565 in 2007, he said. The number of causalities of security forces has increased from 157 in 2006 to 236 in 2007, while in the same period, the number of civilian casualties decreased from 521 to 460.

Indian Express reports that fifteen Naxalites (left-wing extremists) belonging to different groups surrendered to the Police in the Khammam and Kurnool districts on March 13. While ten extremists, including Vagaboina Saraiah alias Sagar, the district committee secretary of the Communist Party of India-Marxist-Leninist (CPI-ML)’s Praja Prathighatana group, surrendered in Khammam, five more surrendered in Kurnool. According to Times of India, the Indian Space Research Organisation (ISRO) is developing a focused Geographical Information System (GIS) using high-resolution satellite images to track down terrorists and Naxalites (left-wing extremists) from their hideouts in hilly areas and dense forests across the country. The technology will be first used by the Central Reserve Police Force (CRPF), Union Home Ministry sources stated. The information will also be provided to specialised police forces in States — like the Greyhound in Andhra Pradesh — during co-ordinated operations against insurgents and extremists. Accordingly, a memorandum of understanding was signed on March 14 by the CRPF Inspector General (Operations), A. P. Maheshwari, and Joint Secretary (Department of Space), R. G. Nadadur, in New Delhi.

On March 17, the Administrative Reforms Commission (ARC) headed by Verappa Moily recommended the implementation of a 14-point strategy to combat left-wing extremism, reports IANS. "A long-term (10-year) and short-term (5-year) programme of action based on the 14-point strategy announced in parliament may be formulated by the union government in consultation with the concerned state governments to identify state specific action (to combat Maoism)," Moily said. He added that along with the 14-point strategy, negotiations with the extremist outfits should be an important mode of conflict resolution. The Commission recommended enhancing the capacity of the security forces to act effectively and firmly in the troubled areas and proposed formation of special task forces on the lines of Greyhounds in Andhra Pradesh. Local level police stations should also be strengthened, the commission stated.

Police neutralised an armed gang of former naxalites (left-wing extremists), named Telangana Jagarana Sena (TJS) in Sircilla sub-division in the Karimnagar district. Seven TJS cadres were arrested and two 9 mm pistols and 16 rounds of ammunition, one air pistol, two dummy pistols, five soap bombs and pellets used in the air-pistols were recovered from their possession. The TJS was formed by former cadres of the Communist Party of India-Maoist (CPI-Maoist) and the naxalites belonging to the Janasakthi group to eliminate some soft targets and create a sensation by killing a former Telegu Desam Party (TDP) legislator in the district. Superintendent of Police Y. Gangadhar said that the arrested include former Maoist dalam (squad) member Ponnam Tirupathi Goud alias Prabhakar, M. Ramulu alias Ramanna, former Janashakthi dalam commander Annadi Srinivas Reddy alias Santosh, former Janashakthi dalam members Kammari Ratnakar alias Dayakar, Malyala Purnachander alias Janardhan, and former Janashakthi commander Malyala Rajesh alias Johnson and an agent Yerram Mallesham. Additional Solicitor-General Gopal Subramanian, appearing for the Union Government, supported the Chhattisgarh Government and said the petitioners’ claims of excesses during Salwa Judum were exaggerated. "The perception put forth by the petitioners is subject to much moderation," he said. He further argued, "When hundreds of people are killed by Naxalites [Maoists], the state has to do something to protect them." Separately, the Chhattisgarh Government counsel Manish Singhvi said that many of the allegations of excesses by Salwa Judum activists were found to be false upon inquiry.

You (state government) cannot give arms to somebody (a civilian) and allow him to kill. You will be an abettor of the offence under section 302 of the Indian Penal Code". The Bench comprising Chief Justice K G Balakrishnan and Justice Aftab Alam said a neutral agency should inquire and assess whether people had joined Salwa Judum camps on their own. The state government had earlier denied that Salwa Judum was a state-sponsored movement and said that action shall be taken if any Salwa Judum activist transgresses the confines of the law.
