Communist Party of India-Maoist (CPI-Maoist) cadres put up banners and placed a dummy landmine on a road in Tadgaon village under Bhamragad Taluka (revenue sub-division) in Gadchiroli District of Maharashtra on March 2, reports The Times of India. The banners urged people to celebrate International Women's Day on March 8 and support the Naxal [Left Wing Extremism, LWE] movement. The Maoists also placed a dummy landmine in the middle of a road that blocked the road at the said village. The banners, however, were set on fire by the women and girl students of the village, as the road falls under their route to take to their board examination centres. On the other hand, the dummy bombs were removed by the Bomb Detection and Disposal Squad (BDDS) experts.

A cadre of Communist Party of India-Maoist (CPI-Maoist) was arrested by a special team comprising the Lakhisarai District Police, personnel of Central Reserve Police Force (CRPF) including its 207 Commando Battalion for Resolute Action (COBRA) Battalion from Maheshpur village under Maliya Panchayat (village level local self-Government institution) in Lakhisarai District of Bihar on March 2, reports United News of India. The arrested cadre, identified as Ashok Paswan alias Jai Paswan, a resident of Tari Paharpur village under Gidhhour Police Station limits of Jamui District, was a former self-proclaimed ‘area commander’ of CPI-Maoist. The Deputy Inspector General (DIG), Munger Range, Manu Maharaj said, “Ashok was evading Police arrest in dozen Naxal [Left Wing Extremism, LWE] related cases in four Districts of Bihar."

A Maoist carrying a cash reward of INR 800,000 on his head surrendered before Security Forces (SFs) in Bijapur District of Chhattisgarh on March 2, reports The Pioneer. The Maoist, identified as Sonu alias Dr. Prashanth Modiyam (25) surrendered before the Superintendent of Police (SP), Divyang Patel, and Central Reserve Police Force (CRPF) Deputy Inspector General (DIG) Komal Singh. As per the report, Sonu worked as Kalahandi-Kandhamal-Boudh-Nayagarh (KKBN) ‘area divisional committee commander’. According to a Police official, “Sonu alias Samu alias Somu alias Dr Prashant Modiyam was unsatisfied with Naxal [Left Wing Extremism, LWE] ideology and hardships of the forests.” He had joined the CPI-Maoist while he was in class three and had later received medical training. In 2011, he was shifted to Odisha where he instructed other Maoists on providing medical aid and in 2013, he was appointed as DVMS doctor in the Maoist organization, said the Official. Further, the Official added that he was a part of Maoist team that had ambushed a CRPF party at Pamulavayi village in the District, wherein five Police personnel were killed on October 29, 2007. In 2009, he along with other Maoists had executed an attack on CRPF camp in Bhejji village in Sukma District wherein three troopers were killed.

Chhattisgarh Home Minister Tamradhwaj Sahu, on March 4, informed the State Assembly that 81 Naxals (Left Wing Extremists, LWE) have been killed in encounters with Security Forces (SFs) since January 1, 2019, reports ANI. Replying to a question raised by former Chief Minister (CM), Raman Singh, Sahu said, "81 Naxals have been killed in encounters with Security Forces since January 1, 2019." He also informed that 350 Naxals have surrendered before authorities between January 1, 2019, and February 15, 2020. "During the same period, 57 civilians and 25 security personnel lost their lives in Naxal-related incidents," the Minister added.

The Senior Security Advisor in Union Ministry of Home Affairs (UMHA), K. Vijay Kumar, in a meeting in Bihar over the Communist Party of India-Maoist (CPI-Maoist) activities and coordination between the Chhattisgarh and the Odisha Police Forces, on March 4, stated that the Maoist activities have been gradually declining in both the States and Security Forces (SFs) were asked to strengthen the coordination between them, reports The Pioneer. The said meeting was attended by Superintendents of Police (SP) of Kalahandi, Bolangir, Nuapada Districts in Odisha and Gariabandh, Mahasamund and Dhamtari Districts in Chhattisgarh. Kumar said “Besides development activities in the Left-Wing Extremism (LWE)-hit areas, we are focusing on more coordination between Police Forces.”

Three Communist Party of India-Maoist (CPI-Maoist) cadres surrendered before Security Forces (SFs) in separate incidents in Sundargarh and Malkangiri Districts of Odisha, reports The Pioneer. In one incident, a Maoist couple, identified as Raju Kayam alias Sambar and Anita Marla alias Kalpana, both residents of Kadamdihi and Goilkera village respectively in West Singhbhum District of Jharkhand, surrendered before the Superintendent of Police (SP) and 19th Battalion Commandant of Central Reserve Police Force (CRPF) at Rourkela in Sundargarh District on March 7. As per the Police, the duo was involved in the Left-wing Extremist (LWE) activities in Saranda and Odisha-Jharkhand borders. In 2017, the duo had left the CPI-Maoist organisation after being dejected with the Maoists killing innocent people and wanted to lead a peaceful life.

According to a report of the Home Department Standing Committee, at least eight Communist Party of India-Maoist (CPI-Maoist) cadres were killed, 50 arrested and 13 surrendered during 2019 across Odisha, reports The Week on March 12. The report said that 44 Naxal [Left Wing Extremism, LWE] incidents were reported in 2019, of which 12 incidents were exchange of fire between the security personnel and the Maoists. It also said that the Police have seized 21 guns, 30 Improvised Explosive Devices (IED) and a large quantity of ammunition during anti-Naxal operations. Further, LWE activities across the State remained by and large under control, however, the situation remained challenging in some parts of Malkangiri, Koraput, Kalahandi, Rayagada, Kandhamal, Nuapada, Bolangir, and Nabarangpur Districts, the report added.

The National Investigation Agency (NIA) on March 25, filed a charge-sheet at a designated court in Patna District of Bihar in a case involving the interdiction of highly sophisticated weapons and ammunition on February 2, 2019, by Bihar Police, reports The Pioneer. The NIA charge-sheeted an accused identified as Santosh Kumar alias Santosh Singh alias Umesh Kumar, a resident of Horil Chappra village at Ara city in Bhojpur District of the State for money transfers of INR 22 million in the case. As per the report, the Northeast insurgent group National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM)was involved in supplying Under Barrel Grenade Launcher (UBGL) and AK 47 assault rifles to banned Naxal [Left Wing Extremist, LWE] outfit – Tritiya Prastuti Samiti (TPC), a splinter group of Communist Party of India-Maoist (CPI-Maoist) in Jharkhand. In a statement, the NIA said, "Investigations found that accused Santosh Kumar was one of the prime members of the weapons trafficking network and their supply to Naxals in Jharkhand. He had extensively used banking and hawala channels for transfer of funds for procurement of weapons and such transactions worth more INR 22 million have been identified during the investigation."

In view of the humanitarian crisis that has erupted due to the novel coronavirus pandemic, Security Forces (SFs) are mulling over the option of halting all the anti-Naxal [Left Wing Extremism, LWE]operations against Communist Party of India-Maoist (CPI-Maoist) in the Naxal belt of India, reports Free Press Journal on March 27. As per the report, the security agencies in Chhattisgarh are exploring the possibility of a "humanitarian ceasefire" as the Covid-19 contagion is spreading in India. However, the Inspector General of Police (IGP) P. Sundar Raj said that SFs do not have the authority or mandate to take such decisions."I am just a Police Officer. Bastar Police and SFs here have a mandate to ensure safety to life and property of the people. At present, the entire world is fighting against Covid-19. Bastar Police is also committed to fighting this virus," the IGP said adding that "There is no social distancing in a commune and the villagers are worried about it now. According to the report, the Maoists have increased their movement in inaccessible bordering areas including the Tulsi forest under Mathili Police limits in Malkangiri District of Odisha. As per the sources, the Maoists from three neighbouring States of Andhra Pradesh, Chhattisgarh and Telangana are moving freely in the rural areas thereby adding to the security challenges.A voluntary organisation ‘Sachetan Nagarika Mancha’ on March 28 put up hundreds of posters at Kudumulugumma, Spillway in Chitrakonda, Janbai in Swabhiman Anchal and Mahupadar in Malkangiri District, urging Maoists to stop being the carriers of coronavirus and surrender before the District administration to protect themselves.The posters also appealed to villagers not to come in contact with the Maoists.They should not attend meetings called by the Naxals[Left Wing Extremists, LWEs] and provide food materials and other items to them, the posters read, adding,that some Maoists are roaming in villages after getting infected with coronavirus and may cause an outbreak in the region.
